In 2013 she was also the Chair of the graduate MS/MN program. Prior to her career in higher education, she was a distinguished nursing administrator in health care services at Carondelet St. Mary s, Tucson, AZ. During her tenure in that administration, St. Mary s was honored by the American Academy of Nursing, as one of the nation's first 41 "Magnet Hospitals for nursing excellence. Her career in academe has continued to apply her health care services expertise to create and sustain innovative educational opportunities for students through community and inter-professional partnerships, for which she has received numerous national/international recognitions. UNIVERSTIY OF NEVADA, RENO, ASSOCIATE PROFESSOR (Reno, NV) Teaching Areas: Undergraduate: community health nursing, evidence based practice research, online leadership, interdisciplinary healthy aging, geriatric Interdisciplinary summer internship program; Graduate: populations and aggregates, research methods, health care policy, thesis Highlights: (1) Creation and teaching of new inter-professional community health class to focus on underserved crisis poverty seniors. The partnerships included the Reno Police, Washoe County Sheriff, and St. Mary s Hospital with the School of Nursing. Students worked in teams that assisted law enforcement with Knock & Talk assessments via door to door visits of seniors in low income housing for welfare checks. Students then followed the identified seniors for a semester in community case management roles. Dr. Hubbert was the direct clinical expert nurse for 6 semesters of 60 students and expanded the class for Service Learning referrals to social work, nutrition, and business students on campus. This educational program was granted funding of $28,000+ and honored with state recognition for service to seniors through higher education. (2) Dr. Hubbert established the first campus partnership with the Pyramid Lake Paiute Tribe for students to provide community clinical services on the reservation. She was the community nurse expert teaching students and provided experiences with the tribal high school, clinic, senior center, immunization services, early Head Start, and initiated nursing home visits. (3) Invited to serve as a PI in U.S. Department of Justice, Bureau of Justice Assistance & University of Nevada, Reno Small Business Development Center inter-professional research project, Cost Estimates of Homelessness and Persistent Homelessness & Cost Effectives of Permanent Supportive Housing., She was the PI for Phase 3, Homeless Individual Case Studies. Dr. Hubbert has presented with her Public Policy and Business colleagues in national and international conferences, the Nevada State Legislature, Washoe County Judiciary System, and health care systems the results of their research.

3 National Recognitions: (1) The international Transcultural Nursing Society s Leininger Leadership Award in recognition for her work with Native Americans and homeless populations. (2) Induction into the Western Academy of Nursing of the Western Institute of Nursing Research. (3) Elected Vice-President of international Transcultural Nursing Society. (4) Appointed to Foundations Board of the international Transcultural Nursing Society. State Recognitions: (1) The University of Nevada, Reno Sanford Center on Aging s Annual Sanford Faculty Scholar Award for work and education of students with community seniors in crisis poverty. (2) Commendations by Senators Reid & Ensign, and Congressman Heller for the impact of this work within the state. CLARKSON COLLEGE (private, accredited, healthcare sciences college, Omaha, NE) Administrative Role: Director External Dimensions & Community Outreach Highlights: (1) Supervision of all nursing community partnerships for clinical sites, classes, site preceptors, and contractual agreements. (2) She established a new partnership with Open Door Mission Homeless Shelter resulting in the creation of year round educational mental health clinical placement of nursing students at the site, of which Dr. Hubbert was the faculty of record/expert clinician directly supervising over 140 undergraduate nursing students in 6 years. She also created Service Learning class credit for inter-professional college students, recruitment of volunteer psychiatrist, and the establishment of an ongoing clinic site at the shelter supported also by the college s master s nurse practitioner program and faculty. Dr. Hubbert received Service Learning funding from the state, William Hearst Foundation, and American Association of Episcopal Colleges. In addition, she was the PI for the Nebraska Region VI Assist the Homeless Grant Award, 1999: Program to Assist the Homeless: A Mental Health Nurse Case Management Program in Homeless Shelters. Awarded $223,700, but was not funded as a result of community politicians disagreements that this level of funding should be given to meet the needs of the homeless population of Eastern Nebraska. Today the program continues as an active clinic at the site. (3) Co-creator, coordinator, and first educator for the education cultural exchange partnership with University College Chester, Chester England in 1999 for students to travel to England and fulfill their community nursing requirements by working with the Neighborhood Nursing Program. Today the program continues with Academic Travel Abroad to 8 countries. Teaching Expertise: Mental health and community nursing, inter-professional service learning, graduate research seminar Local Recognition: The first Good Samaritan Award by the Open Door Mission, Gospel Rescue Missions. 3

4 4 HEALTH CARE SERVICES CARONDELET ST. MARY S HOSPITAL, 375 bed hospital + community continuum of care services, Tucson, AZ Administrative Role: Assistant Director Patient Care Services. Reported to Vice-President Patient Care Services (Phyllis Ethridge, MS, RN, FAAN)) Highlights: (1) Direct supervision and evaluation of 20 +nurse managers and 10+ professional nurse case managers both in acute and community services. Accountable for the consistent administration, management, and budgets of nursing care delivery for approximately 600+ nursing staff and service areas; including: acute inpatient units, emergency services, Hospice, mental health (inpatient & day programs), community outreach (Green Valley, Indian Health Services, Pasqua-Yaqui, senior centers), and nurse manager development. New program service development creation and inter-professional coordination included: Hospice inpatient and community services, Urgent Care center, Mental Health Senior Day Care, partnerships with Indian Health Services, partnership with Pasqua-Yaqui Health, Green Valley clinic outreach, creation of community advisory boards in specialty areas including Hospice, Rehabilitation, Professional Nurse Case Management. Responsibilities also included being the administrative liaison/coordinator with the medical groups of psychiatry, emergency medicine, family practice, rehabilitation, and Hospice for monthly coordination of policies and assurance that the mission and values were evident in care/policies. (2) Creator of and Conference Administrator/Lecturer for the Traditional Indian Medicine conferences, Spirituality in Healing. This was an innovative and national award winning partnership created with the national Indian Health Services Research & Training Center and the National Traditional Medicine Specialist, Comanche Medicine Man, Edgar Monetathchi, Jr, M.Ed. The program was created to address the cultural and spiritual care needs of Native American clients. It became an international program supported by St. Mary s, and attended by over 7,000 people from 17 countries. This program received the prestigious Catholic Health Association s Achievement Citation in 1986, their highest recognition for an original, bold, innovative program that delivers measurable results for the community served. Dr. Hubbert obtained the support of St.Mary s for 20+ staff of the hospital to receive 1,000 hours of facilitator/trainer continuing education to serve as conference facilitators. Adjunct Teaching Expertise for University of Arizona College of Nursing Graduate Program: Administrative Nursing Preceptorship, Lecturer Administrative Issues, Holistic Nursing National Recognitions: (1) Dr. Hubbert was selected as the national American Holistic Nurse of the Year, for her exemplar work with the creation and administration of international

5 5 Traditional Indian Medicine Conferences, and resulting health care services for Native Americans. (2) She was also sponsored into the Comanche Nation.
