9 Beyond PA Site prioritization requirements collected and initially applied in Munitions Response Prioritization Protocol during PA process Beyond PA requirements, funding now driven by SI goals, with exception of some high concern sites, such as Vieques PA/SI s being completed on any newly discovered d sites 9

10 Goals of the MRP Site SI Build upon PA info by gathering initial field data Refine site boundaries Perform field reconnaissance/surveys according to SI Work Plan Refine CSM using field reconnaissance/survey data and initial hazard and risk screening results Present results and recommend future site actions Evaluate site through MR Site Prioritization Protocol 10

13 SI Survey Purpose of SI survey is to: Determine types and rough order of magnitude quantities of MEC present Refine site boundaries Refined site boundaries can: Reduce/increase footprint Increase effectiveness of follow-on work SI survey does not have same rigorous geophysical instrument requirements as the RI Use of field screening instruments t and standard d global l positioning system (GPS) is acceptable 13

14 SI report should: Produce SI Report Describe the results of the site inspection; Refine initial Conceptual Site Model (CSM) Refine cost-to-complete (CTC) estimate Refine Munitions Response Site Prioritization Protocol Score Make recommendations (by MRS) for No further removal/remedial action Accelerated action Further investigation and study in the RI/FS 14

15 Munitions Response Site Prioritization Protocol (MRSPP) Congress directed that DoD identify and then prioritize their MRSs MRSPP finalized in Oct 05 [32 CFR Part 179] MRSPP is risk based Considers both explosives safety factors for MEC and relative risk factors for MC MRSPP used to: Prioritize munitions response actions Sequence project funding 15
