1 UNC Asheville Division of Student Affairs Departmental Annual Report Health and Counseling Center Academic Year Department Mission Our mission at the UNCA Health and Counseling Center is to be student centered and offer services to meet the needs and lifestyles of the individuals we serve. Services are offered in a collaborative approach in order to address the needs of the whole person. We believe that the physical, psychological, spiritual, and social well being are interconnected and related to our students ability to learn, serve the community, and maintain health in a collegiate environment. We believe the importance of partnering with students to encourage their quest for health and well-being which leads to academic success. We encourage students to adopt a lifelong commitment to wellness and healthy living through education and outreach activities. We support alternative approaches to healthcare and consider their effectiveness when addressing the unique needs of students. Staff Commitment Staff strive to understand the whole person in the delivery of care Staff is healthcare professionals and educators who listen without judgment and assist students in pursuit of physical, psychological, spiritual, and social well being. Staff is committed to expanding their knowledge base, continually taking an inventory of skills, and seeking opportunities for personal growth. Executive Summary This has been a productive year for the Health and Counseling Center. The most significant accomplishment is the implementation of the Medicat electronic medical record and scheduling system in the Counseling Center. This will allow all documentation to be recorded and stored electronically which will enhance security and privacy. A new substance abuse educator/counselor was hired and she has done a marvelous job of implementing new strategies for substance abuse education. Great efforts have been made by the Health and

2 Counseling staff to do more outreach and to be more involved in campus activities. A case manager was hired and starting implementing the case management function within the counseling center. The two areas that were challenging was the recruitment of an Associate Director of Health and Counseling. Three searches, with a limited candidate pools, were conducted and (for a variety of reasons,) the candidates chosen did not accept the job. This also impeded the further development of the integrated care model. The implementation of one portion of the electronic medical record could not be implemented in health services due to the limitations of IT staff. Significant progress has been made in both the UNC Asheville health insurance and the immunization compliance programs. New Program and Initiatives The most significant programs that were implemented for the year: electronic medical record for the counseling center development of the case management function implementation of the new substance abuse education program expansion of peer education program re-establishment of groups in the counseling (substance abuse) and health center (weight control.) Assessment of Goal Completion Department: Health and Counseling Year: Outcomes Provide and expand integrated care approach to all health and counseling services SHAC staff will articulate integrated care principles at annual evaluation. Students will report a 90% satisfaction rate after receiving health and counseling services Full implementation of information system by March 1, 2010 Implement an integrated information system for health and counseling including an electronic medical record for health and counseling services. Work with Medicat staff to design implementation plan. Work with UNCA departments such as IT and Facilities to develop implementation plan Implement plan for information system. Provide training to staff Educate students on the benefits and features of new system. Continue to provide educational opportunities for staff to understand integrated care concepts through consultation, training modules, and other training opportunities. Recruit SA Counselor and Associate Director to enhance service offerings Development of inter-disciplinary team to address medical and mental health issues The staff has completed a self study and ongoing discussions about integrated care and 100% of staff can articulate understanding of these principles. The results of the next 2010 graduating survey will be published in the coming

3 months. A student satisfaction survey was not conducted awaiting the hand held units provided through the StudentVoice initiative. The health and counseling center completed over 10,000 visits for the academic year. According to the complaint log, there were a total of 6 complaints logged in about services for the year. All of these complaints were handled directly by the Director of Student Health and Counseling. The Medicat EMR was fully implemented in the Counseling Center in the Spring 2010 semester for moth the scheduling and EMR modules. All staff for both the health and counseling center received training from Medicat educators. There has been a delay in the implementation in the Health Services due to limitations with the UNC Asheville IT staff. The Director of Health and Counseling has met with IT staff and the remainder of the system will be rolled out this summer. UNCA Student Affairs Goals and Strategic Direction Students promote and practice wellness. Retention Increase student engagement, retention, diversity, and graduation rates while maintaining or improving selectivity. Students understand the interconnectedness of all disciplines, ideas, actions, and individuals. Prepare students for 21 st century Purposeful community Clinical health services must identify relevant and desirable student learning and developmental outcomes and provide services that encourage achievement of those outcomes. Clinical health services should contribute to the general education of students in areas of behaviors and environments that promote physical, psychological, spiritual, and social health. Outcomes Provide adequate services for medical and mental health needs to African American, Latino, Asian, Native American, and GLBQ students. Underserved and diverse populations will participate in services and outreach programs at a percentage representative of the UNCA student body. 90% of students in these categories will express comfort when accessing health and counseling services. Collaborate with the Director of Multi-Cultural Center and assist in the development and planning of this center.. Provide outreach to students enrolled in exchange program with NC A&T Develop outreach activities and programs specifically designed to target these populations.

4 Offer appropriate health and mental health services as determined by the needs assessment.. Develop and implement strategies to meet the unique needs of diverse and underserved populations. The percentage of students of students who choose to identify with one of the diverse populations was: White: 94.1% Afr/Amer 2.9% Hispanic 1.8% Asian 1.1% According to the UNCA Fact Book published by the Department of Institutional Research the percentage of minority students is the following White: 92% Afr-Amer 2.5% Hispanic 3.5% Asian 1.4% Other.6% When comparing the data from the UNC Asheville Counseling Center with the overall campus data, it appears that White, African/American, and Asian students are receiving service at the same percentage. There is an opportunity to do more outreach to the Hispanic population since according to this data they are not being served at the same rate as the overall Hispanic population. It is important to note that 56 students did not want to identify a race and therefore the impact of these 56 students on the outcome is unknown. The results of the 2010 Senior Survey will be available shortly. Assure that faculty and staff in all departments work to make their membership more diverse and their department culture more inclusive and welcoming each year. Students develop a respect for differences. Students demonstrate a responsibility to individuals, community, and humanity Prepare students for 21 st century Increase educational attainment of under represented populations Just and caring community Clinical health services provide easy and equal access to services by all students. Clinical health services must nurture environments where commonalities and differences among people are recognized and honored. Clinical health services must address characteristics and needs of a diverse population when establishing and implementing policies and procedures. Outcomes Provide a more systematic and focused approach to outreach activities related to health and counseling issues relevant to the college population. Students will report a 90% satisfaction rate when participating in outreach programs and accessing the health and counseling center services. 90% of students who participate in outreach activities can identify their individual

5 health and mental health needs. Identify two topics/themes to focus efforts and target resources based on ACHA survey. Use SHCAC to provide direction and feedback on outreach programs. Conduct the ACHA survey in the Fall 2009 semester. Programs and activities will be developed based upon assessment of student interests. Participation in the national events such as alcohol awareness week, eating disorder awareness week, national depression screening day, and other appropriate events. Assessment were completed on 6 events throughout the semester - Saving Private Parts, Food and Sex, Guaradasil for Men, STI Rubber Ducky Pond, Naked Truth, and Condom Program. The attendance to these programs was as follows: Saving - 32; Food/Sex - 63, Guardasil for Men - 14, Rubber Ducky - 21, Naked Truth - 35 female/8 male, and Condom The individual reports for these events are available in the Health and Counseling Center. It was determined that this was extremely difficult outcome to measure and it was not specific enough to be meaningful and therefore the surveys were not completed. The PAWs program for the next academic year will be looking at how to assess the activities offered to students. Prepare students for 21 st century Purposeful and caring community Clinical health services should create opportunities to address documented health issues and medical services needs within the student community it serves. Clinical leaders must promote campus environments that result in multiple opportunities for student learning and development. Upgrade substance abuse programs and services within health and counseling center and across the campus community. Hire substance abuse counselor Reinvent substance abuse task force Revise substance abuse level system Develop an annual substance abuse education plan Revise policies and procedures related to substance abuse Implement ACHA student health survey in Fall 2009.

6 Expand peer education program UNCA Student Affairs Goals 6 out of 7 of the strategies have been implemented and include: 1) hire SA professional 2) revise SA level system 3) develop annual SA plan 4) revise policies and procedures 5) implement ACHA survey 6) expand peer education program The strategy not completed was the reinvention of the substance abuse task force. A new committee was formed (or reinvented) with new membership, but only met once in the academic year due to the demands of the Counseling Center. This will be a priority for the academic years. Students persist and achieve academically. Create a culture of evidence, especially in relation to student outcomes stated in our plan and making the case for deliberate interdisciplinary learning, for the purpose of demonstrating our success and effectiveness. Track and communicate key data for cohesive flow of information and efficient dovetailing with accreditation requirements. Students understand the interconnectedness of all disciplines, ideas, actions, and individuals. Establish accountability and performance measure that demonstrate success in carrying out mission. Continue to seek an efficient use of available resources in the fulfillment of the mission. Purposeful and disciplined community Evidence of measure of quality, such as accreditation of services, the use of recognized standards, and data on delivery and effectiveness. Conform to the general level of acceptable practice that is theory based and data driven and compliant with pertinent standards, regulations, and professional standards.
