In the 21st century, East Asia has the potential to become a new economic center. Until now, the integration of East Asia has mainly been on the economic level. Although a wide range of economic and trade cooperation has been achieved, there still exists considerable political differences and a potential sense of strategic competition. How precisely do we grasp the function and the limit of economy in the construction of a new regional order, and how do we maximize its role? What roles do safety, institutional arrangements and regional identity play in the process? In order to play a critical role, what should China do? What are the expectations of other members for China? What restricting factors will China encounter? This situation is getting more and more obvious in the Asia-Pacific region. As the world economy undergoes a rapid structural adjustment today, what will the burst of FTAs do on the trade and production of the countries involved? What kind of trade strategies will they adopt under the new economic circumstances? This is an important background of this forum. Formally implemented this year, the free trade agreement between South Korea and the United States will have a considerable impact on trade and production of South Korea-Japan, China-South Korea, and China- Japan, as well as on FTA negotiations between these three countries. This is another important background of this forum. The United States has added a lot of new content in its FTA with South Korea. In the Trans-Pacific Partnership (TPP) negotiations it makes efforts to promote, the United States places much emphasis on the so-called trade and investment of the next generation, which also has an important impact on the Asia-Pacific region free trade negotiations. This is the third important background of this forum. With all the backgrounds above, scholars invited by the forum, will analyze not only the trade strategies in the new global economic environment, but also the prospects and influences of free trade negotiations in the Asia-Pacific region, including TPP. The forum will mostly focus on the establishment of a free trade area in Northeast Asia, especially between China and South Korea. Therefore, scholars will not only simply make analyses on the process and prospect of China- South Korea free trade area negotiations, but also on the influences of the FTA from various aspects, including the impact on different industries, on trade, and on industrial restructuring and government functions. Although these analyses are focused on China-South Korea free trade area, they will also help us to understand the possible future changes of foreign trade strategies and industrial policies in the two countries. 32

Asian economies continue to exhibit a high level of reliance upon fossil fuels, especially coal, and when compared with North American and European reliance on clean energy (natural gas, nuclear power) and renewable resources (hydroelectric, solar and wind power), despite showing impressive increases in recent years, still stand at a disadvantage to the Western nations. Lowering our reliance on fossil fuels, combating the threat of climate change, breaking through the restraints to economic growth placed by our non-renewable resources all this depends on our ability to develop new resources and lowcarbon technologies. Still, there is no doubt about the fact that the development and usage of new technologies for our resources both lie in a state of great uncertainty, and the attitude of governments and city councils has determined a similar level of uncertainty in the ultimate status and development of low-carbon technologies. That said, there is a great and untold potential for the research and development of new resources in Asia, and it is of primary importance that we search out and catalyse the creation of a win-win situation for the development of non-renewable resources. The transformation of the supply and demand of our resources ought to follow a technological line that can be accepted and utilized by a number of economies, and to add impetus to the creation of public policies, markets for resources and movements for associations for relevant themes and problems. Recently, the primary economies of Asia have already started a great degree of experimentation in the development of new resources, transformation of existing systems and nurturing of market conditions through political, academic and business level discussions and investigations it is now possible to deepen the level of understanding on the part of Asian and other nations in regard the win-win situation of renewable resources, and for us to deepen our understanding and reach common agreement from an international and regional perspective. The aim of our conference is to look at a potential point of breakthrough in the resource developments of East Asia the development of new resource technologies in the automobile industry. There will be a round-table discussion focussing on the technological choices available, the possibilities for market development and the support offered by our respective governments, to which topics we hope to give a multi-perspective explanation and deeper analysis. 33
