How many times have you heard it said that Money cannot buy happiness? (Now, as for myself, I would like to try! but that is another story.) In the great realm of government employ today, Ms. Margaret Willis there are very few ways a supervisor can recognize an individual for his/her performance. With the absence of bonuses and minimal time-off awards, supervisors are between the proverbial rock and hard place. So, when an opportunity comes along to publicly recognize your employees, why wouldn t you jump at the chance? ASMC has that opportunity for you. All Chapter nominees will be forwarded to the National Office for consideration for the award at the national level. Aviation Chapter is fortunate to have an active Awards Committee chaired by Mr. Steven Swiderski. This committee ensures that nominees for the local awards are forwarded to the national committee in a timely manner and in the proper format. They work with anyone wishing to make a submission to ensure the application is handled. If you are interested in being involved in any aspect of this worthwhile committee, please contact Mr. Swiderski, myself, or any board member for more information. 4 FM ARTICLE FULFILLING OUR DEAMS Ms. Shirley Reed Are you ready and willing to be part of the most significant initiative to transform Air Force Financial Management in the past 40 years? The Defense Enterprise Management System (DEAMS) program is positioning to deploy Air Force wide and will provide the foundation for change and compliance. Although the word system is part of the DEAMS name, this initiative is not just about a system. There is much more to this than the information technology, FM and accounting functions and terminology will change. The Current State The Air Force Financial management Operations team has been fully entrenched into making the DEAMS the cornerstone to modernizing FM and accounting processes. With the successful deployment to four Air Mobility Command (AMC) bases on October 1, 2013 the total number of AMC bases operating DEAMS is now six. In addition to the AMC units, several Air Force Reserve Command (AFRC) and Air National Guard (ANG) units, either co-located or in close proximity, are also using DEAMS. In an effort to improve and streamline future deployments, the DEAMS FMO is currently capturing lessons learned from these recent deployments to integrate any necessary materials for future deployment cycles. These lessons learned, along with numerous other tools, are available on the DEAMS Deployment Outreach Portal ( The Deployment Plan So what is the plan to deploy DEAMS Air Force wide by FY2017? Working closely with the MAJCOMs and the Office of the Assistant Secretary of the Air Force for Financial Management and Comptroller, the DEAMS FMO has developed a long-term deployment schedule aimed at full Air Force DEAMS implementation by October 2016 (FY17). It is important to note actual implementation of the out-year schedule is pending Acquisition Decision Memorandum approval. Our long-term strategic plan features the following: The six remaining AMC base users going live in FY ANG sites, Global Strike Command, Air Force Reserve Command, and select Air Combat Command, Air Education & Training Command, Air Force District of Washington, Air Force Special Operations Command bases deploying in FY

5 FM ARTICLE The Pacific Air Forces and United States Air Forces in Europe going live in FY2016, as well as other select ACC, AETC, AFDW, and AFSOC bases. Air Force Space and Materiel Commands, with over 10,000 users, deploying October 1, 2016 (FY17). In addition, nearly 1,000 users at Defense Finance and Accounting Service Limestone, Columbus, Rome, Japan and Europe sites will go live in conjunction with their Air Force customers, completing the DEAMS deployment. Upon completion, approximately 30,000 Air Force Financial Management professionals will be using DEAMS. The Future State So what will the Air Force Financial Management community look like in ? The DEAMS FMO, along with the PMO, DFAS, developers, the system integrator, and users will continue to make improvements to DEAMS, as well as strive for full implementation by the end of FY

7 PAST MEETING SUMMARY FEBRUARY MEETING During our ASMC February Breakfast, President Margaret Willis announced the 2014 Mini- PDI will be held at the Hope Hotel on Thursday, 10 April The theme for this year s event is: The Decision has been made What are the Impacts? Due to budget constraints, this year s conference is being hosted by the Aviation Chapter and is free to the registrants. However, it will be limited to current Chapter members whose membership is in good standing. She highly recommended that any FMers who recently reassigned to new organization do contact their respective POC to be included to their books. In an effort to keep cost to a minimum, each organization will receive a limited number of slots in selecting members to attend the Mini-PDI. "Stewardship, Internal Controls & Audit Readiness" Guest Speaker: Mr. John Argodale (DEAMS FMO Program Manager) Mr. Argodale gave a presentation on the basics in safeguarding assets to maximize mission success, controls vital to audit readiness, and audit results reflect commitment to stewardship. Five key takeaways were presented: Management must communicate clear objectives, outcomes, results, and accountability to the organization and public trust. Internal controls provide reasonable assurance of efficient and effective operations, reliability of financial statements, and compliance with laws and regulations. Financial improvement plans and corrective action plans should be developed and implemented as a means to remediate financial management and reporting conditions that if not corrected could adversely impact financial reporting reliability and accuracy. Controls and risk assessments must be tested for effective design and operations. Financial reporting controls must prevent, detect, correct material mis-statements and to ensure statements are fairly presented. 7

8 CHAPTER NEWS TREASURER S REPORT January 2014 Mr. David Ohs and Mr. Josh Sodders, Treasurers The ending balances are end of month January 2014 values. The Fidelity account balances are investments and fluctuate with the market. This causes unrealized gains and losses, which are captured in the Income. Per board approval at the FY13 Budget Review, $15,065 was transferred from Fidelity Chapter Investments to WPCU Chapter General Funds for operating expenses. DANGERS IN THE GARDEN Mr. Fernando Mason, Health and Wellness Chair If you are a healthy eater, here are some things you should take note of: When making a salad with fresh greens from your garden, steer clear of rhubarb leaves. The rhubarb leaves from your garden contain high levels of oxalic acid. The acid can cause kidney damage. But this is from your garden not from your grocery store. The rhubarb from your grocery store is not sold with leaves. Some of the fruits and vegetables from our garden with seeds, pits and kernels contain a natural substance called amygdalin. Amygdalin if taken in large amounts can be fatal. This is because amygdalin can turn into hydrogen cyanide. Toxins are found in numerous foods from the garden, such as mushrooms. If you can t distinguish between a poisonous mushroom and a non-poisonous mushroom, don t grow them in your garden. Just go to your local grocery store and pick some up that are safe to eat. Raw red kidney beans contain toxins called lectins. If you eat enough of them you may experience extreme nausea, vomiting and an upset stomach. If you have a potato that seems to have a greenish tint to it, you should cut away that portion before cooking. The color green may suggest that the potato has a buildup of toxins. The toxin may cause headaches, nausea, fatigue and gastrointestinal issues. 8

9 CHAPTER NEWS AUGSBURG MEMORIAL SCHOLARSHIP Mr. Neal Wamsley, Augsburg Scholarship Chair The Aviation Chapter is now accepting applications for 2014 Augsburg Scholarship for High School Students and the 2014 Augsburg Continuing Education Scholarship. Applications have been distributed through organization VPs. Deadline: 31 March Augsburg Memorial Scholarship History The Augsburg Memorial Scholarship was named for Fred and Susan Augsburg by the members of Wright-Pattern s ASMC Aviation Chapter as a lasting memorial. The Augsburg s were vibrant, fun-loving, and outgoing professionals whose lives were tragically cut short in February 1987 when a drunk driver crossed the centerline and struck the couple while jogging in Lexington, Kentucky. The couple subsequently passed from their injuries. Fred was born in Berea, Kentucky. He graduated Summa Cum Laude from the University of Kentucky in 1976, and was commissioned as a 2nd Lieutenant in 1976 assigned to the Aeronautical Systems Division (ASD), Wright-Patterson AFB. Fred entered Federal Civil Service in September 1980 as a Financial Manager, Propulsion Systems Program Office, ASD. Following additional assignments in ASD, he was promoted to Deputy Comptroller, 2750th Air Base Wing in August In November 1986, Fred was named Deputy Director of Cost, Air Force Logistics Command. Fred was named one of the Outstanding Young Men of America in 1985 and received numerous performance awards during his career. He was married to Susan Augsburg. Susan was born in Dayton, Ohio and graduated from Belmont High School. Susan began her Civil Service career in 1973 as a clerk/stenographer in the Directorate of Programs and Budget, ASD. In March of 1985, she was reassigned and promoted to the Comptroller's Training Assistant. She received numerous performance awards during her career. 11 ASMC NATIONAL PROGRAM NEWS HOUSE COMMITTEE CHAIR ASKS MILITARY LEADERS FOR UNFUNDED REQUIREMENTS LISTS 26 February Congress has renewed an effort to get the Department of Defense (DoD) military leaders to identify requirements that are not requested in the budget. House Armed Services Committee (HASC) chair Rep. Buck McKeon (R-CA) has asked the chiefs of the military services, the National Guard, and the commanders of the Unified Combatant Commands to submit unfunded requirements priority lists when the FY2015 budget is submitted on March 4, In his letter, McKeon asks for a list of programs and requirements that have not been selected for funding in the President s budget request but are necessary to fulfill a validated requirement or combatant commander priority and that you would have recommended for inclusion in the President s budget request had additional resources been available. McKeon implies that funding for these requirements could become available during the congressional review of the budget. With the FY2015 spending cap set in the budget agreement, it is difficult to believe any additional funding would be available for these requirements unless funds were moved from nondefense budgets to defense. However, the committees could free up funding for these projects by cutting funds for DoD priorities based on execution problems, lack of justification, buying ahead of need, or numerous other congressional adjustment justifications. Congress also could rescind funding for prior-year programs to pay for projects on these lists. The House and Senate Armed Services Committees have asked for these so-called wish Lists off and on for years, but have often met resistance from DoD civilian leadership. Over the years, the Office of the Secretary of Defense (OSD) responses to military leaders complying with these requests have ranged from maintaining a hands-off approach or requiring that OSD staff review the service lists before they were sent, to prohibiting the services from preparing and sending the lists to Congress. Critics of these lists from inside and outside the Pentagon have called them politically motivated efforts to embarrass the administration or cover for congressional pork barrel projects. Proponents of the lists, primarily congressional hawks, say the lists allow the services to speak freely about their requirements and better enable Congress to address deficiencies in the budget request. 12 EXECUTIVE BOARD MEETING MINUTES (Abbreviated) 8 Jan 2014 EXEC BOARD MEETING TREASURER REPORT David Ohs Reported that $15K from Fidelity was moved to the Chapter account to paid for the expense of the Mini-PDI Motion to no longer use Paymentech for swiping credit cards at the Mini-PDI and to save the Chapter the $ a year fee. 1 st Motion to pass the vote: Sally Whitehead, 2 nd Motion: Cheryl Deckard and the Board voted to cancel it COMMITTEE REPORTS Awards and Recognition Margaret stated that the awards committee will leave applications for awards open for longer with concerning the Mini-PDI. Awards committee has not received any packets for the awards for the Mini-PDI. Chapter Competition JR Frazier Chapter Competition will end on 31 March 2014 JR needs points from Membership, Professional Development, and some from Awards. Please submit the information to JR as soon as possible. Communications Brandon has set up a new Aviation Chapter website that goes through ASMC National s website. Community Activities Darrell Allen II (present) When members do voluntary work that is not part of the Chapter, a certain amount will count toward the Chapter competition points. If at least four ASMC members are involved, the Chapter can record the event even if it is not ASMC initiated. Health & Wellness Fernando Mason (present) Still have people who need reimbursed for the Marathon. Margaret requests that he send her and the VP the list, so they can find out if marathon participants want the reimbursement or to donate it to the Chapter. Professional Development Brandy Oglesbee Mini-PDI status : Hope Hotel is booked. Flyers are in the process to be distributed. The ETMS system will be setup for registration for the Mini-PDI to assure recording of the CPE. Margaret wants the VPs to sign up the members for the Mini-PDI because the Mini-PDI is membership only. EDFMT Classes: Margaret has contacted National concerning getting more classes or more seats for the classes. The classes fill quickly and members are unable to sign up. 13 EXECUTIVE BOARD MEETING MINUTES (Abbreviated) 8 Jan 2014 EXEC BOARD MEETING Ways & Means Cheryl Deckard There will be a City BBQ-still determining a date There will be a 50/50 raffle at the Mini-PDI OLD BUSINESS There is nothing in the budget for sending individuals to the National PDI due to not knowing if there was going to be National PDI this year. At this time it will be budgeted to send the President and President-Elect and if we have any awardees for the National PDI and it will be paid by the Chapter. There will be a discussion at the next board meeting concerning if the Board will pay for members to go to National PDI. Margaret wants the VPs to touch base with their organizations concerning if the organizations will be able to paid for the members to go to National PDI. NEW BUSINESS Start thinking of next year s board. Per the by-laws, AFMC is to provide the President-Elect. Also, new vicepresidents should be elected from AFMC, At Large, AFRL, and 88 th CPTS in even years. Note: if any current VP has not served 2 years and wants to stay on, this is permitted if he/she has the concurrence of the organization s membership.
