5 The Norwegian Defence Environmental Management Information System (EMIS) The implementation of an environmental management system (EMS) in the Norwegian Defence started in 1999 A key element in this EMS was the establishment of The Norwegian Defence Environmental Database (NDED) All The Defence Agencies are obliged to report their environmental performance on these environmental aspects to the NDED: Energy use Fuel consumption (vehicles, vessels and aircrafts) Heating of buildings Generation of solid waste Water consumption Use of chemicals Pollution incidences Use of ammunition

6 The Norwegian Defence Environmental Database Tool (NDED) Collects data on consumption patterns and use of resources (environmental aspects) Relates resource-use to different activities; equipment; organizational units etc Calculates emissions, effluents and wastes (environmental impact) Objectives Environmental performance evaluations of military activities and operations Publish statistics on environmental performance relevant to stakeholders Continual improvement Management review Monitoring and correction Implement policy Planning Develop policy

7 Report on use of ammunition and explosives Live firing exercises serve many purposes and are an invaluable part of military training Each year more than 400 types of ammunition is used in Norwegian shooting ranges 700 shooting ranges with one or more targets ~ 30 million rounds fired per year 30 ammunition types constitute 90 % of the volume reported

8 Ammunition reporting - Web-based reporting Range officers are obliged to report on any use of ammunition and explosives, including operations abroad Mandatory reporting on use of ammunition and explosives Date, range officer and unit Training area, firing line and target area Ammunition data NATO catalogue number and LOT number Condition Rounds fired Number of UXOs, number of misfires, other irregularities More detailed reporting required in case of irregularities

14 Example 2 In screening purposes: how many shooting ranges are used regularly (of the 700)? what ammunition is used? what are the emissions? has the range an arrangement which restricts mobilization and spreading of contaminants? how is the composition of soil at the different ranges? NDED Identify the ranges which is heavily contaminated measuring actual environmental impact decision making/clean up: remove contaminated soil reduce bio-availability (covering/restricted access) restrict mobilization and spreading of contaminants green ammunition

16 Conclusions Measuring environmental performance is a prerequisite for reducing the impact from the defense sector In the NDED all environmental data are collected The data in NDED are; Detailed Credible Well-documented Accessible Ammunition : Heavily polluted areas are easily identified Cost-effective clean-up Ensure ammunition safety
