Ellis) Pages: 12 This supplement implements Air Force Policy Directive (AFPD) 10-2, Readiness, AFPD 10-25, Emergency Management (EM) and Air Force Instruction (AFI) , Air Force Emergency Management Program. It provides guidance on how unit commanders manage their unit EM program in support of the 27 Special Operations Wing (27 SOW) EM program located at Cannon Air Force Base (CAFB). This supplement defines the 27 SOW Emergency Management (EM) Program as a cross-functional program that integrates procedures and standards for planning, logistical requirements, emergency response actions, emergency response guidelines, exercises and evaluations, personnel training, warning, and notification. It clarifies policies and procedures unique to the 27 SOW at Cannon AFB regarding the EM Program, consequence management, and Chemical, Biological, Radiological, Nuclear and High Yield Explosives (CBRN-E) training. It identifies the 27 SOCES Readiness and Emergency Management Flight as the Wing Emergency Management Program OPR. This supplement applies to all units, host and tenant, and personnel assigned or attached to Cannon AB and the 27 SOW. An annual review of this supplement will be conducted. Any unit requesting an update or change will submit comments to the 27 SOCES Readiness and Emergency Management Flight for consideration using the AF Form 847, Recommendation for Change of Publication; route AF Form 847s through functional chain of command. Ensure that all records created as a result of processes prescribed in this publication are maintained in accordance with Air Force Manual (AFMAN) , Management of Records, and disposed of in accordance with Air Force Records Disposition Schedule located at

Item 3a 3b Responsibility Unit EM representatives from 27 SOFSS will ensure all Non-Appropriated Funds and commercial businesses related to food and customer support services i.e., Burger King, DeCA, AAFES, Sparkle Cleaner are included in the Unit s EM information and shelter programs. Unit EM Representatives from Wing Staff Agency (specifically CPTS) will ensure financial related businesses i.e., Washington Federal and Cannon Federal Credit Union are included in the WSA EM information and shelter programs. 10 Units will ensure Wing Inspection Team (WIT) members assist 27 SOW/IGI to plan and coordinate EM related exercises as outlined in DODI Primary contamination threat at Cannon is from hazardous materials associated with on base petroleum products and from materials transported by vehicle or rail. Cannon Fire Emergency Services maintains the HazMat Decontamination Trailer for rapid decontamination of personnel. As well, 27 SOMDG also maintains the In- Place Patient Decontamination Team for decontamination operations of casualties. 15 Cannon AFB IEMP 10-2 outlines all CAFB responsibilities to support Response Task Force reception in the event of a nuclear weapons accident/incident. 16 At Cannon, the 27 SOFSS is OPR for Emergency Family Assistance Control Center (EFACC) operations. SOFSS will maintain recall capability for and pre-identify assembly location(s) for EFACC activation. Other units to include 27 SOMDG, 27 SOW/HC, and 27 SOW/JA will ensure staff are available to support EFACC activation and 24 hour operations, as required. 17a All Host and Tenant units will plan and conduct an annual unit Natural Disaster exercise. For Tornado preparedness it is recommended during the months of February thru April. Exercise will focus on ensuring all personnel are aware of tornado/severe weather shelter location(s), weather Watch and Warning meanings and actions personnel must take to shelter. 17b All host and Tenant units will plan and conduct a semi-annual Shelter-in-Place (SIP) exercise specifically for Hazardous Materials release. Exercise will focus on ensuring all personnel are aware of SIP location(s), kit contents and how to use them. As well each facility must maintain written procedures to expediently shut-down occupied facility HVAC system. 18 Crisis Action Team (CAT) is synonymous with Installation Control Center and will be activated at the direction of the 27 SOW/CC. CAT operations can be conducted in either B790 (AOS/CP) or B600 (Primary Emergency Operations Center) Unit EM representatives will ensure newly assigned commanders receive the EM immersion brief within 60 days of assignment. Contact 27 SOCES/CEX to schedule this briefing lasting approximately 20 minutes.

Item Unit Commander s EM Responsibilities 1 Each assigned Host and Tenant unit will ensure one primary and alternate EM representative is assigned. Units with high Ops Tempo may assign additional EM representatives to ensure program continuity during deployments/tdys. 4a Units, if required, will identify DRF specialized teams and budget for, procure, store and maintain any specialized equipment/supplies to ensure emergency response and recovery operations. Unit EMWG representatives will provide status of specialized teams during quarterly EMWG meetings. Any significant shortfalls requiring augmentation or specialized equipment will be addressed at the quarterly meetings and elevated to 27 SOW/CC, as appropriate, for resolution. 4b The 27 SOCES will provide augmentation for the installation Emergency Management Support Team (EMST) as outlined in the 27 SOW Installation Emergency Management Plan A total of 16 EMST personnel, minimum of two NCOs in grade SSgt or above with remaining personnel of any grade. No additional augmentation taskings will be levied on the 27 SOCES without approval of the 27 SOW installation commander. 8 All host and tenant Unit EM representatives will conduct semi-annual program reviews IAW Chapter 9 of AFMAN Deficiencies will be documented to include corrective action(s) and forwarded to 27 SOCES/CEX for filing in EM program folders. Any areas requiring assistance from CEX will be forwarded to the CEX Operations section and filed in unit EM continuity binders. 10 The 27 SOLRS will provide M50 Operational/Training masks, training M61 filters, JSLIST training CBRN ensembles for all SOCES Emergency Management Support Team (EMST) augmentees for use during quarterly in-house training events. All 3E9X1 Emergency Management personnel will be issued M50 masks, training use filters and operational M61 filters for use during in-house SORTS reportable training and WMD responses. EMST personnel will be issued operational M61 filters when determined necessary by SOW Leadership for operational responses after consult with BE to ensure PPE/cartridges will protect personnel against hazards The Contingency Response Plan (CRP) will be reviewed annually by all sections of the 27 SOCES for updates. 27 SOCES/CEX Plans section will coordinate the review and update plan for approval by 27 SOCES/CC. Plan will be posted to the CAFB Plans Library on the base SharePoint main page.

Item EMWG Responsibility 1 Due to proximity of CAFB to the rail line bordering the north perimeter of the base and need to ensure all occupied facilities have the ability to rapidly shelter-in-place, all units will maintain full EM programs complying with instructions outlined in AFI , Cannon IEMP 10-2 and the current Cannon Shelter Guide. 2 EM related exercises will be identified annually to 27 SOW/IGI for inclusion in the wing s exercise program. IGI will brief status during quarterly EMWG meetings. Exercise events will follow DODI and other applicable guidance for type and/or frequency (Added) The appointment, in writing, of the Installation Emergency Manager will be delegated to the 27 SOMSG/CC (Added) 27 SOCES Emergency Management Flight (CEX) serves as the single installation-wide EM program focal point. Unit EM Representatives. The appointed primary and alternate EM representatives will be an E-5 or above, or GS-05 civilian equivalent (Added) The Unit Commander will appoint a primary and alternate EM representative, in writing, to manage and coordinate all aspects of the unit EM program. The EM quarterly report will suffice as the unit EM Representative, EMWG, ESF, UCC and ACES PR Unit Training Scheduler representative appointment letters (Added) All newly appointed EM Representatives must have at least 1 year projected to remain on station prior to PCS, separation or retirement. Unit commander should consider assigning additional representatives to ensure program continuity due to TDY/Deployments (Added) Primary duty Readiness and Emergency Management personnel (3E9X1) will not be assigned additional duties that would prevent them from immediate response to Disaster Response Force (DRF) activities, actual or exercise. DRF activities take precedence over all other duties.

Item 3a Unit Emergency Management Representative Responsibility Unit EM representatives will maintain program folders containing the following tabs: Tab A: EM Quarterly Report, current and prior quarter. EM Quarterly Reports will be accomplished and submitted to 27 SOCES/CEX by the following dates: January 1st for the 1 st quarter, April 1st for the 2 nd quarter, July 1st for the 3 rd quarter, and October 1st for the 4 th quarter. EM quarterly reports will be signed by the respective unit EM representative and unit commander or designated representative to ensure visibility of their units EM program. The EM Quarterly Reports will satisfy the appointment letter requirement for EM-related duties, i.e. EM Representatives, Emergency Operations Center (EOC) members, Specialized Teams, Crisis Action Team (CAT), and Unit Control Center (UCC) members. Tab B: EM Program Reviews/Unit EM Self-Assessment Reports. The EM representative will maintain two years of self-assessment reports to document the biannual requirement. Management Internal Control Toolset (MICT) Self-Assessment Communicator (SAC) are separate reporting tools and do not satisfy the requirement for a unit s EM self-assessment. Units will utilize the EM Program Review (PR) checklist provided by 27 SOCES/CEX to complete their semi-annual PRs. Tab C: A Record of Review of Unit EM Plans and Implementing Instructions/Checklists. All plans and checklists that support the EM program will be reviewed, at a minimum, annually from the date on the base EM plan. Unit EM representatives will provide squadron commander approval of supporting implementing instructions/checklists, contact 27 SOCES/CEX for the IEMP CC Signature Template. Tab D: EM-Related Publications. At a minimum, units will maintain hard copies or annotate the location of electronic copies of CAFB IEMP 10-2, AFI , Air Force Emergency Management Program, AFI CAFB Supplement (this document), all EM-related Technical Orders (to be maintained with the emergency response equipment or available when the equipment is in use), and Be Ready Training Aids (U.S. Air Force Emergency Notification Signals, Emergency Management Representative ) Visual Aids are available from the e-publishing website and 27 SOCES/CEX SharePoint site and will be displayed in common and/or high-traffic areas. Tab E: General Correspondence. This section is designated for all other EM related information. At a minimum, units will maintain EM Quarterly Newsletters distributed to their unit for the calendar year, and documentation of how they were distributed. 4 The Unit EM Representative (EMRs) will ensure Be Ready program posters and information sheets are conspicuously posted throughout the squadron on bulletin boards and high traffic areas. A posting schedule will be provided to EMRs outlining which documents to post based on seasonal occurrences. EMRs will direct squadron personnel to review the base main SharePoint page Emergency Management Flight link for Be Ready vignettes that address seasonal information topics.

6 6 AFI _CANNONAFBSUP 12 JULY 2017 Table 2.5. Elements of the Installation DRF. Element Level Remarks Emergency Operational The primary EOC Director will be the 27 SOMSG/CC. Operations Center Alternates will accomplish commensurate required training. (EOC) The appointment, in writing, of the Emergency Operations Center Manager will be delegated to the 27 SOMSG/CC. Each EOC function, as determined by the 27 SOMSG/CC, will appoint a minimum of two individuals to cover 24 hour operations. Units with high Ops Tempo will ensure enough personnel are appointed and trained to provide full coverage for multi-day 24 hour operations. Individuals must be fully trained within 60 days of appointment and be minimum E-7 or above/equivalent and have decision-making authority to fully commit any and all unit resources without delay. Unit commanders will ensure appointed individuals are knowledgeable in all unit capabilities to address supporting the incident commander. The 27 SOCS will appoint one additional individual per shift capable of addressing any computer/printer access Unit Control Center (UCC) Emergency Responders Tactical Tactical issues during any EOC activation. Unit control center operators will be appointed to ensure two personnel per shift man the UCC. Individuals will be appointed on the units EMQR and ensure training is completed within 60 days of appointment. UCC will maintain EM implementing instructions supporting IEMP 10-2 (both electronic and hard copy) and ensure a current O3 Tab Map and cordon overlay is available. The map must identify all unit facilities. Contact numbers for all facilities will be maintained to ensure rapid information dissemination. Recall rosters for all unit personnel will be available as a means of conducting accountability. UCCs must maintain computer (both NIPR and SIPR), printer, telephones (both unsecure and secure), and specialized team listings. Emergency management personnel (3E9X1), and other emergency responders (EOD personnel, physicians, nurses, medical treatment providers, public health officers, BE personnel and mortuary affairs personnel, will not be tasked or assigned additional duties that would conflict with their response capabilities.

7 AFI _CANNONAFBSUP 12 JULY Units having MAAs/MOUs will ensure they are reviewed annually. Reviews will consist of contact with MAA/MOU function/agency to ensure capabilities have not changed. Document review in an MFR. Forward MFR and/or MAA/MOU to function/agency via to ensure coordination is documented. Delivery and Read Receipts must be requested and maintained for a period of 2 years. If and MAA/MOU is terminated notify 27 SOLRS/CCE and 27 SOCES/CEX. IAW DODI units will exercise MAA/MOUs annually. Exercises can be full scale, functional or Table Top discussions that fully exercise the agreement or understanding Integrated Risk Management Process (IRMP). The Integrated Risk Management Process is completed by the All Hazards Response Planning Team (AHRPT) as identified in Table 2.2, Notes. The AHRPT will review the Risk Assessment completed the previous year and determine any required changes based on mission and environmental updates that could affect the installations EM program. The AHRPT will determine if an update to the IEMP 10-2 is required. If no updates are required, a recommendation to the installation commander, based on the updated AHRPT s assessment, will be made to approve the existing IEMP as published The 27 SOW/IGI will ensure WIT members identified to evaluate Unit Control Center, EOC and Shelter procedures complete the required CBTs and attend local procedures training provided by 27 SOCES/CEX for subject areas Each unit will appoint a minimum of one primary and one alternate individual to schedule and assign personnel using the ACES PR Unit Scheduler program for all applicable EM courses. Units with high operations tempo must appoint additional personnel or appoint personnel that are non-deployable as Unit EM Schedulers to ensure continuity (Added) The CBRN Defense Survival Skills (DSS) Classes will be forecast three months in advance, in ACES Personnel Readiness, Unit Scheduler program, by 27 SOCES/CEX. Unit schedulers must forecast for due/overdue personnel within their unit and schedule them for courses accordingly. Unit schedulers will attend announced schedulers meetings to validate sufficient training slots are allocated for their unit. Slots required/requested help determine the number of classes scheduled each month by SOCES/CEX to meet wing needs. Refer to AFI , Table 4.1 and Attachment 3, for other required EM Education and Training Courses and frequency of training (Added) ACES has a lock-out period of 24 hours prior to each scheduled CBRN DSS Course. Schedulers will not be able to remove/add personnel to classes within this timeframe. Cancellations within the 24 hour period must be made by appointed unit schedulers, first sergeants or unit commanders to be excused without receiving a no-show (Added) No-show letters will be generated the following duty day following each class. The letters will be sent to the applicable unit scheduler with a courtesy copy to the unit commander, or equivalent, and will include the names of personnel who failed to attend their scheduled appointment (Added) Personnel not scheduled in ACES PR for the CBRN DSS course are considered walk-ins. Walk-ins will be allowed to stay as long as class size requirements are not exceeded. Per AFMAN , paragraph , CBRN DSS requires one instructor for every 15 students (1:15), CEX provides two instructors per class and are limited to no more than 30 students per class.

8 8 AFI _CANNONAFBSUP 12 JULY (Added) Participation in exercises will be credited for refresher training for ESFs and UCCs, as outlined in Attachment 3, and will be documented by the unit EM representative. Refresher dates are required to be annotated on the units EM quarterly report (Added) One-on-one training will be provided for Unit CCs, Directorate Level personnel, and above only. Personnel falling into this category are required to have completed the CBRN Defense Awareness Course according to frequencies identified in AEF On-Line BAR/BDR requirements (Added) Students arriving for CBRN classes without the required equipment items (Reference Table 4.5., C Bag Operational and Training Asset Basis of Issue) will be asked to reschedule and will be considered no-shows. Unit schedulers are responsible for ensuring students are aware of the required equipment items to attend this course Unit training scheduler/em representative will maintain all EM training documentation to include CBT completion dates and refresher training attendance dates for EM specialized courses. EM representatives will attend one representative meeting annually to count as their refresher training. CEX conducts EM representative meetings quarterly. ESF /EOC and UCC representatives will participate in one real world or exercise event/activation annually Air Force Be Ready Awareness Campaign. EM representatives will advertise EM awareness by posting EM posters and directing squadron/unit personnel to review AF Be Ready Vignettes posted on the Cannon SharePoint main page under the Emergency Management Flight Click here for more tips on how to Be Ready link. CEX will provide a rotating schedule for posting Be Ready awareness posters The Emergency Manager will request EM exercises be included in the 27 SOW GateKeeper calendar. Unit WIT representatives will ensure EM Exercise Core Capabilities listed in Table 4.2 are used to develop exercise objectives to ensure unit capabilities when evaluating their unit (Added) The annual Defense Support to Civil Authorities briefing is attended by 27 SOW/CC or CV, Group Commanders, Squadron commanders and Wing Staff Agency Chiefs having an emergency response role (ESF/EOC staff agencies) Installation Response Equipment. CAFB Unit commanders will procure and maintain shelter-in-place equipment kits to adequately shelter personnel in each facility under their command. Shelter supplies will be maintained in each facility as outlined in the current CAFB Shelter Guide The Base Civil Engineer approves ACES-RM inventories on a monthly basis when approving AF IT reports in the Defense Readiness Reporting System database. 27 SOCES Flight POCs will review and update the ACES Equipment and Supplies Listings (ESL) monthly and/or when equipment is determined unserviceable or additions are made to ESLs UTC 4F9WM is designated as a home station WMD EM response asset and is packaged in the CAFB WMD Response Trailer maintained by 27 SOCES/CEX. The vehicle used to transport the trailer will be afforded Red Priority maintenance through 27 SOLRS. 27 SOLRS and/or 27 SOCES VCNCO will identify a vehicle capable of moving the WMD response trailer while the CEX vehicle is in maintenance to ensure response capability.

EOC Common Operational Picture Criteria Cannon EOC Common Operation Picture (COP) consists of Defense Collaborative System (DCS) and the ACC GeoBase Mapping program to develop the COP. The 27 SOCES EOC SharePoint site will be the repository for electronic copies of unit specific implementing instructions supporting EOC operations, units will ensure access to the EOC site and validate computer and communication capability at least semi-annually by logging on to the EOC SharePoint site and contacting UCCs via telephone, Lync and/or . Units will ensure UCCs have SIPR connectivity and ensure organization accounts have been established to monitor ICC/EOC directives During the initial response CAFB Security Forces BDOC controllers will plot the initial response incident location and all Transportation Control Points. If 27 SOSFS maintains Incident Command (IC), BDOC will plot any cordon and ensure data is published to the mapping program. If IC is transferred to the senior fire officer, Fire Alarm Control Center personnel will update DCS as assuming IC duties and indicate IC control point in the mapping database as indicted by the IC. Emergency Management, ESF 5, will notify all UCCs of the link to the ACC map to provide situational awareness and advise on evacuation or shelter-in-place actions needed The Emergency Management Support Team (EMST) is a trained team that augments the Readiness & Emergency Management Flight (R&EM). Sixteen individuals are required to support 24 hour operations during emergency responses that exceed the capability of the R&EM flight. The EMST will consist of a minimum of 2 individuals in the grade of SSgt or higher with remaining personnel any grade Cannon AFB is considered a low threat area and has no Contamination Control Teams based on the threat assessment. Due to the threat of hazardous materials incidents the 27 SOCES Fire Department will maintain the HazMat Decon Trailer for conducting Gross Decon for exposed personnel and HazMat Technicians during an incident. 27 SOMDG will maintain the In-Place Patient Decon Team and equipment to further decon any casualties requiring thorough decon Installation Notification and Warning System. IAW Air Force Emergency Mass Notification System CONOPS document, 24 Oct 2016, the 27 SOW/CP will send an AtHoc notice to all 27 SOW personnel quarterly directing personnel to check their contact information and update accordingly. All Unit EM Representatives will ensure AtHoc registration is part of the unit s in-processing and out-processing procedures to add and remove personnel from the base AtHoc program. It is mandatory for all military (RegAF and ARC), and civilians (bargaining/non-bargaining) to provide an after-hours contact number or personal . Providing after-duty hours emergency notification information for contractors and nonappropriated personnel is strictly voluntary, but is highly encouraged.

Unit ESF/EOC and Unit Control Center representatives will ensure they include tasks identified in AFI , Attachment 2, Table A2.1, in unit specific EOC and UCC checklists that support CAFB s Installation Emergency Management Plan 10-2.

The R&EM flight will brief at all Newcomers Orientation sessions to ensure newly arriving personnel are informed on specific natural and man-made disaster situations that could be experienced at CAFB. Unit EM Representatives will ensure documentation of BEPO attendance is maintained on all newly arriving personnel.
