1 WINTER 2015 Volume 11 Number 1 Express A remarkable commemorative event to celebrate the Barrie Memorial Hospital's 75th anniversary! Deployment of the Quebec Immunization Registry is underway The Quebec Immunization Registry is a computer file designed to make information on the vaccines received by a person in Quebec available to practitioners in the health network (e.g.: physicians, nurses). The vaccinations that you have received or will receive will be recorded in the registry when it is deployed throughout the province. The registry covers everyone who receives a vaccine in Quebec. It also concerns the residents of Quebec who have received their vaccinations outside province. These vaccinations will be recorded in the registry when a health professional in Quebec (e.g.: physician, nurse) has been informed and validated the immunization. When completed, the Immunization Registry will enable vaccinators to have rapid access to an individual's vaccination history anywhere in Quebec, thereby minimizing lost opportunities for immunization, avoiding the administration of unnecessary vaccines and ensuring rapid action in the event of an outbreak of an infectious disease that can be avoided by immunization. It is important to preserve your immunization record and those of your children and to keep them up to date. The Immunization Registry does not replace these documents. On the evening of December 2, the official opening date of the first Barrie Memorial Hospital in 1939, over 200 guests, each of whom has made a contribution to forging the identity of the Barrie Memorial Hospital over the years, attended a commemorative event at the Ormstown Recreational Centre to celebrate the hospital's 75th anniversary. The hospital's past employees and physicians, as well as the current staff and physicians of the Haut-Saint-Laurent HSSC were all on hand for this important event in the form of a cocktail reception. Stéphane Billette, MNA for Huntingdon and Chief Government Whip, was also in attendance. During the evening, in addition to Yves Parent, Interim Executive director of the Haut-Saint-Laurent HSSC, accompanied by past executive directors of the HSSC: Sophie Doucet and Guy Deschênes (on the right). Milton Reddick, Chair of the HSSC Board of Directors, was also on hand to cut the cake. musical entertainment by the duo of Nadine Goffoy and Daniel Paulin, various speakers related the highlights of the hospital throughout its 75 years and a recognition activity paid homage to current and retired employees of the Haut-Saint-Laurent HSSC. The Ormstown Recreational Centre was decorated with photos marking the important stages in the hospital's history as well as certain artifacts, much appreciated by the guests. A souvenir program was presented to each guest as well as a pullover with the logo of the Barrie Memorial Hospital's 75th anniversary. In this way, if you move to another region in Quebec, the professionals there will have access to your immunization history without having to request the information from the original institution where the vaccine was administered. This Registry is currently being deployed in Quebec within the mission of the CLSCs and eventually, by December 2016, as part of the mission of hospitals, residences and physicians' offices. Since last December, our HSSC has been using the information system which supplies the Quebec Immunization Registry, a system which replaces the vaccination module of the I-CLSC system. A few of the physicians who have left their mark on the hospital's history over the years, together with Stéphane Billette, MNA for Huntingdon. Mrs. Jocelyne Brissette represents the late Dr. Kevin Brissette. Margaret Barrie, who, on her death in 1934, left her estate to construct a hospital, which was first founded on Church street in Ormstown, until the present building was erected on Gale Street in Since then, the hospital has experienced several expansions which have made it the leading-edge institution it is now. Ms. Barrie would be very proud of her hospital today. 2 Page 2 WORD FROM THE INTERIM EXECUTIVE DIRECTOR Tour of our facilities concerning the reform of the health and social services system As you are no doubt aware, a major reform will shortly be introduced in Quebec with the adoption of Bill 10 modifying the organization and governance of the health and social services network by abolishing the regional agencies. This major reform will affect all the HSSCs, including our own. The next session of the National Assembly will begin on February 10. The project proposes a complete reorganization of the health and social services network. The objectives are to reinforce accessibility, improve the quality and safety of care, and increase efficiency and effectiveness. This project is to be carried out by integrating current structures through the creation of regional and supra-regional institutions and modifying the method of governance of these institutions. Proposing such a comprehensive reorganization will affect the manner in which health institutions are managed, and this may cause a feeling of insecurity for us all. Therefore, I wish to meet with each of you and, to this end, will be undertaking a tour of our facilities to summarize the main aspects of Bill 10 and the resulting reorganization. I will also take this opportunity to inform you of the institution's financial situation. This tour of the facilities will take place in a near future. Detailed information will be forwarded to you very shortly. On December 5, to celebrate the holidays, the management of the Haut-Saint-Laurent HSSC invited the employees to a traditional supper and dance at Receptions Grandiloises in Salaberry-de-Valleyfield. This activity was held as a mark of recognition for all the employees who work in our HSSC. The Social Committee went out of their way to make sure the event was extremely memorable! A thousand thanks to the Organizing Committee for our HSSC Christmas party. 3 Page 3 SITUATION CONCERNING THE EBOLA VIRUS The instructor, Louise Champagne, Management Consultant on Infection Prevention and Control for our HSSC, with two employees, in action on December 19, demonstrating the procedure for putting on and removing personal protection equipment in a safe manner. Marcel Bouchard, Radio-diagnostic Technologist, wearing full protection equipment, and Guillaume Paul-Limoges, Community Organizer and Emergency Management Observer. Our HSSC has prepared a plan of action in the event we are faced with a possible case of Ebola. The Ebola virus (MVE) is now epidemic in West Africa. As part of this plan, training began in December covering the procedure for putting on and taking off personal protection equipment in a safe manner for employees of our HSSC who are liable to be in contact with a patient at risk for Ebola. It should be mentioned that the Ebola virus is not transmitted when there are no symptoms. It is transmitted through contact with biological fluids and by droplets and not through the air (except during procedures which generate aerosols). It is therefore vital that respiratory hygiene be applied rigorously and at all times in cases where a patient has a fever and cough. For this purpose: - New posters on Ebola have been placed at the entrance of each door accessing the Barrie Memorial Hospital, the CLSC Huntingdon and its service location in Saint- Chrysostome. - Procedure masks are available for clients. - Hand washing with hydro-alcohol solutions is recommended. The staff in the Emergency room and acute care have been informed of the steps to take if a patient at risk of Ebola reports. In the event a client is sent to the Emergency room, prevention materials are available to protect the personnel who will take care of this client. Materials are also available for the staff who will take care of maintaining and disinfecting the premises. In addition, we will be up-dating and making adjustments for the Fit Tests (N95 respiratory masks). An "Ebola" section has been created on the "common" for consultation. For more information, please contact your manager Annual vaccination campaign against seasonal flu for employees Vaccination is a way of protecting yourself, but it is also being responsible towards loved ones and persons to whom you are providing care. Vaccine is presently available free of charge for employees. Don t wait! You can go to the CLSC's Current Health Services with or without an appointment. To avoid waiting in line, we suggest that you call to make an appointment. In this article, we would like to inform you that a CPSST Agreement Protocol was updated during 2014, identifying the Committee's mandate and operating rules. The CPSST is a joint advisory body reporting to the Director of Human Resources with a mission, not only to promote prevention in occupational health and safety for our HSSC, but also to identify situations which could be dangerous and make recommendations to prevent, maintain and even improve the employees' health and safety. For more details concerning this Agreement Protocol, do not hesitate to consult one of the CPSST members. The CPSST is composed of two co-chairs: Anne-Laure Bihour and Anne Chiasson, as well as six other members: Johanne Chouinard, Nicole St-Michel Patry, Susy Boyer, Alain Villeneuve, Jacques Pineault and Stéphane Bougie. Three substitute members have also been identified: Jocelyne Younie, Alain Girard and Michel Lebrun. In closing, we encourage you to contact us for any occupational health and safety concerns! 5 Page 5 Update on the access window for orphan clients (GACO) What is this access window in our HSSC? The access window is a data base in which users without a family physician are invited to register. The information contained in the data base will enable a better linkage between the clients' needs and the medical service offer in the Haut-Saint-Laurent region. It is important to be aware that it is not a waiting list. Registration in this data base does not guarantee that a family physician will be assigned. However, it does allow: Clients without a family physician who reside in the Haut-Saint-Laurent to be placed on a list; Registered clients to be assessed in order to establish their vulnerability; Case management of clients to be facilitated according to their vulnerability by local physicians or by new physicians who will eventually set up in our region. How do users register with the access window? Users must reside in the territory of the MRC du Haut-Saint-Laurent and not have access to a family physician. If the user resides in another MRC, they must register with the HSSC in their territory. The user must then complete the form and use one of the following methods to return it to the GACO, since no registrations will be taken by telephone. Either: Send it by mail or deliver it by hand to the reception desk at the CLSC or its satellite service centre in Saint- Chrysostome; Remit it to the reception desk at the Emergency of the Barrie Memorial Hospital. 6 Installation of automatic external defibrillators (A.E.D.) in all our facilities All the facilities of our HSSC are now equipped with automatic external defibrillators (A.E.D). An Automated External Defibrillator is a machine that can monitor heart rhythms. It can tell if the heart has stopped beating effectively. If required, the machine can then deliver an electric shock to the heart. Most of the time, this shock will restart the heart. By facilitating access to defibrillators in its facilities, lives can be saved. In each of the following locations, a clearly identified transparent box has been attached to a wall. Since the Emergency at the Barrie Memorial Hospital has a cardiac defibrillator, an automated external defibrillator has been installed in the Walsh Pavilion of the hospital, between doors 3 and 4. For the CLSC and its service centre, these machines are available and ready to be used, if needed, at the reception desk. In the residential centres, they have also been installed close to the reception. If you see someone suffering from a cardiac arrest, dial 911 and you should initiate cardiopulmonary resuscitation. Take the defibrillator in its box, approach the person, follow the instructions provided by the vocal and visual system of the defibrillator and wait for the first aid workers to arrive. According to the Heart and Stroke Foundation of Quebec, close to 45,000 cardiac arrests occur each year in Canada. Close to 80% of these occur at home or in public locations.
