4 EXECUTIVE SUMMARY This Final Report on the EUMC Interoperability Study, assessed interoperability in the framework of HLG 2010, from a military perspective, with a view to contributing to capability development. In Headline Goal 2010, Interoperability was recognised as a key criterion which, could not be assessed during the production of the Progress Catalogue (PC07). In order to take forward this important issue, it was recommended in PC 07 that an interoperability study be undertaken. Consequently, on 17 October 2007, the EUMC tasked the EUMCWG/HTF to conduct the EUMC Interoperability Study. Terms of Reference and Roadmap were agreed by the EUMC. The purpose of the study was to assess the interoperability issue within the framework of HLG2010 -from a military perspective- with a view to contributing to capability development. The Study was conducted in four phases, over three Presidencies, with support from subject matter experts from MS and multinational organisations, in order to achieve four objectives. 5 A. INTRODUCTION 1. This document is the Final Report on the EUMC Interoperability Study, which was initiated during the second semester of The EUMC Interoperability Study has assessed interoperability in the framework of HLG 2010, from a military perspective, with a view to contributing to capability development. B. BACKGROUND 3. The task, given from the Headline Goal 2010 (HLG 2010) in line with the European Security Strategy, was to apply a systemic approach in the development of the necessary military capabilities, aiming at creating synergies between Member States' forces in order to enhance the ability of the EU to respond more rapidly and effectively to crises. Furthermore, the HLG 2010 states that Interoperability but also deployability and sustainability will be at the core of Member States efforts and will be the driving factors of this goal The Union will thus need forces, which are more flexible, mobile and interoperable. 4. 6 5. Based on MS proposals and EUMC discussions, the EUMC tasked (on 17 October 2007) the EUMCWG/HTF to conduct the EUMC Interoperability Study. Terms of Reference (Ref. I) and a Roadmap (Ref. J) for the study were agreed by the EUMC. The EUMCWG/HTF has provided progress reports to the EUMC on the 31 March 2009 (Phase I report) and on the 17 June 2009 (Phase II report). In addition, the presidency has informed the EUMC on the completion of Phase II on the 15 July C. AIM 6. The purpose of the study is to assess the interoperability issue in the framework of HLG2010, from a military perspective, with a view to contributing to capability development. D. OBJECTIVES 7. The objectives of the study are: a. To identify EU interoperability issues concerning EU led military operations. This should include levels of interoperability and CivMil aspects from a military perspective; b. To appraise the current situation for the EU regarding those issues, in order to derive potential areas of improvement where the EU should bring an added value; c. To make recommendations for improvements of interoperability for the EU; d. To provide additional inputs to the HLG 2010 Lessons Learned process.
