5 Rear Admiral Benjamin F. Montoya Civil Engineer Corps, United States Navy Retired Benjamin Franklin Montoya was born in Indio, CA, and graduated from Coachella Valley High School. During his years at the Naval Academy, Bennie was an ace chucker for the baseball team, according to the Lucky Bag, beating Army in his youngster year and serving as captain in He was a Striper in the 5th Company and known also for a big heart. He was commissioned an Ensign in the Navy Civil Engineer Corps. Rear Admiral Montoya earned a bachelor s degree in civil engineering from the Rensselaer Polytechnic Institute in 1960 and was then assigned to Long Beach Naval Shipyard as Resident Engineer. In 1964, he was deployed to Guam with Naval Mobile Construction Battalion Three, followed by Vietnam where he led an advance party in country to supervise the construction of the first base camp built by Seabees in Da Nang. He returned in 1966 to Chu Lai, constructing a base camp, supply point, hospital, and a Marine Corp helicopter base. He returned to Port Hueneme, CA, as a Lieutenant Commander and the most junior CEC Chief Staff Officer of the 31st NCR in CEC history. A master s degree in environmental studies from the Georgia Institute of Technology in 1967 followed, which he utilized for the Navy from Puerto Rico to California found him in Washington, DC, as director of the Navy s Environmental Quality Division getting the Navy up on environmental compliance. In 1977 he became responsible for compliance for the entire Department of the Navy. He earned a law degree from Georgetown University to cover the legal as well as physical aspects of compliance. He retired from the Navy in 1989 as Chief of the Navy Civil Engineer Corps and Commander of the Naval Facilities Engineering Command, attaining the highest position for an active duty Civil Engineer Corps officer. During his career, Rear Admiral Montoya was awarded the Defense Distinguished Service Medal, two Legions of Merit, the Bronze Star with Combat V for service in Vietnam, and a number of other citations. Upon retirement, HENAAC awarded him their 1989 Hispanic Engineer of the Year. He has also received multiple accolades and awards from the private sector for his service and leadership. His work continued after retirement, as Rear Admiral Montoya joined Pacific Gas and Electric in San Francisco where he became a senior vice president and general manager of the gas supply business unit. In 1993 he became president and CEO of the Public Service Company of New Mexico and the chairman of the board in In 2006, Rear Admiral Montoya was appointed to the NASA Advisory Council as a member of the Space Operations Committee. That same year he was honored with membership into the National Academy of Construction for his work on the Navy s major shore facilities environmental restoration program ( ), as Director of the Environmental Protection Division of the Office of the Chief of Naval Operations, and as Chief of the Civil Engineers Corps. He was inducted into the National Academy of Engineering in He has served on multiple boards and for the past 11 years, he has served as chairman of the CEC/Seabee Historical Foundation. He was appointed by the President of the United States to the 1995 Base Realignment and Closure Commission and the Naval Academy Board of Visitors, which he chaired for two years.
6 Master Chief Equipmentman James Daniels Oldest Seabee, United States Navy Retired James Daniels enlisted in the Navy in November 1942 and reported to Camp Peary, Williamsburg, Virginia to the 81st Naval Construction Battalion. On May 1 st, 1943 he boarded the USS John B. Floyd and pulled into American Samoa 18 days later. Upon arrival his crew diligently worked to enlarge an airfield and improve several of the local roads. He returned back to Port Hueneme, CA on February 17, 1946 following World War II. He met his wife, Ida Virginia Middaugh on February 23rd and was married on May 24th. They had two children, William Leslie and Brenda Jean who were born on January 8th, 1948 and April 14th, 1950, respectively. His illustrious Naval career includes tours to; Saba, Japan, Mobile Construction Battalion-2, Guam, Phoenix, Arizona Naval Air Station, and Mobile Construction Battalion-5. He served in the Korean War and in Vietnam. On Jan. 31, 1968, he earned a Purple Heart for injuries sustained during a rocket attack. Just 11 days earlier, an RPG hit his son Bill (MCB-5, Dong Ha) while in a vehicle and they found themselves together on the same hospital ship where his son was still recovering from serious injuries he had sustained to which he later succumbed. His son ultimately became very ill due to his injuries. During this time, Daniels earned the rank of Master Chief, but it was conditional upon his return to Vietnam for another tour. With his son so sick, he declined and retired with the rank of Senior Chief Petty Officer in After 26 years and three wars, he had served his country well. There is no doubt that had he continued his Navy career, he would have retired with the rank of Master Chief Petty Officer. On June 29th, 2008 during the 22nd Annual Seabee Days Parade, Vice Admiral (Ret) Michael Loose, Deputy Chief of Naval Operations for Fleet Readiness and Logistics presented the designation of Honorary Master Chief Petty Officer of the Navy to James Daniels. Following his Navy career, Daniels worked at the Port Hueneme School District, ultimately retiring as head of maintenance for the district. Following retirement he was elected to the City Council in Port Hueneme, where he served for eight years, two of those as Mayor Pro-Tem. Daniels continues to this day as an active member of the community, participating in the Port Hueneme Chamber of Commerce, Rotary Club, and in numerous other projects as well as being an avid supporter of Naval Base Ventura County.
7 SW1(SCW) David Olayo Naval Construction Training Center Steelworker First Class David Olayo was born and raised in Las Cruces, New Mexico, and joined the US Navy in He is married to the former Darcel Moreno and has a two year old son named Christopher Olayo and 6 month old son Felipe Olayo. He is currently stationed at Naval Construction Training Center, Port Hueneme, California. He was selected as the Command's 2013 Sailor of the Year for his professional achievement and superior performance of his duties. He expertly led a team of military and civilian instructors in providing advanced steelworker training to Naval Construction Force personnel. His vast technical aptitude and infectious enthusiasm have increased the knowledge base of Seabees and positively impacted fleet readiness. Petty Officer Olayo s exceptional professionalism, unrelenting perseverance, and loyal devotion to duty reflected credit upon him and were in keeping with the highest traditions of the United States Naval Service.
8 CM1(SCW) Efrain Vega Naval Mobile Construction Battalion FIVE Construction Mechanic First Class Efrain Vega was born and raised in Boston, Massachusetts and joined the US Navy in He is married to the former Tasara Richardson and has twin five year old girls, Natalie Marie and Sofia Grace, and an eleven year old son, Crimson Smith. He is currently stationed at Naval Mobile Construction Battalion FIVE, Port Hueneme, California. He was selected as the Command's 2013 Sailor of the Year for his professional achievement and superior performance of his duties as the Training Petty Officer and Work Center Supervisor in Okinawa, Japan. He flawlessly managed Alfa Company s unit readiness training plan for 159 personnel by scheduling over 800 classrooms and facilitating all of the command led general military training, directly contributing to the Battalion s operational readiness. Additionally, he expertly led fifteen personnel in the expedient completion of 651 preventative maintenance checks and 118 corrective maintenance actions and 26 3-M spot checks on 375 pieces of Civil Engineer Support Equipment valued at $43.5M. His efforts earned the command outstanding remarks on their operational readiness inspection. Petty Officer Vega s exceptional professionalism, unrelenting perseverance, and loyal devotion to duty reflected credit upon him and were in keeping with the highest traditions of the United States Naval Service.
9 CM1(SCW) Christopher Schulze Naval Mobile Construction Battalion FOUR Construction Mechanic First Class Christopher Schulze was born on and raised in Phoenix, Arizona and joined the US Navy in He is married to the former Leah S. Schulze. They have three children; Vance Lee, Bryce Landyn, and Kaige Nicholas Schulze. He s currently stationed at Naval Mobile Construction Battalion FOUR, Port Hueneme, California. He was selected as the Command's 2013 Sailor of the Year for his professional achievement and superior performance of his duties as Command Master-At-Arms and Detail Maintenance Supervisor. He collected 1,812 urinalysis samples, performed twelve command investigations, organized ten executive officer inquiries, and conducted six captain s masts, directly contributing to the overall positive health and discipline of the Battalion. At Detail Horn of Africa, he led 25 sailors in the quality maintenance of 180 pieces of Civil Engineer Support Equipment valued at $7.2 million dollars, enabling the crucial on-time completion of seven mission critical projects. Petty Officer Schulze s superlative performance, steadfast perseverance, and outstanding devotion to duty reflected credit upon him and were in keeping with the highest traditions of the United States Naval Service.
10 EO2(SCW) Renee M. Harrison Naval Mobile Construction Battalion THREE Equipment Operator Second Class Harrison was born and raised in Pittsburg, Massachusetts and joined the US Navy in She graduated from North Hills High School in 2002, attended Penn State, graduating in 2006 with a Bachelors of Arts in Psychology and a minor in Sociology. She is currently stationed at Naval Mobile Construction Battalion THREE, Port Hueneme, California. She was selected as the Command s 2013 Junior Sailor of the Year for her professional achievement and superior performance while leading a team of eight Seabees. Her team flawlessly executed a homeport crane program and audit with the Navy Crane Center, resulting in outstanding training, exposure to subject matter experts, and the development of new procedures and standards. Additionally, she led her crew on multiple projects to include lifting reefer units, several intermodal containers, and other complicated lifts totaling 176,665 lbs. Petty Officer Harrison s exceptional professionalism, unrelenting perseverance, and loyal devotion to duty reflected credit upon her and were in keeping with the highest traditions of the United States Naval Service.
11 SW2(SCW) Thomas Cunningham Naval Facilities Engineering and Expeditionary Warfare Center Steelworker Second Class Seabee Combat Warfare Specialist Thomas D. Cunningham was born and raised in Farmington, New Mexico and joined the US Navy in May of He s married to the former Katlyn Lee Armstrong and currently stationed at Naval Facilities Engineering and Expeditionary Warfare Center, Port Hueneme, California. While serving as the Steel Shop Supervisor he expertly led four personnel in the repairs, sand blast operations, and stenciling of 12 shipping containers to be utilized by Naval Construction Forces around the world. His efforts saved $54K in contract labor expenses. Additionally, he flawlessly led a crew of four Seabees in the full restoration of two pieces of historical construction equipment onboard Naval Base Ventura County s Seabee Heritage Park. His efforts saved over $80K in labor and contract costs which helped preserve the equipment for future Seabee generations. As Department Career Counselor, he meticulously completed 22 Career Development Boards and four C-Way applications for sailors. His direct engagement of each sailor s career ensured they were focused on personal and professional growth. In addition, he completed eight reenlistment submissions, enabling several of his fellow Sailors to stay in the Navy. Petty Officer Cunningham's professionalism and loyal devotion to duty reflected credit upon him and were in keeping with the highest traditions of the United States Naval Service.
12 Seabee History The Naval Construction Battalion Center (CBC), Port Hueneme, California, is the west coast homeport of the Navy's mobile construction force. CBC Port Hueneme supports the training and mobilization requirements for more than 3,000 active duty personnel. The CBC also operates a 1,600-acre naval base. The CBC is located on the vast agricultural Oxnard Plain, about 60 miles north of Los Angeles, right on the beautiful Southern California coast. The mission of CBC is to provide a homeport and furnish training, administrative, and logistic support for Seabees serving in many parts of the world. CBC provides training and mobilization requirements for three active duty Seabee battalions, Naval Mobile Construction Battalions THREE, FOUR, and FIVE and more than 5 reserve Seabee units. The CBC's mission is "to support the Naval Construction Force, fleet units and assigned organizational units deployed from or home ported at CBC; to support mobilization requirements of the Naval Construction Force; to store, preserve, and ship advanced base mobilization stocks; to perform engineering and technical services, and such other tasks as may be assigned by higher authority." Over the years, CBC has expanded or contracted, depending on the world situation and the needs of the Navy. At present, CBC is responsible for procurement, storage, maintenance, and disposal of the construction equipment and materials which make up the prepositioned War Reserve Material Stocks. Many of the Center's departments, such as the Supply Department, Comptroller, Civil Engineers Support Office, and Facilities System Office provide direct support to other Navy commands. In addition, CBC provides support to more than 40 tenant commands with missions ranging from Seabee support to shipboard missile systems testing.
13 Seabee History (cont.) Originally constructed as a temporary depot in the early days of World War II, the Naval CBC, Port Hueneme, is a veteran of World War II, the Korean War, the Vietnam War, and Operation Desert Shield/Storm. In the early days of World War II, CBC was established to train, stage and supply the newly created Naval Construction Force "Seabees. Since then, the Seabees and the Center have made history together. Officially established May 18, 1942, during World War II, the center was responsible for the staging and shipping 20 million tons of supplies and equipment and more than 200 thousand men needed in support of the war effort. More construction supplies and equipment were shipped from Port Hueneme than from any other port in the United States. When the Army of Iraq invaded Kuwait in August of 1990, CBC was ready to support the Navy once more. More than 1,800 Port Hueneme Seabees built camps and countless miles of roads in the Saudi Arabian desert. Again, the port provided integral support, shipping, supplies, and equipment needed to support not only the Seabees, but the Army, Air Force and Marines as well. More recently, Seabees played an integral role in disaster recovery and humanitarian efforts both at home in the United States and overseas. Using their Seabee "Can-Do," attitude the 'Bees have been directly involved with projects that have benefited millions of people. From the barren terrain of Somalia where they participated in Operation Restore Hope, to the refugee camps in Guantanamo Bay, Cuba, where "Operation Sea Signal" took them. Closer to home, the Seabees supported disaster recovery efforts for victims of the Malibu firestorms, California Wildfires, and Northridge earthquake. Their recent deployments include Operation Enduring Freedom in Afghanistan and missions in Africa, the Middle East, and the Far East.
