1 RESOLUTION # RESOLUTION APPROVING AMENDMENT #5 TO THE TRANSPORTATION IMPROVEMENT PROGRAM (TIP) AND 2040 INTEGRATED METROPOLITAN TRANSPORTATION PLAN (MTP) KYOVA Interstate Planning Commission has been designated as the Metropolitan Planning Organization (MPO) by the Governors of West Virginia, Kentucky and Ohio for the Huntington, WV-KY-OH Urbanized Area acting through the West Virginia Department of Transportation/Division of Highways (WVDOH), the Kentucky Transportation Cabinet (KYTC), the Ohio Department of Transportation (ODOT) and locally elected officials in the KYOVA region; and KYOVA has adopted a Transportation Improvement Program (TIP) and 2040 Integrated Metropolitan Transportation Plan (MTP); and the West Virginia Department of Transportation/Division of Highways, Tn-State Transit Authority (TTA) and Ashland Bus System (ABS) have requested amendments to the TIP; and the project information was available for a 1 5-day public review as outlined in the Huntington, WV-KY-OH Participation Plan and received no comments; and the Huntington, WV-KY-OH Urbanized Area regional emissions are not required for the conformity report, due to the revocation ofthe hour ozone standard. The ozone standard has been revoked for all purposes. This area is in attainment for the hour ozone standard; and the insignificance finding of the 1997 PM2.5 annual NAAQs means no regional modeling is required as the Huntington-Ashland area is in attainment for the 24- hour 2006 PM2.5 standard; and it has been determined that all proposed project amendments to the TIP have met the Air Quality Conformity requirement; NOW, THEREFORE, BE IT RESOLVED that the Policy Committee ofthe KYOVA Interstate Planning Commission, at a regularly scheduled meeting on April 27, adopts the attached project lists as Amendment #5.,&c/:EC %A, Robert E.
