1 OVERALL RANKINGS The overall rankings are determined by the agencies Best Places to Work index scores, which measure employee engagement. The index score is not an combined average of an agency s category scores. Instead it is derived from three different questions in the U.S. Office of Personnel Management s Federal Employee Viewpoint Survey. To calculate the score, we use the percentage of positive responses in a weighted formula. The more the question predicts intent to remain, the higher the weighting. LARGE AGENCIES 1 National Aeronautics and Space Administration Department of Health and Human Services Department of Commerce Department of Transportation Intelligence Community Department of Labor Department of Agriculture Department of State Department of the Interior Department of the Navy Department of Justice Social Security Administration Department of the Army Department of the Treasury Office of the Secretary of Defense, Joint Staff, Defense Agencies, and Department of Defense Field Activities Department of the Air Force Department of Veterans Affairs Department of Homeland Security PARTNERSHIP FOR PUBLIC SERVICE DECEMBER
