4 Chairman s Message Chairman s Message China continued to impress the world in In 2007, China maintained her rapid economic growth during the past 30 years of reform and opening up, celebrated the prosperity of Hong Kong on its 10-year anniversary of returning to the motherland, shared the success and joy of launching the Change-1Lunar Probe and witnessed the successful convention of the 17 th National Congress of the Communist Party of China, which are best exemplifications of Chinas great achievements in building a socialist country with Chinese characteristics and further evidence of Chinas comprehensive national strength. In 2007, the work of CSC has reached a new height. WithState- Sponsored Graduate Scholarship Program for Building High-level Universitiesas the highlight, CSC recruited a total of 10,000 students and scholars by introducing new innovative mechanisms, coordinating overall planning, and optimizing the structure, which surely is the largest number of recruitment ever since reform and opening up. Among which, 5,093 were graduate students, 7,309 were visiting scholars and of other categories. Studying in China program saw steady development with a total of 4,363 new students enrolled under the framework of Chinese Government Scholarship Scheme, 3,889 students renewed their status as Chinese Government Scholarship recipients; and 571 others went to China to study through CSCmanaged foreign government scholarships and scholarships funded by other organizations or enterprises. CSC also actively pursued collaboration with foreign universities and research institutions in an effort to select more best students to best foreign institutions under the supervision of best supervisors. It continued to strengthen its international dimension by expanding collaboration to more than 50 world-renowned universities, including Oxford University, Cambridge University, Harvard University, Yale University and others. Peaceful development is the common aspiration of people worldwide, China has always been advocating harmonious development and has already become an important force in the creation of a harmonious world as well as the promotion of common development of all countries. At present, China communicates frequently with the world. The nations development calls for more talents who can bridge cultural and scientific and technological exchanges for the east and west. Under the leadership of the Ministry of Education, CSC will, as always, extensively seek collaboration with foreign universities and educational institutions to establish a high-level platform for personnel training which brings forward mutual benefit and win-win outcomes; CSC will intensify its efforts of promoting international education in China by providing better services to attract more international students to study in China; CSC is willing to contribute to Chinas education development, as well as educational, scientific, technological and cultural exchanges and cooperation all around the world. 5 CSC Introduction CSC Introduction E stablished in 1996, CSC is non-profit institution with legal person status affiliated with the Ministry of Education. In accordance with the law, statues and relevant policy and regulations of China, CSC is responsible for the organization, management and provision of financial resources to Chinese citizens studying abroad and to international students and scholars studying in China. It dedicates to develop Chinas exchanges with other countries in the field of education, science and technology, to strengthen the friendship and understanding between the Chinese people and people around the world, to promote the socialist modernization drive in China and the world peace. CSC forms with a committee and secretariat. The committee is the consultative and review body composed of 15 member institutions, including the Ministry of Education, the Ministry of Finance, the Ministry of Personnel and the Ministry of Foreign Affairs etc. The secretariat is set up under the committee as the operational body. Mr. Zhang Xinsheng, Vice-Minister of Education, chairs the committee. The State Sponsored Study Abroad Programs (SSSAP) managed by CSC are financed mainly by the states special appropriations for scholarship programs. 7 Study Abroad Program U Study Abroad Program nder the leadership of the Ministry of Education, CSC Secretariat vigorously pushed forward the education of top-notch innovative talents by responding to national priority strategies such as the National Medium and Long- Term Development of Science and Technology Plan(NMLTDSTP), the 11 th Five Year Plan, and the building of an innovation-oriented country. By following the guideline of innovating mechanisms, integrating resources, highlighting key points, and achieving leapfrog development, the work of State-Sponsored Study Abroad Programs (SSSAP) has been ushered into a new phase characterized by large scale, high level, scientific mechanism, and multiple channels. Major steps taken include: Taking advantage of the newly established State-Sponsored Graduate Scholarship Program for Building High-level Universities, CSC made scientific planning and optimized the structure by sending more students abroad for PhD degrees; CSC also reformed the recruitment procedure by making online application possible for all CSC-managed programs, followed by experts review; especially for the State-Funded Graduate Scholarship Program for Building High-level Universities, CSC adopted a three-party review approach for the applicants with the home institution, the receiving institution and the supervisor, and CSC all enjoying a vote in final decision. In 2007, CSC recruited a total of 12,402 students under the framework of the State-Sponsored Study Abroad Program. Among which, 5,093 were graduate students, 7,309 were recruited as visiting scholars (including postdoctoral) or under other types of programs. More than 80 countries have become the destinations for students with the distribution as follows: 5,130 in the United States, 1,537 in the United Kingdom, 869 in Australia, 738 in Canada, 807 in Germany, 514 in Japan, 459 in France, 490 in Russia, 1,858 in other countries. In 2007, 5,815 were due to return upon their completion of study, of which 5,705 have returned, maintaining the return rate at a high 98.11%. A total of 38,308 were sent out during , 29,135 people have returned, with a total return rate of 97.48%. Make careful arrangements and innovate mechanisms to ensure the implementation of key programs. (1) State-Sponsored Graduate Scholarship Program for Building High-level Universities. The program was approved by the State Council in January 2007 with a focus on national development strategies and key projects, as well as the areas stipulated in the NMLTDSTP. 8 Study Abroad Program universities, depending on universities, and providing services to universitiesand Sending the best students to study in the best universities under the supervision of best advisers, CSC adopted a three-party review approach for the applicants with the home institution, the receiving institution and supervisor, as well as CSC all enjoying a vote in final decision. In 2007 a total of 3,952 were recruited under the program, including 3,549 joint PhD students; 403 PhD program students. Among which, 3135 studentssubject areas fell into the umbrella of the key areas, priority areas, cuttingedge technology, basic research stipulated in the NMLTDSTP, accounting for 80 percent of the total; those who majored in humanities and applied social sciences accounting for about 16%; 83% of the students were from the 985 projectuniversities, bases and platforms; 62% were received by world-renowned universities and their supervisors were mostly influential scholars in particular areas, including Nobel Prize winners and academicians in the Academy of Sciences and Engineering in the US, Britain, Australia, Canada, Russia and other countries. Recruitment of State Sponsored Study Abroad Program from (2) Continue to implement the Study Abroad Program for Young Backbone Teacherswith a total of 3,604 people recruited this year. The first phase of the program ( ) concluded by supporting a total of 11,403 people, among which 2,919 received full fund, 3,357 received matching fund, and 5,127 received international travel grants. The program provided strong support for the professional development of university teachers as well as efforts in building world-class universities. (3) Reform scholarship exchange program to support the training of specialized personnel. To fully utilize the existing Scholarships Exchange Program with relevant countries, CSC used these opportunities to support the education of talents in the area of less-spoken languages and other specialties. In 2007, 861 people were admitted to study in more than 60 countries. (4) Actively coordinating with the States Western Development Strategy, CSC continued to implement Talents Training Program for Western Chinato train top-notch talents much-needed by the development of the West. The program recruited a total of 704 people in (5) Adjust the funding structure for provincial programs and increase support to those provinces. In 2007, 231 people were recruited under the CSC Provincial Program. While maintaining the overall level of SSSAP funds, CSC increased the budget for provincial programs to 27 million RMB compared with 17 million RMB in Annual Report

9 Study Abroad Program IIOutline Long-Term Plan and Improve Management and Services with a people-oriented perspective 1) With the leadership and support from the Ministry of Education, CSC officially launched the construction of SSSAP information management platformin Following the principle of Overall Planning, Highlighting Key Points, Phased Implementation, the program aimed to establish a unified platform for data collection, processing and dissemination to realize real-time sharing of information, allowing the interlinking, inter-checking, interoperating and mutual recognition of information. The program was undergoing overall design and development and will be operating on a testing basis in (2) Develop and implementregulation for the Management of SSSAP Students (Interim). While maintaining the standardized, legal management on the basis of binding responsibilities, CSC constructed a multi-level management and service system by giving full play to the role of national authorities, the home institution, Chinese Embassies and Consulate-Generals around the world, supervisors, as well as student organizations to provide a favorable environment for the further development of talents. (3) Actively cooperate with the Education Sections in Chinese Embassies and Consulates to provide better services to SSSAP students. Properly handle more than 480 cases of emergencies and defaults in III. Continue to implement the program of State Scholarship for Excellent Self-Financed Overseas Students. Three hundred self-financed overseas ph.d. students had been awarded this scholarship in CSC cooperated closely with the Education Sections in Chinese Embassies and Consulate-Generals around the world to ensure smooth application and initial review. To increase the profile of the program and maintain its high level and quality, CSC also made sure that domestic expert review befair, just and open. 8 Annual Report 2007

10 Study in China I Study in China n the spirit of President Hu Jintaos 2006 speech in thechina-africa Cooperation Forum, responding to the Ministry of Educations 11 th Five-Year Plan, CSC continued to implement the annual recruitment and review for Chinese Government Scholarships recipients by adhering to the principle of expanding scale, increasing levels, ensuring quality, and standardizing management. The work of studying in China witnessed healthy and rapid development in CSC also strengthened its routine management and ensured the proper handling of the various contingencies. Statistics of International Students Under Chinese Government Scholarships(By Student Category) Recruitment of International Students under Chinese Government Scholarships from Enrolment of international students under Chinese Government Scholarship Scheme In academic year 2007 to 2008, a total of 4,363 first year Chinese Government Scholarship recipients from 156 countries were received by 119 Chinese universities, with a recruit rate at 93.05%. Among which, 2,338 were degree students, accounting for 53.59% of the total and representing a 1. 89% increase over the previous year; 2,025 were non-degree students, accounting for 46.4% of the total; the number of graduate students, students of advanced Annual Report

11 Study in China learning and visiting scholars amounted to 1,800, representing 41.26% of the total; and 539 students were taking courses offered in English, representing 12.35% of the total. In 2007, a total of 10,151 Chinese government scholarships recipients from 168 countries studied in 118 universities, of which, 4171 from Asia; 2733 from Africa; 2107 from Europe; 954 from America ; 186 from Oceania. In 2007, another 14 universities have been approved to receive Chinese Government Scholarship recipients for the first time. 2. Annual Review of Chinese Government Scholarship Scheme In 2007 annual review of international students under Chinese Government Scholarship Scheme, a total of 3,941 students from 102 universities submitted application and 3,889 got their scholarships renewed and continued their study in China; 28 others were suspended; 18 were eliminated of the scholarship opportunity, and 6 others regained their scholarship status through vigorous review. 3. Cooperative Scholarship for Studying in China While implementing the Chinese Government Scholarship Scheme, CSC actively pursued collaboration with foreign governments and enterprises. In 2007, CSC recruited 32 students receiving Pakistan Government Scholarship, 143 students receiving Saudi Arab Government Scholarship, 1 student receiving Chinese Ministry of Commerce Scholarship for Aiding Africa, 16 students receiving China National Petroleum Corporation Scholarship for Kazakhstan Government, 23 students receiving Huawei Tech Scholarship, 11 students receiving National Development Bank Scholarship, and 1 student receiving National Federation of Workers Scholarship. Currently, a total of 571 students were studying in China under foreign government scholarship and scholarships provided by organizations and enterprises. All these students were pursuing a degree in science, engineering, agriculture, medicine, economy, law or management. 4. China Education Exhibition in Foreign Countries In 2007, CSC organized China Education Exhibitions and University Promotions to Mongolia, Pakistan, Vietnam, Brunei, Kenya, South Africa, Australia and New Zealand. These exhibitions robustly promoted Chinas higher education in ways that not only more international students were attracted to China for further study; meanwhile, the education sector, higher education institutions and the public in these countries got a better understanding of Chinas recent achievements and rapid development in higher education. 10 Annual Report 2007

12 International Cooperation and Exchanges International Cooperation and Exchanges B y actively exploring collaboration with world-renowned universities, and institutions, CSC has achieved remarkable success in establishing a stable channel for sending the best students to best institutions and under the supervision of best supervisors. In 2007, CSC signed agreement with the International Rice Research Institute, University of Dublin in Ireland, New Castle University in Australia, Adelaide University, University of British Columbia, the University of Victoria in Canada, and the China-French Science and Application Foundation; renewed the MOU on Joint Chevening Scholarshipwith the British Ministry of Foreign Affairs. CSC has already signed agreements on postgraduate training with more than 50 world-renowned universities including Oxford University, Cambridge University, Harvard University, Yale University, and others. Apart from that, CSC successfully held China-EU Higher Education Forum and The ThirdInternational Graduate Fellowships Meetingand constantly expanded cooperation with multinationals. Three batches of university students have been sent to the UK for Internship Programs,and cooperation with HP, IBM and other companies continued to expand. 13 2007 Major Events 2007 Major Events 1. January 8, the signing ceremony of State-Sponsored Graduate Scholarship Program for Building High-level Universities between CSC and the respective universities was held in Beijing. Minister of Education Zhou Ji attended the ceremony and made an important speech. The signing of the agreement marked the official launch of the program. 2. January. 26, CSC Deputy Secretary-General Li Jianmin met with Tanzanian Ambassador to China Omar R. Mapuri. The two exchanged views on the situation of Tanzanian Government Scholarship students studying in China and reached consensus on further collaboration. 3. March 16, the opening ceremony for the new CSC office building was held. Mr. Zhang Xinsheng, Vice Minister of Education and Chairman of CSC, Zhao Lu, Director of Department for Education, Science and Culture of the Ministry of Finance and Zhang Xiuqin, the Secretary-General of CSC, jointly inaugurated the opening of the new office building. 4. March 20 to 23, the 2007 Annual Work Meeting of Studying in China was held in Xiamen University. Mr. Liu Baoli, deputy director of Department of International Cooperation and Exchanges of MOE, and Zhu Chongshi, President of Xiamen University attended the opening ceremony. In the meeting, CSC reported the placement of Chinese Government Scholarship during the 2006/2007 academic year and outlined the plan for the 2007/2008 academic year. 5. March 30, Promotion of Chinas Higher Education in Chinaopened in Ulan Bator, the Mongolian capital. Organized by CSC, it was the first time for such promotion activities to be held in the neighboring Mongolia. Mongolian Minister of Education, Culture and Science Mr. Ulziisaikhan Enkhtuvshin, Chinese Ambassador to Mongolia Mr. Gao Shumao, and CSC Deputy Secretary-General Mr. Li Jianmin attended the opening ceremony. Mr. Wang Daqi, Culture Counsellor from the Chinese Embassy in Mongolia and the President of National University of Mongolia and other educators also attended the opening ceremony. 6. March 30 to 31, The 5 th China Education Exhibition co-sponsored by CSC, the Chinese Embassy in Nepal and the Anige Association was held in Kathmandu. Prof. Mangal Sidhi Manandhar, Nepal Minister of Education and Sports, Ms. Xi Hui, Charge Daffairs for Chinese Embassy in Nepal, Dr. Harish Chandra Shah, President of the Anige Association, and Mr. Wu Liansheng, head of the Chinese delegation attended the opening ceremony and delivered speeches. 7. April 4 to 5, the China Education Exhibition delegation organized by CSC participated in the 17 th Pakistan International Education Exhibition in Karach. It was the second time for Chinese universities to participate in such education promotion activities since Consul-General Chen Shanmin from Chinese Consulate-General in Karachi attended the opening ceremony. 8. April 17 to 28, CSC organized three Education Exhibitions respectively in Bandar Seri Begawan, Brunei, Ho Chi Minh and Hanoi in Vietnam. It was the first time for CSC to hold such an event in Brunei, and thef ourth time in Ho Chi Minh city. 9. May 28, CSC Secretary-General Ms. Zhang Xiuqin and the British Ambassador Sir William Ehrman signed the Memorandum of Understanding to renew thejoint Chevening Scholarshipon behalf of CSC and the British Ministry of Foreign Affairs. The two sides will continue to implement thejoint Chevening Scholarshipfor another three years. Each year, up to 15 young people will be sent to the UK for one-year Master s courses. 10.June 17, CSC Secretary-General Ms. Zhang Xiuqin and Dr. Robert S. Zeigler, director of the International Rice Research Institute, signed a MOU in Beijing. According to the MOU, CSC will fund Chinese citizens for joint PhD training or research in the Institute. 11. July 17, the commencement ceremony for the first group of Pakistan Government Scholarship PhD students was held in Beijing. Dr. Wu Qidi, Vice Minister of Education, Dr. Rahman, President of the Pakistan Commission on Higher Education, and Mr. Bashir, Pakistan Ambassador to China, attended the ceremony. More than 350 students and representatives from relevant institutions and universities participated in the event. 12. July 16 to 20, at the invitation of Mr. Zhang Xinsheng, Vice Minister of Education, the Pakistan Commission of Higher Education delegation headed by Dr. Atta-Ur-Rahman paid a five-day visit to China. Dr. Atta-Ur-Rahman is the President of the Pakistan Commission on Higher Education, Ministerial Members of the Cabinet, and technology consultant for the Pakistan Prime Minister. State Councilor Chen Zhili met with the delegation; Mr. Zhang Xinsheng hosted a banquet. The delegation exchanged 12 Annual Report 2007

14 2007 Major Events views with CSC on the implementation of the scholarship program and reached consensus on further cooperation. 13. July 24, CSC Secretary-General Ms. Zhang Xiuqin met with President Michael V Drake of the Irvine Campus, University of California. Both sides discussed the possibility of further collaboration on thestate-sponsored Graduate Scholarship Program for Building High-level Universitiesand the Bilingual Teaching Program for University Core Courses Teachers. 14. September 3, CSC Secretary-General Ms. Zhang Xiuqin met with the Tanzania Ministry of Higher Education Science and Technology delegation headed by Dr. Chang ST. Naomi B. Katunzi. The two sides exchanged views on the implementation of Tanzanian Government scholarship project, the problems encountered as well as the future cooperation. 15. September 7, CSC Secretary-General Ms. Zhang Xiuqin met with Vice-Chancellor James McWha from Adelaide University, Australia. The two sides exchanged ideas on the cooperation in related fields, in particular the possibility of using State-Sponsored Graduate Scholarship Program for Building High-level Universitiesas a platform for the jointly funded PhD students. The two sides signed a letter of intent. 16. September 21 to 22, The Third International Graduate Fellowships Meetingwas held in Wuhan. The meeting was jointly hosted by CSC, Huazhong University of Science and Technology, Wood Wilson Scholarship Foundation and Washington University in St. Louis. Representatives from 35 Chinese universities and 16 American universities presented, including Tsinghua University, Peking University, Huazhong University of Science and Technology, Shandong University, Beijing University of Posts and Telecommunications, East China Normal University, Harvard University, Yale University, New York University, Michigan University, the University of Illinois and Washington University in St. Louis. 17. October 8, the Ministry of Education and the Ministry of Finance jointly held a videoconference on the implementation of thestate-sponsored Graduate Scholarship Program for Building High-level Universities. Minister of Education Zhou Ji made important remarks. Vice Minister Wu Qidi chaired the meeting. 18. October 16, the 2007 China Education Exhibitionorganized by CSC was held in Nairobi, the capital of Kenya. Xue Bing, Charge Daffairs of the Chinese Embassy in Kenya, CSC Secretary-General Zhang Xiuqin and Kenya Vice Minister of Education Muwei attended the opening ceremony. 19. October 19, The China-EU Higher Education Forum- Seminar on theasia Linkwas opened in Beijing. CSC and the European Commission jointly hosted the event. Vice Minister of Education Wu Qidi, Deputy Secretary-General of the Ministry of Science and Technology Mr. Zheng Guoan, Executive Deputy Director of CSC and Director-General of the Department of International Cooperation and Exchanges of the Ministry of Education Mr. Cao Guoxing, the European Commissioner for Education, Training, Culture and Youth Mr. Jan Figel, and the Head of Mission of the European Commission to China Mr. Serge ABOU and other officials attended the opening ceremony. CSC Deputy Secretary-General Yang Xinyu presided over the opening ceremony. The Forum was yet another important event for China and the European Union on higher education cooperation since the commencing of the first forum held in Beijing, November 28-29, More than 300 representatives from the education, science and research sectors as well as higher educational non-governmental organizations, the European Union and the EU Member States Embassies in China took part in the forum. 20. December 10, CSC and the University of Adelaide signed an agreement. According to the agreement, the two sides will jointly select Chinas outstanding students and young scholars to pursue a doctoral degree or conduct post-doctoral research in the University. 21. December 13, the 2008 Working Conference for State-Sponsored Studying Abroad Program was held in Hangzhou, Zhejiang. Mr. Cao Guoxing, Executive Deputy Director of CSC and Director-General of the Department of International Cooperation and Exchanges of the Ministry of Education, Ms. Zhang Xiuqin, Secretary-General of CSC, attended the meeting and made remarks. Li Jianmin, CSC Deputy Secretary-General presided over the meeting. Deputy Secretary-General Yang Xinyu deployed the work plans of December 17, Secretary-General of CSC Ms. Zhang Xiuqin and Deputy General Manager of China Aviation Industry Corporation Li Yuhai signed an agreement on the training of backbone personnel in aeronautical engineering technology. 23. December 21, the signing ceremony for Study Abroad Program for Young Backbone Teachers ( )was held in Beijing. CSC and the relevant universities signed agreements.
