3 1 NGA OVERVIEW The National Geospatial-Intelligence Agency (NGA) delivers world-class GEOINT that provides a decisive advantage to policymakers, warfighters, intelligence professionals and first responders. Anyone who sails a U.S. ship, flies a U.S. aircraft, makes national policy decisions, fights wars, locates targets, responds to natural disasters or even navigates with a cellphone relies on NGA. NGA enables all of these critical actions and shapes decisions that impact our world through the indispensable discipline of GEOINT. NGA is a unique combination of intelligence agency and combat support agency. It is the world leader in timely, relevant, accurate and actionable GEOINT. NGA enables the U.S. intelligence community and the Department of Defense (DOD) to fulfill the president s national security priorities to protect the nation. NGA also anticipates its partners future needs and advances the GEOINT discipline to meet them. NGA manages a global consortium of more than 400 commercial and government relationships. In its multiple roles, NGA receives guidance and oversight from the DOD, the director of national intelligence and Congress. The NGA director serves as the functional manager for GEOINT, the head of the National System for Geospatial Intelligence (NSG), and the coordinator for the Allied System for Geospatial Intelligence (ASG). In this capacity, the director is charged with synchronizing operations to realize a professional, interoperable, agile and integrated GEOINT enterprise. GEOINT requires a wide array of foundation data, comprises a significant amount of information and analysis, and is crucial to other intelligence disciplines. Because of this, NGA supports diverse mission sets including strategic intelligence, warfighter support, homeland defense, safety of navigation, humanitarian assistance and disaster relief, indications and warning, cyber threat analysis, and special event planning. Often, NGA has the only eyes focused on global hot spots and can give unique insight into these critical areas. 10 8 NGA HISTORY The U.S. has a long and proud history of GEOINT. From George Washington s early days as a land surveyor; to World War I pilots taking aerial photos with handheld cameras; to analysts developing public websites addressing humanitarian crises and natural disasters, our tradecraft has changed significantly over time and continues to evolve to meet our nation s needs. Prior to the creation of the National Imagery and Mapping Agency (NIMA), NGA s predecessor organization, there was no central agency designated to fulfill the DOD s imagery and mapping needs. Recognizing this shortfall, in 1995 Secretary of Defense William Perry, Director of Central Intelligence John Deutch, and Chairman of the Joint Chiefs of Staff General John Shalikashvili wrote a joint letter to Congress affirming their commitment to create a single mapping and imagery agency within the DOD. As a result, the National Defense Authorization Act of 1997 created NIMA on Oct. 1, NIMA improved the overall effectiveness and efficiency of imagery and mapping support to customers by streamlining processes and designating a central resource. The new agency emerged from eight separate organizations. Organizations absorbed entirely included the Central Imagery Office, Defense Dissemination Program Office, National Photographic Interpretation Center (NPIC) and Defense Mapping Agency. In addition, the Central Intelligence Agency, Defense Intelligence Agency, National Reconnaissance Office and Defense Airborne Reconnaissance Office each contributed elements of their operations specializing in imagery exploitation. Seven years after its creation, to better reflect the agency s emphasis on GEOINT, NIMA became the National Geospatial-Intelligence Agency on Nov. 24, NGA s headquarters moved to its current location in Springfield, Virginia, in NGA and its predecessor organizations have been consistently instrumental in national defense. From NPIC analysts identifying missile sites in Cuba at the start of the Cuban Missile Crisis in 1962, to NIMA analysts aiding in recovery efforts following the 2003 Space Shuttle Columbia disaster, NGA has made significant contributions to missions and operations that shaped history.
