Municipal Officers of the Town of Kennebunk will hold a Public Hearing to hear public comment on the following: Boulangerie, LLC d/b/a Boulangerie, A Proper Bakery For a Malt and Vinous Liquor License Application Located at 5 Nason Court #12 Town Manager s Note (not part of the public hearing notice): Fire Department/Codes Office: nothing found in the inspection that would interfere with the renewal of the license. Police Department: no calls for service that would interfere with the renewal of the license. MOTION: To approve the Malt Liquor License Application for QS Pizzeria d/b/a Toppings. 5. Public Comments (5-10 minutes) 6. Acknowledgements/Announcements a. Harvest Tables Donated The Kennebunk High School Alternative Education Program, lead by Ed Sharood, coordinated, planned, built and delivered two 8 x4 x4 harvest tables to the West Kennebunk Community Garden. The funds for the tables came from the Town s budget for the community garden. The tables will be used for the harvesting and preparation of the Maine Harvest for Hunger donations to the food pantries we serve. Last year, donations totaling over 5,300 pounds of fresh produce were made to the area s food pantries. This year marks the 9 th year of the Kennebunk Community Gardens. We'd like to thank Ed Sharood and the students of the Alternate Education Program for their hard work in planning and building the tables. They will certainly serve the community well. As we recognize the students of the Alternate Education Program, we also extend our deep appreciation to the Community Garden Committee members for their tireless and dedicated service to the Kennebunk community. b. Proclaim the Month of May as Building Safety Month Paul Demers, Kennebunk's Code Enforcement Officer and President of the Maine Building Officials and Inspectors Association (MBOIA), is requesting the Town of Kennebunk proclaim May as Building Safety Month (BSM) as part of a national event sponsored through the International Code Council. The purpose of the Building Safety Month is to bring attention to the benefits of the building codes and the role they play in safe construction. Paul will be in attendance to provide additional details and an overview of the potential State Building Code updates that play an important part of the Town s ISO rating. This same request has been made to the Governor s office and has received his preliminary support letter recognizing the importance of strong codes in our State. The Proclamation is enclosed in the packet for your review and will be posted at the Town Hall (2nd floor bulletin board), on our website (News & Announcements) and on our Facebook page. 4 7. Time Sensitive Business a. Discuss Increasing Membership on the Following Committees (5 minutes) Festival Committee At a recent meeting, the Festival Committee voted to support the addition of a second youth representative to their membership as youth often present a different perspective from that of adults. FYI, the Recreation Committee has two youth representatives serving on that committee. MOTION: To increase the size of the Festival Committee by adding a second Youth representative (1-year term). Dog Advisory Committee - The Dog Advisory Committee met on April 13 th and voted in support of adding one additional regular member to their committee, increasing its current membership from ten to eleven regular members. Alice Ferran and Stuart Flavin are scheduled to be interviewed at the beginning of this meeting. MOTION: To increase the size of the Dog Advisory Committee by adding one additional Regular member (no term). b. Old Business (2 nd Reading) a. Discuss the Electrical Service at the Waterhouse Center (10-15 minutes) As requested by the Board at the April 11 th meeting, staff will be presenting an option for the powering of the mobile vending units. In addition, staff will share some concerns related to locating the units at the Waterhouse Center. MOTION: 9. New Business (1 st Reading) a. Set a Date for Candidates Night (5 minutes) With the upcoming election for municipal officers, we have four potential candidates (at this time) for two seats on the Board of Selectmen. As of this writing (April 21), not all have returned their papers, however the deadline is not until Monday, May 1 st at 4:30 p.m. Based on room availability, the Town Manager recommends Wednesday, May 17 th at 6:30 p.m. as the date to host this event. As in prior years, this can be a facilitated event that is both televised and streamed live. MOTION: To schedule a Candidates Night for Wednesday, May 17 th at 6:30 p.m. on the third floor of the Town Hall for candidates running for the Board of Selectmen. Discuss Harvesting Alewives in Kennebunk for the 2017 Season (3-5 minutes) This is the annual appeal from the Department of Marine Resources (DMR) requesting the Board vote on the right to harvest alewives. The suggested motion from the DMR below gives harvesting rights to individuals and prohibits commercial harvesting. This authority is given to the Board of Selectmen by State law and the Town Charter. MOTION: To retain the alewife harvest rights for individuals and the keep alewife fisheries closed (for commercial harvesting) for conservation for c. Presentation of Division/Department Overviews (10 minutes) Division Directors will be presenting a 3-5 minute overview of significant accomplishments within their departments over the past quarter and identifying select goals and objectives they will be striving to obtain during the next fiscal three to six months. Analysis (2-3 minutes) The purpose of this workshop will be to highlight the Strengths, Weaknesses, Opportunities, and Threats facing the Town of Kennebunk as identified by the Board of Selectmen. It is envisioned that this will be the first of many steps in the development of a strategic plan for the community. MOTION: To set the workshop date for Tuesday, May 16 th at 6:30 p.m. e. May 1, 2017 at 6:00 p.m. - Special Meeting with RSU 21, Arundel, Kennebunk and Kennebunkport re: Summit on the Potential Impacts of Recreational Marijuana in the community. Kennebunk's Road Posting has been Lifted - Effective Monday, April 17 th, the posting of certain Town ways to any non-exempt vehicle or combination of vehicles registered for a gross weight of over 23,000 pounds has ended. d.
