4 Introduction HA develops and implements a public housing programme to meet the housing needs of people who cannot afford private housing. We are committed to providing quality housing in a proactive and caring manner backed with our 4C core values As at January 2017, the HA has more than 40 active new works construction sites in progress More than 11,000 workers in HA new works contracts and 3,700 workers work in maintenance works contracts According to Policy Address , the housing supply target for the next decade from is 200,000 public rental housing units and 80,000 subsidised sale flats We strive to provide safe and health working environment for construction workers 4

13 Welfare Facilities Implementation of P and N Caring Programme (para. 5.9) HA complies with CIC Guidelines on the Implementation of P and N Caring Programme Probationers They are workers who newly join the construction industry or with relevant work experience of < 6 months Provide identification with P labels for not less than 3 months Assign mentors (ratio of 1 mentor to not more than 4 probationers) to guide probationers Provide safety orientation programme to give guidance on site safety and work, and familiarization of the site Remove P label when mentor is satisfied with probationer s safety performance after 3 months caring period New-comers They are workers with job experience of > 6 months but newly arrive at the site Provide identification with N label for not less than 2 weeks Provide safety orientation programme to give guidance on safety and work, and familiarization of the site 13

15 Health Measures Automated External Defibrillator (para. 6.2) Provide AED with trained personnel to operate AED Health Assurance Programme (para. 6.4) Consider work related health aspects, e.g. preemployment and routine medical examination of employees engaged in specific jobs Conduct risk assessment to identify necessary health surveillance Use health surveillance to detect adverse health effects at early stage Review health related matters which affect workplace such as fumes or vapours from hazardous or toxic substances, pollution, noise, radiations. 15

16 Health Measures Working in Hot Weather (Para. 6.5) HA complies with CIC Guidelines on Site Safety Measures for Working in Hot Weather Reduce Exposure of Workers to Hot Environment Keep heat-generating machinery away from workers or use insulating materials to minimize heat dissipation Use mechanical aids to minimize workers physical exertion Take heed of weather report, reschedule outdoor work, arrange job rotation or rest breaks to avoid prolonged working in hot weather Assign a lower workload or shorter working duration for worker new to hot environment Avoid assign workers who have difficulties to work under hot environment Arrange 15-minute rest period in the morning from May to Sep every year and 30-minute rest in the afternoon Provide training, information of risks, knowledge in symptoms of heat-related disorders, precautionary measures and emergency response for working in hot environment Prohibit consumption of alcoholic drinks 16

17 Health Measures Non-smoking Policy (para. 6.6) Mandate a non-smoking policy In case contractor does not fully prohibit smoking on site, include a site plan showing location of smoking areas and requirements of provisions of fire fighting appliances and cleaning services in the policy 17

21 Safety Measures Safe Working Cycle (cont d) (para. 7.5) Pre-work Activities for Main Contractor Pre-work Exercises (PES) and Safety meeting, Hazard identification Activity (HIA) and Prework Safety Checks are collectively called Prework Activities Pre-work Activities to be carried out prior to work Maintain attendance records of workers and certified by site agents Maintain electronic records showing attendants for inspection by site staff Trade Specific Pre-work Activities for NSC Nominated Sub-contractors need to conduct trade specific Pre-work Activities (Hazard Identification Activity (HIA) meetings and Pre-work Safety Checks) before commencement of work 21

22 Safety Measures Safety Representatives (para. 7.6) Organisation Chart Safety staff organisation structure to include an organisation chart showing responsibility and accountability from - managing director - project manager - safety manager - site agent - safety officer - safety supervisor Lifting Operation (para. 7.7) Tie all materials safely and securely Arrange site personnel to assist slinger to carry out lifting operation within lifting zone 22

23 Safety Measures Silver Card Training (para. 7.9) Advanced Safety Training for Specific Trades Include in safety plan the programme and number of workers to receive silver card training provided by CIC Identify workers in specific trades without silver card and coordinate their enrolment in silver card training 1) Painter and decorator 2) carpenter 3) demolition worker 4) plumber 5) bar bender and fixer 6) plasterer and tiler 7) bamboo scaffolder, metal scaffolder 8) construction materials rigger 9) curtain wall installer 10) tower crane worker (erecting, dismantling, telescoping and climbing) 11) lift mechanic Arrange and release these workers to attend the training Bear the fees and pay workers the wages they would earn during the period of attending the training courses 23

24 Safety Measures Personal Protective Equipment (para. 7.10) Safety Helmet Workers to wear helmet with ventilation slots and Y-type chin strap Helmet provided with sunshade accessories such as brim and neck protector as appropriate Normally < 2 years from date of manufacture unless suppliers / manufacturers provide proof of longer life span of helmets Clothing, Footwear and Eye Protection Site uniform with reflective strips for workers Wind breaker with reflective strips for workers Safety boots for workers except bamboo scaffolders, plasterers and tilers Sunglasses for workers in civil engineering works Training and Supervision Workers to wear protective respirators in spray painting Provide guards to moving parts of machine Provide workers with information, instructions, training and supervision for proper use of PPE 24

25 Safety Measures Safety Promotion / Incentive Scheme (para. 7.11) Posters for Promotion of Safety Messages Obtain and display posters of Labour Department, CIC and OSHC in English and Chinese prominently on site throughout the contract period Help to promote safety messages Incentive to join Territory-wide Safety Campaigns under Integrated Pay for Safety, Environment and Hygiene Scheme (IPSEHS) Through IPSEHS, encourage contractor to join territory-wide safety competitions organised by Labour Department, CIC and OSHC, e.g. Construction Safety and Health Promotional Campaign, Good Housekeeping Promotional Campaign, etc. Maximum 4 nos. one-off payments for entry to safety award competition in one contract Maximum 4 nos. one-off payments for winning open competitions in one contract 25
