Unit Move men ts 27 DEC JAN JAN 70 NMCB TEN Advance Party with seven officers and one hundred thirteen enlisted men departed Port Hueneme, California by air and arrived at Camp Wilkinson, Republic of Vietna on 28 December First increment of NMCB TEN Main Body Flights (one cargo flight and two passenger flights) with fourteen officers, four hundred thirty-eight enlisted men and one Marine departed Port Hueneme, California by air and arrived at Camp Wilkinson, Republic of Vietnam. Captain E. C. PAUL, CEC, USN, Deputy Director of Construction, MACV, visited Camp Wilkinson, Republic of Vietnam. Commenced construction work on the Quang Tri Highway Bridge Project Captain A. L. DOMINY, CBC, USN, COMCBPAC Staff Chaplain and Commander D. E. BECKER, MSC, USN, COMSERVPAC Staff Medical Officer conducted a management inspection in the Chaplain and Medical areas. NMCB TEN held a farewell luncheon for Rear Admiral J. G. DILLON, CEC, USN, Commander, THIRD Naval Construction Bridgade. Rear Admiral DILLON was accompanied by Captain J. E. WASHBURN, CEC, USN, Commander, TiiIRTY-SECOND Naval Construction Regiment. Change of Command ceremony held at THIRD Naval Construction Brigade, Danang, RVN. Rear Admiral A. R. MARSCHALL, CEC, USN, relieved Rear Admiral J. G. DILLON, CEC, USN, as Commander, THIRD Naval Cons truction Brigade. The Commanding Officer, Battalion Master Chief and a platoon of NMCB TEN personnel participated in the ceremonies. Rear Admiral A. R. MARSCHALL, CEC, USN, Commander, THIRD Naval Construction Brigade attended a welcome aboard luncheon hosted by the officers of NMCB TEN. Rear Admiral MARSCHALL was accompanied by Captain J. E. The 28th birthday of the Seabees and the 103rd anniversary of the Civil Engineer Corps wete celebrated with appropriate ceremonies and festivities. The Guest of Honor, Colonel Le Van Than, Province Chief, Thua Thien Province was presented with an engraved NMCB TEN Plaque in commemoration of the day. Other distinguished guests ~ncluded Captain J. Secondary Bridge Four was dedicated with an appropriate ceremony and distribution of Vietnamese medals to nineteen NMCB TEN personnel who worked on the project by Major General TROUNG, Commanding General of the 1st ARVN Division. NMCB TEN personnel received Vietnamese medals for their contribution in the construction of the FSI Cantonment at Nam Hoa. Captain J. E. WASHBURN. CEC, USN, Commander, THIRTY SECOND Naval Construction Regiment visited the battalion's job sites. Completed paving the first 3000 feet of the runway at Phu Bai and reopened the runway for military traffic. The airfield was closed to all traffic for only 60 hours. 6

Completed section four of runway feet of runway were opened to air traffic and civilian traffic was resumed, Captain J. E. WASHBURN, CEC, USN, Commander, THIRTY SECOND Naval Construction Regiment, visited the Phu Bai Airfield project. Bridge 13 on QL-1 completely destroyed by fire. At 2015 four (4) rockets impacted in the vicinity of the Quang Tri Bridge project. No injuries or damage to NMCB TEN personnel or equipment. Captain J. E. Change of Command ceremony held at the THIRTY-SECOND Naval Construction Regiment, Danang, Republic of Vietnam. Captain K. P. SEARS, CEC, USN, relieved Captain J. E. WASHBURN, CEC, USN, as Commander, THIRTY-SECOND Naval Construction Regiment. The Commanding Officer, Battalion Master Chief, and a platoon from NMCB TEN participated in the ceremonies. Captain E. H. MARSH, CEC, USN, Chief of Staff, COMCB PAC, visited the Battalion and toured the various project sites. Completion of steel stringer erection, Quang Tri Bridge. GMCM D. D. BLACK, the Master Chief Petty Officer of the Navy, visited the battalion, toured the camp and held infol'11al discussions with several groups of enlisted personnel. Bridge 13 on QL-1 completely destroyed by fire. U. S. Army Engineers were tasked with reconstruction work with material and pile-driving being furnished by NMCB TEN. Captain K. P. SEARS, CEC, USN, Commander, THIRTY SECOND Naval Construction Regi nt. visited the BattalJ.on and toured the various project sites. Brigadier General H. c. SCHRADER. Co anding General, 18th Engineer Brigade, visited the Asphalt Batch Plant in Phu Bai. Author Richard TREGASKIS visited Camp Wilkinson, Quang Tri Bridge and Thuan An Navy Base to gather historical background in writing the history of Military Construction in Southeast Asia. At 1930, two (2) 122 rocket rounds and at 2200 ten (10) rocket rounds impacted in Camp Eagle Co at Base. No NMCB TEN casualties. Mr. Buu DON. Also attending were Brigadier General R. TARBOX, Mr. Tang, and Colonel Le Van THAN, Thua Thien Province Chief. Captain K. P. SEARS, CEC, USN, Commander, THIRTY SECOND Naval Construction Regiment, visited Thuan An Naval Base Completed all paving work and secured asphalt plant. All assigned projects and punch list items completed except equipment support for Vietnamese contractor on the North Hue Loop, which was turned over to NMCB FIVE. Camp Wilkinson was turned over to Lieutenant Colonel c. P. RODOLPH, Co anding Officer. 326th Engineer Battalion (Airmobile). This marked the lowering of the last Seabee Flag north of Danang. Commander D. P. JOHNSON, CEC, USN, Commanding Officer, NMCB TEN, departed Camp Wilkinson, Gia Le, Republic of Vietnam. The Flag of NMCB TEN relocated to CBC, Port Hueneme, California. 5. Awarded Non-Judicial Punish nt: 68 c. Awarded Court Martial: Morale Morale throughout the deployment stayed at a high level. Good living conditions, outstanding food, and a large, meaningful workload were the principal contributing factors. An active intramural sports program and evening ovies with the only popcorn at Camp Eagle were favorites with the men for off-duty hours. Mars calls, the R & R proar and several commercial shows were also always well received. Morale was highest at the end as the men saw every tasked job coapleted befor redeplo nt to CONUS. 18 Protestant Catholic Number of Services Number Attendance In addition to the above, twenty-six services for Camp Eagle Army personnel of the Catholic faith were conducted as well as participation in an Easter Sunday Ecumenical Service with 9000 men in attendance. Arrangements were made for the religious needs of personnel of the LDS faith as well as for the NMCB TEN personnel at detachments sites. The Chaplain conducted 320 for al counselling sessions covering religious, arital and personal problems of NMCB TEN personnel. Guidance was offered in matters of hardship discharges, humanitarian reassignments and emergency leaves. Two series of discussions were held on the subjects of religion and marriage. Additionally, the Chaplain handled all Red Cross messages received. AB Personal Response Officer, the Chaplain conducted pre-deployment discussion sessions attended by 46% of the Battalion personnel. After arrival at our deployment site, the personal response programs took the forms of: l. Informative notes in the Plan of the Day on Vietnamese customs and culture. 2. Visits to various institutions as the tactical situation permitted to distribute needed articles. 3. Conducting ninety-six English classes to Vietnamese teachers and high school students.
