She has held various positions at the World Bank since 1990 working on a wide range of lending operations and analytical work across all regions. As researcher in the World Bank institute she did research on issues of urban poverty, service delivery, and climate change and cities. She has authored Evaluating the Poverty Impact of Development Projects (2000), Opportunities and Challenges for Small Scale Service Providers in Electricity and Water Supply (2009), Climate Change, Disaster Risk and the Urban Poor (2012), co-authored Urban Risk Assessments (forthcoming), as well as numerous papers and country studies related to poverty reduction, the delivery of infrastructure services, and evaluation. She has also been a guest lecturer at a number of universities in the U.S. and developing countries. jbaker2@worldbank.org. Banashree BANERJEE is an urban planner, working as an independent consultant and also as an associate staff member of the Institute for Housing and Urban Development Studies, Rotterdam and visiting faculty member at the School of Planning and Architecture, New Delhi. Ms. Banerjee follows inclusive approaches to urban planning, land and city management, particularly related to the poor. She has been responsible for designing, implementing and institutionalizing participatory planning and monitoring at neighborhood and city levels. Ms. Banerjee worked for international and bilateral development institutions like ADB, GIZ, UN- HABIT, World Bank, among others and for NGOs in many Asian and African countries. She also conducts short international courses on land management and informal settlements upgrading at IHS Rotterdam. In India, she is associated with the Human Settlement Management Institute (HSMI), the Housing and Urban Development Corporation (HUDCO), the Delhi School of Planning and Architecture, and the Department of Town Planning of Kerala State. Ms. Banerjee is part of the International Expert Group on Land and Housing of UN-HABITAT and the publishing team of the Asia Cities report. banashree.banerjee@gmail.com Armin BAUER is Principal Economist in the Asian Development Bank (ADB). He is with ADB since 1995 in various functions in the operational, the strategy and policy, and the knowledge management departments. He is working mainly on poverty reduction and inclusive growth issues related to urban, rural, transport, and social protection sectors, as well as on thematic areas such as labor markets, inclusive growth, and poverty
2 2 impact assessment. One of Mr. Bauer s recent initiatives is a cooperation with ADB s Private Sector Department on promoting Inclusive Business investments in various Asian countries. He is also the coordinator of the rural-urban poverty workshop, and the focal point for the various cooperations with IPRCC in the context of ADB s poverty network. Dr. Bauer, a German national, has more than 20 years of development experience, a PhD in development economics, a M.A. in Political Economy (1987), and a BA in Administrative Science. Prior to working at ADB, Dr. Bauer was with the German technical assistance agency (GIZ, ), the German development bank (KfW, ), and grassroots NGOs in India (1984, ). abauer@adb.org Jörn BRÖMMELHÖRSTER is Principal Economist in ADB, and coordinator of ADB s Regional Knowledge Sharing Initiative (RKSI), a joint initiative between the PRC and the ADB (based in Beijing) that also co-finances the conference. Before working in the PRC, Mr. Brömmelhörster worked in various operational departments in ADB covering countries such as Afghanistan, Indonesia, Mongolia, and Pakistan. He assists the Director General in overseeing ADB's operations in the People's Republic of China (PRC) and Mongolia. Prior to his current assignment based in ADB s PRC Resident Mission in Beijing, he was the Deputy Director General of EARD. With nearly 30 years of professional experience in ADB, he has been involved in developing country strategies and programs, project processing and administration, economic, thematic and sector work, regional cooperation, and private sector development. His sector experience includes transport and communications, power, banking, finance, education, health, and urban development. He served as Deputy Country Director of PRC Resident Mission in , and Country Director of ADB Indonesia Resident Mission in He was also involved in projects on Thailand, Bangladesh, Bhutan, Mongolia and Fiji. Mr. Cua holds an M.A. in Economics and a Master in Urban and Regional Planning from University of Southern California. He studied at the Beijing Language and Culture University. ecua@adb.org GONG Sen, is the Deputy Director for Research Department of China State Council Development Research Center (DRC). He has been working with DRC since Before, he has been a researcher with Ministry of Labor and Social Security (MOLSS) from 1992 to 2002, and with Ministry of Civil Affairs (MOCA) from 1989 to His research interest includes social security, public health, demographics and employment. He was recently involved in the joint research by DRC and World Bank, Urban China: Towards Efficient, Inclusive and Sustainable Development. Graduated from the Department of Industrial Economics, Renmin University of China in 1982 with BA in Economics, and graduated from the Development Study Center of Swansea College University of Wales in 1994, received a master's degree in economics. She
3 3 once served at NDRC and Ministry of Construction and Housing, engaged in policy research and study on the economic and social assessment methods of investment projects. In 1995, she joined LGOP to work in integrated village-based poverty alleviation program in contiguous area and the planning for post-disaster recovery and reconstruction of poor villages in Wenchuan Earthquake affected areas. She ever participated in project design, implementation and monitoring in the five poverty alleviation projects cooperated with the World Bank. Besides she has also worked with ADB, DFID, AusAID, JICA, Oxfam, World Vision and other international agencies and NGOs in China for poverty reduction program. She has served as consultant in AusAID supported water management projects in Hebei, environment and poverty alleviation projects in Shanxi, and poverty impact assessment of the World Bank s health projects. HUANG Zuhui is the Dean of China Academy for Rural Development at Zhejiang University, and the Dean of the Center for Agriculture and Rural Development (CARD) at Zhejiang University, a key research institute of Humanities and Social Sciences approved by the Ministry of Education, Qiushi (which means seeking truth). Mr. Huang is also Distinguished Professor of Zhejiang University, member of the Advisory Council of Zhejiang Provincial Government, Executive Director of Chinese Association of Agricultural Economics, member of the Soft Science Committee of the Ministry of Agriculture, standing Vice Director of Zhejiang Association of Agricultural Economics. Professor Huang is specialized in rural economy, rural development, industrial organization and institutional study. His main research areas include rural economy and rural development, and industrial organization and institutional arrangement. He is responsible for key projects of National Social Sciences Fund and major research projects of Humanities and Social Sciences of the Ministry of Education. He has won over ten provincial awards and published over 200 papers and ten monographs on many Chinese and foreign journals, such as Social Sciences in China, Economic Research, Management World, Chinese Rural Economy, Issues in Agricultural Economy. Arnaud HECKMANN is Urban Development Specialist in ADB s East Asia Department working on several urban infrastructure development projects and technical assistances in PRC and Mongolia. Before working for ADB he worked with various international organizations (ADB, World Bank, AfD, OECD) as project manager for the design/preparation of urban and regional infrastructure and on urban prospective analysis (demographic study, urban and regional study, master plan assessment, mapping) and development scenarios formulation. He has a Masters in Comparative Development Research from the EHESS -School of High Study in Social Science -, a Masters in Human Geography from Toulouse University and a Diploma in Chinese Language from Paris University. aheckmann@adb.org Ulrike LASSMANN is the Director of the China Office of KfW, the German Development Bank, in Beijing. Since 2002, she has held various positions at KfW as senior expert financial sector in the departments East Asia as well as Middle East/ North Africa. Until recently, Mrs. Lassmann headed the division for financial sector development in the Western Balkans. Her expertise in financial sector covers amongst other structured microfinance funds, guarantee funds as well as green financing via banking sector. In
4 4 2008, she set up a new office for KfW in Damascus, Syria and was in charge as Director of the Office until 2011, covering projects in social sector and public infrastructure. Before joining KfW, she has worked more than 10 years at the central institute for cooperative banks in Germany, DZ Bank AG, and has gained extensive knowledge in commercial financing mechanism for small and medium enterprises (SME) in Germany. Graduated from University of Tuebingen, Germany, Mrs. Lassmann has a MA degree in Sinology, Japanology and Ethnology. From 1984 to 1986 she studied in Beijing at the Language Institute and modern Chinese history at Beijing University (Bei Da). ulrike.lassmann@kfw.de Edward Leman established CHREOD in 1985 and has led the firm s consulting and research activity in more than 110 cities in North America and Asia. Consulting assignments led by Mr. Leman include: environmental revitalization programs, climate change risk assessments, calculating city-wide carbon emissions from transport and energy, preparation of metropolitan development and regional development policies and strategies, and economic and settlement planning support in cities. Mr. Leman has published widely on urban and regional policy, including co-authoring two books on development finance and governance. He is a Senior Fellow at the Global Cities Program in the Munk School of Global Affairs, University of Toronto. leman@chreod.com LI Xiaoyun is Dean of College of Humanities and Development Studies, and Dean of School of Public and Policy Studies, Director of Research Center for International Development at China Agricultural University, and Senior Advisor of International Poverty Reduction Center in China, and Director of OECD/China-DAC Study Group. In 1987, he got PhD in agricultural sciences from Beijing Agricultural University (now China Agricultural University) and worked as policy analyst in the Central Party s Committee s Research Department for Rural Development, and since 1989 he became the Director of International Rural Development Center at Beijing Agricultural University. After 1990, he studied in Germany and the Netherlands for development studies, and continued his PhD study in development sociology in the Netherlands. He holds the advisory post for many institutions, such as Standing Trustee of Chinese Agriculture Economics Society, Deputy General Secretary of the China Women's Studies Society, member of advisory committee of the State Council for poverty reduction, and member of advisory committee for All Women s Federation in China, Adviser of China Association for NGO Cooperation, Trustee of China Foundation for Poverty Alleviation, member of the advisory committee of the One, and member of advisory committee for ESRC/DFID in UK, and member of advisory board of Rising Power Initiative IDS/DFID. His work covers development intervention, gender and development, poverty reduction, climate change, international development aid, China s foreign aid, China and Africa, Africa s agricultural development. He received many awards, like China Poverty Reduction Award, Youchange Poverty Research Award. OU Qingping is the Vice Minister of the China State Council Leading Group Office of Poverty Alleviation and Development (LGOP). Mr. Ou graduated from the Agronomy Department of Northwest Agricultural University. He has 30 years of experience in international agricultural cooperation, international development and rural poverty reduction. Before taking his current post, he served as the Director General of the National Training Center for Cadres in Poverty-
5 5 stricken Areas of LGOP, and was also the Director General of the Foreign Capital Management Center of LGOP. From 1984 to 2001, he worked at the International Cooperation Department of the Ministry of Agriculture and China Global Agriculture, Livestock and Fishery Cooperation Company. During that time, he took a temporary post for poverty reduction in Enshi Tujia & Miao Autonomous Prefecture of Hubei Province. Peter NIENTIED is an independent consultant in the Netherlands working on projects in western and eastern Europe and in developing countries (especially South Asia). Mr. a possible resource person for the paper on Western Europe. Mr. Nientied is geographer-planner by education and also has as a management degree. He was earlier with Institute for Housing and Urban Development Studies (IHUDS) in Rotterdam, the Netherlands, conducting international courses, masters programs and research. Thereafter he joined a private sector firm in Holland, which works extensively with municipalities in Western Europe on training and institutional reforms of cities and decentralized urban geographical areas. Mr. Nientied Peter has worked in India and Pakistan on informal settlements and continues to work in Albania with an NGO that is working in villages and informal settlements in peri-urban areas. nientied1@chello.nl Paul PROCEE is Lead Urban Specialist in the World Bank s East Asia Department, currently situated in Beijing. Mr. Procee is an environmental engineer specialized on urban environmental and infrastructure management, and manages projects related to urban infrastructure, water supply, sanitation, solid waste, transport, and disaster risk management, including the Wenchuan Earthquake Recovery Project. Mr. Proceed has recently worked on a joined World Bank and China Development Reform Commission (DRC) multidisciplinary study on Urban China: Towards Efficient, Inclusive and Sustainable Development. Paul was one of the main authors and coordinators of the Pillar Report on urban planning and spatial development, focusing on developing compact and liveable cities. pprocee@worldbank.org Sucharita SEN is an Associate Professor in the Centre for the Study of Regional Development, at the School of Social Sciences in Jawaharlal Nehru University, Delhi India. A geographer by training, Dr. Sen works particularly on land resources and rural livelihoods and employment, on watershed management, and on gender issues in rural areas and cities (she works particularly with migrant children). Ms. Sen (a national of India) is associated to the Ohio State University, the Indian Central Board of Higher Secondary Education, the Indian National Council of Educational Research and Training. She is a senior Consultant for the National Council of Applied Economic Research in New Delhi, for which she works on regional aspects of information and communication technology in India. ssen.jnu@gmail.com SHAO Feng is Deputy Director General of the Zhejiang Poverty Alleviation Office and Deputy Director of the Leading Group Office of Rural and Agricultural Development of Zhejiang Province. He is the 10th and 11th member of Zhejiang Province CPPCC. He has five years working experience in Zhejiang Rural Policy Research Office. Mr. Shao also acts as part-time professor in Zhejiang University, Zhejiang Sci-Tech University and Zhejiang Normal University. Mr. Shao is also the vice-chairman of Zhejiang Sociological Association, the vice-president of the Zhejiang Association of Agricultural Economics, the executive director
6 6 of the Zhejiang Economist Association, and the director of the Chinese Association of Agricultural Economics. He has a MA degree on sociology from East China Normal University, and has won over 10 provincial and ministerial scientific research achievement awards. His book "Balanced Development of Zhejiang Province" was one of best pieces of the 3rd China's Rural Development Research Award in He received his master s degree in sociology from East China Normal University and doctoral degree in agricultural economy management from Zhejiang University. sf @qq.com Ramola Naik SINGRU, an Indian national, is a senior urban development expert with more than 15 years of international multi-disciplinary expertise in integrated urban planning, urban environmental infrastructure and inclusive growth. Ms. Naik Singru is the Regional Team Leader of ADB's GrEEEn Cities Initiative, aimed at improved livability of cities in Southeast Asia and has effectively managed diverse, multi-disciplinary and cross-sector teams. Ms. Naik Singru has strong research experience in impact assessment of strategic planning agendas and policies in urban development. She led the formulation of national urban assessments (NUAs) and authored the Inclusive Cities Toolkit under ADB s Urban Operational Plan She works on integrating the inclusive cities agenda through city-visioning and participatory planning in the design of urban projects at ADB. She has worked with multi-lateral development institutions like ADB, UN-HABITAT, CDIA, among others. She holds a Master's degree in City Design and Social Science from the London School of Economics and Political Science (LSE), and a Bachelor's degree in Architecture from the University of Mumbai. Sridharan is currently the Director of the School of Planning and Architecture in Vijayawada, India. Formerly, he was head of the Department of Regional Planning at the School of Planning and Architecture in New Delhi. He also worked for the Ministry of Urban Development of the Government of India. Sridharan is an economist turned Urban and Regional Planner and Financial Management specialist. He has done many evaluation studies on rural and urban poverty alleviation and employment generation programmes for a public sector bank. N.
