Rudy has been in construction operations and management since the 1970 s, with extensive experience in safety management during that time. His expertise includes the hiring, training, and supervising personnel in design, operations, construction, production safety and loss control aspects of construction management and general industry. Rudy is an Instructor with certifications and/or training for Cal-OSHA, Fed OSHA and California State Fire Training. Rudy is the only Certified Instructor for Trench Rescue for the California State Fire Training that is not employed as a firefighter or in the fire service. He gained significant knowledge and experience as a consultant for a California Joint Powers Authority organization visiting various cities and districts reviewing IIPP s, conducting safety inspections and audits of facilities. His skills were requested to become the contracted Safety Director for the City of Livermore, working with the City Attorney s Risk Management Office to refine the process to work with Public agencies. Rudy was then contracted as a consultant for a large Third Party Administrator for Workers Compensation as the Director of Risk Services, managing 40 plus cities and many public districts. He has become quite the expert in inspections, safety audits, safety training, safety committee meetings, written programs, account management, inspections and overall safety.

2 Lunch Keynote 12:30 PM - 1:30 PM Worksite Wellness & Fitness Felicia Gomez, PhD Presentation Objectives: Present country wide obesity statistics Discuss the economic cost of chronic disease in the U.S. Educate on the impact of healthy eating and physical activity on mortality and morbidity Discuss the impact of worksite wellness programs on health care costs for employers and employees Educate attendees on the role of nutrition, physical activity and behavior modification on employee health and direct and indirect health care costs for the workplace Presentation Description: This presentation will educate attendees on the positive impact a worksite wellness program may have in decreasing direct and indirect medical costs to the employer. The role of daily eating habits, physical activity and behavior modification on employee health and wellness will be the focus of discussion. Benefits to the Attendees: 1. Attendees will learn about the greatest health care problem and producer of medical cost within the U.S. 2. Attendees will learn the value of a worksite based wellness program and its impact on employee health care, medical cost and productivity. 3 Breakout Session #1A Safety Track 9:15 AM - 10:15 AM Fall Rescue Completing the Fall Protection Cycle Kent Freeman Presentation Description: Recent updates to the ANSI standard and subsequent additions to the Fall Protection regulation have brought Fall Rescue into focus. Employers are now required to have practical and timely plans for rescuing a worker whose accidental fall was halted by an effective (active) fall protection system, and is now left suspended. Why do employers need a fall rescue plan? What are some potential options for providing this plan? Can an employer rely on the local Fire Department for this requirement? All of these questions and others will be answered during this program. Learning Objectives - Participants in this program will: Understand the regulatory requirements for providing rescue of suspended employees following a fall Identify practical techniques for rescuing suspended employees following a fall Understand the hazards of remaining suspended in a harness Identify the mandatory components of a compliant fall rescue program Kent Freeman Kent recently retired from Roseville Fire Department where he served as a Captain and coordinator of Technical Rescue Services. He owns and operates California Health & Rescue Training where he provides training in Confined Space, Fall Protection, Trenching and Excavation, Tower Climb and other related programs. He developed California State Fire Training Divisions Confined Space Rescue Awareness program, served as the project leader for the Confined Space Rescue Technician and served on the committee which developed the Trench Rescue Technician program.

4 Breakout Session #1B Safety Track 9:15 AM - 10:15 AM Lessons Learned When Implementing A World Class Safety System Mike Donlon, P.E., CSP The Chief Safety Officer will provide leadership and support in helping DWR achieve and maintain a world-class safety system. This phrase in a job announcement has lead me to the most challenging and rewarding undertaking of my professional life. Unfortunately you can t just snap your fingers and make things safe. Following the Safety Orders is a start but it still is not enough. You can have a consultant write a safety program, but then what? If the rest of your organization runs like a world class system why not create a World Class Safety System. This presentation will highlight my challenges, successes and work still to come. In this program you will learn about: The Meaning of World Class Why a system is better than a program Building the plan Strategies to get Leadership involved in the Safety System Barriers to Safety and Strategies to get past them Empowering employees and making them responsible for safety Why the process never ends Michael Donlon, P.E., CSP Chief Safety Officer Department of Water Resources Michael Donlon is the Chief Safety Officer for the Department of Water Resources where he provides leadership and support in helping DWR achieve and maintain a world-class safety system. He is responsible for the overall coordination and implementation of DWR safety programs to assure compliance with applicable safety laws and regulations and conformance with DWR safety policies and procedures. He is also responsible for the development and implementation of proactive processes to prevent work-related injuries for DWR employees and those who work for DWR. Prior to coming to DWR in April of 2013 Mike spent 16 years with Cal/OSHA where he specialized in enforcement, safety training, and the development of Title 8 Safety orders. Prior to his career with Cal/OSHA, Mike worked with the United States Air Force in a variety of safety engineer roles. Mike has also spent the past 12 years educating college students in Occupational Safety as a lecturer at the University of California, Davis and 6 years at California State University, Sacramento. He also holds credentials as a Certified Safety Professional, a registered Professional Safety Engineer, and a licensed electrical contractor. Mike, a native of Oakland, graduated in 1989 from California State University, Chico, where he earned a Bachelor s of Science degree in Mechanical Engineering. When not working Mike enjoys boating in the Delta and working on his hot rod.

5 Breakout Session #1C Industrial Hygiene Track 9:15 AM - 10:15 AM Indoor Air Quality - Mold Rick Beall, CIH, CSP Overview for Indoor Air Quality Presentation: This presentation on indoor air quality is to provide an overview of the most common complaints and issues surrounding this topic. Example case studies will be provided to illustrate the wide variety of complaints and sampling techniques used to assess the work environment. A review of the limited regulations and guidelines will be discussed, and how these might be applied in different situations. Common sense solutions for many of the complaints identified in these investigations will be presented during the discussion. Objectives for Indoor Air Quality Presentation: 1. Provide an overview of the most common complaints and issues surrounding this topic. 2. Provide common sense solutions to many of the complaints identified in these investigations. Rick Beall, CIH, CSP Mr. Beall has been conducting health and safety assessments and indoor air quality investigations since He has over 7 years with Cal/OSHA Consultation and 26 years as a private industrial hygienist. In addition to his specialty in conducting indoor air quality investigations, he is a Certified Asbestos Consultant and certified Lead Inspector/Assessor by CDPH. He is President of Entek Consulting Group, Inc., located in Rocklin, CA with a team of 8 providing services to the greater Northern California region. Mr. Beall is currently President of the Sacramento Valley Section of AIHA. Breakout Session #2A Safety Track 10:45 AM - 11:45 AM Workplace Violence Prevention Charity Nicolas, MPH Presentation Objectives: 1. Discuss Federal and State guidance documents for workplace violence prevention 2. Learn the key workplace violence types, warning sign levels, and action steps 3. Identify the important elements of a workplace violence prevention program 4. Evaluate active shooter protocol 5. Consider technology enhancements to improve safety and protect employees Charity Nicolas, MPH Charity has over 20 years of experience in the health and safety field. She was trained at the National Institute for Occupational Safety and Health (NIOSH), and is a former safety consultant. For over 13 years, she was a Safety Officer for Contra Costa County.

6 Breakout Session #2B Safety Track 10:45 AM - 11:45 AM Industrial Ergonomics Susan Tingley, MS, PT, CIE Expose root causes, mitigate risks, and improve productivity in a wide range of industrial setting by learning how to implement a systematic approach to ergonomics. Learn methods for identifying and quantifying risks and practical problem solving techniques for work improvement. Examples of analysis tools, case studies, and successful approaches will be discussed. Susan Tingley, M.S., P.T., CIE Susan Tingley is a certified industrial ergonomist and physical therapist with over 15 years of experience in ergonomics. She is the founder of a network of ergonomic consultants that provide a wide range of ergonomic services. She has developed inhouse training classes and materials for business and industry, and is an ergonomic consultant for office, healthcare and industrial settings.

7 Breakout Session #2C Industrial Hygiene Track 10:45 AM - 11:45 AM Silica Including Fracking Pamela Murcell, CIH The presentation will provide an overview of the historical perspective and health effects of silica exposure, and what the statistics show on silica-related illnesses. An introduction to industries where silica exposure is a potentially serious concern, including current issues with hydraulic fracturing, will be included. The current Cal/OSHA and OSHA requirements, as well as potential changes will be outlined. Exposure evaluation methods will be discussed, and an outline of exposure control strategies will be included. Learning Objectives: 1. Understand the concerns about exposure to crystalline silica. 2. Understand current Cal/OSHA requirements for managing silica exposures. 3. Understand how to monitor for silica exposure. Pamela Murcell, CIH President and Principal Consultant KWA Safety & Hazmat Consultants, Inc. Pamela Murcell is a Certified Industrial Hygienist and the President of KWA Safety & HazMat Consultants, Inc. Prior to assuming her current position in 1996, she was Corporate Health and Safety Director for Brown and Caldwell Consulting Engineers for 9 years. She has 34 years of professional experience in occupational health and safety and industrial hygiene. Seven and one-half of these years were with the State of California Cal/OSHA Program and Toxic Substances Control Program. Ms. Murcell has extensive experience developing, implementing, and auditing comprehensive health and safety programs. Specific services also include developing and presenting safety training on numerous OSHA-required topics, and providing traditional industrial hygiene services. Ms. Murcell is an OSHA authorized trainer for the OSHA 10 hour and 30-hour classes in construction and general industry. She is a proactive advocate for her clients in regulatory compliance. Ms. Murcell is currently a director for the Sacramento Valley Section of AIHA and the alternate California Industrial Hygiene Council director for the Section. She also served as secretary, president, and director for the Sacramento Valley Section from Ms. Murcell is an active member of the Sacramento Chapter of ASSE, and a member of the AIHA Safety Committee.

Mr. Steve Smith, Principal Safety Engineer for DOSH, will discuss what s new at DOSH, what s important in enforcement and will answer your questions. Objectives of the Cal/OSHA Update session: Know what new regulations were adopted in 2014 and what are the key new requirements, including: Globally Harmonized Systems (GHS) update to the Hazard Communication Standard Safe Patient Handling PEL updates Cranes updates Lock out / tag out revise Find out what new regulations are being proposed and under consideration, including: Heat Illness Prevention revision Process Safety Management Confined Space Workplace violence prevention in healthcare Lead Highlight new programs, policies and procedures for Cal/OSHA including: Labor enforcement task force Interagency refinery task force Heat illness prevention outreach and enforcement Steve Smith, CIH Steve Smith is a Principal Safety Engineer (Industrial Hygiene) manager for the California Division of Occupational Safety and Health (Cal/OSHA). As Cal/OSHA s only management level health staff, Mr. Smith advises the Chief of Cal/OSHA on all occupational health issues and supervising several of Cal/OSHA headquarter s health units including the Research & Standards Health Unit, Calibration & Equipment Lab and the Asbestos & Carcinogen Unit. Mr. Smith has been the principal author of over 50 occupational health standards including California s Hazard Communication, Ergonomics and Respiratory Protection standards. Mr. Smith is a Certified Industrial Hygienist (CIH) with over 30 years of safety and health experience. Professionally, he is a member of the American Conference of Governmental Industrial Hygienists (ACGIH), American Industrial Hygiene Association (AIHA), past Director of the California Industrial Hygiene Council (CIHC), past Chairman of the ACGIH Small Business Committee and past President of the Sacramento Valley Section of the AIHA.

She is a Certified Fraud Examiner, Certified Insurance Fraud Investigator, Licensed Investigator and specialist in WC and Disability Fraud for over 15 years. Dalene was awarded the inaugural Fraud Fighter of the Year by the Northern California Fraud Investigators Association and is an author including Insurance Fraud Casebook Paying a Premium for Crime.

10 Breakout Session #3C Industrial Hygiene Track 1:30 PM - 2:30 PM Process Safety Management Dr. Michael Wilson Maintaining the safety and integrity of the state's oil refining sector is essential to California's infrastructure and economy and is a high priority for workers and community members. Following a serious fire at the Chevron, Richmond refinery on August 6, 2012, a report published this year by the Governor's Interagency Working Group on Refinery Safety raised concerns about the safety of the state's oil refineries. The report called for the establishment of an Interagency Refinery Task Force in order to (1) draft revisions to the state's refinery safety regulations, (2) strengthen regulatory enforcement, and (3) improve emergency preparedness and response procedures. David Lanier, Secretary of the state's Labor and Workforce Development Agency, and Christine Baker, Director of Department of Industrial Relations, have taken a leading role in responding to the report's recommendations. Dr. Wilson will discuss DIR's work in the areas of regulatory oversight, policy and enforcement in this important industrial sector. Mike Wilson, MPH, PhD Mike Wilson is Chief Scientist in the Office of Director Christine Baker, California Department of Industrial Relations. Between 2003 and 2013, Dr. Wilson served as Director of the UC Berkeley Labor Occupational Health Program and as Associate Director for Integrative Sciences of the UC Berkeley Center for Green Chemistry. Dr. Wilson received his BA with Thesis Honors in Biology from UC Santa Cruz (1984) and a Master of Public Health (MPH) in Industrial Hygiene (1998) and PhD (2003) in Environmental Health Sciences from UC Berkeley. He is a graduate of the Harvard Trade Union Program and Stanford Pre-Hospital Care Program. Between 1982 and 1996, he served in the emergency services in the central coast region of California.

11 Breakout Session #4A Safety Track 3:00 PM - 4:00 PM Aging Workforce - Safety & Health Considerations of Older Workers Pete Rice, CIH America's employers face an aging workforce and if what employers say about older workers are correct, employers feel they will be losing valuable contributors. A random survey of several hundred HR managers found many advantages of hiring older workers compared to other workers includes: invaluable experiences in their careers strong work ethic add diversity of thoughts / approach to team projects serve as mentors for workers with less experience However, hiring and employing older workers also may mean an increase in workers with health problems and rising expenditures for various health-related benefits. Increased accident severity, accident costs and increasing chronic disease with older workers can be mitigated with smart strategies using tools that many employers have found to be effective. This presentation will focus on those tools and techniques that not only promote safety and health among older workers but also young workers and the entire workforce as well. Topics include employing BBS and motivation principles, tips for medical management, wellness (e.g. nutrition and hydration), and fitness and communication programs. Pete Rice, CIH Pete Rice has 37 years of experience in developing, implementing, and supervising occupational safety, industrial hygiene and environmental health programs. His experience is in industrial, electronics, construction, manufacturing, government and hazardous materials projects. Formerly, a Senior Industrial Hygienist and Safety Engineer at Cal/OSHA was partly responsible for developing Cal/OSHA safety and health standards for respiratory protection, ventilation, hazard communication, and asbestos. Pete supports the EHS Programs at Ahtna Netiye, a leading Native American organization. Also, Pete is a subject matter expert and technical programs manager for ClickSafety, the nation s leading web-based safety and health training provider to the construction industry. Pete has been published widely in journals and safety and industrial hygiene textbooks. Pete also is a lecturer in industrial hygiene and safety at UC Berkeley and UC San Francisco and has trained numerous industrial hygienists and safety professionals. He formerly acted as Area Manager, Senior Industrial Hygienist and chief training officer for Cal/OSHA.

Kubik Jr., P.E., CIH Constructed in the early 1930 s, Hangar One at Moffett Field in Mountain View, California is one of the world s largest free standing structures. Building materials used at the time included asbestos, PCBs and lead-based paint. The challenge to remediate these hazardous substances required dealing with multiple jurisdictions, unique HAZWOPER conditions, and the biggest scaffolding job ever on the West Coast. Presentation Objectives: 1. Dealing with the complexities of multiple jurisdictions 2. Dealing with unique situations at a HAZWOPER site 3. Brining HAZWOPER and construction together Donald A Kubik Jr., P.E., CIH, CET Donald A Kubik Jr. has more than 25 years of uniquely diverse experience in the Environmental, health &safety/industrial hygiene and enterprise risk management fields. His is a California Professional Geologist, Certified Industrial Hygienist, and Certified Environmental, Safety and Health Trainer. He is currently a Health, Safety and Environment Manger at AMEC Environment & Infrastructure Americas and the former Corporate Health and Safety Manager for Geomatrix Consultants, Inc.. Additionally he serves on the Safety Committee of the Geoprofessional Business Association (formerly ASFE) and as the Enterprise Risk Management Chair for the Boy Scout s Mount Diablo Silverado Council.
