Motion made by Paul Collins, seconded by Kenneth Miller, and Passed with a vote of 4-0, authorizing agreement with Cornell Cooperative Extension on behalf of the Chemung County Department of Social Services. Motion made by Paul Collins, seconded by Kenneth Miller, and Passed with a vote of 4-0, authorizing agreement with the New York State Office of Children and Family Services on behalf of the Chemung County Department of Social Services. Motion made by Paul Collins, seconded by Kenneth Miller, and Passed with a vote of 4-0, authorizing agreements with various providers of day care services on behalf of the Chemung County Department of Social Services. Motion made by Paul Collins, seconded by Kenneth Miller, and Passed with a vote of 4-0, authorizing agreements for foster care services on behalf of the Chemung County Department of Social Services. Motion made by Kenneth Miller, seconded by Aola Jackson, and Passed with a vote of 4-0, authorizing agreement with Chemung-Schuyler-Steuben Workforce New York on behalf of the Chemung County Department of Social Services. Mr. Miller noted that $70,000 of the $225,000 agreement between Southern Tier Economic Growth (STEG) and the Chemung County Department of Social Services is to offset the local share of three (3) Community Service Worker ("Workers") positions. He asked where the Workers would be located. Ms. Stimson stated that the Workers will be stationed in each of three hubs located within the City of Elmira. The

2 hubs have been created in an effort to connect residents with services. Dr. Milliken asked if it was unusual for STEG to be involved with social service/community projects, and shared his concern regarding the future focus of STEG. He asked Mr. Krusen if he anticipates more programs of this type. Mr. Krusen stated that STEG is the administrative arm for the Empire State Poverty Reduction Initiative funds. All of the programming in the agreement between STEG and the Department of Social Services is 100% reimbursed by the state. Mr. Krusen remarked that putting economic development and community development together makes sense. Economic development cannot be successful if the poverty issue is not addressed. The overall goal is to drive the poverty rate down in the City of Elmira through neighborhood revitalization Mr. Krusen feels that rather detracting from STEG's primary goal of economic development, community development and neighborhood revitalization will help STEG achieve their goals. Through a subcontract with the Chemung County Child Care Council, we are able to serve approximately 900 children with day care services and contract with over 65 providers. The various providers of Day Care budget will not exceed $3,553,217 in As compared to 2017, this is an increase of $185,532 driven by the NYS Child Care Block Grant allocation per 17- OCFS-LCM-11. Various Day Care providers will continue to be funded with a combination of federal, state, and local monies that include the NYS Child Care Block Grant, TANF FFFS, Title XX, and state preventive funds. To be eligible for day care, a family must have income at or below the income eligibility ceilings. The NYSCCBG defines eligibility at or below 200% of the Federal poverty level. However, in Chemung County, due to the need for childcare services, we are able to serve families with income at or below 175%. Chemung County Foster Care is provided to children according to the State Plan and includes all activities and functions relative to the care of a child away from his or her home 24 hours per day. The primary providers of Respite include Glove House and Pathways. Providers will continue to provide respite services to youth who are at risk in regard to mental health, juvenile justice, or foster care involvement. Respite care is planned or emergency care provided to a child involved in the juvenile justice or child welfare system in order to provide temporary relief to families who are caring for a child. The Nursing Facility and Health Department have many agreements with third party payers that reimburse for services provided to individuals who are covered by a particular plan. Due to the nature and longevity of these agreements, it is not practical to enter into a new agreement every five years, but it is necessary to revise the agreements from time to time for changes in reimbursement rates, to modify covered services or add certain amendments or addenda. Most of these agreements do not have a specific term or duration and have been in place for many years. After consultation with Attorney Keyser on how to best address the issue of agreement duration, it was concluded that an annual authorization resolution from the Legislature for all of the agreements would be an appropriate way to retain Legislature oversight over the agreements duration while reducing administrative burden of preparing new agreements periodically. Therefore, it is requested that a Resolution be adopted to continue or amend as needed the current third party reimbursement agreements that are listed below. The Resolution is requested to give authorization to the County Executive to sign agreement amendments for changes in rates, scope of services or addenda that may be required for legal or regulatory purposes. The Resolution should be specific to the agreements listed below, and any new agreements in the future would be submitted individually to the Legislature for approval. Medicaid residents of the Nursing Facility currently receive $50.00 per month to cover all of their personal needs (I.E. newspaper, hair cut, cell phone, etc.). This amount has not increased since 1981, while the cost of living has increased approximately 275 percent. Residents of the Nursing Facility recently met with state representatives Dr. Chris Friend and Senator Tom O'Mara to discuss this issue. Residents have also undertaken a letter writing campaign to local media and other nursing homes to call attention to this issue. Harris, Executive Director DATE: December 14, 2017 RE: Southside Community Center Contract Renewal Request Previous Year Resolution #: Ladies and Gentlemen: This Route Slip is to request permission to again enter into a contract with the Southside Community Center located at 215 Partridge Street in Elmira to continue to provide out of school time programming for approximately 400 elementary, middle and high school students each year. The Center has been in existence for over 40 years. The Southside Community Center is a drop in recreational youth center which currently provides free after-school supervision, snacks and dinner to approximately 400 youth, ages 5 to 18 years of age. Average daily attendance at the center is 90 youth. The main focus of the Center is to provide the tools to help youth use their time constructively. Youth are provided positive alternatives to the street environment during the after school hours of 2:00-6:00 p.m. Age appropriate programming focuses on decision making skills, conflict resolution, healthy lifestyles, youth empowerment, literacy programming, and community involvement. The 2018 total contract will amount to $56,000. This funding will be provided through Department of Social Services (NYS Community Optional Preventive Services Funding). Chemung County will provide one half of the required local share for this funding equaling $10,164 and the United Way of the Southern Tier will provide the other half of the local share to also equal $10,164, for a total local share of 36.3% amounting to $20,328.
