1 KEY POINTS from the - INSARAG Global and Regional Chairs Telecon - Meeting -14 June 2018 Welcoming remarks: Ambassador Manuel Bessler, the Global Chair of INSARAG Welcomed the INSARAG Regional Troikas and the INSARAG Secretariat headed by Jesper Lund Ran the round of introduction of the participants. Provided a six-month overview of 2018 highlighting the 10-year anniversary of the largescale earthquake in China, IEC of Colombia, the second classified country in South America, the GRG meeting in Geneva and the preparation for the regional exercise in Argentina. Introduced the meeting agenda. Emphasized the partnership spirit of the network and encouraged to further strengthen the solidarity and mutual support Agenda: 1. Briefed the meeting on the structural changes in OCHA s ERSB and INSARAG Secretariat, confirming the Secretariat composition: Winston Chang, Olga Prorovskaya and Marie Mure. Reminded that all communications should be sent or copied to insarag@un.org, the official address of the Secretariat. Note the hard work on response readiness during the quiet time in between the emergencies. 2

3 Mentioned various events organized by Regional and International Organizations, including the conference in China well attended by 1300 experts and aiming to share best practices and promote the scientific approach to earthquake prediction. Talked about the International Humanitarian Assistance Conference in Noginsk, Russia held in the framework of the annual International Safety and Security Exhibition, highlighting the criticality of identifying gaps and challenges in response operations and promoting the international response standards which are intended to be captured in the Do s and Don ts guide to international assistance originated at the conference in Russia. Informed on the creation of the new networks, including the airport handling group established at the UN Humanitarian Networks and Partnerships Week this February. Mentioned a meeting in Washington, DC aiming to support relief flights with the dedicated working group to ensure smooth transition of relief goods, promised to report back on the outcomes of the next meeting to be hosted in Macau in August). Talked about the upcoming IECs of Italy and Israel. Expressed concerns on the lack of IEC/IER classifiers with only two thirds of the positions filled, proposed that Member States should provide numbers of classifiers if not possible to give names one year in advance. Highlighted the importance of having peers for the successful review process. ALL IEC teams have to know it is an obligation to contribute back to the system (LATEST- 21 June 86% of IEC teams contributed a total of 122 classifiers after the reminder message) Requested the Regional Troikas to bring issues from the respective regions to the next ISG in 2019 and proposed to start consultations with the Member States in the regions on the matter. i. The following Governments and Agencies invited the INSARAG Secretariat to share INSARAG s quality standards Model : a) European Civil Protection Forum (Brussels in Mar), b) the World Bank Capacity Building Workshop (Sarajevo in Mar) c) the EU INACHUS Pilot Demonstration(Germany in April) d) Interpol DVI Conference ( Lyon in May) and e) China s Wen-Chuan Earthquake Decennial Conference( Chengdu in May) ii. IEC/R -51 Teams Classified to date: a) Jan -Finland IER, March AKUT Turkey(MODEX) b) 5-9 March: IEC SNGRD- Colombia (Medium) EU MODEX platform actively subscribed by EU teams for IERs. IECs for Israel and Italy upcoming end of the year. IEC/R 2019 Call for classifiers -50% of countries/teams responded Action Point: Secretariat consulting the network on a more effective way to do this, while ensuring quality of classifiers IEC/R TL and Mentors course- under development- Postponed to 2019 iii. INSARAG Technical Working Groups met: a) 6-8 April: Light Team Working Group Meeting, Germany b) April: Guidelines Review Group Meeting, Geneva. c) April, June: Training Working Group Meetings x2, UK. 3

4 2) Report by Regional Chairs on their Work Plan 2018 and Upcoming Plans for their respective Regional Meetings Action -Regional Chairs. Americas On behalf of Chair, Mr. Ricardo de la Cruz Musalem, Mr. Victor Aznar from Mexico briefed on the following: 1. The Regional Workplan for the Americas this year is very ambitious and the Regional Group is advancing in its implementation. Out of its 28 activities and projects, 20 are either completed or in progress. 2. One of the great successes this year in the region was the successful classification of the Colombia USAR team in March, which brings the number of IEC teams in the Americas to four. 3. The Americas Regional Group is also well on track with the implementation of the support and recognition mechanism for national accreditation processes. Colombia and Guatemala are currently in process and some countries are interested in activating it this year also. 4. One of the priorities for the Americas Regional Group this year is to reach more USAR teams with INSARAG methodology. To that end, they are planning to deliver a series of online seminars on key aspects of USAR coordination between July and November. These will be delivered by experts in the region. 5. Upcoming: a. A USAR Coordination Course in Costa Rica from 23 to 28 September b. The Regional Earthquake Exercise in Argentina from 8 to 12 October, and c. The Regional Meeting from 5 to 6 November, followed by UNDAC Consultation on 7 November, in Mexico. Mexico as the host invited Mr. Manuel Bessler and the Regional Troikas of the AEME and the Asia- Pacific regions to attend. Mr. Aznar also said that Mr. Ricardo de la Cruz was planning to participate in the Asia-Pacific and AEME regional meetings to learn and exchange experiences. Secretariat s Engagement in the Americas: Gintare Eidimtaite briefed on the following activities in the Americas region from the INSARAG Secretariat: a) Preparations for the Regional Earthquake Exercise in Argentina, which will take place from 8 to 12 October are well under way. There are a few innovations the Americas are piloting for this event: a. Ministries of Foreign Affairs will participate as a separate functional group as the first step in developing regional protocols for USAR teams mobilization b. As part of the planning, a special course for national and international EXCON was developed and conducted on May in Buenos Aires. The course was very useful, especially, for members of national EXCON. The package could be standardized globally through the TWG. c. Participating USAR teams will be encouraged to bring the Medical component to foster interaction and interoperability with EMTs. d. Full use will be made of the prelearning phase with obligatory online courses on the VO and KoBo for all participants. b) Uruguay has nominated its INSARAG Policy Focal Point, thus joining the Regional Group c) The translation of key INSARAG products into Spanish is under way. The USAR Coordination Manual and the ERE Package will be published in July. Winston Chang from the INSARAG Secretariat noted that the NAP documents to be included in the Guidelines 2020 will be reviewed by Sebastian Morcarquer from Chile. 4

5 AEME: On behalf of Chair, Mr. Philippe Nardin, Mr. Christian Baroux from France briefed on the following: AP: 1. The AEME Regional Meeting will take place in Aix-en- Provence, France in October. It is proposed to conduct the meeting during the EU Medical MODEX and add the visit to this exercise to the meeting agenda. The EU Modex is used more frequently by EU teams for IER. 2. Support is needed from the Secretariat to put together the information on how many countries around the world are interested in the National Accreditation Process. Technical group inside the region should be established to provide expertise to the integration of NAP in interested Member States. On behalf of Chair, Ms. Makiko Yoneda, Mr. Tsukasa Katsube from Japan briefed on the following: 1. The INSARAG AP Regional Earthquake Response Exercise to be conducted in Clark, Philippines on June is in the final phase of the preparations with 90% of activities completed. Appreciation was expressed to the INSARAG Secretariat for leading the ERE planning activities. 2. The preparations for the INSARAG AP Regional Meeting scheduled on August in Tokyo are underway. In addition to the regular agenda, there will be a hot agenda proposed by Japan. Secretariat s Engagement in the AEME: Stefania Trassari briefed on the upcoming INSARAG AEME Regional Earthquake Response Exercise in Armenia on 3-7 December 2018 Olga Prorovskaya informed on the following matters: 1. Support is requested from the Regional Troika to the ERE in Armenia in identifying and providing experts to assist in planning and delivery of the exercise. 2. The regional UC course will take place in Baku, Azerbaijan in November. 3. The first IM-KoBo course was successfully conducted in Finland. Regional Troikas are encouraged to actively promote ToT courses in the respective regions. 4. The Regional IM-KoBo Course will take place in Krasnoyarsk, Russia on 2-6 July. Secretariat s Engagement in the AP: Olga Prorovskaya informed on the following: 1. The Regional Troika s proactive approach and dedication to leading the preparations of the INSARAG ERE was highlighted. Pool of trainers should be established to ensure continuity and the quality of delivery of simulation exercises in the region. 2. Australia successfully conducted the UC Course in Brisbane. 5

6 3. Regional focus is on building countries capacity to receive international USAR teams. 4. It is critical to expand the pool of KoBo experts. 5. RDC coordination should be looked into. If a major disaster strikes, which kind of RDC needs to be set up? 3. The Regional UC Course will take place in Indonesia on October. Winston Chang briefed on the INSARAG support to China with NAP with active engagement of Malaysia and Singapore. Discussion: Tsukasa Katsube and Viktor Aznar requested for the general agenda of regional meetings to be shared by the Secretariat as soon as possible. Winston confirmed that it would be disseminated in the coming days. Viktor Aznar proposed to go to other regional meetings to learn and share experiences. Updates from Working Group Chairs - Working Groups of Training, Medical, Guidelines, Light-Teams and IM/Kobo Working Groups Jesper Lund provided an update on behalf of the Training Working Group and encourages the INSARAG community to download the USAR Coordination Training Package from to ensure compliance of the training courses with the endorsed package. The Test questions and certificate have been removed. He highlighted that the Secretariat is standing ready to support. Peter Wolff briefed on the achievements of the IM Working Group in 2018 highlighting the successful ToT with CMC Finland and Nokia at the Nokia training centre. He further informed that the next IM- KoBo training course will be conducted jointly with EMERCOM of Russia in Krasnoyarsk, Siberia. The IM Working Group will continue extending its support to regional events in Argentina, Philippines and others. He stressed that the Working Group will ensure release of experts for response and readiness activities. Other working group updates as per the attachment. (Please refer to Attachement on ISG 2018 Update on Follow-up issues) AOB and Upcoming Highlights: Ambassador Bessler opened the floor for AOB. Tsukasa Katsube and Christian Baroux requested the general agenda of the regional meetings. Winston Chang urged the Working Groups to provide inputs to finalize the agenda. France, Mexico and Japan extended their invitations to the respective regional meetings. a. Heads Up : IGM 2020 Recce mission requested by Poland to take place in Dec 2018 /Jan Action Point: First consultations in the regional and TL meetings of 2018 to : 6

Structure of the Global Meetings week TL(2 days), Regional(1.5 days),global (1.5 days) -5 day total b. discuss what do we want to achieve out of the 2020 Global Meetings at the policy and technical levels moving INSARAG forward c. the new/revised INSARAG Global Strategy (Action Point: Request for Swiss support of a consultant in 2019/2020, and 1 FP from the Regional Chairs of 2020) b. Upcoming Events: August: IER RSR-Belarus (Heavy) August: IER AUS-1 DART (Heavy) - New IEC/R Checklist in Force August: Asia-Pacific Regional Meeting, Japan September: IER -Singapore (Heavy) - New IEC/R Checklist in Force September: Team Leaders and Working Groups Meeting, Romania September: INSARAG Methodology Course, Costa Rica October: Americas Regional Earthquake Response Exercise, Argentina October: USAR Coordination Course, Indonesia October: AEME Regional Meeting, France October: IER JSAR-Jordan (Heavy) November: Americas Regional Meeting, Mexico November: IEC USAR-Italy November: IEC NRU-Israel (Heavy) December: AEME Regional Earthquake Response Exercise, Armenia (Armenia 30 th Spitak EQ Anniversary Manuel (and perhaps Toni) could consider attending) CLOSING - Amb Manuel thanked the regional and working group chairs and representatives especially for their dedication and commitment to the network workplans and for dialing in at very late and early times of the day for the call.
