13 Board Collaboration with International Niagara Committee One representative for each Country was identified in the 1950 Niagara Diversion Treaty. The Treaty was created to preserve the scenic beauty of the Falls while allowing for the most beneficial use of the waters of the Niagara River By an exchange of notes in 1955 the two members referred to in the Niagara Treaty were designated the International Niagara Committee The INC reports to the Department of Foreign Affairs in Canada and the U.S. State Department

14 International Niagara Committee The INC verifies, records and reports on flows in the Niagara River and Welland Canal as well as diversions for hydroelectric generation The treaty requires that: No less than 2832 cubic metres per second (m 3 /s) from April 1st to September 15th (inclusive) between 8 a.m. and 10 p.m. No less than 2832 m 3 /s from September 16th to October 31st (inclusive) between 8 a.m. and 8 p.m. No less than 1416 m 3 /s from November 1st to March 31st (inclusive) and at all other times not specified above The Board collaborates with the Niagara Committee in operating the International Niagara Control Dam to meet the terms of the treaty INC agreement with the St. Lawrence Seaway Management Corporation concerning the water use in the Welland Canal An annual report on Niagara River Diversions is produced by the Committee for the Governments and the IJC are sent a copy.
