OSHA s Respiratory Protection Standard 29 CFR
Step 1: Exposure Assessment
Step 1: Exposure Assessment OSHA requires employers to evaluate respiratory hazards in the workplace. The results of the assessment can help determine: o Type of Respirator will be needed. o Exposure levels - Employers must make a Reasonable Estimate." Passive Sampling of Formaldehyde in a Gross Anatomy Lab
Methods for Reasonable Estimates We can use: o Objective data from industry studies or trade associations. Asbestos Sampling Data used in RFCI Projects
Methods for Reasonable Estimates o Mathematical calculations using air exchange rates, contaminate release rates, direct reading instrumentation, etc. IAQ Sampling Equipment
Methods for Reasonable Estimates We can use: o Personal Sampling GOLD STANDARD Example of Personal Sampling for welding fume.
Contaminants with Substance-Specific Standards Check out the Z tables! These Z tables from
Contaminants with Substance-Specific Standards Z Tables in o Z-1, Z-2, Z-3 o Contain the Permissible Exposure Limits (PELs) Side-by-side comparison of OSHA PELs, Cal/OSHA PELs, NIOSH RELs and ACGIH TLVs
Contaminants with Substance-Specific Standards PELs Outdated and Inadequate for ensuring worker health. Most date to about 1970.
Contaminants with Substance-Specific Standards Subpart Z Toxic & Hazardous Substances o Asbestos, Lead, Formaldehyde, Crystalline Silica (2016) Exposure to Respirable Crystalline Silica in Construction Photo Source: CDC/NIOSH
Step 2: Written Program
Step 2: Written Program Don t reinvent the wheel. o Lots of Sample Programs available online. Be Site Specific! o Has to reflect respiratory hazards in the work areas.

Respirator Non-Use Requirement
Step 3: Respirator Selection Photo source:
Step 3: Respiratory Selection Must be: oniosh approved. oappropriate for the type of hazard. oselected according to the assigned protection factor (APF).
Assigned Protection Factor (APF) The workplace level of respiratory protection that a respirator or class of respirators is expected to provide Use Table 1 to select a respirator that meets or exceeds the required level of protection
Assigned Protection Factors

Step 4: Medical Evaluation Photo source:
Step 4: Medical Evaluation Before an employee wears a respirator a Medical Evaluation is Required.
Step 4: Medical Evaluation Completes a Questionnaire. A physician or licensed health care professional (PLHCP) evaluates the responses. The PLHCP may recommend a followup medical examination info.pdf
Step 5: Fit Testing Photo source:
Step 5: Fit Testing Tight-fitting respirators can only provide expected protection if they fit correctly! Two Types of Fit Test o A qualitative fit test (QLFT) is pass/fail o A quantitative fit test (QNFT)
Step 6: Training & Maintenance Photo source:
OSHA Requirements 1. Why you need to use the respirator; 2. What the respirator can and cannot do to protect you; 3. How to properly inspect, put on and take off, and use your respirator; 4. How to check the seal of your respirator (also called a "user seal check"); 5. How to use the respirator effectively in emergency situations, including situations in which the respirator doesn't work properly; 6. How to recognize medical signs and symptoms that may limit or prevent you from using a respirator; 7. How improper fit, usage, or maintenance can reduce your respirator's ability to protect you; 8. What the procedures are for maintenance and storage of the respirator; and 9. What the requirements are for federal OSHA's or your State OSHA's Respiratory Protection Standards.
Step 6: Training & Maintenance Training must include proper Maintenance: o Use Prohibiting facial hair o Cleaning and Disinfection o Storage o Inspection o Repairs
Step 7: Program Evaluation Photo source:
Step 7: Program Evaluation Conduct Evaluations of the workplace as necessary to ensure effective implementation of the program Consult employees required to use respirators to assess their views on program effectiveness & to identify & correct any problems Document your findings.
Step 8: Recordkeeping Photo source:
Step 8: Recordkeeping Maintain Records of Medical Evaluations per 29 CFR Maintain Fit Tests & retained until the next fit test is administered A copy of the current Written Program
8 Steps of Fun 1. Exposure Assessment 2. Written Program 3. Respiratory Selection 4. Medical Evaluation 5. Fit-testing 6. Training & Maintenance 7. Program Evaluation 8. Keep a written record of all of the above. Photo source: glenwood-custom-cabinetry
