3 Formerly Used Defense Site (FUDS) Primer Why Congress 1986 correction, detection and disposal of unexploded ordnance which creates an imminent and substantial endangerment. $250M Where Who How the Secretary shall carry out all response actions under CERCLA at properties owned by, leased or otherwise possessed by the United States USACE assigned USACE has almost 10,000 FUDS identified nationwide, over 1,100 in the Los Angeles District, funding limited Military Munitions Response Program (MMRP) and Hazardous Toxic Radioactive Waste (HTRW) use the DoD investigation/cleanup methods based on Env. 5 RAC 1-4 Risk Assessment Code (RAC) Action is required to mitigate the Munitions and Explosives of Concern (MEC) hazard or protect personnel (i.e. fencing, physical barrier, guards, etc). Rankings 1-4 with 1 as highest priority, indicate the relative priority for cleanup among thousands of sites. It evaluates and scores the severity of a munitions (from catastrophic to negligible) and the probability (from frequent to improbable) of an MEC encounter. RAC 5 Usually indicates no DOD action required. Frequent Marginal

7 Los Angeles District This Is How We Roll FY2006 ~ 130 Projects - $8,911,000 PA (INPR/ASR) 52 projects SI, 28 projects 26 MMRP leads all Districts & most Div 2 HTRW RI/FS, 18 projects 14 MMRP 10 starts in 16 months 4 HTRW RD/RA-C, 13 projects 6 MMRP 7 HTRW/CON LTM, 4 projects 3 MMRP 1 HTRW PCO, 15 projects 3 MMRP, 12 HTRW PAs Low priority, until DDs pile up SIs 55 MMRP SIs ongoing in FY07 most in USACE Districts or Divisions FUDS MMRP Focus RI/FS District focus, get High Priority sites to RA-C BMA Programmatic RI/FS WP represents new standard RD/RA-C 1 st MMRP DD/RA-C, Williams #6 Camp Elliot/IBIS Projects LTM Two projects at Camp Elliot
8 Former Trabuco Bombing Range, CA U.S. Army Corps of SI vs. RI/FS Implementation CERCLA Remapping April 2004 All 348 sites had to be re-mapped into a CERCLA Phase PA = Inventory Project Reports (INPR) and Archive Search Reports (ASR) Los Angeles District aggressive re-map to RI/FS for high priority sites to the extent we can afford it 14 MMRP RI/FS 10 starts in 16 months - District Priority is Decision Documents on High Priority sites
9 Los Angeles District MMRP SI Program 1. Approximatly 215 MMRP SIs to complete by 2010 Nations FUDS total is ~750, LA is ~30% of nation s 2. District SI Cost To Complete of $39,000,000, USACE FUDS MMRP SI Cost to Complete is $169,000, Required to spend >50% of entire annual budget on MMRP SI, this year over $5 million 4. Severe program impact to create the funding space for MMRP SIs; RI/FS and RA-C reduced
10 USACE SI Nationwide Program Information General SI Goals The primary objective of the MMRP SI is to determine whether the FUDS project warrants further response action pursuant to CERCLA and the NCP. [If a site is RAC 1, 2, or 3 (4?) it will go RI/FS]. The SI will collect the minimum amount of information necessary to: (i) eliminate from further consideration those releases that pose no significant threat to public health or the environment; (ii) determine the potential need for removal action; (iii) collect or develop additional data, appropriate for Hazard Ranking System (HRS) scoring by EPA (iv) collect data, as appropriate, to characterize the release for effective and rapid initiation of the remedial investigation and feasibility study (RI/FS). Specific SI Goals Complete all by Better Cost To Complete information, document need for more MMRP Wanted to define project space vs. property boundaries but not a goal Munitions Response Site Prioritization Protocol
11 Los Angeles District MMRP Site Inspections Part of IMA Southwest region, Performance Based Contract payment milestones National efforts share common operational platforms across regions/nation centralized process District has 55 MMRP SIs in progress Focus of SIs are on high priority sites, RI/FS ready 1. Technical Planning Process (TPP) Mtg & Memo Gather stakeholders: Develop MC sampling, CSM, & Field visit CSM will describe SI goal: RI/FS vs. something else 2. Site Specific Work Plan issued, reviewed, final 3. Field Effort; MEC savvy team walks planned course records findings, and MC sampling is performed 4. Report describes results of field survey/mc, and update CSM provide recommendations on next step (RI/FS)
