1 IAEM Oceania AGM Wednesday, 8 November 2017 Representatives Report New Zealand January November 2017 I am pleased to provide a summary of the 2017 key IAEM activities for New Zealand. IAEM Featured Mentor Program In response to the call for interested Certified Emergency Managers (CEM s) to be involved in the Featured Mentor Programme, three New Zealand based CEM s applied and were selected to undergo the required training on 5 th April The following New Zealand CEM s are currently Featured Mentors and registered on the IAEM website at Kristin Hoskin CEM Clinton Naude CEM Sarah Holland CEM CEM Networking Forum New Zealand 2017 saw the initial meeting of a CEM networking forum in New Zealand. This meeting was facilitated by teleconference and was attended by all current New Zealand CEM s Kristin Hoskin CEM Clinton Naude CEM Sarah Holland CEM Steve Glassey CEM Lee Hazelwood CEM Charles Blanche CEM Discussions were held on the following topics which resulted in a number of the successful activities in How we might promote IAEM and specifically the CEM/AEM Potential to engage in the annual Emergency Management Conference Support network to those applying for CEM/AEM
2 National Emergency Management Conference 2017 The Ministry of Civil Defence & Emergency Management (MCDEM) hosted the National Emergency Management Conference 2017 in Wellington from 7-9 June The theme of the conference this year was The Future of Emergency Management Making it happen. The key note speaker was Craig Fugate, former Administrator of the Federal Emergency Management Agency (FEMA) It was an opportunity to build on the IAEM engagement from the previous years with a number of key activities. IAEM Static Display An IAEM static display was setup for the duration of the conference which featured an IAEM promotional banner and IAEM brochures on IAEM membership, the Certification Programme, Scholarship Programme and the IAEM 2017 Conference in the USA. 3 IAEM Attendance It was great to see a strong IAEM attendance by CEM s. Kristin Hoskin CEM Clinton Naude CEM Sarah Holland CEM Charles Blanche CEM All CEM s were clearly visible and wore their lapel pins and CEM conference attendance tags with pride. Thank you to Kristin Hoskin CEM, IAEM Vice-President Oceania for providing CEM pins and conference tags IAEM-Oceania Awards The IAEM 2016 Awards were presented to New Zealand Recipients at the National Emergency Management Conference 2017 held in Wellington. The conference dinner was the main event which saw various CDEM awards being presented by the Minister of Civil Defence, Hon Nathan Guy and the Director of Civil Defence, Sarah Stuart-Black. The IAEM 2016 Awards were presented by Kristin Hoskin CEM, IAEM Vice-President Oceania. The winners in three award categories, two Oceania Awards and one Global Award were recognised. The 2016 IAEM-Oceania Business & Industry Preparedness Award was given to the Wellington Society for the Prevention of Cruelty to Animals (Wellington SPCA) for its creation of New Zealand's first animal emergency management reserve training program. The SPCA nationally plays an important role in disaster response, yet has never had a formal training capacity other than a specialist technical rescue unit based in Wellington. Volunteers now are cross-trained to provide emergency management surge capacity with specialist training in setting up and operating pet-friendly evacuation centers (which improves evacuation compliance and enhances the psycho-social well-being of affected evacuees), microchipping (to aid in rapid reunification of non-chipped evacuated animals) and the ability to assist emergency services with door-to-door evacuation of homes,
4 including pets. This is a national first, providing a model for other SPCAs throughout New Zealand and around the world. This winning entry also received the IAEM-Global Business & Industry Preparedness Award. The Business & Industry Preparedness Award recognizes excellence in implementing a program that plans for multiple hazards, sets implementation priorities, is cost effective, links all levels of the organization, and coordinates with local emergency response and management agencies. The 2016 IAEM-Oceania Public Awareness Award, Division 2 (regional/nonprofit) winner is Wellington Region Emergency Management Office, for its development and presentation of a series of Organizational Resilience Symposia, to build organizational resilience for small businesses, school, and aged residential care facilities. Each session is facilitated to guide participants through disaster preparedness and continuity of operations and support relationship building amongst peers within a sector. It is recognized that these three groups are some of the most vulnerable to disaster. These symposia have allowed WREMO to connect with much larger numbers than traditional one-on-one planning while also encouraging cross-pollination of ideas among participants. Feedback has been tremendously positive and has changed WREMO's community engagement approach. The Public Awareness Awards recognize outstanding public awareness programs or public education products related to emergency management, homeland security, and/or disaster preparedness. 8 IAEM Workshop Certification Kristin Hoskin CEM, IAEM Vice-President Oceania and Clinton Naude CEM, IAEM National Representative New Zealand facilitated one of the workshops on day three of the conference on the topic of the IAEM Certification Programme. The workshop was well attended with a number of follow up enquiries resulting. A special vote of thanks to Sarah Holland CEM who attended the workshop and participated in support of the IAEM Certification Programme. Ministerial Review: Better responses to natural disasters and other emergencies in New Zealand July 2017 As a result of a number of significant events in New Zealand the Minister of Civil Defence commissioned a Ministerial Review to look into improving responses to natural disasters and other emergencies in New Zealand. A Technical Advisory Group (TAG) was setup to lead the review. Clinton Naude CEM, IAEM National Representative New Zealand took the opportunity to facilitate an IAEM submission to the review which was consulted with all the CEM s in New Zealand and the Executive of the Oceania Council. The result was a submission under the signatures of Kristin Hoskin CEM, IAEM Vice-President Oceania and Clinton Naude CEM, IAEM National Representative New Zealand. The submission covered off the key topics of Introduction to International Association of Emergency Managers Professionalism of Emergency Management National Training Standards Certification (CEM / AEM ) In September 2017 Clinton Naude CEM, IAEM National Representative New Zealand appeared before the TAG Review Panel and spoke in support of the submission. Currently it is understood that the TAG Review report and recommendations are with the Office of the Minister of Civil Defence pending a decision.
