Miner) Pages: 9 AFI , The Air Force Inspection System, is supplemented as follows: This supplement implements and extends guidance in AFI , providing the 375th Air Mobility Wing (AMW) policy for program implementation and management. This supplement applies to all members of the 375 AMW. This supplement does not apply to the 932d Airlift Wing (AFRES) or the 126th Air Refueling Wing (ANG). Ensure all records created as a result of processes prescribed in this publication are maintained IAW Air Force Manual (AFMAN) , Management of Records, and disposed of IAW Air Force Records Information Management System (AFRIMS) Records Disposition Schedule (RDS). Refer recommended changes and questions about this publication to the Office of Primary Responsibility (OPR) using the AF Form 847, Recommendation for Change of Publication; route AF Forms 847 from the field through the appropriate functional chain of command. Personnel who fail to adhere to this guidance may be punished under the Uniform Code of Military Justice (UCMJ) Article 92(1) or civil equivalent. SUMMARY OF CHANGES This document has been substantially revised and must be completely reviewed. Major changes include: Providing clarification to the Self-Assessment Communicator (SAC); adding references to 375 AMW CCIP Business Rules; providing consolidated guidance and requirements for Wing IG personnel, Wing leadership and Wing personnel key to the CCIP; providing guidance on closure levels and authorities for deficiencies and observations; removing redundant material

2 2 AFI90-201_375AMWSUP 22 FEBRUARY 2016 already contained within the AFI; guidance on recognition of superior performers; and reformatting the supplement from an attachment to an in-line supplement (Added) Any agency or organization that plans to inspect, assess, evaluate, audit, assist, visit or observe an active duty AMC unit on Scott AFB, must send a visit request to the Wing Gatekeeper. This should be accomplished NO LATER THAN 30 days from date of proposed arrival (Added) Units are responsible for submitting Gatekeeper request. All request will be submitted through the AF Gatekeeper Site located at: (Added) The 375 AMW Director of Inspections is the primary Wing Gatekeeper site administrator. The 375 AMW Wing Inspection Team (WIT) Manager is the alternate Wing Gatekeeper site administrator The 375 AMW CCIP Purpose. The Commander s Inspection Program (CCIP) is the cornerstone of the new Air Force Inspection System (AFIS). CCIP gives the Wing/CC, subordinate commanders, and airmen the ability and authority to assess risk, identify areas of improvement, determine root cause, and focus limited resources. The goal of the 375 Air Mobility Wing s CCIP is to; 1) validate and verify the Wing s self-assessment program thus reducing the risk of undetected non-compliance and 2) to assess the Wing s overall compliance within the AFIS four Major Graded Areas (MGAs) as they relate to the Wing s mission Recommend appointing a primary and alternate unit Self-Assessment Program Manager (SAPM). The SAPM typically serves as the unit MICT Administrator and IGEMS Corrective Action Plan (CAP) monitor. Group/Wing Staff Agency (WSA)-level SAPMs may also act as subordinate unit-level SAPMs at the discretion of the Group/CC or Director of Staff (DS). See paragraphs , , and the 375 AMW CCIP Business Rules for further details on SAPM and MICT Assessor duties (Added) Recognize superior performers from exercises and inspections with an Inspector General award. This may be a coin, certificate, or other appropriate form of recognition Assign IG staff members as the Wing primary and alternate SAPMs. The SAPM is also normally the MICT Administrator (Added) Act as the lead coordinating office for the 375 AMW during higher headquarters inspections (Added) The 375 AMW IG Director of Inspections (375 AMW/IGI) will: (Added) Assist the Wing IG with oversight, planning, and execution of the Wing inspections and exercises program (Added) Develop an annual inspection plan Added) Monitor progress of continuous evaluation of subordinate units (Added) Ensure representative data is collected for all major graded areas (Added) Schedule no-notice and short-notice inspections.

3 AFI90-201_375AMWSUP 22 FEBRUARY (Added) Determine specific inspection and/or exercise requirements (including coordination with tenant units, as needed) (Added) Provide training and certification for Wing IG and WIT members, as required (Added) Ensure WIT members complete all necessary training prior to performing duties as WIT (Added) Determine the number of functional WIT members required for inspection/exercise planning and execution (Added) Exercise Command and Control (C2) of the Opposing Force (OPFOR) team through the OPFOR team chief (Added) Determine specific inspection and exercise requirements (Added) Develop and execute exercise scenarios (Added) Exercises should focus on compliance and competency. Specific objectives should be developed to test the unit s ability to overcome interoperability issues and implement procedures for notification, response, recovery, and restoration of mission operations (Added) Prepare and maintain a master sequence of events listing (MSEL) for each exercise including input cards (Added) Ensure inspectors are knowledgeable of all plans, instructions, and other directives which task their particular unit. Review and use AFI, Wing plans, unit operating instructions (OIs), and unit checklist as source documents for inspection purposes (Added) Develop exercise scenarios consistent with accepted Air Force and AMC doctrine to ensure adequacy of planning, equipage, training, and response procedures (Added) Incorporate AMC/unit mission essential task lists (METLs) into exercise scenarios, when possible (Added) Develop and present an exercise concept proposal, to include budget estimates, for each exercise and obtain 375 AMW/CC or CV approval (Added) Conduct a Risk Assessment for each field exercise 30 days prior to execution (Added) Provide an initial debriefing of exercises to the Crisis Action Team (CAT), Emergency Operations Center (EOC) and other appropriate leadership upon termination of the exercise. Within 10 working days, provide a formal critique of the exercise to Wing leadership (Added) Assist the IG with management of the Wing CIMB (Added) Independently assess Wing programs and capabilities (Added) Validate and verify Wing, Group, Squadron and Staff Agency selfassessment program results (Added) Review CAPs and perform trend analysis of each exercise and inspection identifying any recurring or common deficiencies (Added) The 375 AMW IG Inspection Team (WIT) Manager will:

4 4 AFI90-201_375AMWSUP 22 FEBRUARY (Added) Assemble and run WIT to perform Wing inspections (Added) Independently assess Wing programs and capabilities (Added) Validate and verify Wing, Group, and Squadron self-assessment results (Added) Assist Wing Director of Inspections with training and certification for Wing IG and WIT members (Added) Assists with the development of inspection reports (Added) Liaison between IG, Wing, and outside agencies for inspection coordination (Added) Assist with elements of Complaint Resolution, as necessary (Added) The 375 AMW IG Superintendent will: (Added) Assist the Wing IG in management of the CCIP dashboard (Added) Monitor deficiencies and suspense updates (Added) Independently assess Wing programs and capabilities (Added) Validate and verify Wing, Group, and Squadron self-assessment program results (Added) Draft Inspection reports (Added) Liaison between IG, Wing, and outside agencies for inspection coordination (Added) Track corrective action plans with inspected organizations (Added) Track benchmarked programs and procedures identified during inspections (Added) The 375 AMW IG Inspection Planner will: (Added) Independently assess Wing programs and capabilities (Added) Validate and verify Wing, Group, and Squadron self-assessment program results (Added) Schedule inspections and exercises (Added) Assist the Director of Inspections with exercise scenario development (Added) Execute exercise scenarios and conduct inspections (Added) Assists with the development of inspection and exercise reports (Added) The 375 AMW IG MICT and Self-Assessment Program Manager will: (Added) Independently assess Wing programs and capabilities (Added) Validate and verify Wing, Group, and Squadron self-assessment program results (Added) Manage the Wing s Self-Assessment Program (Added) Utilize MICT to facilitate the CCIP (Added) Assist with inspection and exercise execution (Added) Assists with the development of inspection reports.

5 AFI90-201_375AMWSUP 22 FEBRUARY (Added) The 375 AMW IG Director of Complaints Resolution will: (Added) Assist with elements of the CCIP and CIMB, as directed by the Wing IG (Added) Assist with planning, scheduling, and conduct of unit inspection interview sessions (Added) Group Commanders and Director of Staff (DS) will: (Added) Brief Group/WSA CCIP status at the CIMB, to include MICT observations, IGEMS deficiencies, CAPs, and any other applicable information. Specifically, commanders should brief any new or updated Critical, Significant and repeat observations and deficiencies during the Wing CIMB (Added) Provide the necessary input to the development of the CIMB as requested by the IG and outlined in the 375 AMW CCIP Business Rules (Added) Is the closure authority for subordinate unit-level observations/deficiencies as outlined in Tables 5.3 and (Added) Review and approve subordinate unit deficiency corrective action plans prior to submitting to the IG for inclusion and update into IGEMS (Added) Submit Gatekeeper requests for external agency visits, inspections, audits, and other activity. See 375 AMW CCIP Business Rules for Gatekeeper processes (Added) Determine if a Group/WSA WIT Chief (primary and alternate) and WIT members are necessary to manage the Group/WSA level self-assessment programs. If deemed necessary, members will be appointed in writing. Ensure appointment letters are updated when members PCS, PCA, retire or separate. Appointment letters should be provided to the IG within 10 working days of being updated. See 375 AMW CCIP Business Rules for further details on unit WIT roles and responsibilities (Added) Commanders are encouraged to review AFI , Attachment 3 to help identify areas that may be inspected within each of the Group/WSA functional areas to assist in determining WIT requirements. Consider appointing at least two inspectors per AFSC and/or specialty area (Added) Not use their position of authority to influence WIT members to divulge any protected information regarding upcoming inspections (Added) Unit Commanders and Wing Staff Agency Chiefs will: (Added) Ensure personnel accessing MICT have been trained IAW 375 AMW CCIP Business Rules (Added) Incorporate a review of MICT observations and IGEMS deficiencies into the unit battle rhythm as part of the unit s self-assessment program. See 375 AMW CCIP Business Rules for further details on management of MICT observations and IGEMS deficiencies (Added) Is the closure authority for subordinate unit-level observations/deficiencies as outlined in Tables 5.3 and 5.4.

Ensure appointment letters are updated when WIT members PCS, PCA, retire or separate. Appointment letters should be provided to the IG within 10 working days of being updated. See 375 AMW CCIP Business Rules for further details on unit WIT roles and responsibilities (Added) The WIT Chief should be a senior WIT member and will serve as a Trusted Agent between the unit and IGI. WIT Chiefs should be fully qualified subject matter experts (Added) Commanders are encouraged to review AFI , Attachment 3 to help identify areas that may be inspected within each of the unit s functional areas to assist in determining possible WIT. Consider appointing at least two inspectors per AFSC and/or specialty area (Added) Not use their position of authority to influence WIT members to divulge any protected information regarding upcoming inspections (Added) Group and Unit Self-Assessment Program Monitors (SAPMs) will: (Added) Manage the unit Self-Assessment program IAW 375 AMW CCIP Business Rules. This includes, but is not limited to, managing the MICT program and IGEMS discrepancies for the unit (Added) MICT Assessors will: (Added) Maintain awareness of what SACs they are responsible for and have a good working knowledge of what information is contained within each SAC (Added) Conduct SAC assessments IAW 375 AMW CCIP Business Rules (Added) Unit WIT Chief will: (Added) Serve as the unit commander s Trusted Agent and conduit for communication between the unit and the IG staff (Added) Keep the unit commander informed of inspection and/or exercise requirements and expectations unless directed otherwise by IG staff (Added) Note: WIT Chiefs and/or Trusted Agents will not discuss details of an inspection or exercise deemed CLOSE HOLD by the Director of Inspections with anyone to include the unit commander (Added) Assist in planning inspections and exercises. If required, WIT Chiefs may be asked to take the lead on exercise scenario development for functional requirements (Added) Provide unit-specific inputs to the IG for inclusion in exercises to ensure specific objectives are evaluated based on unit commander guidance (Added) Solicit, coordinate and screen all unit inputs (exercise scenarios, objectives, discrepancies, corrective actions) for the unit commander s review prior to submission to the IG staff (Added) Attend WIT training, exercise planning and debriefing meetings, and any other meeting necessary for inspections or exercises.

7 AFI90-201_375AMWSUP 22 FEBRUARY (Added) Managed the unit s WIT members (Added) Assist the IG office in determining the appropriate number of WIT required for a specific event (Added) Ensure WIT members requested by the IG office are available for planning sessions prior to all inspections and exercises. Failure to have representatives in attendance will result in a haphazard plan and will degrade the usefulness of the scheduled event (Added) Notify IGI of impending leave, TDY, deployments, or other WIT absences which could impact scheduled inspections or exercises (Added) Participate in exercise and inspection Risk Management assessments (Added) Ensure unit METLs are tested in local exercises when possible (Added) WIT members will: (Added) Directly assist the IG office by identifying, planning, and arranging inspections and exercise scenario events within their respective areas of expertise (Added) Demonstrate maturity and proficiency in occupational competencies and be knowledgeable of plans, instructions, and other directives affecting their unit (Added) WIT must be a subject matter expert in the area they are inspecting (Added) Not disclose an upcoming unit inspection (UI), no-notice inspection (NNI), nor discuss exercise plans with unit leadership unless approved to do so by IG staff members (Added) Attend required IGI meetings in preparation for inspections and exercises (Added) Consult with the unit WIT Chief and unit commander to ensure unit mission execution is assessed in reference to DOC statements, the Mission Essential Task List (METL), the Universal Joint Task List (UJTL), mission directives, UTCs, and other authoritative tasking documents (Added) Consider safety in all aspects of an exercise and act as safety representative for their unit during inspections. Adhere to safety, security, and Operations Security (OPSEC) protocols during all inspection/exercise events. Follow and enforce the standing exercise safety policy outlined in 375 AMW CCIP Business Rules (Added) Identify deficiencies, recommended improvement areas, strengths, and any superior performers for all exercises and inspections where serving in a WIT capacity (Added) Provide clear justification for all deficiencies discovered during the inspection or exercise. This should include appropriate details on what was deficient based on specific regulatory guidance (Added) Inform IG staff of potential unit disagreement with a documented deficiency (Added) In coordination with IGI, obtain, prepare, and use exercise props and materials to add realism to exercise scenarios (Added) WIT duties become the member s primary duty during inspections and exercises for all tasked WIT members. IGI will coordinate expectations for those WIT members who work within a minimally manned section (3 personnel or less).

Air Force Inspector General Duty. The 375 AMW Council of Deputies and/or the Chief s Group will work with the IG to fill unfunded billets. The 375 AMW/IG office should be manned IAW Attachment 5. Each Group is expected to provide at least one member to serve on the IG staff.
