Indian Navy is considering procurement of Ballistic Performance Measurement System (BPMS) for installation at ballistic firing proof facility. The principle requirement of the BPMS would be to evaluate the pressure built up inside the gun barrel during proof firing. 2. To enable you to furnish information against this RFI, the following details are placed at Enclosure to this document:- (a) (b) Introduction about the project. Required system capabilities. 3. The Indian Navy solicits information for implementing the project, and you are requested to submit a comprehensive report that will cover the following minimum aspects:- (a) Supply & Demonstration. Supply complete system in one go. Demonstrate the efficacy of the system during live firing. (iii) Demonstrate the data logging and analysis capability of the system as per operational requirements. (b) Training. Training Implementation Plan. Training Methodology. (c) Supportability. Lifecycle management plan for hardware and software including three years warranty, covering hardware, software and system performance. The In-service life of the systems should be for at least ten years.

2 2 Requirement and methodology of technology refresh every four to five years during the envisaged lifetime. (iii) Modalities of Annual Maintenance Contract with spares for two years post three years comprehensive warranty period. (d) Indicative Costing. Indicative costing of the project including setting up of the system and thereafter taking into account all aspects of integration, training, life cycle support, software upgrade and other aspects may be mentioned separately. (e) Time. The overall timeframe for implementation with stage-wise breakup of the entire project. You are required to provide a PERT chart with the complete breakdown of the time required for completion of all activities. 4. The proposals in hard and soft copies should be submitted in sealed envelopes (the envelope should clearly state this letter No and Response to RFI for BPMS and submitted to the undersigned at the address given below by 1200 hrs on 3 0 S e p 10. No extensions would be provided to the date of submission of RFI. Government Regulations. You are required to confirm that there are no Government restrictions or limitations in the country of the supplier or countries from which sub-components may be procured later and/or for the export of any part of the system/sub-system to India. 6. Patent Rights/Transfer of IPRs. You are required to confirm that there are no infringements of any Patent Rights/the Transfer of IPRs is in accordance with the laws prevailing in India/any other country from which hardware/software for the project may be required to be procured at a later date. 7. Procurement Procedures. Your attention is also invited to the Indian MoD procurement procedures as given in DPP 2008 (or its latest Publication). The same is available at Your response to this RFI should take into account relevant aspects mentioned in the DPP 2008(or its latest Publication).

3 3 8. This RFI is being issued without any financial commitment, and the Indian Navy reserves the right to change or vary any part thereof at any stage. The Indian Navy also reserves the right to withdraw the RFI should it be so necessary at any stage. Your response to this RFI will be considered to imply your agreement with all the terms and conditions stated in this RFI. 9. Indian Navy is open to suggestions of alternative implementation methodologies if found logical, technically acceptable, proven technology and proposed with all details. 10. You are at liberty to make suitable and logical technical deviations from the suggested guidelines as long as the requirements given in this RFI are satisfied. 4 4 Enclosure to DGNAI letter AI / 8801 dated 29 Apr 10 BALLISTIC PERFORMANCE MEASUREMENT SYSTEM (BPMS) INTRODUCTION 1. The Ballistic Performance Measurement System (BPMS) would enable correct measurement of the pressure developed in the chamber. The chamber pressure is a critical parameter that decides the ammunition achieving its designed propelling force, muzzle velocity and end use requirement besides satisfying safety requirements. Propellants for the ammunition are subjected to pressure measurement during firing to establish the charge mass for the particular lot. Further, every lot of ammunition is to be proved for measurement of chamber pressure before acceptance. The system is envisaged to be installed at Naval Proof Facility at LPR, Khamaria, Jabalpur. REQUIRED SYSTEM CAPABILITIES 2. Technical Parameters. The technical details of BPMS for installation at ballistic proof firing facility should atleast conform to the following:- (a) Pressure Sensors. High Frequency ICP ballistic pressure sensor, 80K Psi 0.07 mv/psi. accel. Comp. (ceramic coated integral diaphragm) (b) Co-Axial Cable. Cable-Low Noise, Blue, coaxial, Teflon cable 20-ft, coaxial plug to BNC plug. (c) Charge Amplifiers. Charges Amplifier Comprising of-2channel USB front End with IEPE(ICP) supply powered by the USB port range input 10 Volt 24 Bit sigma Delta ADC simultaneous sampling including FFT Analyzer software soundeard FW. FFT Analyzer software included. (d) Software. Lab view Software for programming. (e) Laptop. Lap Top Intel Centrino Processor Technology Intel Core 2Duo Processor T 7250 Genuine Window Vista Business IGB shared DDR2 SDRAM at 667 MHz 160 GB SATA HDD at 7200 rpm integrated Intel Graphic Media Accelerator X3100. (f) Printer. Printer for DATA Output - Colour Laser Printer of reputed make. (g) The sub-systems of the BPMS should be small, compact, light weight, portable. (h) The system should be able to operate under following conditions: - (iii) At all weather conditions (Sunny, rainy and foggy) Ballistic pressure and its related vibration and acoustical conditions. Rugged for handling at the proof range. (j) The operator should be able to integrate the system to the gun barrel and be able to log the data during the firing and analyse the data before printing the output.

5 5 3. Maintenance/ Supportability. The approximate cost of one unit, including cost relating to installation, training, documentation and equipment support. Details of comprehensive maintenance/ product support package which will serve as a guideline to formulate an all encompassing commercial offer at RFP stage. 4. Delivery Schedule. The approximate time required for manufacturing and delivery of BPMS. 5. Miscellaneous Issues. (a) The system should have military specifications. (b) The agency that would integrate and install the BPMS at LPR, Khamaria, Jabalpur. (c) The system should be EMI/EMC certified. 6. Any other supporting information.
