1 2018 Application Prospectus for the Japanese Government Scholarship Program for University-Nominated Research Students (PDP adopted in 2017) The Ministry of Education, Culture, Sports, Science and Technology (MEXT) invites universities to nominate candidates for its international academic exchange scheme under the Japanese Government Scholarship Program (research students Priority Graduate Program (PGP, programs adopted in 2017) hereafter the Program. 1. Applicants Qualifications and Requirements (1) Scope: A postgraduate-level foreign individual of outstanding academic achievement ( ) who wishes to undertake new studies in Japan. One who has maintained a GPA of 2.30 or higher on a scale of 3 for the two previous years and can be expected to maintain this performance during the term of the scholarship. (2) Nationality: Applicants must have the nationality of a country which has diplomatic relations with the Japanese Government. In principle, applicants who have Japanese nationality at the time of application are not eligible. However, applicants of dual nationality who reside outside of Japan are eligible only if they will select foreign nationality and renounce Japanese nationality by the time of arrival in Japan. (3) Age: Applicant who was born as a general rule after April 2, Only applicants who could not apply due to the system or circumstances (e.g.: loss of the education opportunity by military service duty or the war, etc.) of their nationality country at the time of in qualification age and who are admitted to be eligible by MEXT can apply exceptionally. The personal circumstances (Economic conditions, personal reasons, health condition, university or workplace s circumstances) are not admitted at all. However, ex-japanese Government Scholarship students who completed the Young Leaders Program (YLP) who does not meet the age requirements are eligible for applying for a doctoral course within 5 years after the YLP s completion. (4) Academic Requirements: Applicants having qualification for admission of Japanese Master s or Doctoral degree. (Including applicants who have the high possibility to meet this condition by the time of arrival in Japan) (5) Major Field of Study: Applicants must choose a major field of study related to their qualified degree, and the host university must be able to offer appropriately support in the major field of study. (6) Language Proficiency: Applicants having either necessary Japanese or English ability to study and research at the host university. Although language proficiency does not aim for the examination for this year, applicants should take exams (English: TOEFL, IELTS etc. Japanese: Japanese-Language Proficiency Test (JLPT) etc.) to certify language proficiency objectively. However, if the applicants wish to study in a field that requires substantial Japanese language skills, such as Japanese language, Japanese literature, Japanese history, Japanese law, etc., the applicants must fulfill the language requirements. No exception is permitted unless specifically granted. (7) Health: Applicants must be physically and mentally healthy enough to take graduate studies at universities in Japan. (8) Arrival in Japan: For the October semester, in principle, applicants must be able to arrive in Japan within two weeks of the date set by the host university for the beginning of the semester (in October). (9) Visa: In principle, selected applicants must acquire College Student (ryugaku) visas before entering Japan. Applicants who already have any other resident status ( Permanent Resident (eijyusha), Long Term Resident (teijyusha) etc.) need to change their resident status into College Student (ryugaku) before arrival in Japan. Note that there is possibility it may not be permitted as resident status of Permanent Resident or Long Term

2 Resident even if applicant apply for it again after completion of the Japanese Government Scholarship students. (10) Not applicable: Applicants who meet any or all the following conditions are not eligible. If identified after acceptance of the scholarship grantees, the applicants will be required to withdraw from the scholarship: 1 If an applicant is a service member or a civilian employee registered on the active military list at the time of his/her arrival in Japan and during scholarship payment period. 2 Those who cannot arrive in Japan during the period designated by the host university. 3 Those who was a previous recipient of a Japanese Government(MEXT) Scholarship, and, does not have education and research experience more than three years between the period from completion of previous scholarship period and the time of adoption of the scholarship. This does not apply to the past recipients of Japanese Language & Culture Students, Japan-Korea Science and Engineering Undergraduate Students and Young Leaders Program Scholarships who have graduated/or will graduate their universities in their countries, and they can apply for the research students per quota for General. 4 Those who are applying for other MEXT Scholarship programs starts from FY Those who are currently enrolled in a Japanese institutions in a resident status of College Student, and has been enrolled /or will be enrolled in a Japanese institutions as self-financed international students between the time of application and the time the scholarship period is due to begin. This does not apply to applicants who are sure to return their countries and acquire College Student (ryugaku) visas before arriving in Japan, even if they are currently or will be self-financed international student at Japanese institutions. 6 Those who will be supported by the Japanese Government (MEXT), the Japan Student Services Organization (JASSO), or other organization including the government of their home country. 7 Those who are expected to graduate at the time of application and, cannot satisfy the qualifications and the conditions of academic background by the deadline given. 8 Those who of dual nationality who cannot prove their expatriation of the Japanese nationality by the time of arrival. 9 Those who wish to conduct fieldwork or internship outside of Japan from the time of application. 10 Those who have completed doctoral courses and do not seek for obtaining degrees. (11) Others: The grantee will be required to strive to improve relations between Japan and his/her country, through participating in community activities and school activities during his/her stay in Japan to help mutual understanding between Japan and his/her country as human resources that contribute to the internationalization of Japan. After graduation, the grantee will be required to keep a close relationship with university and answer the questionnaire survey if asked by the university. After returning home country, cooperate with the projects which Japanese diplomatic missions abroad hold. 2. Scholarship Payment Period For the PGP quota, the grantee is deemed to be a scholarship student only while the grantee is registered on a course approved as part of the Program, within the course term the grantee entered upon arrival. If the grantee proceeds to the Doctoral course (or the third year of a combined Master s and Doctoral course) after the Program, the grantee must apply for an extension of the scholarship payment. If the Program applicable to the grantee is limited to the Master s course only, an extension of scholarship payment to proceed to the Doctoral course will not be possible. Application for University-Nominated Research Students per quota for General is not permitted for the reason of 1. Applicants Qualifications and Requirements (10) Not applicable Other Issues Concerning the Scholarship (1) Scholarship Details: Amount of money of the scholarship vary from the following list. These figures are subject to change depending upon the MEXT s budget. Scholarships will cease to be paid if the grantee takes leave of absence or does not attend the course for an extended period. 1 Masters Students:144,000 yen per month 2 Doctoral Students: 145,000 yen per month Note: Students who are enrolled in designated regions will receive an extra 2,000 yen or 3,000 yen per month.

3 (2) Travel Expenses: 1 Travel Expenses to Japan: In principal, MEXT or university shall supply the grantee with an economy flight ticket from the international airport nearest to the grantee s residence (In principle, his/her country of nationality) to Narita International Airport (or the international airport usually used by the host university) with the travel date and route specified. It is the grantee s responsibility to pay travel expenses to the departure airport, passenger facility charges, airport taxes, any special taxes concerning the travel, domestic travel expenses inside Japan (including those for domestic flight transfer), travel insurance premium, expenses for carrying goods and unaccompanied baggage and any other such charges. The grantee shall also bear at his/her own expense travel and lodging costs incurred in a third country and from home country to a third country if the grantee must travel to a third country before coming to Japan for visa purposes because there are no Japanese diplomatic missions in his/her country. MEXT or university shall supply the grantee with an economy flight ticket from the third country to Narita International Airport (or the international airport usually used by the host university) (In principle, the grantee s residence is current address in the application form, however, the grantee s address before departure for Japan in the application form is regarded as the grantee s residence if the grantee moves in home country before arriving in Japan.). MEXT will not provide the airline ticket in cases when the grantee arrives in Japan from a country other than the country of nationality for personal circumstances except from the third country for visa. 2 Travel Expenses from Japan: In principle, for a grantee who returns to their home country within the month in which the scholarship payment is completed, an economy flight ticket between Narita International Airport (or the international airport usually used by the host university) and the international airport nearest the grantee s residence (In principle, his/her country of nationality) will be provided upon request by the grantee. It is the grantee s responsibility to pay travel expenses to the departure airport, passenger facility charges, airport taxes, any special taxes concerning the travel, domestic travel expenses inside nationality (including those for domestic flight transfer), travel insurance premium, carrying goods, unaccompanied baggage fee and any other such charges. A grantee will not be paid travel expenses if he/she return home for personal circumstances and due to 4. Stoppage of the scholarship 1~10 before the completion of the scholarship period. Note1: If a grantee continues to stay in Japan after the scholarship period has completed (e.g.: continuation to study or getting a job in Japan), he/she will not be paid travel expenses to return home for a while. (3) Tuition and Other Fees: Tuition fees and other fees related to admission and tuition must be provided by the host university. 4. Stoppage of the Scholarship The scholarship payment shall be cancelled in the following circumstances. If a scholarship should be paid under the following circumstances, reimbursement of the part of/all amount paid shall be ordered. 1 If any of his/her application documents is found to be falsely stated. 2 If he/she is in breach of his/her pledge made to the Minister of MEXT. 3 If he/she has violated the laws of Japan. 4 If he/she is subjected to disciplinary action such as expulsion or removal from register by his/her university. (The scholarship might not be paid until some kind of punishment is decided from his/her university) 5 If it becomes definitive that the grantee will not be able to graduate (or complete his/her course) within the standard course term because of his/her poor academic achievement, suspension or leave of absence. 6 If he/she arrives in Japan without accruing his/her resident status of College Student (ryugaku), or if his/her resident status of College Student (ryugaku) changes to any other status. 7 If he/she is provided with another scholarship (except for a scholarship designated for research expenses). 8 If he/she proceeds to a higher level of education without receiving approval for an extension of the term of the scholarship. 9 If he/she resigns from the host school or transfers to another graduate school. 10 If his/her GPA at a timing of every year becomes less than 2.30 or the criteria set by the host university.

Nomination Procedure and Screening 名古屋大学研究留学生 ( 大学推薦 ) 特別枠 (2017 年度採択 ) (1) Nomination: The president of the university shall nominate individuals with a particularly high level of academic excellence and who merit a scholarship after screening process at the university, and shall assign a ranking to its applicants in each quota. (2) Screening: From the applicants as described above, the Selection Committee shall select those to whom the Program will be offered, and MEXT shall then determine the Program grantees and the period of scholarship payment. Upon receiving notice of those selected as grantees from their list of applicants, each university president must then instruct the grantees to contact the overseas agencies of the Ministry of Foreign Affairs of Japan in their respective countries. (3) Documents to Be Submitted: 1 Documents submitted for the Japanese Government (MEXT) E. Application Form (double-sided print) (Attached Form 7) F. Field of Study and Research Plan (Attached Form 8) Notes1: Documents of E and Fare collected from the applicant and submitted to MEXT by the university. Notes2: Applicant s photograph (Taken within last six months; size 4.5 x 3.5 cm. Head and shoulders, front view of face, no hat or any other coverings. Name and nationality to be written on the back of each photograph. To be affixed in the specified position. Electronic format also accepted.) 2 Documents to be collected from applicants and held by the university A. Identification paper issued by the applicant s county of citizenship (e.g. a copy of passport, a person s family register, or citizenship certificate etc.) B. Transcript from the applicant s last graduating university faculty or graduate school (must be issued by the university) C. Certificate of graduation (or prospective graduation) or record of degree from the nominee s most recent university faculty or graduate school D. Academic report from the applicant s most recent university that confirms the academic ability of the nominee (The record must include a clearly understandable academic index such as GPA, ABC markings, and an ordinal ranking within the entire number of students.) E. Letter of recommendation addressed to the president of the prospective host university from the dean or higher of the graduate school to which the nominee belongs F. Summary of graduation thesis and publications (must be summarized concisely) G. Documents that authenticate the applicant s language skills, such as TOEFL, IELTS or JLPT results, Examination for Japanese University Admission for International Students, etc. Notes for above 1 and 2 These documents must be in A4 format, created with word processing software as far as possible, printed on both sides, and written in Japanese or English. Attach a Japanese translation if other languages are used. Documents are nonreturnable. The host university is responsible for checking the contents of application documents. In the event that any shortcomings or errors are found in the application forms or documents, or in the case of incomplete attachments, no assessment will be undertaken. In case any shortcomings or errors are found after granting, the granting might be cancelled. Applications received after the due date will not be accepted. In some countries, proof such as a graduation certificate may be issued by a deputy administrator or other authority. Please ensure that any documentary evidence is issued by the university responsible. Documents held at the university must be accessible to MEXT, if required. 6. Screening Results Results of the Program grant assessment shall be provided in writing to the president of each nominating university in June MEXT shall not notify applicants individually. Additional documents are never accepted after the deadline. It is never permitted replacement of documents, withdrawal of the application, added application, changing the nomination order once submitted.

Notes 名古屋大学研究留学生 ( 大学推薦 ) 特別枠 (2017 年度採択 ) (1) The host university must notify the relevant parties of all the conditions relevant to the scholarship, including its duration, dates of travel, and method of travel (including obtaining the ryugaku visa, etc.) prior to the grantee s travel. Note that if applicants GPA at a timing of every year becomes less than 2.30 or the criteria set by the host university, they will lose the qualification as Japanese Government Scholarship students. The host university must guide the grantee to study Japanese before his/her arrival and inform him/her of the climate, culture, customs, and differences in legal system in Japan as well as circumstances of the university, etc. in advance. (2) The host university must also provide full instructions in advance regarding the academic procedures of the university. (3) The host university must take sufficient administrative measures to ensure that there are no oversights regarding the timely submission of applications for extension of scholarship payment. (4) The grantee is advised to bring at least around 2,000 US dollars to meet immediate expenses, since it takes for a month to one and a half month before the scholarship will be paid. (The host university must make the announcement for the grantee if he/she needs to pay the extra fee of the region or the university.) (5) The host university must make the grantee to join the National Health Insurance upon his/her arrival. (6) Accommodation and Japanese language education for grantees are the responsibility of the host university. (7) Even when the Program is granted, a grantee may not be able to leave their country due to the country s particular circumstances. The host university must have a sound understanding of each country s emigration system (for example, it may take longer to obtain exit permission and visas from countries such as China, Russia, Myanmar, Turkmenistan and other countries which does not exist diplomatic office etc. where there is no Japanese embassy in his/her home country). (8) If the applicant is selected as a scholarship grantee, the host university must make an announcement about the following: Information of him/her (name, gender, date of birth, nationality, name of the university and school he/she belongs to, research field, term of enrollment, career options after graduation, contacts including address, telephone numbers and address) may be shared between administration agencies for the purpose of usage for the operations of the international students (support during study in Japan, follow-up after graduation, improvement of the programs) by the government. Also, information excluding date of birth and contacts may be made public in the materials of the Japanese Government in order to introduce former students who play active roles after their study in Japan, as part of the efforts to recruiting international students. It may also be given to the third party in the range of proper use. An applicant cannot be selected as a scholarship grantee without giving his/her assent about it. The detail shall be determined in a pledge that the grantee is required to sign and submit to MEXT. (9) If the applicant is found to have been deported from Japan in the past and he/she cannot acquire the ryugaku visa by arrival in Japan, the Program grant will be cancelled. (10) Assistance in acquiring the ryugaku visa shall be provided solely by the overseas agencies of the Ministry of Foreign Affairs of Japan in the grantee s country of citizenship. The university does not need to apply for certificate of eligibility. The university shall be responsible for providing such assistance of applying for certificate of eligibility if they are in a country other than their home country.
