The 2019 FTIP is the programming document that identifies four years (Federal Fiscal Years 2018/19, 19/20, 20/21, and 21/22) of federal and other funding sources for projects in. Amendment No. 1 consists of the following changes: CTIPS ID No : Visalia City Transit Bus Purchases. Changes project description from "Purchase of 17 transit buses for Visalia City Transit" to "Purchase of 7 electric transit buses for Visalia City Transit". CTIPS ID No : Grouped Projects for Bridge Rehabilitation and Reconstruction - HBP Program. Corrects the Local AC to HBP funding conversion in FY 18/19. CTIPS ID No : Grouped Projects for Safety Improvements - HSIP Program. Corrects the amount of HSIP funds programmed in FY 18/19 which was not shown correctly in the Draft FTIP. CTIPS ID No : Grouped Projects for Safety Improvements, Shoulder Improvements, Pavement Resurfacing and /or rehabilitation - Minor Program. Adds new 18/19 Minor projects to the 2019 FTIP per request from Caltrans dated 7/6/2018. CTIPS ID No : Grouped Projects for Operating Assistance to Transit Agencies. Programs updated transit operating assistance amounts per the FFY 18/19 FTA 5311 Program of Projects. CTIPS ID No : Grouped Projects for Safety Improvements - SHOPP Collision Reduction Program. Updates programming amounts in FY 18/19, 19/20, and 20/21 per the latest 2018 SHOPP Collision Reduction Program listing amended by the CTC in May CTIPS ID No : Northwest Downtown Traffic Signal Interconnections. Project from Bike and Ped group listing moved from FFY 20/21 to FFY 19/20. CTIPS ID No : Grouped Projects for Pavement Resurfacing and/or Rehabilitation (STBGP). STBGP programming amounts increased for each of the agencies receiving federalized STBGP funds, per the latest STBGP apportionment estimates dated 12/12/2017. CTIPS ID No : City of Dinuba Alta and Nebraska Roundabout. Decreases CMAQ CON funds in 21/22 by $446k and increases Regional Measure CON funds in 21/22 by $446k. CTIPS ID No : State Route 190 and Westwood Roundabout and Operational Improvements. New Project added to 2019 FTIP. CTIPS ID No : Porterville Transit Charging Station Infrastructure. New project. Carried over from 2017 FTIP. Project List Attachment 1 includes a summary of programming changes that result from Amendment No. 1. These projects and/or project phases are consistent with the 2018 Regional Transportation Plan (RTP), which was adopted by TCAG on August 20, The attachment also includes the CTIPS project listings for the proposed project changes. Updated Financial Plan Attachment 2 consists of the Financial Summary Tables from the 2019 FTIP which have been updated to include the project list as provided in Attachment 1. Attachment 3 consists of the MPO Fund Type Report. Attachment 4 consists of the grouped project lists. Performance Measures The 2012 federal transportation authorization legislation, Moving Ahead for Progress in the 21st Century (MAP-21) established new requirements for performance management and reporting to ensure the most efficient investment of Federal transportation funds. To incorporate the new federal performance requirements into the Federal Transportation Improvement Program (FTIP), the Tulare County Association of Governments is required to show (1) that the FTIP makes progress towards achieving the region s performance targets and (2) that the FTIP includes, to the maximum extent practicable, a description of the anticipated effect of the FTIP towards achieving the performance targets. The projects contained within Amendment No. 1 have been developed in accordance with the applicable provisions and requirements of 23 CFR Part 450 and are expected to support the achievement of these targets. These targets will be achieved through the implementation of investment priorities through the programming of transportation projects in the 2019 FTIP, this FTIP Amendment, and subsequent FTIP Amendments and Administrative Modifications. 3 Conformity Requirements The proposed project changes have been determined to be exempt from the requirement that a conformity determination and/or regional emissions analysis be performed per 40 CFR , , or Because the projects are exempt, no further conformity determination is required. In addition, the project and/or project phases contained in Amendment No. 1 do not interfere with the timely implementation of any approved Transportation Control Measures (TCMs). As per TCAG s adopted 2015 Public Participation Plan, the public review and comment period is open for 14 days commencing on Wednesday, September 12, 2018 to Wednesday, September 26, Amendment No. 1 to the 2019 FTIP is posted on the TCAG website for public review at All comments are due to TCAG by Wednesday, September 26, The 2019 FTIP meets all applicable transportation planning requirements per 23 CFR Part 450, 40 CFR Part 93, and conforms to the applicable SIPs, and does not interfere with the timely implementation of approved TCMs. If you have any questions regarding this amendment or wish to submit comments please contact Gabriel Gutierrez at (559) or ggutierrez@tularecog.org.
