1 TITLE: DEPARTMENT: BHS BEHAVIORAL HEALTH PROFESSIONAL; COUNSELOR Behavioral Health Services JOB DESCRIPTION: Provide implementation of a consistent and quality program in accordance with the agency s mission statement, the program description and contract requirements. Maintain the orderly delivery of services through the implementation of current clinical procedures and applicable standards and regulations. Implement a quality program which promotes person-centered planning and clinically appropriate practices including the following principles for serving individuals with a mental illness. 1. Human dignity; 2. Respect for the person s individuality, abilities, needs and aspirations without regard to the client s psychiatric condition; 3. Self-determination, freedom of choice and participation in treatment to the individuals fullest capacity; 4. Freedom from the discomfort, distress and deprivation which arise from an unresponsive and inhumane environment; 5. Privacy including the opportunity, wherever possible, to be provided clearly defined private living, sleeping and personal care spaces; 6. Humane and adequate support and treatment that is responsive to the person s needs, that recognizes that a person s needs may vary, and that is sufficiently flexible to adjust to a person s changing needs; 7. The opportunity to receive services which are adequate, appropriate, consistent with the person s individual needs, and least restrictive of the person s freedom; 8. The opportunity to receive treatment and services that are culturally sensitive in their structure, process and content; 9. The opportunity to receive services on a voluntary basis to the maximum extent possible and entirely if possible; 10. Integration of individuals into their home communities through housing and residential services which are located in residential neighborhoods, which rely as much as possible on generic 11. Support services to provide training and assistance in ordinary community experiences, and which utilize specialized mental health programs that are situated in or near natural community services;

2 12. The opportunity to live in one s own home and the flexibility of a service system which responds to individual needs by increasing, decreasing and changing service as needs change; 13. The opportunity to undergo normal experiences, even though such experiences may entail an element of risk; provided, however, that an individual s safety or well-being or that of others shall not be unreasonably jeopardized; 14. The opportunity to engage in activities and styles of living, consistent with the person s interests, which encourage and maintain the integration of the individual into the community. QUALIFICATIONS AND EXPERIENCE 1. Master s degree in social sciences. 2. Satisfactory work record as determined by Human Resources Department. 3. At least five years experience in an inpatient or outpatient setting. 4. Experience working with individuals with behavioral health issues and co-occurring disorders. 5. Ability to be credentialed in accordance to funding source requirements. 6. Ability to obtain and maintain fingerprint clearance and meet agency personnel requirements. 7. Ability to be licensed or certified in accordance to State of Arizona requirements. 8. Successfully complete a pre-employment drug screening. ORGANIZATIONAL RELATIONSHIP 1. Directly accountable to Clinical Director or designee. 2. Clinical oversight provided by the Clinical Director or designee. 3. Participate with the applicable program staff, interdepartmentally and intradepartmentally, and interface with families, Marc Center leadership, community resources, and provider/professional groups as assigned. ESSENTIAL FUNCTIONS: Demonstrate excellent oral, written and electronic communication. Ensure the coordination of information and confidentiality of communications within the agency.

3 As applicable, demonstrate and maintain professional and productive working relationships with: funding sources, individuals receiving services, families utilizing or inquiring about services, coworkers and the community. Monitor and ensure the provision of quality services. Monitor and ensure the maintenance of applicable departmental operations to achieve compliance with: applicable accreditation, licensing/regulatory standards, agency procedures, contract requirements, and Federal/State/Local regulations. Adhere to current training/certification requirements. Demonstrate awareness of and adherence to agency policy and procedures to ensure compliance with HIPAA requirements. Ensure and provide services that are: person centered, incorporate active treatment, developmentally/age appropriate, culturally sensitive, show respect, preserve dignity and meets the unique needs of adults or children who have substance abuse problems, are seriously mentally ill, or have co-occurring disorders. Assist in accessing community services/resources. Demonstrate expertise in bio-psychosocial assessment, the ability to assess functional strengths and deficits related to human development phases and substance related and mental disorders. Determination of risks for danger to self or other behaviors and determination of appropriate interventions when necessary. Incorporation of information from all sources: person, family, friends, past and current providers. Use established criteria or tools for assessing acuity of symptoms and service needs. Determine special circumstances that may affect individual s judgment, ability participate in treatment planning, and forensic/legal involvement. Demonstrate expertise in Treatment: Knowledge of current DSM categories and diagnostic criteria, including criteria for Axis 1 and Axis 2 disorders (psychotic, affective, anxiety, personality, and substance related disorders. Involve the person, family members, all service providers and other supports. Address all disorders and basic needs in an integrated verses parallel manner. Support the individual s capacity to envision a positive personal future, and utilize a full range of treatment and support services, including case management. Monitor and ensure the accurate and timely completion of administrative tasks and documentation to include, but not limited to: progress notes, evaluations, ORS/SRS reports, consent for treatment, case files, and encounter forms. Develop and revise department policies and procedures. Attend meetings and actively participate in internal and external committees, and assist in the facilitation of regularly scheduled staff meetings. Demonstrate excellent work habits through attendance, punctuality and completion of work assignments. Ensure that agency procedures, licensing and accreditation standards related to health and safety are maintained. Observe for, and immediately respond to, any reported health and safety concerns or violations. As necessary, complete, process and report incident/accident reports accurately and in a timely manner. If applicable, ensure that periodic inspections of hazardous chemicals are conducted in order to ensure the appropriate labeling of chemical containers. If applicable, obtain maximum performance of assigned departmental staff by: clearly defining duties, establishing performance standards, motivating enhanced effectiveness, and leading by

4 example. If applicable, complete duties related to assigned departmental staff in the following areas: hiring, supervision, evaluation, discipline, and termination. Maintain professional boundaries and promote clinical and therapeutic intervention techniques. Give case presentations in a concise, clinical and timely manner. Elicit person s viewpoint and validate strength needed to cope with disorders. Demonstrate unconditional compassion, respect, flexibility, and objectivity, sensitivity to persons with different disorders, characteristics and cultural backgrounds. Demonstrate knowledge of evidence based methods and techniques of therapy, program planning and implementation. Demonstrate knowledge of available public and private resources and information on mental illness. Demonstrate ability to balance business considerations with service delivery intent. Demonstrate ability to administer a division of a private non-profit service organization, including an understanding of the legal responsibilities, financial and risk management and constraints of such organizations. Demonstrate negotiating and presentation skills, as well as public relations and marketing skills. Demonstrate conflict resolution and mediation skills. Demonstrate ability to maintain individual licensure requirements. Demonstrate excellent work habits to include, but not limited to the following: time management, initiative, productivity, role modeling, leadership, organizational skills, and multitasking. Demonstrate superior interpersonal skills in the following areas: tactfulness, maturity, flexibility, resourcefulness, professionalism, diplomacy, reasoning, and decisiveness. Promote a professional work environment based on respect, cooperation and accountability. Completes documentation in a timely manner at 95%. Documentation includes, but is not limited to: consents, coordination of care with clinical teams, individual therapy and group therapy accordingly. Establishes therapeutic relationships with consumers for the purpose of reaching appropriate treatment goals and maintains professional relationships with clinical teams, Magellan staff, and outside customers. Services include but are not limited to: individual therapy, group therapy, coordination of care with members of the clinical teams, staffing. Maintains a case load of at least 8 people in DBT Stage I Independently meets all requirements of ABBHE to maintain appropriate license, or to meet supervision requirements for independent license. Seeks supervision as needed to ensure appropriate provision of effective services. Alerts supervisor of unusual or difficult cases in a timely manner.

5 As applicable will provide clinical supervision supported and guided by the Clinical Director. Clinicians assigned the role of Clinical Liaison, will follow the expectations of the Clinical Liaison, as stated in ADHS/ DBHS Provider Manual, Magellan Version, Section 3.7 If DBT trained: the counselor works following DBT model through out the different stages of treatment and treatment targets. Services include but are not limited to individual DBT, DBT skills training, phone consultation and consultation/supervision meetings. Provides services to meet productivity expectation.
