Cotter, CD MESSAGE FROM THE COLONEL COMMANDANT 1 From The Canadian ner 1975 I am delighted to have the opportunity to wish all comrades of the Royal Regiment of Canadian Artillery and their loved ones all the best in Because the ner case was well presented by the Director and his devoted staff, many of our most serious problems were resolved last year. Having achieved so much that is so essential in 1975, it is now incumbent upon all of us to honour the support of the Chief of Defence Staff by making sure his plans are implemented with maximum efficiency and economy in My message for 1976 is simple. Having been given the tools, our task for 1976 is to get on with it and make sure the job is well done. FOREWORD BY THE DIRECTOR OF ARTILLERY 2 From The Canadian ner 1975 As your Director I appreciate the opportunity to insert a few personal comments into this edition of the Canadian gunner. Firstly, on behalf of all ranks of the Royal regiment I offer sincere congratulations to the Shilo ners and in particular to 3 RCHA for their labours and dedication to this most worthwhile enterprise. The past several years have witnessed another evolution in the history of the Canadian ners. We have survived a very serious curtailment of our resources, to surface again with renewed strength, vigour and imposing challenges. In the past few months our regular regiments have been given much-needed transfusions, air defence and locating have become realities and our Militia units have been given a new lease on life to 2

3 which they are responding magnificently. Accompanying this expansion are a myriad of tasks and commitments that are new to some and a rekindling of memories for others. As we examine in detail new establishments, trades structures, career implications and the multitude of equipment options available to us let us also consider in due depth not only our aim but also the means of obtaining it. Throughout all these steps and the prerequisite training we must simultaneously continue to support the other combat arms at a level heretofore considered unattainable. If we do not achieve a higher level professionalism, we will have failed. The challenge is ours. I and my staff will do everything possible to assist you in your endeavours. However, it is the results achieved in the field that will be used as the yardstick. Only through the dedication to the varied tasks at hand by each and every member of the Royal regiment can we attain the desired standards. There is the challenge, I know that we will not be found wanting. Good shooting. 3

11 Awards Most Efficient Recruit 15 th Field Regiment Royal Regiment of Canadian Artillery This award is presented to the most efficient recruit from the start of the training period in September of the previous year. This year s winner of the trophy is: Private (Recruit) H.T. Harsch. ner Douglas Corsor Jr. Memorial Trophy The ner Douglas Corsor Jr. memorial trophy was created by his close friends in the Regiment, ner Noel RR Dykes, ner Joseph C. Gauthier, ner R. Gerard, ner H. Harsch and ner V. Hughes after his untimely death in a vehicle accident the previous year. It is presented to the ner that most exemplifies the best characteristics of being a ner. In this year s inaugural award, it is presented to ner Douglas Corsor Junior. 11

We are an organization which needs you but we also feel you need us too. WHO ARE WE? Well, officially we are known as The Fifteenth Field Artillery Regiment, Royal Canadian Artillery, but to many we are simply referred to as the ners. ARE WE SOMETHING NEW? No sir, we can trace ourselves back some 257 years to the British ners and over 118 years in Canada. The 15th ners have 53 years behind them here in Vancouver. So you see we must be something special to have lasted this long. WHY HAVE WE LASTED SO LONG? First and foremost we have a purpose in life and that is to aid in the maintaining of our Canadian way of life. Secondly the Comradeship, activities, and travel opportunities offered give each one of us an unforgettably rewarding experience. WHAT CAN WE OFFER YOU? 1. A position in a Regiment of Artillery where many trades and responsibilities are required to fire, maintain and move our guns. Our prime weapon at present is the 105mm Howitzer which will fire a 33 lb projectile 12,205 yards (11,000 meters or approximately 7 miles). 2. Special training such as -artillerymen, Technicians, Communicators, Drivers, Junior Non Commission 0fficers, Senior Non Commission Officers, Officers. There are opportunities for all to climb the ladder of responsibility. Several of our recent Commanding Officers have started at the very position you are now in, that of an interested potential ner. 19

Travel - our training as individuals and as a Regiment has Taken us to such places as: Canadian Forces Base - Chilliwack Canadian Forces Base - Esquimalt - Vancouver Island Nanaimo - Vancouver Island Roger s Pass, Canadian Rockies Wainwright, Alberta Canadian Forces Base, Shilo, Manitoba Camp Petawawa, Ontario Kingston, Ontario Camp Gagetown, New Brunswick Resolute, Cornwallis Island, North West Territories Jamaica, West Indies Fort Lewis, Washington, U.S.A. Lahr, Germany - Canadian Forces Base Menden Germany - with The Royal Artillery 4. Band We are the only Military Brass and Reed Band in Vancouver. The band not only excells as a Military Band but also plays on many occasions as a Concert Band. Their role as a band finds they playing at Formal parades, charity concerts, veterans hospital, dinners, formal and informal social functions. They have played in the P.N.E. Parade, Seattle Worlds Fair, Centennial Tattoo, Seattle Military Tattoo and many other events. 5. Comradeship in the field and in our Messes (Clubs). The Messes are open certain nights of the week and other special occasions. There is a mess for the Band, ners, Senior Non Commission officers, and the Officers. Each Mess holds a number of enjoyable social functions throughout the year. 6. Service to our Country as part of a vital defence unit. Assistance in many non Military areas of service such as flood control civil defence, avalanche control. 7. Pay We did not put pay at the end because it was the least important but then again we do not look upon it as our most important benefit to belonging to the 15th Field. The daily rates of pay at present are as follows. 21 2. You should be years of age, but check with us as these regulations change from time to time. You must have your 17th birthday in year you join. OUR HISTORY The 15th Field Artillery regiment has an official history spanning over half a century of service to Canada, but the roots of this proud Regiment run far more deeply into the early history of Vancouver and British Columbia. In 1885, there was a ner J Hall, living in the Village of Granville, as it was then called, whose devotion to the Royal Regiment led him trek through twelve miles of forest to parade with the 1st Battery British Columbia Garrison Artillery in New Westminster. He lived to see Vancouver grow into a city, and was still living in 1920 when the 15th Brigade, Canadian Field Artillery was authorized. It consisted of three batteries of field artillery, the 31st, the 68th and the 85th, with the 5th Siege Battery attached. It is of interest to note that the 68th Battery served in North Russia in the Murmansk/Archangel area during this period, under the famed British general, Sir Edmund Ironside. Fighting in the most impossible conditions, in deep snow, with temperatures in 40 below zero, the Canadian ners acquitted themselves gallantly and earned the praise of General Ironside, himself an artilleryman, who wrote: The Canadian Artillery, by the action of its drivers and ners, had worthily upheld the traditions of British ners. In 1925, the 15th Brigade, CFA, was redsignated as the 15th Field Brigade, Canadian Artillery, although still consisting of the above mentioned Batteries. Through the long years of peace and into the depression years, the spirit of the early gunners endured and was rewarded in 1935 when the title "Royal was granted to the Canadian Artillery, bringing with it the responsibility of living up to hundreds of years of British Artillery Traditions. In 1938, the Brigade was disbanded for the purpose of reorganization and reformed as the 15th Coast Brigade, RCA and further redesignated later that year as the 15th (Vancouver) Coast Brigade, RCA. With the threat of war the Regiment was called to man the coast guns on 26 Aug 1939 which was 2 weeks before war was officially declared. During the war Vancouver s ners manned the coastal guns and searchlight batteries in such familiar places as Stanley Park, Point Atkinson, Stevenston, Point Grey, U.B.C. and even beneath the Lions Gate Bridge, while 85 Battery manned remote Yorke Island. In 1939, the 68th Battery and the 5th Battery were converted from heavy and mediurn batteries, respectively, to the 9th and 11th Anti-Aircraft batteries, RCA, and allocated to the1st Anti-Aircraft Regiment, RCA. During World War II, the ners occupying Bessborough Armoury were the 39th Fd Regt RCA and the 11th AA REGT RCA which trained as reserve units throughout the duration of World War II. Although as a unit the-regiment did not serve overseas during the Second World War, many Officers and men served with other Canadian Artillery Regiments, returning in 1945/46 to rejoin the newly redesignated 15th Coast Regiment, RCA, which then consisted of the 31st, the 85th and the 159th Coast Batteries RCA. The 159th Battery was redesignated 158th Coast Battery in late 1946 and the Regiment itself was again reorganized as the 15th Field Regiment, RCA, in The 102nd Coast Regiment in Vancouver was raised in 1949 and. disbanded in October 1954 and amalgamated with the 43 Heavy AA Regt. The 43 heavy AA was later redesignated as the 43 Medium AA Regt, and in 1959 when the requirement for Anti-Aircraft Artillery ceased, this fine regiment was amalgamated with the 15th Field Artillery Regiment, whom then became, once again, the only gunner unit in the Vancouver area. 21

22 The unit, was then organized into five batteries the 31st, 85th, 158th, 209 and Battery was relocated for training in Ladner and operated successfully in the Surrey-Delta area from 1961 to By 1966, the 210th Battery had been disbanded and 5 (BC) Fd Battery in Victoria had come under command. In 1968, this Battery was returned to independent status, leaving the most recent reorganization on 1st April 1970, which reduced the unit to two batteries 31 and 209. Later 209 Bty was renumbered as 68 Bty which was one of the original Battery numbers in As we enter into our second fifty years, we can take pride in the record of service to Canada and British Columbia, but as Winston Churchill once said: This is not the beginning of the end, but the end of the beginning. 17Apr 75 22

29 Royal Canadian Artillery Association 3 Annual Meeting The 1975 annual meeting of the RCAA was held at CFB Valcartier during 25 to 27 September. It marked the Association s first meeting at Valcartier, and LCol Pete Bouvette and his officers ensured that our stay was indeed memorable. We were most fortunate in having an excellent representation of regular force gunners. These included: Cols Cotter, Calnan, Wellsman, Doucet and Beudry; LCols Ward, Hurley, Stothers and Bouvette; Majs Thompson, Kennedy and greenizan. BGen Heitshu and Maj Walton were unfortunately hung up at the last minute and therefore unable to join us. Those present, however, took very active and constructive roles in all the proceedings. The magnus opus of the meeting was the production of a very timely and serious position paper. This paper was forwarded immediately following the meeting to the office of the Prime Minister, the MND, the CDS and all members of the Commons Committee on defence. For the benefit of those gunners who are not in receipt of the RCAA Annual Report, but who do receive the Canadian ner, we are pleased to publish that paper here for you. The essence of this argument is that Canada, after a prolonged erosion of its ground combat forces, is in danger. Ground combat forces stand as the ultimate guarantee of our nation s sovereignty and, indeed, of our national integrity: to honour our international commitments, to guarantee the life and property of our citizens, to ensure that public order is maintained, and to safeguard the liberties inherent in our democratic process. Canada spends almost three billion dollars on defence; and yet would be hard-pressed to find 13,000 fighting troops to answer an emergency. In 1965 we had 25,000 trained combat soldiers; today we have 13,000. In 1965 there were 38,000 civilian employees of the Department of National defence; today there are 34,000. In ten years our combat capability has declined by almost fifty per cent. We have too much tail and too few teeth. What, then, is the answer? Either the Defence budget must be sharply increased or existing resources better applied. There is a solution. We urge that the priorities of National defence be reassessed and resources reapplied to expand our ground combat forces regular and reserve. 29

30 Only with a department stripped of non-essentials, geared for operational capability, and reinforced by an enlarged combat reserves can Canada achieve the defence capability for which Canadians are paying almost three billion dollars. The meeting closed in the customary manner with a mess dinner on Friday evening, followed by the presentation of Competition awards. MGen Sparling, the past Colonel Commandant, was happily in attendance as a guest of the RCAA. Col Sherwin presented MGen Sparling a framed print entitled A Hot Night in the Batteries as a token of gratitude for all the support he had rendered the RCAA during his term as Colonel commandant. LCol Brian S. MacDonald took the Chair as president for the coming year, and in this capacity he will guide the RCAA through its centennial year. At this writing, sales of the ner History have gone exceedingly well. So well, in fact, that there are no more copies of Vol I left. There is still a fairly good supply of Vol II available which may be ordered through the Secretary, RCAA.
