Members shared issues for their institutions. Recurring themes presented were Clinical placements Nursing Council and other audits Organisational restructuring Collaborations between other tertiary institutions Recruitment of academic staff Curriculum development Cathy and Rose shared the impacts of the Christchurch earthquake on staff, students and the people of Christchurch. Energy is now being directed at resuming classes and clinical placements. Group sung Te Aroha in support of Christchurch colleagues and residents. 2 2. Confirmation of the Minutes of the previous meeting held The minutes of the meeting 3 November were accepted as an accurate record. 3. Matters Arising from last minutes Entry requirements for undergraduate programmes; Brian thanked everyone for their contribution. Graduate survey: Cathy Andrew suggested we continue to collect statistics to keep NETS data consistent. ACTION: Current data needed now to Cathy by 7 April (next week). Decision to commence collecting EN data as soon as appropriate. Working group on simulation standards: several members had ed Willem indicating their interest. To be followed up with Willem (not at this meeting). ACTION: For Agenda in July Pharmacology content in curricula was being collated by Willem, nil responses. Project aim was to develop a model of education to support graduate nurses to be ready to prescribe OTCs. ACTION: Progress in a working group on Friday. 4. NETS EXEC Project: RFP for contract for a historical analysis of NETS minutes to uncover themes & produce a report. ACTION: Agreement to approach Elaine Papps to do this work. Approval for up to $2000 budget. Vote of thanks to Elaine for her excellent work on NETS contracts to date. New website operational now. Wharangi Ruamano page ready for use when information is ready. Agreement that website is user-friendly and good design. Intention that it be more than a repository for NETS documents. Forward any useful documents or links related to education to Kathy for inclusion. 5. Treasurers report Linda Kinniburgh tabled the financial report: year 31 Aug 2010 to 1 September Outgoings: $20,324.49; $9660 web design; writing contracts /projects $1700; and other smaller expenses. Income $12, (subs and small amount of interest). Savings: $11, cheque account and two fixed accounts of $ $29,356.51) $7000 reduction annually from universities ceding from group. Accountant koha: $200 (declined $300 as contribution to NETS). 6. National Co-ordinators report Verbal report from Kathy Holloway: Update on Universities ceding from NETS (July 2010): AUT have now formally withdrawn. Universities have formed their own group linked to Australia & New Zealand Council of Deans; rationale is to improve their ability to influence decisions in their institutions. NETS position remains that this does not serve nurse education in NZ well. There is agreement to collaborate on issues of national significance. MOU being developed for NETS & Council of Deans to support collaboration. Heather Baker is the liaison person. Consensus was that current models and provision is appropriate. Chairperson work has been busy including: Work related to graduate nurse employment, led by Jane O Malley. NETS members submissions for Vision for Nursing acknowledged by NZNO, but no NETS Minutes 31 March_1 April 2011 To be ratified July
3 major changes to document. 8 April NZNO Postgraduate Forum. National Student Union (NZNO) wanting to develop preceptorship standards; national standards and guidelines already available. Slogan Students Today Colleagues Tomorrow endorsed by NETS include on NETS website. 7. Regional meetings / working groups : report NZNO South Pacific Forum 2010 formal resolution to support clinical experiences in Australia or New Zealand for nurses from Pacific nations nursing schools. Models to be considered include a transition paper and/or reciprocal placements. National Education Advisory Team: Kathy is the NETS representative. (CDNZ to be kept informed through NETS). Website maintenance: Leanne Pool will support Kathy with this role. Southern & Central no new business Contracting out project work has changed how regional groups operate. & Leanne Pool Auckland region Sue Gasqoine expressed concern that NETS & CDNZ split could impact on working within Auckland region in terms of communication around clinical access. Also a new programme is expected at Massey Albany (30 EFTS in 2012) with potential for further pressure on placements. NZNO Forum confirmed the quality of UG nursing programmes across the tertiary sector (university & ITPQ) but this may not be a public perception. Statement to go on NETS website to support the TEC data that polytechnics are a major contributor of BN graduates in NZ. DONE 8. Other agenda items / open questions Social networking Policyand politics in UG curricula... Policy & Politics in UG curricula Documents: Nursing & Midwifery Council (UK) and Australian & NZ Medical Associations. There is now the opportunity for NETS to develop guidelines and liaise with the profession for national endorsement. NETS working group to progress this. Question from Jill Clendon to Kathy requesting information on whether politics and policy are covered in UG curricula. Delegates confirmed that all programmes include this (social science streams). CLES +T evaluation CPIT research project re Clinical teaching tool with publications imminent (tool developed in Finland and used across Europe, therefore internationally benchmarked). This provides an opportunity to adopt a national evaluation scale. If all schools represented by NETS used the same tool, there is the opportunity to gather national data. Invite Paul (principle researcher) to present the tool at the July NETS meeting. Suggestion that Zoomerang Pro would be a possible survey platform to use. CLES + T link on NETS website. 4 MOU with consortia UG Standards for teaching staff Useful resources PM Brian Gilchrist (Chair) Kathy reported that an MOU has been signed with NETS and NENZ with the national consortia regarding Specialty standards endorsement process. Applications from specialty groups for consideration will require criteria required to be met before endorsement is given. Nursing Council standards for UG education provide for staff to fall into two categories: academic & clinical. Leanne Pool asked how are other schools interpreting this? (Whitireia is considering linking staff to these roles; job descriptions will remain the same, but staff will be identified for each category at a programme level). Potential for this to be useful for PBRF and planning staff Professional development staff. Recruitment: Waiariki are developing a Grow your own (academic staff) programme. Nurses with the potential for education tutors Informal mentoring programme at rec potential, link in with poly watch while completing Masters with view to some coming to teach. Agreed that recruitment is an ongoing issue and expensive to schools for qualification upgrades (Masters). 9. General business BN Standards. Discussion regarding implementation of BN Standards for Approaches include decreasing paper credit value; taking clinical hours off other papers; split clinical across papers. National Student Hui (EIT 2011): preparations underway at EIT. Most schools are sending students. For those not going reasons include timing (clinical placements especially 3 rd year); length of time away for those with families. Working Groups organised for Day Two: Undergraduate (including EN graduate education opportunities) & Postgraduate meetings; then 1) NZNO NSU Student Unit meeting preparation 2) Social networking guidelines 3) Pharmacology in UG programmes. Support for CPIT. Cathy related some of the post earthquake impact on staff & students and the support they would appreciate is: 1. Support with marking assessments throughout remainder of the year. Process will be that a CPIT marking schedule will be circulated for people to commit to a timeframe. Cathy will provide a template so all markers can produce a similar report. As the intention is to relieve CPIT colleagues, experienced markers are requested. Discussion also covered the opportunities this provides for NETS to show a national approach national benchmarking (outside normal external moderation processes). Collation of these report could lead to a publication on the education response to disaster. 2. Any offers of community/primary health placements also gratefully received. 3 rd year, six week placements commencing the week of May 23. Meeting with Nursing Council of New Zealand Dr Margaret Southwick & Maureen Kelly Discussion covered the following topics: BN Standards (esp mandating final placement clinical hours) The principle is consolidation of practice from student- RN. Standard applies to curricula (not necessarily every individual student). Concern from some that their institution s approval mechanisms are lengthy and may not be ready for semester one, In these cases, Council will expect a plan to be in operation towards meeting the standards at the soonest possible time. Social Networking. NETS will work on a guideline for NZ nurses and submit to other national nursing groups, including NCNZ for consideration of endorsement in the sector. Signing off students with convictions. Although NCNZ have delegated authority to sign off some minor convictions, for most, the formal processes takes up to 4 months (delaying employment and access to NETP programmes). However, Heads of schools are requested to initiate dialogue with NCNZ as early as possible where there are concerns. Students have been engaged in 3 year programmes and this is where assessments and recommendations regarding fitness for practice sit rather than a one off NCNZ assessment. Discussion regarding wording on the form - NC will review - and the suggestion for a move towards to student disclosure (to align with the HPCA environment) with HOS endorsement. Competency (CAP) documentation. Concern from NCNZ regarding the quality of evidence and documentation being submitted, especially to the overseas registration team. Request that schools check documentation prior to submission to Council. 1 year BN programme. Concern regarding the academic record graduates receive when they complete less than a 3 year degree (e.g: one year RN-BN programmes; especially where there is no clinical assessment, especially for overseas nurses). Nurse education leaders encouraged to consider this issue and uphold a high standard for entry into the profession. Where graduates have completed less than a 3 year NZ programme one suggestion is the award be named differently or this be noted in some way on the certificate/transcript or award. Head of School Orientation to NCNZ. Programme being developed and will be offered twice a year in future. NCNZ fees. Council preparing responses to submissions. EN Transition. Exam information for students preparing to sit will be available soon. (90 NETS Minutes 31 March_1 April 2011 To be ratified July
6 question/90 minutes+10 mins for reading. Questions will be L4 & 5 NZQA and based around competencies with the four domains used as the framework. 60% pass required). MOH consultation paper re combining regulatory authorities. Minister of Health wanting reduced size Regulatory Authorities (RA); efficiency gains the is the driver. NCNZ is currently very efficient with 1:1300 (i.e: NCNZ staff: registrations) compared to other groups with an average of 1: 500. NETS will develop submission. Election of a new council later in Council consists of 9 members: 6 RN + 3 lay. Minister appoints 6 and 3 are elected. Potential for a largely new (inexperienced) Council. NETS to write to the Minister of Health requesting an extension of time for the Chair to ensure continuity. Review of postgraduate standards. Upcoming NZNO forum will assist to inform this project. The profession needs to consider what the role of Council in PG education is according to the legal mandate to be involved in programmes that lead to registration into a scope of practice (EN, RN, NP).. Friday 1 April 2011 Day 2 NETS meeting AM Chair: Kathy Holloway Apologies from Jane O Malley who is unable to attend this afternoon owing to family bereavement flowers to be sent from NETS. 11. Postgraduate & undergraduate strand meetings and feedback Postgraduate Strand Discussion centred on upcoming NZNO Forum. It was agreed that access, appropriateness, and quality are the standards to main uphold and the issues to be discussed; avoiding institution versus institution arguments which divide the sector. An issue identified for PG education include the major challenge of gathering data on the positive impact on patient care that we all know anecdotally to be true but for which there is a paucity of evidence. There is a lack of understanding in the sector of the difference between L7 & L8 (NZQA) education. We will develop some elevator messages around this to support nurses to choose programmes appropriate to the educational outcome they are seeking. It was decided to progress a research project involving all the institutions represented by NETS on the impacts of PG education. Undergraduate Strand XXXXXXXXX NETS Minutes 31 March_1 April 2011 To be ratified July
7 12. Groups Social networking guidelines Reviewed Australian and NZ Medical Associations guidelines. This is an excellent document with scenarios and case studies. NETS will approach the authors to ask permission to replicate this for nursing and/or allied health. Misuse of social networking can be linked professional competencies. This may fit into curricula in the ethics streams. The document (and a YouTube clip) will be available on the NETS website. (Kathy) National Student Union meeting in July A presentation is being developed providing an overview of information considered useful for this group including the socio-political context of curricula, clinical access; Maori health, workforce issues, new NCNZ standards in It will be reinforced that there is a national approach to BN in NZ (with regional adaption). Linda, Sandy or Ngaira for any feedback or further ideas. Draft PowerPoint will be circulated in late June. Pharmacology review Guidelines developed by Willem & Patrea Anderson were reviewed and found to be relevant & current. Suggestion that: recording of errors, advocacy & service policy & procedures be added in the next revision. To be available on NETS website. General business NETS letter to the Minister support the retention of the NCNZ Chair for a year to support continuity. Kathy Letter from NETS to be developed re a lack of support for combining nursing with other RA s. Documents will be circulated with options. Feedback to Elaine Papps who will be contracted to write submission. (Kathy) HWNZ stakeholder newsletter received - HWNZ training hubs to be expanded to nursing?
