Box 2063 Harrisburg, PA The Secretary During 2001 and 2002 the Small Water Systems Technical Assistance Center continued its commitment to work in partnership with the U.S. Environmental Protection Agency (EPA), public water suppliers, and our many involved stakeholders to insure the availability of safe, reliable and adequate drinking water supplies for the Commonwealth. This goal assumed increased importance as the people and industries of Pennsylvania experienced drought conditions and rainfall shortages throughout 2001 and the first half of Another major accomplishment to further the goals of the Small Water Systems Technical Assistance Center was the passage of the Water and Wastewater Systems Operators Certification Act. The Operator Certification Program will be significantly enhanced through the passage of this act by insuring that qualified, professional personnel are operating the Commonwealth s drinking water and wastewater systems. The Technical Assistance Center for Small Systems Advisory Board was very active during the past two years. They provided input in several important areas of Chapter 109, the Safe Drinking Water Regulations. Revisions to these regulations included requirements for Consumer Confidence Reporting, Public Notification, Lead and Copper, Arsenic, and the Radionuclide Rules. The Board also supported final revisions to proposed regulations addressing federal requirements for the Disinfection/Disinfectant By-Products and Enhanced Surface Water Treatment Rules. They also finalized a curriculum for financial and managerial training to assist small drinking water system managers, owners and operating personnel. The Board provided input on components of the Operator Certification Program and will be instrumental in insuring that regulations now being developed will be comprehensive to meet the long term needs of the operators, owners and customers of the Commonwealth s drinking water and wastewater systems. During 2002, the staff of the Small Water Systems Technical Assistance Center continued strengthening small drinking water systems through Regionalization Feasibility Study and Consolidation Construction grants totaling $384,987. The Center also continued supporting small systems operations through the efforts of the Environmental Training Partnership, and the Capability Enhancement Facilitators. We are pleased to submit this sixth TAC annual report, which provides an overview of our many accomplishments during The Commonwealth appreciates your continuing interest and support of Pennsylvania s Safe Drinking Water Program. 6 The Small Water Systems Assistance Act Recognizing the need to help small drinking water systems become and remain viable, the Pennsylvania General Assembly passed Act 5, the Small Water Systems Assistance Act, in March Act 5 establishes a small water systems technical, managerial and financial assistance program to be administered by the Department of Environmental Protection (DEP) through a Small Water Systems Technical Assistance Center (TAC). The program addresses drinking water owner and operator training, peer assistance to improve system operation and promotion of low cost technologies, improved management methods and financial accounting procedures for small water systems. The Act also created the TAC Board. Members of the TAC Board represent several state agencies, associations and consumer groups concerned with small water system issues. The TAC Board provides advice to DEP on small water system issues and helps coordinate activities among the various agencies and organizations affecting small drinking water systems. The Small Water Systems Regionalization Grant Program also was established by the Act to assist municipalities and water suppliers to prepare feasibility studies for regionalized water system development. This grant program encourages the consolidation of small water systems, thereby improving their viability. DEP enhanced this program by adding funds from other programs to assist in the development of County Water Supply Plans, the Formation of Water Authorities and Small Water Systems Consolidation Construction. Section 7 of the Act requires DEP to submit an annual report to the General Assembly reviewing the activities of the TAC. This report is being submitted to the General Assembly in accordance with that section to cover activities for 2001 and
7 Program Highlights The four grant programs implemented by TAC include: the Small Systems Regionalization Feasibility Study grants, County Water Supply Planning grants, Formation of Water Authorities grants and Small Water Systems Consolidation Construction grants. To date, 45 regionalization studies, 23 county water supply plans, three formations of water authorities and 4 consolidation construction projects have been completed. One additional regionalization study grant and two consolidation construction grants were awarded. A total of $4.3 million has been awarded under these four grant programs. Total project cost for all four programs is $5.9 million. DEP s Regional Trainers Network continues to offer appropriate training to help the regulated community comply with appropriate drinking water laws, rules and regulations. Over the past two years, this network provided training to DEP field staff and drinking water system personnel on implementation of the Public Notification Rule and modifications to the Lead and Copper Rule. DEP, TAC and the Certification Board continued the development, enhancement and implementation of a Drinking Water and Wastewater System Operator Training Program designed to enhance the knowledge, skills and abilities of water operators. During the year, the Program: Utilized the five year contract with the Pennsylvania State Association of Township Supervisors (PSATS) for training services for the development of 26 modules for classroom training in basic water system operation. Implemented a strategy for the development and delivery of Web-based training courses. Over 10 Web-based courses are under development, and plans are underway for development of an on-line training DEP University. Completed development of a comprehensive training approval process for operator training courses. The Technical Guidance manual for training providers was finalized. This guidance manual documents the applications procedure for obtaining approval of training courses and comprehensive training programs. To date, over 70 different training entities have become approved training sponsors. In addition, over 300 courses have been approved for credit for continuing education credit for the Operator Certification Program. During 2002, the Environmental Training Partnership (ETP) provided technical assistance to more than 72 drinking water sites. Presently, 51 drinking water systems have peer instructors in their systems providing assistance. The types of systems using these services continues to expand outside of the typical municipal or authority water system. The ETP program also offers both classroom and on-site training opportunities for water and wastewater treatment system operators. The program conducted 52 classes for more than 950 individuals in
8 TAC Board & Committee Activities The TAC Board continued implementing the remaining elements of its action plan, including: continued implementation of recommendations for the improvement of the TAC Grant Program; continued development and implementation of Pennsylvania s Capability Enhancement Program; and ongoing development of Pennsylvania s Operator Certification Program. The Board continues to provide comments and recommendations to the State Board for Certification of Water and Wastewater Systems Operators (Certification Board) and DEP to improve the Operator Certification Program. The board also: Provided recommendations to DEP on the final regulatory packages for the Disinfection Byproducts Rule and the Interim Enhanced Surface Water Treatment Rule. Provided final comments and a letter of support to DEP on proposed regulatory packages for Consumer Confidence Reporting, Public Notification and minor revisions to the Lead and Copper Rule. Provided specific program tools for the Managerial and Financial Assistance Program, including a training curriculum for operators and owners to enhance their managerial and financial capabilities. Legislation/Regulation Committee: During a special meeting on March 21, 2001, the committee reviewed draft regulations for a proposed rulemaking to Chapter 109, Safe Drinking Water Regulations related to Consumer Confidence Reporting, Public Notification, and minor revisions to the Lead and Copper Rule. The recommendations of the committee were presented for approval by the full board. On December 13, 2002, the committee reviewed revised concept papers for the Operator Certification Program. These concept papers will be used by DEP as a framework for draft regulations. Capability Enhancement Committee: The committee held two special meetings on April 1 and June 18, 2002, to complete its work with DEP on the development of a training curriculum for owners and operators to enhance the managerial and financial capability of Pennsylvania s water systems. The committee identified 10 training topics and recommended to the Board the development of training modules for each topic. DEP is currently working with the Rural Community Assistance Program and Penn State University, Capitol Campus to develop these training modules. There were no items for consideration by the Education, Training and Outreach or Ad Hoc Committees during 2001 or
9 Technical Assistance Center Grants Grant Program Overview In 1992 the Small Water Systems Assistance Act created the Small Water Systems Regionalization Grant Program. DEP subsequently created the County Water Supply Planning, Formation of Water Authority and Small Water Systems Consolidation Construction Grant Programs. The purpose of these programs is to help small community water systems improve their capability to comply with Safe Drinking Water Act requirements. The County Water Supply Planning and Formation of Water Authority Grant Programs were discontinued in The Small Water Systems Regionalization Grant Program provides financial assistance to evaluate opportunities and alternatives for regionalization or consolidation of systems, thus maximizing the use of available resources and improving the long term technical, managerial and financial capability of all the systems participating in the program. Many public water system professionals have long recognized that regionalization provides one of the best opportunities for small systems to meet requirements of the Safe Drinking Water Act and provide safe, reliable water service at a reasonable cost. The benefits of thorough, sound water supply planning can only be realized through implementation of study recommendations. In 2000, as a result of a cooperative effort between DEP staff and the TAC Board, the Small Water Systems Consolidation Construction Grant Program was created. This program provides funding to construct water system interconnections, and to help pay for improvements to small systems to meet the standards of the acquiring systems. Many capable systems are unwilling to acquire small systems in need of costly repairs. The program is intended to promote implementation of projects identified through the Small Water Systems Regionalization Grant Program
10 Small Water Systems Regionalization Grant Program The Small Water Systems Regionalization Grant Program provides funding to eligible applicants to assess the feasibility of the formation of a regionalized water system. The study must involve at least one small community water system (a system serving 3,300 or fewer). Small Water Systems Regionalization Grants are available to any county, borough, township, authority or community water supplier whose jurisdiction includes the geographic territory of the proposed regionalized water system and who will act as a local sponsor to develop a regionalization study. Grant awards are limited to 75 percent of all DEP approved project costs related to the regionalization study or $75,000, whichever is less. The grantee must provide local share in the form of matching funds or in-kind services at a minimum of 25 percent of the total project cost
11 During 2001 three Small Water Systems Regionalization studies were completed in Huntingdon, Montour and Venango Counties. Two other grants were awarded to Erie and Cambria Counties. These two studies were completed in In addition, one grant was awarded to Somerset County in These projects can be summarized as follows: Cambria County includes seven community water systems serving a population of over 13,000 in the northern tier of the county. One of the alternatives considered was a regional water authority to serve all seven water systems. Erie County includes the northern portion of the county along Lake Erie. Eight municipalities served by four community water systems were examined. Huntingdon/Bedford Counties includes the Dudley-Carbon-Coalmont Joint Municipal Authority and the Broad Top City Authority systems in Huntingdon County and the Saxton Municipal Water Authority in Bedford County. Montour County includes regionalization options for the seven community water systems in the county, of which five are small systems serving fewer than 3,300 people. Somerset County will include eight municipalities in northern and central Somerset County. Options to be evaluated include the formation of a regional authority to be served by the Quemahoning Reservoir. Venango County includes 22 community water systems, of which 20 are small systems serving 3,300 or fewer people
12 Small Water Systems Consolidation Construction Grant Program The Small Water Systems Consolidation Construction Grant Program provides funding to consolidate small community water systems, including those projects identified through DEP-funded regionalization studies. A consolidated water system is any combination of community water systems operated or managed as a single unit, whether they are physically connected or not. Examples of consolidated systems include: acquisition of one system by another; a regulated community water system becoming an unregulated public water system through purchase of bulk water; and forming a fully operating water authority. Under the grant program, the consolidated system must include at least one small community water system (i.e., a system serving 3,300 or fewer people). Any community water supplier, county, borough, township or authority willing to sponsor the project is eligible to apply for these grant funds. Grants are limited to $150,000 or 75 percent of the construction project cost, whichever is less. A minimum local share of 25 percent of the total project - 7 -
13 cost is required, in the form of in-kind services or matching funds. To date, DEP has funded eight projects under this grant program. Following are brief summaries of the projects funded in : The Windsor Valley Mobile Home Park (York County) is a community water system located near the Borough of Red Lion. The system serves 47 people through 23 connections from a single well treated with disinfection and ph adjustment for corrosion control. The lead and copper levels in the water exceeded the associated action levels, and the well water was suspected of being influenced by surface water. Additional required treatment to deal with these problems would have been extensive and would have presented a substantial financial burden to the system and its customers. The consolidation project consisted of an interconnection with, and takeover by, the nearby Red Lion Municipal Authority by installing 1,400 feet of water main. Construction began in September 2001 and was completed in November Additional support for the project was provided through DEP s Small Systems Engineering Services Program. The Kennerdell North Community Water System (Venango County) will interconnect with and take ownership of the Kennerdell Community South Water System, a struggling, very small system serving about 100 people. Through this project, the system will replace its untreated spring sources with a well, eliminating a significant public health hazard. The Lewistown Borough Municipal Authority (Mifflin County) will construct an interconnection with the Belleville Mennonite School (BMS), a public water system serving 288 people. The BMS system is presently served by a surfaceinfluenced well which is subject to contamination from volatile organic compounds (VOC). This interconnection will allow the well to be removed from service. The Northampton Borough Municipal Authority (Northampton County) will acquire and construct an interconnection with the Wynnewood Water Company (WWC), a public water system serving approximately 550 people. The WWC system has a history of water outages and numerous drinking water standards violations that will be eliminated by improvements to the system. The Union Township Municipal Authority (Venango County) is constructing an interconnection with the City of DuBois. This interconnection will enable the Authority to abandon its outdated filtration plant and purchase filtered water from DuBois
14 Technical Assistance and Outreach Program The Assistance and Outreach Programs continue to provide technical, managerial and financial assistance and training to water systems. The Environmental Training Partnership (ETP) provided technical assistance to over 52 drinking water sites in 2001 and 39 drinking water sites in The types of systems using our services continue to expand outside of the typical municipal or authority water system. For example, manufactured housing communities, private and federal installations, schools and homeowner associations are all among the many water systems receiving services. Outreach Instructors Ed Wisnewski and Joseph Salla providing assistance. An added component of this program is the Pennsylvania Small Towns Environment Program (PennSTEP). PennSTEP is a selfhelp program, designed to empower small communities to address their environmental problems. There are several programs under development in Pennsylvania. The largest is a demonstration project in Pughtown. Citizens of Pughtown working to address their water and sewer problems through PennSTEP
15 Environmental Training Partnership The Environmental Training Partnership (ETP) is a cooperative venture of DEP, Department of Community and Economic Development and PENNVEST. It provides for the development and the delivery of environmental training. The program s objectives are to assist water and wastewater treatment system operators in the prevention of pollution and protection of water resources and the public health. This is accomplished by improving the technical, managerial and financial capabilities of system operators and owners. The program offers both classroom and on-site training opportunities for water and wastewater treatment system operators. This training also lays the foundation for prospective candidates intending to test for operator certification. DEP has 104 part-time wage-payroll instructors to provide this environmental training. These instructors are peer trainers who actively operate wastewater and drinking water treatment systems throughout the state. These instructors conducted 77 classes for more than 750 individuals in 2001, and an additional 101 courses for 691 individuals in The primary course materials used for the water/wastewater operator training programs are obtained from California State University, Sacramento. Classes are scheduled for spring and fall based on requests submitted through the area instructor representatives. These same courses are also available to accommodate on-site requests. On-site training involves instruction at a specific treatment system for its staff. The ETP provided 37 on-site training courses in Three hundred and seventy five individuals received this specialized training. In 2002, 26 on-site courses were conducted, with 257 operators attending. Five management/supervisory courses are also available through correspondence, two each from Michigan State University and Indiana State University and one from California State University, Sacramento. The Sacramento course is also available in a classroom setting. A significant increase in the number of quality courses is needed to meet the demand for basic and continuing education training for operators of drinking water and wastewater treatment systems. To meet this demand, DEP is promoting private sector training. To replace the training currently provided by the ETP. It is expected that training offered by the ETP will be phased out completely by the end of Two Corrosion Control Training Program courses were offered during the year 2001 and two courses were offered in Upon successful completion, attendees received 21.0 contact hours to meet the continuing education requirements for operator certification

17 Regional Trainers Program The Pilot Filtration Plant at the PSH Environmental Training Center provides many opportunities for training on conventional filtration The Regional Trainers Program provides technical training and regulatory guidance on new drinking water regulations and program initiatives. Regional trainers are DEP field office employees who have volunteered to conduct field staff and water supplier district roundtables. Periodically, the regional trainers are brought together for comprehensive training on new regulations, program initiatives, and water treatment plant operations. The trainers then return to their field offices to train the remaining field staff, water suppliers, certified laboratories and consulting firms. During 2002, regional trainers received comprehensive implementation training on the Public Notification Rule revisions (PN) and the Lead and Copper Rule Minor Revisions (LCRMR). The PN Rule revises timing and distribution requirements for PN, expands the list of violations and situations requiring immediate notification, broadens PN applicability, simplifies mandatory health effects language, adds standard language for monitoring violations and for encouraging notice distribution, consolidates PN requirements, increases primacy agency flexibility, and amends the Consumer Confidence Report (CCR) regulations to conform to changes made in the PN Rule. The LCR Rule revisions make a number of changes to the original rule, most notably, changes in the procedures for assessing compliance with OWQPs, more monitoring flexibility, and various reporting changes. The regional trainers delivered the training to other DEP field staff and to applicable drinking water system personnel to enable them to properly comply with the requirements of the two rules. 18 Penn State Training Center Water suppliers review instrumentation associated with conventional filtration Under a grant provided to Penn State Harrisburg to assist in the operation and maintenance of the Environmental Training Center, Penn State staff made considerable progress on the construction of a variety of hands-on training stations. Construction of a pilot water treatment plant was completed in Now the Center has completed or nearly completed construction of the following training stations.
