1 Regional Disaster Risk Reduction Planning Workshop for the Caribbean: DIPECHO Action Plan Hotel Workshop overview September 2015 Sheraton, Santo Domingo, Dominican Republic Workshop objectives: Strengthen the understanding of linkages between the goals and priorities of the DIPECHO Action Plan for the Caribbean with global and regional frameworks for Disaster Risk Reduction. Facilitate the joint planning and stimulate collaboration between national and regional Disaster Risk Reduction stakeholders and DIPECHO partners. Develop a joint action plan around key themes identified in order to optimize the impact and to allow scaling up. Content 1. 2 1. Opening session: International and Regional Scenario for Disaster Risk Reduction Monday, September 21, 15:00-17:15 The Opening Session will set the stage for the workshop. It will introduce to the workshop rules, objectives and agenda, the DIPECHO Action Plan as well as the Sendai Framework for DRR. A panel discussion on the global disaster risk reduction framework and its linkages to the global frameworks on sustainable development and climate change with special focus on the relevance for the Caribbean region will provide participants with a clear understanding on the discussion going on at the global and regional level. Introducing the workshop objectives and the workshop methodology. Providing an overview of the DIPECHO Action Plan for the Caribbean and linkages with other initiatives. Increasing the knowledge on the Sendai Framework for Disaster Risk Reduction. Enhancing the understanding of the linkages between the global frameworks on disaster risk reduction, sustainable development and climate change adaptation and the relevance and application in the Caribbean region. Enhanced understanding on the application of global frameworks at the regional level. Knowledge Fair: DRR travel tour through the Caribbean Action Plan Monday, September 21, 17:15-18:15 The Knowledge Fair provides the possibility to learn about current disaster risk reduction initiatives and to get to know the partners working on different DIPECHO projects at local, national and regional level. It aims to be an icebreaker exercise while taking people on an imaginary journey through the Caribbean. The exercise shall stimulate further exchange on specific topics and areas. The Knowledge Fair supports one of the main goals of the DIPECHO Action Plan for the Caribbean aiming at enhancing communication and collaboration. It will enable the identification of joint activities and strengthening synergies among partners and projects. Furthermore, a good working atmosphere should be created in order to increase the engagement during the working process and thus, improve session outputs. Exchanging of current DRR initiatives; Facilitating of Getting to know each other; Strengthen relationship to increase engagement in the work process during the sessions and throughout the DIPECHO Action Plan. Increased knowledge of Plan ongoing DRR initiatives under the framework of the DIPECHO Action 3. Welcome cocktail Monday, September 21, 18:15-20:00 Informal exchange. During the cocktail, photos will be presented (in the background) of national launches and activities that have been already implemented. 3

It further will identify elements of Sendai Framework and the CDM Strategy that need to be integrated into current and future plans at country and regional level. Another main element is the mapping of contributions from the DIPECHO Action Plan for the Caribbean to the global and regional frameworks. Presenting synergies and gaps between the global and regional frameworks for Disaster Risk Reduction and reflect on relevance for the national level. Mapping of how planned DIPECHO Action Plan activities contribute to the implementation of the regional and global disaster risk reduction frameworks. Harmonized national and regional priorities Joint work plan for the thematic area Increased knowledge on good practices and tools related to Sendai Framework for Disaster Risk Reduction Priorities 4

Session 2: Disaster Risk Reduction Country document Tuesday, September 22, 15:00-17:30 The objective of the session is to identify next steps and opportunities in preparing and updating disaster risk reduction country documents. It further shall provide a better understanding on the contribution of the DRR country document/profile at the national level, e.g. related to the preparation or updating of National Plans or Policies for Disaster Risk Reduction and decision making. 7 7. Session 3: Early Warning Systems Wednesday, September 23, 09:00-12:30 The session on Early Warning System will facilitate the exchange of good practices, lessons learned and innovative ideas. The idea is to build on existing experiences and achievements in order to identify priorities for early warning systems at the local, national and regional level. The key question is: What needs to be done in order to enhance early warning systems at the different levels and for the different hazards? In addition to the overall workshop objectives which include the development of a joint action plan for each of the thematic areas and the enhancement of coordination and communication, the session is aiming at: Increasing the knowledge of EWS at regional, national and local level with special focus on innovations and lessons learned. Identify priorities to enhance early warning systems at the different levels (local, national and regional). In addition to the overall workshop objectives which include the development of a joint action plan for each of the thematic areas and the enhancement of coordination and communication, the session is aiming at: Raising awareness of Caribbean Disaster Risk Reduction communication guidelines and good practices; Identifying Disaster Risk Reduction communication opportunities at regional, national and project level throughoutt the Action Plan; Training participants in interview practices (spokesperson). Approved joint work plan for the thematic area. Compiled list communication practices per project and focal points for communication. Increased knowledge of different DRR communication tools and DRR communication guidelines.
