5 Human Resource Infrastructure Major sources of training for nuclear human resources in the early stage were as follows; Educational institutions The first nuclear engineering department in university was established in Vocational training Korea has high-school-level vocational schools for craftsmen and two-year-junior colleges for technicians. 5

6 Human Resource Infrastructure Training center of KAERI (Korea Atomic Energy Research Institute) In 1969, the Nuclear training center was established. An open-door nuclear training center for domestic personnel from the nuclear-related organizations Nuclear training center of KHNP (Korea Hydro &Nuclear Power Co.) The training center with a full-scope simulator for KHNP nuclear personnel was constructed in

7 History of KOPEC In the early stage, Nuclear Power Plants were built under turnkey-base contracts. Domestic participation was limited to the field erection and civil construction. The Architect-Engineering (A/E) services were all provided by foreign A/E firms Korean Government had decided to develop its own A/E capabilities as one of the top priorities 7

8 History of KOPEC Establishment of KOPEC (Korea Power Engineering Company) KOPEC was founded in Became A/E Prime Contractor for Nuclear & Fossil Power Projects since 1987 Merged Nuclear Steam Supply System(NSSS) Design from KAERI in 1997, and emerged as first A/E-NSSS company in the world 8

KOPEC assigned the required man power based on mutual agreement. Foreign Contractor worked together with KOPEC to produce the design output. Foreign Contractor ensured smooth transition of the lead responsibility to KOPEC 18

19 Joint System Design Phase II : On-Shore Design Work Relocation of the Design Center from Contractor s Job Site to Korea Major Engineering Activities had been performed in Korea Works Led by KOPEC KOPEC has prime responsibility for the performance of the work. Foreign Contractor provided the level of support as requested by KOPEC to perform actual work. Foreign Contractor reviewed the design documents. 19
