5 PUBLIC BUDGET HEARING April 30, 2015 The Public Budget Hearing of the Stafford Township Board of Education was held on April 30, 2015 at 6:00pm at the Oxycocus Elementary School. CALL TO ORDER The Stafford Township's Board of Education is called to order in compliance with the Open Public Meeting Act Law Chapter 231 (P.L C). This meeting was advertised in the Atlantic City Press, Asbury Park Press, and the Beacon. Notice has been posted in the office of the Stafford Township Clerk and all school buildings. To adopt the following resolution Adoption of the Final Budget : Page 1 of 4

6 PUBLIC BUDGET HEARING April 30, 2015 ADOPTION OF THE FINAL BUDGET Adjustment Enrollment RESOLVED that the Stafford Township Board of Education includes in the proposed budget the adjustment for enrollment in the amount of $0. The district intends to utilize this adjustment for supplies and materials necessary for the additional students. Adjustment Health Benefits RESOLVED that the Stafford Township Board of Education includes in the proposed budget the adjustment for increased cost of health benefits in the amount of $0. The additional funds are included in the base budget and will be used to pay for the additional increases in health benefits. Adjustment PERS Pension RESOLVED that the Stafford Township Board of Education includes in the proposed budget the adjustment for deferral of the PERS pension cost and the additional interest incurred in the amount of $0. The district intends to utilize this adjustment for the purpose of paying the additional interest charges. Adjustment Responsibility Transferred RESOLVED that the Stafford Township Board of Education includes in the proposed budget the adjustment for increase (decrease) of costs associated with the transfer of responsibilities in the amount of $0. The district intends to utilize this adjustment for increase (decrease) for the costs. Adjustment Banked Cap RESOLVED that the Stafford Township Board of Education includes in the proposed budget the adjustment for banked cap in accordance with N.J.A.C. 6A:23A-10.3(b). The district has fully exhausted all eligible statutory spending authority and must increase the base budget in the amount of $182,726 for the purpose of a new math curriculum. This program was piloted during the school year. This program is necessary to align our district with the Common Core State Standards. This program needs to be implemented next year in order to better prepare students for the PARCC mandate and to offer a unified Math Curriculum district wide. The district did not make our annual progress targets in March for last year and we have been spending significant funds on supplemental materials because the current math program does not match the Common Core. Our approved action plan references the necessary replacement of a district wide Math series. If we attempted to gradually implement this program we would outlast the series useful life and, therefore, have concluded that this purchase must be made this year and cannot be deferred or incrementally completed over a longer period of time. The district intends to complete said purposes by June Capital Reserve Account Withdrawal ROD GRANT McKinley Window Replacement ($155,650) RESOLVED that the Stafford Township Board of Education requests the approval a capital reserve withdrawal in the amount of $155,650. The district intends to utilize these funds for the purpose of local shares for three ROD grants at the McKinley Avenue and Oxycocus Elementary Schools. Page 2 of 4

7 PUBLIC BUDGET HEARING April 30, 2015 Capital Reserve Account Withdrawal Other RESOLVED that the Stafford Township Board of Education requests the approval of a capital reserve withdrawal in the amount of $652,252 for the following work to be done at the McKinley Avenue Elementary School: hot water heater replacement, additional electric, refurbishment of gym, bathrooms, storage areas and miscellaneous HVAC/Electrical/Life Safety upgrades. Capital Reserve Account Deposit RESOLVED that the Stafford Township Board of Education requests the approval a capital reserve deposit in the amount of $0 for the balance of the Local Share. The district intends to utilize these funds for the balance of the first three ROD grants listed above at the McKinley Avenue and Oxycocus Elementary Schools. Travel and Related Expense Reimbursement WHEREAS, the Stafford Township Board of Education recognizes school staff and Board members will incur travel expenses related to and within the scope of their current responsibilities and for travel that promotes the delivery of instruction or furthers the efficient operation of the school district; and WHEREAS, N.J.A.C. 6A:23B-I.I. et seq. requires Board members to receive approval of these expenses by a majority of the full voting membership of the Board and staff members to receive prior approval of these expenses by the Superintendent of Schools and a majority of the full voting membership of the Board; and WHEREAS, a Board of Education may establish, for regular district business travel only, an annual school year threshold of $150 per staff member where prior Board approval shall not be required unless this annual threshold for a staff member is exceeded in a given school year (July 1 through June 30); and WHEREAS, travel and related expenses not in compliance with N.J.A.C. 6A:23B-1.1 et seq, but deemed by the Board of Education to be necessary and unavoidable as noted on the approved Board of Education Out of District Travel and Reimbursement Forms; now THEREFORE, BE IT RESOLVED, the Board of Education approves all travel not in compliance with N.J.A.C. 6A:23B-1.1 et seq as being necessary and unavoidable as noted on the approved Board of Education Out of District Travel and Reimbursement Forms; and BE IT FURTHER RESOLVED, the Board of Education approves travel and related expense reimbursements in accordance with N.J.A.C. 6A:23B-1.2(b), to a maximum expenditure of $50,000 for all staff and board members. Adoption of Tentative Budget BE IT RESOLVED that the tentative budget be approved for the School Year using the state aid figures and the Secretary to the Board of Education be authorized to submit the following tentative budget to the Executive County Superintendent of Schools for approval in accordance with the statutory deadline: Page 3 of 4

If, after utilizing the chain of command, you feel your concerns have not been addressed, we welcome you to return to the next Board meeting to voice your concern. To move the Business Meeting that was scheduled for May 14, 2015 to Tuesday, May 12, 2015 at 7:30pm to be held at STAC. 3. To move the Business Meeting that was scheduled for June 11, 2015 to Thursday, June 18, 2015 at 7:30pm at the Oxycocus Elementary School. 4. BE IT RESOLVED by the Stafford Township Board of Education to approve and accept the Steinway & Sons Grand Piano as a transfer of asset from Southern Regional Board of Education. The piano will be housed at STAC. 5. BE IT RESOLVED by the Stafford Township Board of Education to approve the attached Renewal Master Collaborative Educational Services Agreement with Middlesex Regional Educational Services Commission. This agreement is used for independent student evaluations. The terms of the agreement are from July 1, 2015 through June 30, 2020 but must be reapproved annually. (Year 1 of 1) 6. BE IT RESOLVED by the Stafford Township Board of Education to approve the attached Memorandum of Understanding (MOU) made and entered into between the New Jersey Office of Emergency Management (NJOEM) for the application of grants under the Federal Emergency Management Agency (FEMA). FINANCE/INSURANCE/TRANSPORTATION The following Finance/Insurance/Transportation items were discussed: Chairperson of the Finance/Insurance/Transportation Committee Richard Czajkowski Report: The Finance/Insurance/Transportation Committee has reviewed the following action items, has consulted with the superintendent, school business administrator/board secretary and other appropriate district officials, and hereby certifies that the actions being approved are consistent with the Page 3 of 12

In addition, we further certify that we have reviewed the attached bill list and are satisfied that curriculum related expenditures are directly related to the results of assessment data and that professional development expenditures are directly related to professional development plans. 1. To approve for payment of bills listed on the Bill Resolution dated April 30, 2015 totaling $3,456, To accept the Treasurer s Report for the month of February 2015 with a cash balance of $6,935, To accept the Secretary s Report for the month of February 2015 with a cash balance of $6,935, Certification of Overexpenditures: Pursuant to N.J.A.C. 6A: (c)3, I, Margaret Hom, Board of Education Secretary, certify that as of February 2015 no line item account has encumbrances and expenditures, which in total exceed the line item appropriation in violation of N.J.A.C. 6A: (a). Board of Education Secretary Date Board Resolution: Through the adoption of this resolution, we, the Stafford Township Board of Education, pursuant to N.J.A.C. 6A: (c)4, certify that as of February 2015, after review of the secretary s monthly financial report (appropriations section) and upon consultation with the business administrator and other appropriate district officials, that no major account or fund has been over-expended in violation of N.J.A.C. 6A: (b)4 I-VI and that sufficient funds are available to meet the district s financial obligations for the remainder of the fiscal year. 5. To approve the attached line item transfers for the school year. 6. To approve the attached list of donations. 7. To approve the attached School Bus Emergency Evacuation Drill Report for the Intermediate, McKinley, Ocean Acres, Primary Learning Center and Oxycocus schools. Bus evacuations for the Intermediate/McKinley schools took place on March 20, Evacuations for Ocean Acres, Primary Learning Center and Oxycocus took place on March 24, All evacuations took place on school property at the normal location for student drop-off. Each bus driver evacuated his/her bus upon arrival at the school. The principal or his/her designee was Page 4 of 12

To approve the attached proposal from Spiezle Architectural Group of Trenton, NJ to provide architectural services for renovations at McKinley Avenue Elementary School (hot water replacement, gym floor replacement, bathroom renovations, electrical upgrades) for a lump sum fee of $31,275 plus reimbursables. 9. To approve the agreement for Evaluation and Determination of Eligibility Services between the Stafford Township Board of Education and Middlesex Regional Educational Services Commission for the school year. 10. To approve the agreement to provide Nonpublic Services under IDEA between the Stafford Township Board of Education and Middlesex Regional Educational Services Commission for the school year. 11. To approve the agreement to provide Nonpublic Nursing Services between the Stafford Township Board of Education and Middlesex Regional Educational Services Commission for the school year. 12. To approve the agreement to provide Nonpublic Title 1 Services and Non Public Title III services between the Stafford Township Board of Education and Middlesex Regional Educational Services Commission. In addition, we further certify that we have reviewed the attached professional development request list and are satisfied that each professional development event is directly related to the employee s duties, each event is fiscally prudent (consistent with N.J.S.A. 18A:11-12), that teaching staff requests are aligned to the New Jersey Core Curriculum Content Standards, and that administrator requests are aligned to the Professional Standards for School Leaders. 1. To approve the professional development requests shown on the attached listing. 2. To approve continuance of terms of the goods and services contract to Achieve 3000 of Lakewood, NJ for On-Line Software Solution to Address Student Needs With Reading/Writing/Technology Skills under the same terms and conditions of the present contract. (Year 2 of 2) 3. To approve to accept for the FY school year, Jets Play 60 grant in the amount of $1,000. PERSONNEL The following Personnel items were discussed: Chairperson of the Personnel Committee Tammy Nicolini - Report: The superintendent recommends the board approve/ratify the appointment of the following named individuals who constitute a careful selection and screening of applicants, in accordance with the board/district hiring policies/procedures, and are hereby recommended for an employment contract contingent upon the successful completion of their accredited degree program, New Jersey Department of Education certification requirements, Federal NCLB Highly qualified Teacher requirements, a criminal history clearance and the successful completion of a medical examination as required by the board of education. These initial assignments/appointments may be changed as district needs develop unless otherwise stipulated. The Personnel/Negotiations Committee has reviewed the following action items, has consulted with the superintendent and other appropriate district officials, and hereby certifies that the actions being approved are consistent with the board/district goals. This is a replacement position. 7. To approve Jenny Ulbricht as 10-Month Supervisor, District-Wide, beginning September 1, 2015 and ending June 30, 2016, Step 5 of the Stafford Township Board of Education/STAA Agreement 10-Month Supervisor Guide. This is a new budgeted position. 8. To approve Margaret Cartagena as Extended Day Confidential Secretary/ Bookkeeper, beginning May 16, 2015 and ending June 30, To approve David Dover as probationary substitute custodian, beginning May 1, 2015 and ending July 31, 2015, Step 1, pro-rated of the Stafford Township Board of Education/STEA Agreement. The administration is committed to providing you with support and materials that will enable you to meet the district s educational goals and educational demands of our students. The purpose of this handbook is to serve as a reliable, informational, and current resource for relevant district-wide information as it pertains to non-affiliated staff*. This handbook should be used as a reference for procedural information. However, it is not intended to be an all-inclusive guide to the procedures of the district. Your individual assignment will also have procedures for you to follow. You should always be sure to check with your department and immediate supervisor for additional information, procedures and forms. The handbook is not an employment contract. It contains information and documents that relate to employment within the Stafford Township School District. It does not create any legal rights, nor establish terms and condition of employment. Throughout this document, you will see references to district policies and regulations which can provide more detailed information. Any information contained herein should always be read in conjunction with district personnel policies, regulations, procedures, forms and any employee s individual employment contract. In the event the information contained herein is in conflict with any information in policy, regulation, procedure, form or any employee s individual employment contract, the information/language of the policy, regulation, procedure, form or individual employment contract shall govern. In addition, policies, regulations, procedures and forms are subject to review and revision by the Board at any time. Employees must always check the district s intranet for the most up-to-date version of the policy, regulation, procedure or form. No handbook can ever replace cooperation and open communication when it comes to resolving concerns and/or problems. Your immediate supervisor should always be utilized for resolving your concerns. The Human Resources Department is also available to assist you. You may reach that office by calling (609) x1400. Please use this handbook to get answers to questions that may arise during the school year. As an important member of our school community, you will have many opportunities to contribute thoughts that will further enhance the positive school environment for students in our district. We look forward to working with you and assisting us in this endeavor. * Affiliated staff have rights established through a collective bargaining agreement and can use that agreement as a reference. However, there is no such document for non-affiliated staff to use as a reference. This document does not create any new rights but merely sets forth current procedure as a usable reference guide. 1

149 EMPLOYMENT CONTRACTS, ASSIGNMENTS AND EVALUATIONS Contracts: The individual terms and conditions of an employee s individual employment with the District are specifically set forth the in the employee s individual employment contract. The individual terms will include the date; the name of the employee; the beginning and ending dates of the contract; the salary to be paid*; provision for a probationary period, in accordance with the probationary period procedures set forth herein below, and the termination of the contract by either party following the completion of the probationary period on fifteen calendar days notice; and such other terms and conditions appropriate to the employment of that individual employee. All employees (tenured and non-tenured) who are offered reemployment for the next year will receive written employment contracts in order to clearly set forth the individual terms. The district recognizes that certain categories of non-affiliated employees** are entitled to the protections of tenure and providing a written employment contract should in no way be interpreted to reduce the tenure protections afforded to those employees by law. The written contract is intended only to outline the terms of the individual s employment for the year covered by that written contract. Non-tenured employees who will not be offered reemployment for the next year will be notified in writing on or before May 15. For more information regarding non-renewal, employees should see Stafford Township Board of Education Policy and Regulation Please be aware that while non-affiliated employees are not covered by the terms and conditions of a collective bargaining agreement, in the years when the district is in negotiations with a collective bargaining unit (years in and around an expiring collective negotiations agreement), the written contract procedures may be slightly modified to reflect that certain terms of employment cannot be determined until after collective negotiations are completed. As previously stated, in the event the information contained herein is in conflict with any information in policy, regulation, procedure, form or any employee s individual employment contract, the information/language of the policy, regulation, procedure, form or individual employment contract shall govern. *In the event that the salary entered on the written contract differs from that formally approved by the Board, the salary approved by the Board shall be the salary paid. **Not all non-affiliated employees are in the category of employment entitled to tenure protections granted by applicable law. If you are unsure of whether you are in a category of employment that is entitled to tenure, please check with your immediate supervisor. See Stafford Township Board of Education Policy 4124, 4360, 4146 and Regulation 4146 (always check the district website for any revisions that may have been made to these policies.) Assignments: All non-affiliated employees will be notified of their assignments on or before June 30 th of each year for employment in the next preceding year. However, the district reserves the right to assign and transfer non-affiliated employees at any point during the year to assignments for which the individual is qualified and in which service will best serve the operational needs of the district. 2
