2 THE FRENCH CIVIL SECURITY Attached to the ministry for the interior, the French civil security is mainly responsible for the risk management, for accidents of everyday life as well as the major catastrophe or disasters. The French Academy for Fire The citizen is considered as the first actor of the civil security. Rescue and Civil Protection Officers The national organisation of the civil security daily helps the local actions of the volunteers, of the associations and the fire-fighters who take an important part in this plan.

6 Organisation of Fire and rescue services in France Each fire service is responsible for his own organization - 96 departments - 2 military units

7 One national school for all the officers (ENSOSP) One national school for some special units (ECASC de Valabre) forest fires diving and search rescue Each fire service is responsible for his own training organization for basic fire fighters (about 100 EDIS)

16 ACCESS TO THE OFFICER RANK Access conditions for the volunteers, exams or competitive examinations for the professional fire-fighters with certification training in ENSOSP. The competitive examinations are based on theoretical knowledge. The fire-fighters exams put an emphasis on the professional career.

17 ACCESS TO THE OFFICER RANK Access to executive officer for professional fire-fighters only for the warrant officers class II. The youngest have the possibility to take an internal competitive examination. The oldest can take the professional exam. Access to lieutenant for professional fire-fighter by 3 possibilities : External competitive examination (L level) Internal competitive examination Professional exam for the executive officers The training in ENSOSP will be different depending on the type of competitive examination or exam with validation of prerequisite.

19 The ENSOSP has formed its officers composing of fire-fighters, volunteers and professionals along with its medical teams (nurses, physicians, pharmacists, and veterinarians). The Academy is in charge of initial (56%), lifelong (32%), and specialized trainings (12%). Other audiences include local authorities representatives, government officers, business executives, French and international experts, and international fire-fighters.

20 1946 : National Fire Prevention and Protection Centre in Paris : Academy of French Fire-fighters (ENSSP) in Nainville-les Roches : ENSSP becomes ENSOSP, the French Academy for Fire, Rescue and Civil Protection Officers : The Decree n gives to the ENSOSP a legal status as a national public administration supervised by the Directorate of Civil Security : Relocation of the ENSOSP in Aix-en-Provence (teaching centre) and in Vitrolles (operational training centre).
