Grant updates: o (David Cedrone) Rapid Response: We are finalizing process of RR grant-in hands of EOE- who give themselves 2 days to allow recommendations to go forward. By the end of day Monday may have answers. Had a flurry of grants come in time of receipt a factor-very encouraged by applications. Most application in history of program. Over a $1 million asked for with only $500,000 available Good number of responses related to Allied Health (Geoff) this is the first time we are able to look at our work across the state and across programs and see how things are aligned from a strategic perspective a very good thing! Commissioner has approved RR and now goes to EOE and Monday is deadline. Once done individuals will be contacted who are receiving grant awards on RR. o (David Cedrone) Our goal is to continue engaging this vibrant group using grant dollars to move forward We recognize a lot of commonality but we need to act in more cohesive way. Refine a strategic focus; What are top priorities? Use grant dollars to drive more integrated strategy. We have done that quite well in nursing space and other sectors would like to do in allied health. Grant updates (Geoff) o Scaling Efforts to Advance the Commonwealth s Direct Care Workforce RFP Released 11/20/15 Overview We received applications for the AH Direct Care RFP issued in the fall and 5 out of the campuses seemed to be wanting to do the same things This was a great opportunity to be more strategic We decided to investigate the potential of having a consortium proposal - our legal department said we needed to re-issue The priorities of this grant program are similar to the first round: Build direct care workforce pathways; Create recognized transferable training to support pathway advancement; Invest in the development of core competencies; Develop/adopt competency-based leadership training for managers of direct care workers. We asked that proposals articulate the conditions necessary for regional or statewide implementation and replication and to address how they would take to scale initiatives that will advance the Commonwealth s direct care workforce in one or more of the following areas: Academic and Curriculum Planning for Direct Care Programs Academic Progression into Credit Bearing Certificates and Degrees (AS and BS) Training and Up-skilling for Incumbents

2 Specific Programming for Non-Native English Speakers Readiness Career Training Competency Based Training for Managers and Supervisors This is a 18 month project (vs. 15 month for prior RFP). Give us a long time to have more effect We received 2 proposals and are waiting for EOE to green light the award. o Direct Care RFP (issued fall 2015) 1 award to Worcester State University; $60k Partnership: with Umass Memorial HealthCare; SHARE; MWCC; QCC Incumbent training; stackable pathways from certificate to associates to bachelor Intrusive advising; career coaching and deployment of courses for professional, communication and soft skill building Funding and Budget Planning o (David Cedrone): House 2 budget not out yet. DHE not asked for budget. Last year asked for 400k; zeroed out and then brought back 200k. Recommending 400k funding level for 2 line items. We shall see what comes through in House 2 budget. David asked the group members to inform constituent groups that we are trying to service with this work and inform groups they represent and inform them of the work we are doing on their behalf-informing the legislature is key- all of our voices are very important. This group can help the Commonwealth; can t just expect dollars to come out of the state budget though. Need conversations with legislators. We have responsibility obligation to inform legislature, but also to look at other area of Commonwealth to find grants. (Geoff): In the upcoming meetings our conversation will be on what s next -what we want to move forward on what are our priorities next o (David): We need to think to think outside of the box about if there are other opportunities beyond state funds i.e. Foundations, state/federal grants, etc. We are doing something important to agenda of Commonwealth. If we have to find other sources of funds we need to leverage expertise we have to get our voice heard. How do these meetings transfer into an agenda? Magic is having this community say what priorities are if have state or external money-what would they put money towards. What s the next cornerstone? (Tammi Jacobsen): Insurance industry creative funding-they want to help develop scholarships for people. Learning and Sharing o Rosemary McLaughlin from Berkshire Healthcare Systems (BHCS). Highlights and comments from presentation: o Labor force challenges-based on economy: 6,000 open hrs. - nursing assistants could fill 150 jobs This is an industry-wide problem Turnover about 30% has increased- ranges from 20-70% ESL students not able to get these jobs need good English skills o (David): From the perspective of the Governors Workforce Skills Cabinet, there are thousands of people still unemployed in the state yet you alone have dozens of open positions. How can a connection between the two be made? It s industry-wide. Unless a nursing assistant is going to be paid a lot more, why would they stay? And also how do they get to work? (Transportation) Right now, it s $11-$13 starting wage plus add on that Berkshire County skilled nursing facility has no transportation on Sunday- There is no bus service! It stops at 7pm. (Group responses): Not that simple. These people don t have reliable private transportation; public transportation doesn t meet needs in all regions; schools are full don t have capacity to train more than they are now; this workforce needs more wrap-around services; as much of a economic development issue as it is a workforce development one

3 o BHCS invests in their workforce. They track measures which is the key to their success. Employee engagement leading change. Have employee recognition programs and lots of trainings available (especially to keep licensures up). Training key to their success. Survey results about employee satisfaction gone up and turnover rate down. o Leanne Winchester: When surveying our program ¾ identify as disadvantaged. There is so much help needed to get employees up to these levels o Rosemary: We have a shadow program. We bring them in to get their feet wet which is great so they can see if they like it or not. Can try to get disadvantaged in door try to sponsor their placement-have them shadowing. o (Colleen Moran): We do this too. We can hire them as shadows during gap between completing and getting certification (Susan Bucky) JVS in Boston is hosting a CNA panel January 25 th o We re trying to be responsive to people coming to career center. She is empanelling hospitals, etc., to talk about roles and how they differ from setting to setting. Designed for jobseekers 10am-12pm. Sub-committee comments: o Re: Scope and Role Definition: (unknown member): Who s responsibility is it to define the scope of roles? Patti-Ann: We ll be conducting a survey of employers, but to cut down on survey fatigue Geoff, make sure we do the survey at the same time (Linda Cragin): Geoff you will also want to look at licensure of settings as well (Geoff): It seems like the role of Med Assist also needs to be defined in this work. Not to open Pandora s Box, but is this a world we need to start taking a look at now? Less clarity of Medical Assistant and of what they should and should not be doing. (Karen Shack and Jennifer Vincent): Rapid Response and Comm Corp have seen requests for up scaling of medical assistants because they are coming from different training vendors- community colleges doing better job of training them to a better standard. (Linda Cragin): Med. Assistants coming from different training and some MA training is totally online. Originally Med. Assist. was totally administrative position. Testing not necessarily current. Lots of disconnects. o Re: Legislative Outreach (Geoff) This was put on back burner because of lack of interest -- AHAG members then volunteered to begin setting this up Geoff will reach out to begin the work of convening the legislative sub-committee Wrap-Up o (Geoff) Always looking to round the group.
