7 Purpose: What We Provide EFMP-Assignments are designed to ensure care for family members with special needs meeting DoD criteria for EFMP enrollment at current and projected accompanied assignment locations How does EFMP help? Assign Airmen, based on manning and mission requirements to locations where the required educational resources and/or medical care is available through either military treatment family (MTF), TRICARE providers, or combination thereof Provide initial 12-month deferment for newly diagnosed condition when the Airman s presence is essential in establishing / participating in treatment program

8 EFMP-Assignment Customers EFMP enrolled Airmen as of July 2017: 22,514 Enlisted 7,967 Officers } Enrollment has doubled in 8 years 45, 120 EFMP dependents 30,481 Total Airmen Who is considered a family member? Spouse, child or other member living in household who is dependent on the member for over half of his / her financial support & meets EFMP enrollment criteria (does not include dependent parents) Dependent parents are not considered for EFMP unless as an ETP not entitled to TRICARE

9 Eligibility for Reassignment or Eligibility Criteria (at least one criterion must be met): Deferment Care unavailable at current location (reassignment) Family member receives negative travel recommendation to projected assignment location (change of assignment or cancellation) Airman s presence considered essential due to new diagnosis or critical juncture in treatment (deferment) Many Airmen and their families can go an entire career without EFMP-Assignments (AFPC) involvement We are on the bench until an event happens, such as described above and Airmen voluntarily apply for a change or cancellation of assignment EFMP-Assignments required to maintain a fair and equitable assignment distribution system

10 How EFMP-A Processes Reassignments Care Unavailable Factors: New Diagnosis Change in MTF or TRICARE service availability Process: Local Special Needs Coordinator verifies care not available DD Form 2792, Medical Summary, and/or DD Form , Educational Summary, completed Airman applies via vmpf for reassignment Tier 1 team reviews for all documentation Tier 2 team processes through AFPC Medical Review Board for recommendation Tier 2 Case Manager adjudicates decision and coordinates with Assignment Officer or NCO for 5 bases manning will support (requested locations included) Facility Determination Inquiry sent via Q-Base to 5 locations Highest manning priority base which confirms services available is loaded as projected assignment

11 How EFMP-A Processes Reassignments Negative Travel Recommendations Factors: Airman selected in his / her own right for assignment Projected location is unable to provide services and annotates negative travel recommendation for one or more EFMP dependents on AF Form 1466 Overseas locations command sponsorship is denied CONUS locations dependent travel cannot be restricted, but major risks are associated with taking EFMP dependent where services are confirmed to be unavailable Process: Airman may apply for a change or cancellation of assignment via vmpf DD Form 2792, Medical Summary, and/or DD Form , Educational Summary, and AF Form 1466 uploaded Tier 1 team reviews for all documentation

12 How EFMP-A Processes Reassignments Negative Travel Recommendations Process (cont): Tier 2 Case Manager coordinates with Assignment Officer or NCO on: Volunteer for overseas or CONUS assignment may be cancelled Non-Volunteer for CONUS assignment will be cancelled Non-Volunteer for overseas if short tour is not available as a substitute, then Airman may be required to proceed unaccompanied If a Mandatory Mover, the Assignment Officer / NCO provides 5 bases manning will support (requested locations included) Facility Determination Inquiry sent via Q-Base to 5 locations Highest manning priority base which confirms services are available is loaded as projected assignment

13 How EFMP-A Processes Reassignments Assignment Deferment Factors: Airman selected in his / her own right for assignment EFMP dependent has a new diagnosis or is in a critical juncture of treatment Airman s presence deemed as essential by treating specialist Process: Local Special Needs Coordinator verifies EFMP enrollment DD Form 2792, Medical Summary, and/or DD Form , Educational Summary, completed Airman applies via vmpf for reassignment Tier 1 team reviews for all documentation Tier 2 team processes through AFPC Medical Review Board for recommendation Tier 2 Case Manager adjudicates decision and coordinates with Assignment Officer or NCO for assignment cancellation and placement of up to 12 month deferment to allow for establishment of treatment plan or continuation of treatment

14 Options for Negative Travel Recommendations to CONUS What are the available options when my EFMP dependents receive a negative travel recommendation to a CONUS location? We cannot deny dependent travel to a CONUS location DoD does not allow Orders will be annotated that sponsor s dependent received a negative travel recommendation All travel entitlements will still be provided Airmen may not be eligible for EFMP Reassignment at a later date. EFMP Reassignment may be considered only if it has been medically determined the family member is suffering from a life threatening situation & medical services cannot provide the required care Airman may apply for EFMP Change of Assignment Due to Negative Travel Recommendation Volunteer, Mandatory Mover status, etc. taken into consideration 14

15 Options for Negative Travel Recommendations to OS What are the available options when my EFMP dependents receive a negative travel recommendation to an overseas (OS) location? Dependent medical clearance is required to obtain command sponsorship Orders will be annotated that the dependent that was not recommended for travel is not authorized government funded travel Non-command sponsored dependents in the OS area are not eligible for: Government-funded transportation to/from the overseas location Official government no-fee passport and/or VISA SOFA protection may not be afforded to non-command sponsored family members Enrollment into TRICARE Overseas Program (TOP) Prime or TOP Prime Remote; possibly required to seek care off-base depending on access and availability Patient travel benefits This list is not all-inclusive; each OS location is different and we recommend that the sponsor call the JA at the projected location for a full list of entitlements that will not be authorized 15

16 Options for Negative Travel Recommendations to OS What are the available options when my EFMP dependents receive a negative travel recommendation to an overseas (OS) location? Non-command sponsored dependents in the OS area are eligible for: Space-available attendance at a DoDDS school If special needs exceed services available, child may be dis-enrolled by the school based on the non-availability of services TOP Standard Additional costs will be incurred and the sponsor may be required to pay up-front for services obtained and file a claim for reimbursement TOP contractor is not required to develop host nation provider networks to support the TOP Standard beneficiary population TOP Contractor is not required to provide health care services on a cashless, claimless basis for TOP Standard beneficiaries TOP Contractor is not required to make appointments with host nation providers for TOP Standard beneficiaries May not be eligible for logistical support (BX, commissary, etc.) 16

17 FAQs Why can t my family be initially matched for an assignment to a location that is certain to accommodate the special needs of our EFMP dependent(s)? To ensure assignment selections are not made based on the disabilities or conditions of EFMP family members, EFMP considerations is only provided after assignment selection (see DoDI ) To do so would be discriminatory in nature, and a violation of every Airman s right to be selected for an assignment in his or her own right. Assumptions cannot be made by AFPC on an Airman s intent to relocate dependents to a reassignment location The Air Force is required to maintain a fair and equitable assignment distribution process. The separation of assignment selection and the Family Member Relocation Clearance (FMRC) process ensures the Air Force remains compliant with this requirement

20 Background Air Force leadership received numerous requests from families and staff about reducing the number of barriers to orders when gaining assignment is in a metropolitan location AFMOA EFMP-Medical conducted clearance reviews at all AF installations starting in 2013 Bases with % approvals were selected AFI was revised to incorporate the new expedited clearance process for EFMP families Coaching and Partnering for Improved Performance 20

22 Expedited Locations Qualifiers: Expedited FMRC process is used when a sponsor has an assignment to one of the following locations: Hill AFB; JB Anacostia-Bolling (includes the Pentagon); JB Andrews; JB Langley-Eustis; JBSA-Lackland (includes Fort Sam Houston & Camp Bullis); JBSA-Randolph; Los Angeles AFB; Luke AFB; MacDill AFB; Wright- Patterson AFB Must have a RIP with a PAS code to one of the above Disqualifiers: Assignment to a GSU of any above listed locations Assignment is for training with an operational follow-on Family member requires transplant services Coaching and Partnering for Improved Performance 22

23 Expedited EFMP Clearance Members with a projected assignment to the Expedited bases may participate in an abbreviated EFMP clearance Family will not be asked for the following: Civilian medical records Medical/Educational clearance forms Face-to-face interview All family members are locally cleared at the losing base 3 day turn-around for the sponsor (AF1466 completion) Enrollment and Clearance are not the same If criteria are discovered at the time of clearance, a separate enrollment process will take place Does not effect clearance times Coaching and Partnering for Improved Performance 23
