1 April 10, 2018 President Donald J. Trump The White House 1600 Pennsylvania Avenue Washington, DC Dear Mr. President, Mission: Readiness is the nonprofit national security organization of more than 700 retired admirals and generals united in support of programs and policies that can strengthen military preparedness by growing the pool of potential recruits. Our national security depends on men and women who are ready, willing, and qualified to serve in the armed forces, but over 70 percent of young adults today cannot qualify for service because they are too poorly educated, medically or physically unfit, or have a serious record of crime or drug abuse. As retired senior military leaders, we know that encouraging more young Americans to lead healthy lifestyles is a critical part of ensuring that our nation is prepared to respond to the challenges of the future. That is why we urge you to promptly appoint new leaders to the President's Council on Sports, Fitness & Nutrition. Today, excess weight prevents nearly one in three young adults from qualifying for military service. A growing body of research shows physical inactivity is among the primary contributors to the obesity epidemic. In less than two generations, physical activity among adults in the U.S. has declined 32 percent and is on track to drop 46 percent by Data show approximately half of high school students in the U.S. do not have any physical education (PE) in an average week 2, and physical activity drops by almost 75 percent between ages nine and These overweight and obese adolescents are far more likely to grow up to be overweight or obese adults. Obesity and excess weight threaten more than future military readiness. Between TRICARE expenses, increased recruiting challenges, and replacing unfit personnel, the Department of Defense is spending almost $4 billion each year on obesity-related issues. There has also been a significant increase in musculoskeletal injuries, such as stress fractures and serious sprains, which may stem from long-term nutrition deficiencies and have risen by 72 percent among medical evacuations from Afghanistan and Iraq. 4 Beyond filling the ranks, it is important to members of Mission: Readiness that military service and the opportunities it can provide remain an option to all young Americans. 1 Ng, S.W., & Popkin, B.M. 2 Increased physical activity and fitness among children can help combat obesity as well as improve students academic performance. For example, a study in the Archives of Pediatric and Adolescent Medicine showed that adolescents who participated every weekday in physical education decreased their odds of becoming an overweight adult by 28 percent. 5 Meanwhile, a randomized trial of another program found that incorporating more physical activity into the school day improved test scores among students at participating schools compared to those in the control group. 6 Given the threat of obesity to national security, it is imperative that we use every available means to promote better health outcomes among children and youth. Accordingly, we urge you to promptly appoint qualified leaders to the President s Council on Sports, Fitness & Nutrition. As advisors to the Secretary of Health and Human Services, members of the Council are well-positioned to educate the public about the importance of good nutrition and regular physical activity. The backbone of our military is, and always will be, our men and women in uniform. Appointing champions for better health to the President s Council on Sports, Fitness & Nutrition will help educate, engage, and inspire children and youth to adopt habits to avoid obesity, as well as strengthen national security by increasing the number of young adults qualified to serve in the military. We look forward to working with you and your Administration on this critical effort. Very respectfully, Congressman Jack Bergman Lieutenant General,, Retired Congressman Don Bacon Brigadier General,, Retired 5 Menschik, D., Ahmed, S., Alexander, M.H., & Blum, E.W. (2008).
