Introduction Sudanese graduates were able to join the universities in UK till Since the eighties till 2007 no scholarship programme locally funded or internationally funded dedicated to Sudanese graduates. Absence of communication between Sudanese Universities and UK and other international universities. Deterioration in the level of universities staff and migration to most potential elite professors Absence of ranking and competition 3

4 2. The Success of PECK in the Last Decade Established in 2007 Processed and sponsored 80 students from Sudan. Managed three major scholarships programmes funded by the Federal Government (The Elite Scholarship), State of Khartoum Government (MPPPU Scholarship) and The National Electricity Corporation scholarship programme. Managing also (Special Scholarship progrmmes) for selfsponsored students. The 2013 Satisfactory Ranking 4

The Current Situation Over 100 universities and colleges 67,233 undergraduates in % of graduates are first and second upper class (around 16,808 graduates per year) No programme for sponsoring these elite graduates for international postgraduates studies. Most graduates work aboard creating great loss of human resources. Consequences: 1. Lack of development in all high education institutions 2. Lack of internationally qualified personnel in young ages. 3. Deterioration in all levels of governance and leadership. 10

Reliable services ( Health Care & Education) 4. Economical stability and progress (agriculture, minerals, oil, airlines, financial services ) The ProgrammeDesign: 1. Phase One: to offer opportunities for postgraduates studies to 1000 elite graduates in UK in 10 years. 2. Phase Two: to offer more advanced opportunities for additional 1000 graduates 3. 60% of the opportunities to be dedicated to social sciences.

14 4. The Future Development Scholarship Initiative Eligibility: Academic Conditions: 1. First & second upper graduates from carefully assessed universities in Sudan. (we have 9 universities already approved by PECK) 2. For PhD students master degree with Merit and above. 3. Scoring 6 (no less than 5.5 in each element) or above in the IELTS examination. 4. One professional reference from the body of which the applicant is working (if no work experience available a second academic reference is required) 5. Relevant research topics approved by the Committee of the programme. 6. Passing the pre-sessional course designed by PECK for preparing the student to the British educational system. 14

15 Personal Conditions: 1. NOT above 30 years old for Master students and 35 years old for PhD students. 2. Sudanese national with no other passports. 3. Agreeing on the terms and conditions of the FDP. The Committee of Approval: 1. Designed to monitor the processing of the applications in a transparent path. The Committee shall be appointed by the donors and headed by PECK. 2. Annual conference to publish the budget and the progress of the programme 15

Family allowance for PhD students (wife + 2 child only) The FD Programme will not offer: 1. Airlines tickets 2. Internal transport in UK 3. Visa fees 4. Any local procedural fees or requirements in Sudan or UK. 5. Family allowance for master students or additional member family for PhD students 16

Candidates must be committed to return home. 2.PECK will communicate with public and private sector to offer graduates job opportunities in Sudan with competitive salaries and excellent concessions to live a convenient life into their homeland. 3.PECK will always push and support the FD graduate to creates jobs rather than occupying one. PECK Role: Managing all issues related to the programme and pursuit the best offers by Universities to reduces the cost of tuition fees in addition to students support such as: 1.
