1 Volume XLVIII, No. 2 SUMMER 2017 National Police Week Recognizes Officers Killed in the Line of Duty This year, National Police Week was held on May Marked by gatherings across the country, events pay special recognition to law enforcement officers who have lost their lives in the line of duty for the safety and protection of others. In 1962, President John F. Kennedy proclaimed May 15th as National Peace Officers Memorial Day and the calendar week in which May 15th falls as National Police Week. National Police Week has grown from a small memorial service of slightly more than 100 people gathering in Washington D.C.'s Senate Park in 1982 to 25,000 to 40,000 attendees annually. Attendees include survivors, their families, and law enforcement officers from U.S. police departments, as well as agencies throughout the world. National Police Week is a collaborative effort by many organizations working together to honor law enforcement officers. The primary organizers are the National Law Enforcement Officers Memorial Fund (NLEOMF), which coordinates the annual candlelight vigil; the Fraternal Order of Police/Fraternal Order of Police Auxiliary, which organizes the Peace Officers Memorial Day Service at the U.S. Capitol; and Concerns of Police Survivors (C.O.P.S.), which holds the National Police Survivors' Conference. National Police Week is an emotional time of recognition and remembrance for new survivors and for those who are returning for the events. C.O.P.S. notes that the United States loses between law enforcement officers in the line of duty each year. NLEOMF has preliminary fatality data for 2017 available on their website that indicates an overall increase in law enforcement officer fatalities compared to Numerous facts are also available including statistics such as: There are more than 900,000 sworn law enforcement officers now serving in the U.S., which is the highest number on record. A total of 1,512 law enforcement officers died in the line of duty during the past 10 years, an average of one death every 63 hours or 151 per year. There were 143 law enforcement officers killed in the line of duty in Currently, there are 21,183 names engraved on the walls of the National Law Enforcement Officers Memorial. During the past ten years, more incidents that resulted in felonious fatalities occurred on Friday than any other day of the week. The fewest number of felonious incidents occurred on Tuesday. Each year, the FBI collects data on law enforcement officers killed and assaulted to provide information about officers who were killed feloniously or accidentally, and officers who were assaulted while performing their duties. Preliminary statistics released in May show that 66 law enforcement officers were feloniously killed in the line of duty in This is an increase of 61 percent when compared with the 41 officers killed in Currently, the total number of officer deaths in 2017 are on track to exceed last year. For the period of January 1 through June 16, 2017, there have been 62 deaths, compared to 46 during the same period in This represents a 35% increase. While all job-related, the most significant increases are not a result of felonious assaults, but rather other causes, including motor vehicle accidents, falls, drowning, and electrocution.

2 25th Annual Law Enforcement Memorial Dinner The Connecticut Police Chiefs Law Enforcement Memorial Foundation celebrated its 24 th Annual Law Enforcement Memorial Dinner on Monday, May 8 at the Aqua Turf, in Southington. As the principal fund-raiser to support the Law Enforcement Memorial in Meriden, the dinner attracted approximately 450 people including public safety officials from throughout the state and spouses and children of the fallen heroes, guests of the Foundation. Pat Whelan (L) and Dave Caron, members of the Connecticut State Police Bagpipe Band, lead the opening procession The evening s program opened with the posting of the colors by the Southington Police Department Honor Guard, joined in their procession by the Connecticut State Police Bagpipe Band. Following an opening prayer, a candle was lit at the Memory Table, which held a single, vacant place setting, symbolizing the police officers lost in the line of duty. James M Skip Thomas, Chairman of the Law Enforcement Memorial Foundation and President of the Hundred Club, then welcomed the guests and family members. Ralph C. Young, an Inspector with the Department of Motor Vehicles, was sworn in 1917 and issued a.38 caliber revolver and a motorcycle. As a Motor Vehicle Inspector he was charged with enforcing the motor vehicle laws on behalf of all of the "autoists" of Connecticut. On September 30, 1920 he was investigating a case in conjunction with the Connecticut State Police in the eastern section of the state. He was a passenger in the State Police cruiser when it was involved in a serious motor vehicle accident in Plainfield. Inspector Young died that evening as a result of the accident. Lt. Chris Smith and Director Jim Rio of the Department of Motor Vehicles recently learned of this incident and reported it to the Connecticut Police Chiefs Law Enforcement Memorial Foundation, submitting all of the documentation proving that it was a line of duty death. Detective William E. Hull, Sr., of the Danbury Police Department passed away on September 8, 2015 as a direct result of injuries that occurred thirty-seven years earlier. On August 7, 1978, Officer Hull was on routine patrol in Danbury when he saw a young man running from a burning house covered in blood. Officer Hull immediately notified the dispatcher and requested both an ambulance and the Fire Department. Officer Hull then started to bandage the young man, when he learned that there was a family pet still inside the home and the young man was trying to gain entry to save the pet. Officer Hull and the young man tried to gain entry but were both overcome with smoke. Both were taken to the Danbury Hospital for smoke inhalation. Officer Hull was eventually given a disability pension from the Danbury Police Department as a result of the medical condition which prevented him from performing his duties as a police officer. He and his family moved to South Carolina. At the time of his passing the medical examiner determined that Detective Hull's death was directly related to the smoke inhalation that occurred while a police officer for the City of Danbury. The Foundation was notified of the passing of the Detective Hull in 2016 by the Danbury Police Department. Detective Kristina Lapak, Southington Police Department, sings the National Anthem Commissioner Thomas noted that two new names were added to the fallen this year, bringing the total to 140 names etched on the Connecticut Law Enforcement Memorial. Neither death occurred recently, so many in the audience were unfamiliar with the officers passing. However, the Foundation, when presented with the circumstances of their deaths, verifying that that the causes originated in the line of duty, added their names to the Roll of Honor. 3 Memorial Dinner, continued This year s keynote speaker was James Rascati, a partner at Behavioral Health Consultants, LLC in Hamden, a full range behavioral consulting company offering a variety of services to the business community as well as individuals. Mr. Rascati serves as Director of Organizational Services, including Employee Assistance Programs (EAP). As EAP Director he works with over forty police departments in Connecticut, providing clinical services as well as training, consultation and critical incident response. Keynote speaker, James N. Rascati, discusses the causes, effects and treatment of occupational stress in law enforcement He is a Clinical Instructor of Psychiatry (Social Work) in the Yale University School of Medicine, Department of Psychiatry. Mr. Rascati is a certified instructor of the State of Connecticut Police Officer Standards and Training Council, as well as an instructor at the New Haven Police Department and the University of New Haven s Leadership Academy. Mr. Rascati has developed an expertise in working within the subculture of the law enforcement community. In addition to his clinical and teaching responsibilities, he has developed Police Peer Support teams for twenty-seven law enforcement agencies in Connecticut. Relying on his training, research and experience, Mr. Rascati offered a sobering view of the law enforcement profession, before concluding that signs of progress are being made. Speaking specifically about occupational stress, he noted that law enforcement is a noble, but stressful profession. There are three things we know from both the literature and our experience, Rascati observed, law enforcement today is much more stressful than ten years ago, some individuals accumulate stress over time, and treatment works and now is better than ever. However, he added, treatment doesn t work if people don t use it. While law enforcement has long been recognized as a stressful occupation, the speaker cited a number of contemporary conditions that he believes contribute substantially to the psychological pressure felt by police officers. These burdens include being under the seemingly constant scrutiny of the public, the media, and their own administrations. If dashboard or body-worn cameras don t capture an officer s every move, it is likely that someone with a smart phone will. However, it is not simply the process of having one s actions recorded that is bothersome. The stress derives from the incessant review and judgment of each action. Presented with a snippet of video, the ill-informed, misinformed or totally uninformed can and will reach erroneous and sometimes hurtful conclusions. In spite of these stressors, Mr. Rascati assured the audience that progress is being made. Administrators and supervisors are increasingly recognizing the psychological hazards faced by their colleagues and will seek and accept assistance. Support programs at municipal, regional and state levels are being organized and supported. Various forms of intervention and treatment are also being implemented. These range from awareness training, peer support programs, crisis response teams and clinical therapy. Closing on a note of optimism, he assured the audience that an enlightened awareness of the issues and a willingness to address them are like Bright lights shining through dark clouds. 4 Hartford Renames Firehouse After Fallen Firefighter Kevin Bell The Hartford Fire Department renamed the firehouse of Engine Co. 16 after firefighter Kevin L. Bell on Sunday, April 30. Bell, who would have turned 51 on the day of the memorial, worked at Engine 16 until his untimely death in a fire on October 7, A six-year veteran, he was the first Hartford firefighter in 40 years to die in the line of duty. the two-family home not far from the firehouse. As a result of the inquiry, numerous changes were instituted in the way the department responds to fires and other protocols. The Kevin L. Bell Fire Station is Kevin L. Bell located on the east side of Blue Hills Avenue in Hartford's northern Blue Hills neighborhood. The Kevin L. Bell Fire Chief Reginald Freeman said renaming the house after Bell, who grew up in the neighborhood, was a way to pay respect to him, his family and the community. "It's important to preserve the memory of those who served and lost their lives so they aren't forgotten and so that the community can remember that service," Freeman said. Bell, 48, got entangled in a piece of furniture and his air tank ran empty. The Twenty-Ninth Annual Law Enforcement Memorial Ceremony was held on Wednesday, May 24, 2017, on the grounds of the Connecticut Police Academy in Meriden. Once again, the poignant ceremony, honoring the police officers killed in the line of duty in Connecticut, was led by former Meriden Police Chief and Chairman of the Memorial Day Committee, Robert Kosiensk. Family members of the fallen were joined by active and retired law enforcement officials, cadets from the training academy, and representatives of other public safety services. Commemorating the loss of all officers, but particularly their own, Danbury Police Chief Patrick Ridenhour and Chief Christopher Smith, Division Manager of the Department of Motor Vehicles, placed a memorial wreath, in the shape of a badge, at the foot of the monument. Uniformed officers stood at attention as Chief Salvatore and William Sydenham, Managing Director of the Hundred Club, The solemn occasion was opened by a procession of dignitaries alternated reading the names of each fallen officer, punctuated by including Dora B.
