Enc l osure (1) is forwarded in accordance with reference (a). 2. In accordance with reference (b), U. S. Naval Mobi l e Constiuction Battalion THREE deployed to Camp Moscr i p, Puerto Rico from 2 June 1985 to 7 January 1986 with detai l s to: Andros Island, Bahamas; Bermuda, United Kingdom; Crane, Indiana; Guantanamo Bay, Cuba; Vieques Island, Puerto Rico; Puerto Cortes, Honduras and Antigua Island. J. The battalion pursued an aggressive construction program which inc l uded 35,652 mandays of direct l abor (118% of tasking) with a direct l abor ratio of 38.5%. The construction encompassed work on 87 projects i ncluding 36 discretionary projects. There were no projects turned over which were not previously identified as such. 4. As the construction program was proceedi ng, the battalion was also involved in several major exercises and special operations which tested its construction and military capabi l ities as the Atlantic Fleet Al ert Battalion. a. The battalion successfu l ly completed a mount-out. exercise including a modified Air Detail, the Air Echelon, and the Sea Echelon. b. The battalion participated in a real mount -out exercise of a modified Air Detail to Puerto Cortes, Honduras for construction and military t raining. c. A special detail was sent to the Island of Antigua to repair a barracks and head faci l ity. d. A construct ion team was sent to Sierra Leone as a contingent of the West African Training Cruise (WATC-85).

The battalion enjoyed a highly successful deployment due to the comple t e planning performed during homeport and the aggress i ve construction program pursued while on deploymen t. During the Caribbean deployment the men of NHCB Three accomp l ished safe, qual i ty construction, delivered on time, while demonstrating the construction and military readiness capabilities of the battalion on numerous occasions. This report provides highlights, summaries and lessons learned from the Caribbean deployment. 6 EXECUT lv E SU MMARY Naval Mobile Construction Battalion THREE was deployed to Roosevelt Roads, Puerto Rico from 2 June 1985 to 7 January 1986 as the Atlantic Fleet Alert Battalion. During this period the battalion fulfilled its construction and military training requirements. Special construction operations were successfully completed in Honduras and on the West African Training Cruise. Construction and military training was also successfully accomplished at the assigned detail sites in: Andros Island; Bermuda, UK; Crane, Ind iana; Guantanamo Bay, Cuba; Vleques Island and Antigua. ADHlNISTRATIDN The Administrative Department provided essential administrative support and personnel services for the battalion. The department provided numerous highly specialized services ln a wide range of areas including: education, legal assistance, postal service and career counselling. TRAINlNG The Training DepartDent coordinated training in construction and military skills throughout the deployment. Construction training was accomplished through on-the-job training supplemented by technical skills classes provided at the company level on a regular basis. Training was conducted in watchstanding and react force responsibilities to improve military skills and overall battalion alertness. A field exercise was conducted at Vieques, improving comba t skills and a major mount-out exercise involving a modified Air Detail, Air Echelon and Sea Echelon was successfully completed _ OPERATIONS The Operations Department focused Its efforts on an aggressive construction program. The battalion completed virtually all of its assigned tasking and in addition performed both discretionary and optional tasking leading to a highly successful deployment. The department also monitored highly successful construction programs al the detail sites. The high standards of quality and safety set and enforced by the Operations Department ensured safe, quality construction at both the main body and the detail sites. As the construction program was proceeding, attention wa s also placed on the battalion's construction and military readiness capabilities. The Operations Department was challenged by several major exercises and special operations. Through complete planning, preparation and aggressive execution, all exercises were successfully conducted demonstrating the readiness capabilities of the bat ta lion. 2

7 SUPPLY In addition to Its responsibilities to manage the battalion TOA, stores, monies, disbursing and food services, the Supply Department provided support and training to other local commands. Tool support was provided to the Naval Station Public Works, Surface Operations and Weapons Departments. Training was provided to Public Works 1n Tool Room Management and Small Engine Repair. The Supply Department was also involved in assisting details in expediting the delivery of equipment parts. In support of the battalion construction program, MLO received, inventoried, maintained and issued CONUS project materials. MLO mana~ed local project funds and, upon receipt of additional material requirements, procured additional project material. Through a dedicated management effort the materials needed to complete the projects were available when required. I EQUIPMENT Live CESE storage management was conducted by Alfa Company with approval to manage the assignment and changes to the live storage assets at the battalion level. A battalion equipment program was Implemented at both the main body and detail sites which provided consistent equipment management throughout the battalion. Other significant achievements in equipment management included the establishment of the uone-shop" concept for equipment maintenance and main body CESE management for t he Vieques Oetail. These successful programs enhanced equ ipment readiness at all Ca1 ibbean deployment and detail sites. CAMP MAINTENANCE Camp maintenance was conducted on a continual basis at the main body and detail sites throughout the deployment to ensure that all facilities and equipment were maintained in a safe and operable condition. At the main body site a strong emphasis wa s placed on upgrading the boilers and maintaining t he galley as well as overall camp cleanliness. Assistance was provided by the main body to the Vieques de t ail site to upgrade the galley facility. The effort put forth to upgrade existing facilities significantly improved operating conditions and overall camp appearance at the main body and detail sites. 20 ADMIN ISTRAT IV E SUMM ARY LESSONS LEARNED Problem: Word Processors. Discussion: A combination of insufficient numbers of word processors and inability to effect immediate repairs significantly limited the efficiency of administrative and personnel support. Recommendation: Increase camp allowance of word processors to three and ensure maintenance contracts are capable of immediate and timely repair to equipment. ADMINISTRATION The Administrative and Personnel Departments (Code Sl), normally headed by a CW02, were headed and supervised by a YNC for the firit four months of the deployment. The Administrative Department consisted of one YN2 assigned as Assistant Administrative Officer and Officer Records Yeoman; three YN3's assigned to the Operations Department, Bermuda Det, and CO/XO/legal yeoman; and two YNSN's. The department's primary responsibilities were to maintain the command's central files, directive system, report t ickler, classified material accountability, message/correspondence typing, routing and control system, officer and enlisted service records, and all administrative related functions in suppor t of the battalion's mission objectives. The department was severely undermanned requiring YN's to wor k two or three different desks to meet administrative commitments. A duty admln watch was implemented to provide aft er-hours support as required and to make message traffic runs to the Naval Communications Center located at Naval Station, Roosevelt Roads, Puerto Rico. Office equipment Included t wo Xerox B60 word processing systems, one of which was l ocaled in personnel and t he other in administration. The frequent breakdown of the 860's prevented the de partment.from providing a more consistent and continuous service to the ba t talion. An additional 860 word pr ocessor would definitely Improve and Increase productivity. Other office equipment included five IBM Selectric I I typewriters and one Xerox 1048 copier/sorter system. I 6

21 LEGAL Disciplinary problems and offenses were processed through either Non Judicial Punishment (NJP) held by the command or through courtsmartial proceedings conducted through the Naval Legal Service Office in Norfolk VA. A branch of that office provided legal assistance to battalion personnel and courts-martial were held by a military judge from Norfolk who came to Puerto Rico on a once every two months basis. 24 POST OFFICE The post office was supervised by a Lieutenant and consisted of one PCl, one PC3, and one SN. The post office was able to provide all the necessary services ofrered by a military post office. The hours or operation were very suitable to meet the needs of all battalion personnel. The post office operated from 1000 to 1300 and 1600 to 1800 each working day except Sundays and holidays. The 1600 to 1800 hours of operation provided service after regular work ing hours for the battalion personnel whose construction site was removed from camp. On pay days service was provided from 0730 to The volume of outgoing and incoming letter mall and packages was normal for deployment with more than 20,000 pounds mailed out and 40,000 pounds received. Outgoing mail was processed daily, except on Sundays and holidays, through the U.S. Naval Station Roosevelt Roads, Puerto Rico. The average transit time between Puerto Rico and CONUS was 6 to 10 days for all mail. The battalion experienced unusual delays In receipt of mail from CONUS at the beginning of the deployment (14-25 days) and investigated these delays with FPOs in Miami and San Francisco. During the six month deployment, the sale of money orders averaged stgk each payday for a total volume of $465K for the deployment. Stamp sales totalled Sl3K for the deployment. At mid-deployment, a command inspection and a postal assist visit were held which were satisfactorily passed. The only significant problem encountered during the deployment was the delay in mail service coming from FPO San Francisco. Incoming mail took longer to arrive due to being deployed to the Caribbean. PERSONNEL The personnel division consisted of a PNC as Assistant Persopnel Officer (Code Sl2), one PNl, two PN3's, one PNSN, and one nondesignated striker. One PN3 was assigned to Guantanamo Bay, Cuba Detail. Through most of the deployment, PN manning was at 62i of NMP (5 of 8). Although undermanned, lransfers, receipts, diary/edvr, TAO, correspondence, educational services, discharges, reenlistments and other customer related services were provided to the battalion. Upon arrival of the main body, the office was in full service. Chow passes, family separation allowance, and per diem orders were quickly processed. A good work ing relationship was quickly established and maintained, throughout the deployment, with the Personnel Support Detachment, Naval Station Roosevelt Roads, Puerto Rico. 20

25 Transportation requirements for TAD orders to details, PCS orders, and orders for separation to CONUS were made through the Naval Passenger Transportation Office (NAVPTO) at least five working days In advance,,-... of the scheduled departure date. Transportation for emergency leave to CONUS was normally arranged within one working day. A GTR was issued by the Naval Station Officer of The Day when emergency leave occurred on a weekend or non-working day. Only minor discrepancies were noted in COMCBLANT'S Admin Inspection during this deployment and personnelmen received commendatory comments on their can do/don't give up attitude and working extra hours until the job was done. A total of 160 receipts and 125 transfers were processed throughout the deployment. EDUCATIONAL SERVICES The Educational Services Petty Officer was a PNl. There was an excellent off-duty educational program offered at Puerto Rico through Navy Campus For Achievement (NCFA). The Educational Services Petty Officer was the liaison between the members desiring to participate in the local college/university. He also coordinated the necessary paperwork for Tuition Assistance (TA) or GI bill payments. In-service and off-duty education was emphasized and utilized by members of the battalion who attended extension courses offered by Central Texas College and New Hampshire College. Military leadership exams (E4 through E7) were administered every second and third Tuesday of the month. The September Navy-wide examination was also locally administered. A total of 129 personnel participated in the September Navy-wide examination cycle. All 129 personnel passed the exam. The Educational Service Office Library was adequately stocked. training manuals were provided to members for advancement requirements. 28 CAREER COUNSELOR During the deployment, the Command Career Counselor visited detail sites at Guantanamo Say, Cuba; Andros Island; Bermuda U. K.; Crane, Indiana and the detailers at Washington D. C. to obtain orders for battalion personnel. In addition, the Command Career Counselor traveled to CBPAC, Pearl Harbor, Hawaii for a training conference. - - Communication between the Command Career Counselor and the Seabee (0~- 13) detailers has continued to be excellent. The overall retention rate for the battalion was SIS net and 4/S gross. The challenge began early in the deployment, with a complete turnover of department personnel. A ON reported aboard shortly after the arrival of the main body at Camp Moscrip. A new Dental Officer arrived on board 3 August 1985, just three weeks prior to the CBLANT Dental OM!. The Dental Department did well In the inspection. The camp turnover was accomplished with little effect on patient treatment schedules. Productivity was excellent, with dental read1ness maintained at approximately 93%, well above the required standard of 80%. In August, readiness peaked at a high of g5s. This success 1s attributed to the excellent support from the chain of command, diligent effort by the Dental Department personnel and effective recall and preventive dentistry programs. Also during the deployment, professional relations with the Naval Dental Clinic, Roosevelt Roads and Dental Oral/Surgery Department, Roosevelt Roads Naval Hospital were firmly established, resulting in excellent clinic support and add\tional dental care for battalion personnel. The department was quite productive administratively as well. A new supply inventory system was implemented resulting in better accountability of supply stock. Steps were taken to certify the X-ray unit Which had never been certified since Its installation in January, Operating procedures were modified and updated to 1mprove annual recall and preventive dentistry procedures. As a training exercise, dental department personnel set up the portable mount-out equipment and became familiar with Its function. r 25

LIGHT DUTY : 104 NARRATIVE 1 JUL 612 g AUG g 393 SEP g OCT NOV DEC JAN TOTAL The NHCB THREE Medical Department started seeing patients and conducting daily business at the Camp Moscrip Clinic immediately following turnover. The overall patient load generally consisted of occupational injuries, assorted rashes and skin problems along with assorted upper respiratory ailments (I.e. colds and sinus problems). While at Camp Moscrip, the clinic was supported by the U.S. Naval Station Hospital, Roosevelt Roads, Puerto Rico. This support included X-rays, laboratory and pharmacy facilities along with many definitive clinical services. The Medical Repair section of the Naval Hospital supported local equipment repair and readiness requirements upon the procurement of the repair parts. Medical supplies were ordered through the Navy Supply System. Delivery time varied with the type of item ordered. Material delivery response was between 60 and 120 days. This was longer than expected due to having requisitions go to CBC (20th NCR) Gulfport for intermediate processing. Monthly pharmaceutical auditing was conducted In addition to the customary audits on controlled substances. The Camp Moscrip Clinic was adequate for day-to-day business-and provided ample areas for private physicals and examinations. No X-ray facilities for Injuries were available in camp. A working and certified audiogram machine and booth was used at the clinic. The Medical Department maintained an onboard 24-hour watch to treat emergencies. The duty section was made up of a Hospital Corpsman and an Equipment Operator who drove the field ambulance. This was primarily a six section watch with either the Medical Officer or Chief Hospital Corpsman on call for consultation. The clinic had a pager system which was supported by the Naval Hospital. This situation made locating the Medical Off lcer and Ch1ef Corpsman more efficient. 26

31 The Medical Department participated in and supported the battalion mount-out operation exercise, Alr-Det ount-out exercise, the field exercise to Vieques Island, and provided 11aited preventive eediclne support to a training unit of the U.S. Marine Corps Second Force Reconnaissance Unit of the Second Force Service Support Group. The Medical Department supported the JO day construction operation at Honduras with an Independent Duty Hospital Corpsman. The Medical Department was Inspected by the CBLANT Medical Section and received an overall satisfactory grade with one major discrepancy. This discrepancy wa s 1mmedialely remedied by formally providing medical lectures to non-medical personnel as part of lhe deployment training. The battalion Medi cal Officer stood watches al the Naval Hospital Roosevelt Roads Emergency Room approximately 2 nights per month. This greatly enhanced the excellent support provided to battalion personnel by the Naval Hospital. 27

Upon arrival at the Chapel by the Sea, in Camp Moscrip, the Religious Program began with Protestant worship services on Sunday 16 June ~ Catholic Mass was conducted at 0730 by the NAVSTA Roosevelt Roads Catholic Chaplain. The Command Chaplain led the Sunday Protestant Worship Service at Bible studies were conducted on Tuesday evenings. Individuals in the command were also encouraged to participate in the religious program of NAVSTA, Roosevelt Roads and churches in the civilian community. Battalion members were Involved in Catholic choir and also spearheaded major efforts to assist the Pueblo Del Ninos Orphanage in big brother activities. 28

33 /"""'- Many hours were dedicated, during the deployment, to the pastoral care and counselling of battalion personnel. The areas Included marital, pre-marital, religious interest, and mi lltary adjustment counselling. In contact with the Ombudsman, Family Service Center, and the Chaplain's staff, located!n homeport, family emergencies were handled in a prompt and confidential manner. The normal daily functioning of the chapel provided ministry throu9h administration of the Command Religious Program. The Chaplain visited the detail sites of Vieques, Andros, Bermuda, and Guantanamo Bay. These detail visitations, along with work space and job site visits at the main body provided an opportunity for the ministry of pr~sence to be maintained. Special ministries included offering programs to help battalion personnel spend wholesome off duty time. Training films on the subjects of alcohol abuse, character guidance and religion were frequently shown. Many hours were given to guitar lessons and coordinating a Spanish class. During the last month of the deployment, the Chaplain made a dependents assistance visit for battalion's homeport briefing. Also during the deployment, the Chaplain gave fifteen minute briefings to new personnel at Indoctrination Division classes. Midway through the deployment all areas of the Command Religious Program were inspected by the CBLANT Chaplain. The evaluation was satisfactory with no discrepancies. The Command Religious Program was administered by one Commissioned Officer from the Naval Chaplain Corps and a Petty Officer Third Class, a graduate from the Religious Program Specialist "A" School. the 29

34 SPECIAL SERVICES NARRATIVE SUMMARY HHCB THREE's Special Services quickly developed a diverse program of wholesome and constructive off-duty activities which effectively contributed to the mental and physical well-being of all personnel in the battalion. During this deployment, a day did not go by without the use of some aspect of the camp's recreational facilities. Special Services provided fitness opportunities, site seeing trips, tournaments, and festive occasions. The services available included a gym/ weight room, outdoor theater, racquet ball court tennis court, and softball field. An interbattalion softball tournament, seasonal basketball tournament, league basketball play, football and racquetball were offered as well as classes In scuba diving and sailing. Special Services also set up and opened the new Physical Fitness Facility at Camp Moscrip. Outside the limits of the camp, special services sponsored tea~s in softball, football and racquetball. Other base wide competition included boxing smokers, golf, a command sponsored Veterans Day lok run, a SK run at Fort Buchanan, and participation in a 13.1 mile run. Bus trips to the rain forrest, El Yunque race track and Palmas Del Har country club were also conducted. In terms of festive occasions, the "Over the Hump Party proved to be a success. Movies were shown for the mens enjoyment. Almost every month at the outdoor theater a DOD show was put on which featured popular bands, like Double Take, Max, Now And Then, and Good Company. The men in Special Services worked long hours and managed all events and activities in an efficient and professional manner. The staff inc luded one full time petty officer, three constructionmen led by an ensign assigned collaterial duty as Special Services Officer. Their efforts succeeded fn easing the hardship of separation and increased the morale of the men. 35 PUBLIC AFFAIRS OFFICE STATISTICAL SUMMARY News Releases Base/Local Military Publications FHTNC Individual Releases FHTNC Master Stories Family Grams Issued B Released 5 NARRATIVE SUMMARY The Public Affairs Office began the Puerto Rico deployment by completing the turnover, and responding to directives initiating the Air and Sea Echelon and Air Det mount-out exercise, wh i ch was closely followed by a genuine Air Det mount-out. The Public Affairs Office used this period to complete the final homeport issue of the Bee Buzz (the battalion family gram). That assembled for the first time, with input from throughout the battalion, a family gram home mailing address library, and updated the Fleet Hometown News Center Hold File. The deployment schedule for lay-out, review and publishing of all PAO output was tailored and finalized. The Public Affairs Office input requirements were defined and a schedule developed for each of the detail sites. The homeport Bee Buzz was published In mid July. The first dep l oyment Bee Buzz was completed in mid July and published one month lat er. A Bee Buzz was published each month thereafter. Midway through deployment, in the midst of departmental Inspections, including a very successful PAO inspection, crulsebook production was geared up. In response to heightened command interest, greater emphasis was put on the submission of articles to the Roosevelt Roads and CBC Port Hueneme base papers. The cruisebook layout was completed in December and is scheduled for a April release. The battalion activities were f~equently featured on Armed Forces Television Network (AFCN) stations at Roosevelt Roads, Bermuda and Guantanamo Bay. In addition, the battalion was spotlighted on the nationally syndicated Hispanic rock video program, ENVIVO, on their Christmas program.
