5 3 PLAN MY MOVE: Plan My Move is a set of on-line organizational tools designed to make frequent moves easier and less disruptive for Servicemembers and Families. Tools include a customizable calendar, to-do lists, departure and arrival checklists, installation overviews, and installation-specific information on 23 topics such as education, transportation, childcare, and employment. Plan My Move can also be accessed at Military INSTALLATIONS: MilitaryINSTALLATIONS, available on the MilitaryHOMEFRONT website, is a searchable directory of programs and services of military installations worldwide, allowing easy access to contact information, websites, maps and directions to installation programs and services. The ACS Relocation Readiness staff is responsible for ensuring the information contained in Military Installations is accurate and up-to-date. This will be accomplished by contacting the appropriate RACC agencies for updates and revisions to their information. Information is certified quarterly on the following dates: September 30; December 31; March 31; and June 30. Updates are due to ACS Relocation the 15th day of the month, preceding certification date. JBLM Home Page Joint Base Lewis McChord or The web master for the Home Page reviews all submissions prior to posting. This website includes links to major units and organizations, the post newspaper, master calendar of events, sponsorship program and Relocation. The Home Page address is included in the Remarks section of the PCS orders of Service Members. The website provides joint base-oriented MWR activities and agency information. The website also provides information on family, fitness and recreational opportunities at JBLM. JBLM Relocation Readiness Usarmy.jblm.imcom.list.dfmwr-acs-relocation-readiness@mail.mil A Relocation Readiness account is established for inbound Servicemembers, Families and relocation professionals around the world to gain quick access to needed information. The address is included on the JBLM MWR Home Page. Sponsorship Training/eSAT: Electronic Sponsorship Training Incoming soldiers requesting a sponsor: usarmy.jblm.imcom.list.dhr-mpdes@mail.mil The Relocation Readiness Program personnel provides sponsorship training to individuals and units upon request. Sponsorship welcome CDs are developed and distributed by the Relocation Readiness Program. The DOD has introduced the esponsorship Application & Training (esat) website to address a number of concerns and issues with the sponsorship process. This website was created based on the issues and challenges reported by commanders, relocation assistance managers, sponsors, and newcomers. This application includes their ideas about operating and managing good sponsorship programs.

6 4 esat was developed as a joint effort by the Office of the Secretary of Defense for Military Community and Family Policy and the military services. In addition to meeting the requirement for the Relocation Program to train unit sponsors, esat provides sponsors and newcomers with an online, easily accessible and authoritative resource for training, needs assessment, communication, access to trusted relocation information and resources, and feedback for improvement. The esat application and sponsorship process is available for use by the entire DOD. The application can be found at: You must access the link from a Common Access Card (CAC) enabled computer using your CAC. esat is a standardized sponsorship training and tracking system designed to support all appointed unit sponsors in the successful management of their sponsorship duties. Youth Sponsorship Training When Families who have teenagers are PCSing, be sure to contact the Teen Zone at to get a Youth Sponsor. With the Youth Sponsorship Program, new Youth will get paired up with existing youth to help them transition into the program and learn about academic and recreational programs the Teen Zone offers. Also, you can check out updates and information at Child, Youth and School Services is responsible for coordinating Youth Sponsorship training through the Program Manager. Information on this program can be accessed through the JBLM Website on the Youth Services Home Page. The ACS Relocation Readiness Program provides youth sponsorship training upon request from CYSS. Schools Liaison Office The Schools Liaison Office is available to assist active duty military Families with school age children and the process of getting them into school, upon arrival. Joint Base Lewis-McChord s population expands into more than seventeen (17) different school districts with the Clover Park School district being the largest. We provide information concerning your child s educational transition process including but not limited to: registration, IEPs, entrance requirements for the state of Washington, and school options available. Information may be located on the JBLM webpage or contact the office directly by calling DSN: or (253) The office is committed to assisting Servicemembers or Family members prior to arrival, upon arrival, while stationed at JBLM and upon preparing to depart, regarding educational issues or concerns. Madigan Army Medical Center/UnitedHealthcare Military and Veterans/TRICARE Madigan is a level II Trauma Center and is one of the Department of Defense s premier medical centers. Madigan has an enrollment of over 100,000 beneficiaries and has more than 4,000 military and civilian health care professionals who are committed to providing military Families the highest level of health care and customer service. Madigan has a TRICARE Service Center (TSC) staffed with professional representatives from UnitedHealthcare Military & Veterans who can assist with TRICARE Prime enrollment, claims or general information. Hours of operation for the TSC are Monday through Friday from 0700 to 1700 hours. To make a medical appointments, call the Regional Appointment Center at The appointment line is open Monday to Friday, and Saturday

7 5 and Sunday, Madigan s Exceptional Family Member Program (EFMP) integrates military and state agency services necessary for Families with special health care needs. Note: Check with the Madigan Army Medical Center for any changes in service contractors or clinic operations. Pre-Departure: Installation Relocation Readiness Program Access to pre-departure information is gained primarily through Servicemember and Family member initiative and proactive Relocation Readiness Programs at losing military installations worldwide. Contact your Relocation Manager prior to your departure or when you arrive at JBLM, call (253) to arrange Relocation Counseling. Relocation counseling is highly recommended for complex issues related to moving and settling in. International Hotel Group (IHG)/JBLM Lodging Lodging reservations are accepted at any time prior to arrival. Reservations may be made as far out as 6 months to a year in advance through the Lodge at Lewis Main, or DSN or McChord Field at , X2503. To reserve rooms you may also call the Worldwide Temporary Lodging Reservation system at or make your reservation on the web at IHG is a Pet-Friendly hotel. Families travelling with pets can find more information about Pet Travel at the following website: Lodging is open to everyone, regardless of TDY or PCS status. Retirees are welcome. To provide Relocation Counseling for complex issues as soon as possible after arrival. To ensure in-processing is quick, simple and convenient, all in-processing requirements are met while the Servicemember is assigned to the Joint Base Command. The Joint Base Command Welcome Center is located at 2140 Liggett Avenue, Waller Hall; Open 24/7. Unaccompanied Servicemembers (SSG and below) are billeted at the HHC Joint Base Command Barracks assigned to the Welcome Center. Accompanied Servicemembers make their own lodging arrangements via the JBLM Lodging Office, IHG (253) Servicemembers in the rank of E1 to E6 participate in a six-day in-processing at the Welcome Center. E7 and above, to include officers, participate in a five-day program. Three computer stations are available in the lobby of the Army Community Service Relocation Readiness Office in Waller Hall for newcomer support. Servicemembers in transition can notify family and friends of their safe arrival using service. Servicemembers and Families may also use wireless internet services in various locations throughout the post, including the Library and Education Center.

In addition to the following services, Finance performs a quality review of the pay accounts of all newly arrived Servicemembers. Customer Service hours of operation: hrs daily and closed on Federal and Installation Holidays. Call the DMPO Administration Office at for more information or to be directed to the section that can best serve your needs. General Finance Support - During the Day One briefing, Servicemembers update their Basic Allowance for Housing (BAH) and Basic Allowance for Subsistence (BAS) entitlements. Additionally, Servicemembers have the opportunity to change their direct deposit to a different financial institution, start or stop allotments, submit pay inquiries, and request advance pays incident to their PCS move. PCS Travel Settlements - In-processing Servicemembers are instructed to bring the appropriate paperwork for settling their PCS travel claims to the Day One briefing. During the Finance portion, the briefer assists incoming Servicemembers with completing each block of DD Form Reimbursement of TLE and TLA Expenses - During the Day One briefing, eligibility and documentation requirements for TLE/TLA reimbursement are explained. TLE is a CONUS allowance designed to help offset the additional costs of staying in Temporary Lodging while clearing their residence at the old Permanent Duty Station (PDS) or to look for a place to live at the new PDS. This allowance is limited to ten days, split between old and new PDS. Servicemembers apply for TLE, after incurring the expense, by completing the required documents and submitting them at the Travel Customer Service counter after their entitlement has ended. TLA is an OCONUS allowance and is submitted during the Day One briefing.

11 9 ACS Relocation Readiness Program The mission of the ACS Relocation Readiness Program is to facilitate Commanders ability to provide consistent responsive services that support readiness by assisting Servicemembers and Families with services to eliminate or reduce stress associated with frequent moves. The ACS Relocation Readiness Program staff distributes welcome CDs, provide information and referral to community agencies that assist newcomers with relocation related issues and assist with relocation crisis issues. Servicemembers and/or Family members should contact the Relocation Readiness Program at (253) to schedule Relocation Counseling or Settling in Services as soon as possible after arrival at JBLM. Air Force Servicemembers and/or Family Members should contact the Relocation Readiness Program on McChord Field at to schedule Relocation Counseling as soon as possible after arrival. A Citizenship & Immigration Services (CIS) Officer is available at JBLM Lewis Main to assist foreign born spouses and Servicemembers with immigration related issues or for those who wish to become US citizens. Call the Relocation & Immigration office Monday through Friday from 0730 to 1630 to make an appointment to see the USCIS Officer. An International Spouse Orientation Workshop is held quarterly and an annual Multicultural Workshop is available to assist foreign born Servicemembers and Families with acclimation to the U.S. An annual Military Naturalization Ceremony is held at JBLM, open to all naturalizing Servicemembers, Family Members and Retirees. Details are widely publicized. See Relocation Readiness Program Schedule attached. To schedule a class or make an appointment, call ACS Loan Closet ACS operates a Loan Closet at the Welcome Center for Servicemembers, Family Members and Civilians in transition. The items are loaned at no cost for 30 days. Extensions are granted if additional time is needed and items are not in short supply. Bring a copy of your orders. Welcome to the USA The ACS Relocation Readiness Program offers the following assistance to JBLM foreign-born Servicemembers and Family members. United States Citizenship and Immigration Service (USCIS) Officers assist Servicemembers and Family members with the immigration process. Call to schedule an appointment to meet with the USCIS Officer the first and third Wednesday of each month at the Relocation Office in ACS, 2140 Liggett Avenue, Lewis Main. Clients with complex cases are encouraged to schedule an appointment with the Department of Homeland Security, USCIS in Seattle. International Spouse Orientation is an educational class sponsored by ACS Relocation Readiness Program. Installation agencies provide information to help foreign-born spouses adapt to American culture. Participants desiring English as a Second Language classes are referred to community agencies. The local community colleges offer Beginning ESL classes at no cost to the participant.

12 10 ACS Financial Readiness Assistance Briefings on the financial aspects of relocation are available upon request. A member of the Financial Readiness team discusses budget assistance, spending plans, vehicle purchases and consumer affairs support. Financial Readiness assistance is available at the ACS Annex, located in building 2166, 12 th and Liggett Avenue, Monday through Friday from 0730 to 1630 to help newcomers resolve financial issues. Appointments can be made by calling Air Force Service and/or Family Members may contact the Financial Readiness Office in the ACS/Airman & Family Readiness Center, 552 Barnes Avenue at ACS Employment Readiness Program The mission of the Employment Readiness Program is to assist eligible individuals in acquiring skills, networks, and resources that will allow them to participate in the work force, find local job listings and obtain employment. Services are available to military spouses, family members of active duty military, retired military, and civilian employees at either Lewis-Main or McChord Field. Both office locations are open Monday through Friday, 7:30 a.m. to 4:30 p.m.; open most training holidays and closed on holidays. No appointment is needed to use the program resource centers; however, we recommend calling for an appointment if special help is needed. Program Assistance / Services include: Resume and Professional Portfolio Development Job Application Assistance Centralized Job Bank Interview Skills Development Career Transition Assistance JBLM-Main Bldg 2166, 12th & Liggett Avenue Telephone (253) McChord-Airman & Family Readiness Center 551 Barnes Blvd Telephone (253) /2328 Exceptional Family Member Support Servicemembers who have Family members enrolled in the Exceptional Family Member Program (EFMP) are identified and referred to the ACS EFMP office during in-processing to complete a short intake and receive informational brochures, monthly newsletter, rights and responsibilities, and contact numbers for EFMP services. Servicemembers with Exceptional Family Members are required to enroll in this program. Registration in EFMP assists Servicemembers in assignments to duty locations where their EFM s needs may be met. Enrollment is completed through the EFMP office at Madigan Army Medical Center on the first floor of the Nursing Tower, Room , Monday, Tuesday, Wednesday and Friday from 0730 to EFMP is an integral part of each community, working in unison with Medical Facilities, Child, Youth and School Services, local school districts and community service agencies to ensure every Exceptional Family member receives a quality care experience. EFMP is a comprehensive, coordinated, multi-agency program which also provides community support for housing, medical, educational and personnel services to Families with special needs through information, referral, resources, and advocacy. 13 11 Armed Forces Team Building (AFTB) AFTB helps you adapt to being a military spouse and not just cope with, but enjoy the military lifestyle. It provides the knowledge and self-confidence to take responsibility for yourself and your family. AFTB classes give you the opportunity to make new friends and network. Many of the courses can be applied to resume and career building, self-development and leadership skills. The training is available to Family members, Soldiers, Department of the Army civilians and volunteers. Visit the AFTB office located in the Family resource Center, 4274 Idaho Avenue or call Sponsor Support Effective sponsors are actively involved in the arrival process. They help newcomers get settled both in the unit and in the community. Sponsorship responsibilities include providing a tour of the post and places of interest in the community; assisting the newcomer with finding affordable housing; introducing the newcomer and spouse to coworkers, unit leadership and Family Readiness Group members. Sponsors are assigned by the Units. Sponsors can be requested through the following usarmy.jblm.imcom.list.dhr-mpd-es@mail.mil. Youth Sponsors Youth sponsors are assigned upon request. Generally, requests are made prior to the family s arrival; however, sponsors can be assigned after arrival by calling Child, Youth and School Services Teen Zone at (253) Schools Liaison Office The Schools Liaison Office can ease the process of enrolling your child into school from kindergarten to high school. They also provide information on homeschooling in the state of Washington. Requirements and information on before and after school options are available through the School Age Center and the Youth Center. Housing Services Office, HSO (Off Base) The Department of Defense requires that Servicemembers report to the Housing Services Office (HSO) prior to entering into any lease, rental or purchase agreement for off-base housing. Army Personnel: All newly assigned Army personnel in the grade of 05 and below are required to attend a mandatory housing brief. Briefings are held Monday through Friday from hours in Waller Hall, 2140 Liggett Avenue, Room 202. The briefing provides information about renting in the local community and how to apply for on-base housing. Servicemembers are highly encouraged to attend the brief upon their arrival to the JBLM area before signing into Waller Hall for in-processing. Air Force Personnel: All newly assigned Air Force personnel are encouraged to check in with the HSO located at 3209 Maple Street to be briefed on information about renting in the local community and how to apply for privatized on-base family housing. The HSO provides off-base housing education and referral assistance to military personnel, their Family members and Department of Defense civilians. Services

14 12 include providing search assistance, managing the Rental Partnership Program, reviewing leases, mediating landlord-tenant disputes and providing home buying and selling workshops. Area maps, rental listings and computer workstations are available at the HSO to assist personnel with their search for housing. The Rental Partnership Program (RPP) is one of many programs within the Housing Service Office. The RPP assists JBLM single Servicemembers and families with finding affordable off-base housing. The intent is to help ease the financial stress of PCS moves by encouraging landlords to provide reduced rent, waive security/rent deposits, and waived fees for credit checks. Landlords also agree that the units can be inspected by the HSO to ensure they meet acceptable standards. To apply for RPP, Servicemembers must report to the JBLM HSO with a copy of their orders, most current end of month Leave and Earning Statement (LES) and an Enlisted Record Brief, Officer Record Brief or SURF, as applicable. Additional information about the RPP is available at On-Base Family Housing (Lewis-McChord Communities) Residing in on-base housing is voluntary, not mandatory, except for personnel assigned to key and mission essential positions, as designated by the Installation Commander. All Servicemembers with a family housing requirement are entitled to apply for on-base housing. Eligible Servicemembers wishing to apply for on-base housing will may do so prior to or after arrival at Servicemembers will be required to choose one housing community at the time of application. Servicemembers are placed on the waiting list for on-base housing based on their rank, bedroom requirement and community chosen. Servicemembers are responsible for keeping the Equity Leasing Center informed of changes in eligibility status, unit, duty, and contact phone numbers. The waiting lists are updated weekly and can be checked by visiting the Equity Residential Leasing Center. Servicemembers are required to attend a fire safety briefing within the first 30 days of occupancy of on-base family housing. Joint Newcomers Orientation Joint Base Lewis-McChord newcomers are required to attend the Joint Base Commander s Newcomers Orientation. The orientation schedule and required mandatory participation memorandum can be found at at the Relocation Readiness Program link. Also see Attachment A in this plan for the schedule. In-processing Servicemembers are scheduled for the orientation and given appointment slips at the Relocation Readiness Program office. Locations may vary and will be announced post-wide. Newcomers Orientation is widely advertised. This briefing is mandatory and must be attended within 30 days of arrival by Captains, Lieutenants, Chief Warrant Officers Two and below, Sergeants First Class and below. Spouses, Civilians and other military Servicemembers are strongly encouraged to attend. Air Force participants are expected to be present by 0800 and Soldiers by 0830 to take advantage of the off base vendors, sponsors of Newcomers Orientation and the on-base agency representatives with displays. 15 13 Joint Personal Property Shipping Office - Northwest (JPPSO - NW) Incoming Servicemembers can track their shipment(s) immediately from departure of their last duty station by visiting and requesting access to the Defense Personal Property System (DPS) or by calling Delivery of your Personal Property can be coordinated through your Transportation Service Provider (TSP). Contact JPPSO NW as soon as possible if shipment information is not available or questions about the shipment arise. Servicemembers who perform Personally Procured Moves (PPM) should turn their paperwork in to JPPSO NW s, Personal Property Processing Office (PPPO) immediately upon arrival in order to expedite the receipt of their Incentive payment. Also, members who mailed items for their convenience, such as mailing some of their personal property via the U.S. Mail, may be entitled to reimbursement of those out of pocket expenses. JPPSO NW s PPPO is located in Building 2150, adjacent to Waller Hall. Operational hours are Monday-Friday. Hearts Apart/Waiting Families Support Group The Hearts Apart Waiting Families Support Group (HA/WFSG) is a support program for Families who are living separately from their military sponsor and remain within 50 miles of JBLM. Families of Servicemembers in-processing with TDY en-route for 6 months or longer will be identified and ACS Relocation will be notified by the units. Upon notification, a member of the ACS Relocation Readiness staff will contact the identified Family member to inform them about the services offered through this program. Information on upcoming events, community resources and coping with family separations is mailed out monthly to enrolled Families. Chapel Programs Outside of worship services, the JBLM Unit Ministry Team (UMT) offers daily spiritual growth opportunities. Day and night, we are here to serve you! Programs such as Promise Makers, PWOC (Protestant Women of the Chapel), and CWOC (Catholic Women of the Chapel), are rewarding programs that encourage your involvement! The Unit Ministry Team (UMT) welcomes all Servicemembers, Families, Retirees and Civilians to JBLM! A pre-marital preparation class is required for every couple getting married in a post chapel. This one-day class is presented by our Family Life Chaplain and is very beneficial even for those who have already had a civil ceremony. These

17 15 include a pre-separation briefing, VA benefits briefings, 3-day Department of Labor Employment workshop, resume and cover letter development, job search assistance, Internet job sites access, educational, career technical, small business and standard career track support and a multitude of additional events and resources. Throughout the process, Servicemembers complete an individual transition plan and must meet benchmarks towards the Career Readiness Standards. Retiring Servicemembers are entitled to start AACAP services 24 months prior to retirement, Servicemembers exiting short of retirement are authorized to begin 18 months out. Servicemembers pending possible separation (Chapter or Medical Boards) are required to register for services as soon as the separation review process is started. ETS orders are not issued until proof of attendance is given. Family members are encouraged to attend any and all AACAP services. Central Clearance Agency For Servicemember convenience, the Central Clearance Agency (CCA) is a one stop clearing office for most agencies on post, including advance pay, travel pay, dislocation allowance, transfer of TRICARE and MWR facilities. Servicemembers must report to the Central Clearance Agency (2140 Liggett Avenue, Waller Hall) 30 days prior to departure for a clearance briefing. Request for advance pay and entitlements will be initiated during this visit. Servicemembers with PCS orders will need at least 5 copies of their orders and a copy of their leave papers (DA Form 31) to begin the process; separating and retiring Servicemembers will need one copy of each applicable form. Servicemembers return to CCA 10 days prior to the desired departure to receive the Installation Clearance Report. Servicemembers must clear all agencies not already pre-cleared by CCA. A final out appointment will be scheduled with CCA for the day prior to the leave start date. (The final out-processing appointment for retiring and separating Servicemembers must be scheduled with G1 Retirement/Separation Transfer Point.) Servicemembers must bring the completed Installation Clearance Record, DA Form 137-2, signed by the Commander, and the Unit Clearance Record to the final out-processing appointment. Servicemembers receive their official records (201 file, promotion package and education record, etc.) during this final appointment. Army Community Service Relocation Home Page- The Relocation assistance and resources listed in this plan are included on the Relocation Home Page. The website also includes this Relocation Assistance Plan, current Relocation Program Schedule (Attachment A) and the Leader s Guide to Out-processing (Attachment B) to ensure Servicemembers are given ample time to prepare for departure. Out-processing Exceptional Family Member Program Servicemembers with Family members enrolled in the Exceptional Family Member Program clear at the ACS EFMP office, Waller Hall, Monday through Friday, 0730 to The Servicemember completes an Assignment of EFMP Family Form and provides a copy of orders. EFMP scans and s documents to the gaining installation indicating any assistance the family may need upon arrival. EFMP Family members receiving Respite must inform EFMP Respite in order to transition services to the gaining installation.

18 16 Overseas Screenings are completed for all Family members regarding needed medical and educational services when a Servicemember is being considered for an overseas assignment at EFMP Madigan Army Medical Center on the first floor of the Nursing Tower, Room , Monday, Tuesday, Wednesday, and Friday from 0730 to Permanent Change of Station (PCS) Servicemembers who are on Levy must attend the ACS Levy Briefing. This briefing is annotated in member s orders. The ACS Levy Briefing includes: ACS Relocation; Joint Personal Property Shipping Office - Northwest (JPPSO - NW); Financial Readiness; and TRICARE. Servicemembers on OCONUS assignments must attend the Overseas Briefing (Germany and Korea), whichever is applicable. The ACS Levy brief contains information on relocation-related programs and services offered, including relocation consultations and resource pamphlets, Plan My Move information, moving checklists, relocation web sites, overseas videos, and tips on preparing Family members for the move. JPPSO-NW provides information on How to Move Your Household Goods and Financial Readiness provides information on budgeting for your PCS move. For Family members remaining within 50 miles of JBLM, Servicemembers register their Family members in the Hearts Apart/Waiting Families program at the end of the Levy briefing. It is mandatory for Servicemembers, especially first termers and those with OCONUS assignments, to attend these briefings. Spouses are encouraged to participate in these valuable services as well. Overseas Orientation Smooth Move Overseas- (PCSing to Germany) is held monthly. While some of the material presented may be a repeat of the Levy briefing, in this briefing the information focuses on overseas assignments only. Participants receive a countryspecific packet. A recent returnee briefs the Servicemembers on what to expect at their next assignment and answers questions about housing, schools, culture, food, etc. Spouses are encouraged to participate. Preparation for an Unaccompanied Tour - (PCSing to Korea). Servicemembers with hardship tours will receive information to Prepare for an Unaccompanied Tour. Information includes briefings on managing money for two households and keeping the bond strong during family separations. The Hearts Apart/Waiting Families Program and other relocation support is provided by ACS. Each Servicemember is provided a country-specific packet. The recent returnee portion of the class follows the same format as Smooth Move overseas. Spouse participation is encouraged. Re-Entry Workshop: This mandatory workshop is provided for transferees returning from OCONUS. Soldiers returning from overseas sign up for this class during in-processing. For purposes of the briefing, this includes Alaska and Hawaii. It is designed to prepare families for often unexpected logistical, financial and psychological adjustment of returning from overseas tours. Spouses are highly encouraged to attend with their Servicemember. Hearts Apart/Waiting Families Program The Hearts Apart/Waiting Families Support Group (HAWFSG) is a support program for Families who are living separately from their military sponsor due to

19 17 mission requirements. Families are identified voluntarily by the military sponsor, the losing Unit Commander, or through notification from ACS at the deploying location. A member of the ACS Relocation Readiness staff contacts the identified Family member a few days following the Servicemember s departure to inform them about the services offered through this program. Information on upcoming events, community resources and coping with family separations is mailed out to enrolled families. Household Goods Shipments No more long waiting at JPPSO Northwest s Personal Property Processing Office (PPPO)!! Effective immediately, for those military Servicemembers and DoD civilian employees that are going to be executing Permanent Change of Station Orders, you can expedite the process performing your own self-counseling via the internet. DoD has implemented its new Personal Property System, (DPS). This new system of procuring transportation services for shipping your personal property was designed to stream line the process by empowering the Servicemembers and reducing Personal Property Office involvement. We are rolling out the "Self-Counseling" module. Servicemembers and DoD civilian employees can now do their own self-counseling "On-Line" from the comfort of their living quarters and or a cafe internet shop at their leisure via the link, All you need to do is go to SDDC's link, register and then perform your own self counseling. Once you complete the self counseling, your shipment information will be electronically sent to JPPSO Northwest. You must print and sign all documents/forms applicable to your move (e.g., DD Form 1299, DD Form 1797, Customs Forms) as indicated by DPS and submit these forms along with a copy of your orders to PPPO via at usarmy.jblm.usamc.mbx.jppsonwpppolmm@mail.mil or FAX to or bring the forms in person. Your shipment will be verified and then forwarded to the booking agent for booking, thereby saving valuable time and energy as well as expediting the process. Once the shipment is booked, the carrier will notify you regarding which of their agents will be contacting you to perform pre-move survey and also confirm the pack-out dates. With the current, valid address that you provide, you can maintain communication throughout the entire move with the carrier as well as establishing delivery dates at your final destination. There are some restrictions that each of the military services have placed as to who cannot use The self-counseling module in DPS. For the U. S. Army, the below listed restrictions apply: If this is your first personal property move. If this is your last personal property move (i.e. retirement.) If you are storing or moving personal property in conjunction with contingency orders, or in conjunction with a designated location for your dependents to an OCONUS or Non- Foreign OCONUS Locations. If you are not the property owner and using a Power of Attorney. If you are moving personal property as "Next of Kin" or are a Summary Court Officer. If you are placing personal property in Non-Temporary Storage (NTS). If you are moving your personal property in a Local Move either from Off-Post to On- Post or reverse On-Post to Off-Post. If you are moving your personal property to a unique destination such as Morocco If you are moving a mobile home and or boat. If you meet any one of the above mentioned situations, you will need to coordinate directly with JPPSO Northwest s Personal Property Processing Office Staff.

20 18 To perform a Personally Procured Move (PPM), Servicemembers must make an appointment in person with copies of your travel orders to attend a PPM briefing. Requests for PPM advances can also be initiated during this briefing. Servicemembers submit the request forms for a PPM Advance to DFAS for processing. PPM advances can be paid up to 10 days prior to departure. JPPSO-NW s PPPO is located in BLDG Operational hours are Monday-Friday. Contact us via at usarmy.jblm.usamc.mbx.jppsonw-pppolmm@mail.mil or by phone at Military Pay and Travel Pay Advances Servicemembers submit requests for advances (Advance Pay, Advance Travel, DITY) to the Finance Office during the 30 day out-processing briefing. Servicemembers can only request one month advance pay on departure from the installation unless the PCS orders stipulate otherwise. Soldiers E-4 and below must have Commanders signature to request an advance pay. Finance will review the request to ensure the requested entitlements are authorized. Normally, payments will be made approximately 10 days prior to the Servicemember s departure date from the installation. Housing Services Office (Off-Base Housing) Servicemembers residing in off-base housing should properly clear their residence with the landlord/manager. A notice must be given in writing in accordance with the lease contract, usually 30 days or more. If possible you should be present at the move-out inspection to avoid any discrepancies. State law requires the landlord to return deposits within 14 days after termination of the rental. Servicemembers may contact the HSO for further information on local landlord-tenant laws or to request assistance should they experience any difficulties during the move-out process. Rental Partnership Program (RPP) After completing the lease or receiving orders, a Servicemember can terminate RPP by providing their landlord with a 30 day written notice and the RPP Move-Out Clearance Form. Once the move-out inspection has been completed with the landlord, the Servicemember will return both forms to the HSO and the allotment will be stopped by a HSO counselor. On-Base Family Housing, Lewis-McChord Communities Servicemembers vacating on-base housing are required by their lease to give thirty (30) days notice of intent to vacate their home. The Servicemember will need to schedule an appointment with his or her Neighborhood Manager to complete a Notice to Vacate (NTV) form. If the Servicemember s orders do not allow the Servicemember to give 30 day advance notice, a copy of the appropriate dated orders are required. All NTV appointments should occur after transportation appointments have been completed and scheduled pick-up dates for the household goods have been scheduled. The pre-inspection and final inspection times will be scheduled on the NTV form. All final move-out documents will be received at the final inspection of housing. Schools Liaison Office The Schools Liaison Office can assist you and your children in making a smooth transition from one school to the next. As soon as you receive orders, stop by or call to find information on the schools available at your next duty station and the options available while in transition.

21 19 Civilian Relocation Support PRE-ARRIVAL Joint Base Lewis-McChord Information The same pre-arrival information available to Servicemembers is also available to inbound DOD civilians. Sponsors ARRIVAL SUPPORT PRE-DEPARTURE SUPPORT When a new employee is hired, the gaining organization shall appoint a sponsor. The sponsor s responsibilities include sending a sponsor welcome packet and welcome letter, answering questions about the base and community and helping the new employee get settled in the organization and community. Civilian sponsors are encouraged to schedule Sponsorship Training offered by ACS and available upon request. To schedule sponsorship training, call In addition to assistance provided by the sponsor, the Civilian Personnel Advisory Center (CPAC) explains various employee benefits at an in-processing briefing. The CPAC also provides assistance relating to relocation entitlements, if the new employee has travel orders. The CPAC assists departing civilians by accomplishing the following, as applicable: preparing travel orders, explaining entitlements and employee responsibilities and securing signatures on transportation agreements.
