2 International Development Policy and Procedures Stranmillis University College is committed to the safety, health and well-being of all students engaging in Erasmus, International or other Study Abroad programmes (both outgoing and incoming) and to that of Stranmillis staff undertaking business trips abroad. This document outlines current practice and procedures to be followed in the event of a problem/emergency situation and should be read in conjunction with the University College s overall Safety, Health and Well-Being Policy. Section 1: Students - Outgoing 1.1 All outgoing Erasmus/International students must ensure the following: a) They provide the International Office with a copy of additional travel insurance to cover any high risk activities they intend to undertake (e.g. skiing, whitewater rafting, bungee jumping etc) and/or any additional travel beyond their basic Erasmus/International agreement. Basic insurance, including travel, health, serious injury, death and repatriation, is fully covered by the Stranmillis University College insurance policy. b) They have a valid European Health Insurance Card (if visiting EU countries). c) They visit the University College nurse at least six weeks prior to departure and ensure they have taken adequate medical precautions e.g. vaccinations (if necessary). d) They have provided details of next of kin with contact numbers for the International Office. e) They make regular , blog or phone contact with the International Office (m.mulhern@stran.ac.uk or international@stran.ac.uk once per week. Disclaimer: It is the student s responsibility to ensure they have adequate insurance for their trip. Stranmillis University College will not be held responsible for any outgoing student who travels without adequate insurance for any high risk activities they intend to pursue. 1.2 In the case of injury/illness/emergency the following procedures should be followed: Minor injury/illness (not requiring medical attention) a) Report to the International Office of the host institution as soon as possible, if necessary Moderate injury/illness (requiring medical attention by a doctor, nurse or hospital, but without hospital confinement) a) Report to the International Office of the host institution within two days. b) Report to the International Office at Stranmillis (m.mulhern@stran.ac.uk or international@stran.ac.uk ) and complete and return an Accident Report form (Appendix 1) to the International Office, as soon as is reasonably practicable. 2

3 c) The International Office will report to the Principal and International Serious injury/illness (requiring hospital confinement) or death a) Ensure the International Office of the host institution reports serious injury/illness/death to the International Office at Stranmillis as soon as possible or ). b) The International Office will report to the Principal and International c) Member of staff and/or next of kin visit may need to be organised. d) By mutual agreement, student may return home. 1.3 In the event of serious injury/illness (requiring hospital confinement) or death of a Stranmillis student, the International Office will: a) Contact the next of kin. b) Provide the next of kin with details of the Stranmillis University College s insurance policy and any additional insurance purchased by the student (if required/appropriate). c) Arrange a visit by a member of staff to the hospitalised student (if required). 1.4 In the event of Harassment and/or Discrimination of a Student on International Placement Trip (including sexual, religion, gender, race etc), the student must: a) Report to the International Office or a member of staff in the host institution (and at least one other student if possible) b) Contact local police and file a report, as appropriate. c) Report to the International Office at Stranmillis. d) The International Office will report to the Principal and International e) Member of staff and/or next of kin visit may need to be organised. f) By mutual agreement, student may return home. NB: It is important to bear in mind differences in culture in this respect and it is the students responsibility to familiarise themselves with local cultural traditions and norms. 1.5 In the case of other problems/difficulties, the following procedures should be followed by the student: Problems with Academic Programme a) Report to the International Coordinator in the host Erasmus/International/Study Abroad institution. b) All amendments to programmes must be reported to the International Coordinator and International Office in Stranmillis within the first week/ten days after arrival. 3

4 1.5.2 Homesickness a) Talk to other students b) Avail of student support services at host institutions if provided c) Inform the International Coordinator/International Office in the host institution. d) Inform the International Office at Stranmillis or ), where it is deemed necessary the student will be provided with access to Carecall. Section 2: Students Incoming 2.1 All incoming Erasmus/International/Study Abroad students are required to have health insurance covering travel, health, serious injury, death and repatriation Erasmus/European students must also hold a valid European Health Insurance Card. The International Office will ask all institutions sending students to Stranmillis to ensure their outgoing students have adequate insurance cover and will request a copy for our records. Disclaimer: It is the student s responsibility to ensure they have adequate insurance. Stranmillis University College will not be held be responsible for any incoming student who travels without adequate insurance On arrival all Erasmus/International/Study Abroad students are provided with: a) An information pack including telephone numbers for: o local doctors (including GP out of hours) o Queen s University Health Centre o local hospitals (including Accident and Emergency numbers) o Carecall o local pharmacies Loughview and Botanic o two local taxi companies b) a card with useful contact numbers c) a full induction programme which includes a visit to Student Support Services and information on their provision Student Support Services have a list of useful/emergency contact telephone numbers on the door for students when the office is closed and there are a number of posters in the halls of residence with out of hours contact telephone numbers Useful/Emergency Contact Telephone Numbers are also available on the Student Support Services web site. 2.2 In the case of injury/illness/emergency the following procedures should be followed: Minor injury/illness (not requiring medical attention) a) Report to the International Office if necessary. 4

5 b) Whilst on school placement, contact the school directly and/or the Schools Desk in Stranmillis Moderate injury/illness (requiring medical attention by a doctor, nurse or hospital, but without hospital confinement) a) Report to the International Office and/or Student Support Services to organise a visit to the nurse, pharmacy, Queen s University Medical Centre or hospital as required and within two days. b) A taxi can be ordered and a member of staff may accompany the student if required. c) If on school placement, a fellow student should contact the school/international Office and/or Schools Desk as early as possible Serious injury/illness (requiring hospital confinement) or death a) Security on front gate should be advised if an ambulance is coming. b) The International Office will report to the Principal and International c) The International Office will inform the International Office of the home institution (in order that the student s parents may be contacted as soon as possible). d) Member of staff of the home institution and/or next of kin visit may need to be organised. e) By mutual agreement, the student may return home. 2.3 In the event of serious injury/illness (requiring hospital confinement) or death of a Stranmillis student, the International Office will: a) Contact the home university as soon as possible. b) Help to arrange visit for staff of home institution and/or parents as required e.g. travel/accommodation/transfer from/to airport. 2.4 In the event of Harassment and/or Discrimination of a Student on International Placement Trip (including sexual, religion, gender, race etc), the student will: a) Report to the International Office (and at least one other student if possible) b) Contact local police and file a report, as appropriate. c) Report to the International Office of the home institution. d) The International Office at Stranmillis will report to the Principal and International e) Member of staff of the home institution and/or next of kin visit may need to be organised. f) By mutual agreement, student may return home. 5

6 2.5 In the case of other problems/difficulties, the following procedures should be followed: Problems with Academic Programme a) Report to the International Office. b) Student requirements will be reviewed and change of module forms completed if required. c) All amendments/changes must be completed within first week/ten days after arrival. d) International Coordinator in home institution should be advised and Learning Agreement amended accordingly Homesickness a) Talk to other students b) Inform the International Office. c) Contact Student Support Services and, if necessary, Carecall. Section 3: Staff 3.1 Staff undertaking Erasmus/International/Study Abroad visits or other international research or professional consultancy work: a) Are provided with basic travel/health insurance through the Stranmillis University College Insurance Policy (this is provided by the Finance Office and available from the International Office). b) Should provide details of next of kin with contact numbers for the International Office before embarking on a visit. c) Should ensure they have taken adequate medical precautions e.g. vaccinations (if necessary). d) Should ensure they are not travelling against medical advice e) In the event of a visit lasting more than one week, they should report by or phone to the International Office 3.2 In the event of injury/illness/emergency the following procedures should be followed: Minor injury/illness (not requiring medical attention) a) Deal with as deemed appropriate Moderate injury/illness (requiring medical attention by a doctor, nurse or hospital, but without hospital confinement) a) Deal with as deemed appropriate. b) Report to International Office at Stranmillis. c) The International Office will report to the Principal and International 6

7 3.2.3 Serious injury/illness (requiring hospital confinement) or death a) Report to the host institution as soon as possible if possible try to ensure that a colleague is available to report to the host institution in the event of the staff member being unable to do so. b) Report to the International Office at Stranmillis as soon as possible ensure that someone in the host institution will report to Stranmillis in the event of the staff member being unable to do so. c) All serious injuries/illness/death should be reported to the International Office as soon as possible. d) The International Office will report to the Principal and International 3.3 In the event of serious injury/illness (requiring hospital confinement) or death of a Stranmillis member of staff, the International Office will: a) Contact the next of kin. b) Provide the next of kin with details of the Stranmillis University College insurance policy. c) Help to arrange a next of kin visit (if required). Section 4: Civil Unrest/Conflict Situation/Terrorism/Natural Disaster/Ebola (or similar viral disease) 4.1 Should a student or member of staff become involved in a civil unrest/conflict/terrorism/natural disaster situation, or the outbreak of Ebola or a similar viral disease, within the country visited or a neighbouring country they should: a) Report to the appropriate Embassy/High Commission as soon as possible. b) Ensure that the relevant Embassy/High Commission reports the situation to the International Office at Stranmillis. c) Try to make personal contact with the International Office at Stranmillis if possible in order that the International Office can inform next of kin, if required, monitor the situation via Foreign and Commonwealth Office (FCO) advice/guidance and provide support, as required, for the next of kin. d) The International Office will report to the Principal and International Committee, for follow-up on FCO advice and guidance, if appropriate. 4.2 In the event of any of the above prior to student or staff travel abroad, the International Office will adhere strictly to the advice and guidance provided by the Foreign and Commonwealth Office for the country/area affected, and will cancel travel in the event of any level of threat. 7
