ESSENTIAL JOB FUNCTIONS: As part of the Management Team, this position s primary responsibility is to direct the operations of the treatment services at MDC. This position conducts and supervises assessment, diagnosing, and treatment of clients who are mentally retarded/ developmentally disabled and who have other conditions including neuropsychiatric and genetic disorders, behavior disorders, communicative deficits, sexual offending and/or criminal behaviors, and/or mental illness. 2 ESSENTIAL JOB FUNCTIONS: - continued This position also provides technical assistance to the interdisciplinary team and performs administrative duties as assigned by the Superintendent. This position requires comprehensive knowledge of human behavior and development, neurological disorders, cognitive/intellectual disabilities, mental illness, and a variety of conditions affecting behavior, as well as conditions related to speech/language disorders and social skills/pragmatic language deficits. This position relies on professional standards of conduct, knowledge of Federal and State Regulations, and guidelines set forth for psychological/communication treatment in an Intermediate Care Facility for the Mentally Retarded/Developmentally Disabled (ICF-MR, ICF-DD), the Montana Codes Annotated, and the Administrative Rules of Montana. This position is responsible for exercising management oversight of implementation of treatment, residential, and daily living programs serving clients with diverse and sometimes acute needs within an environment of complex regulatory requirements. A. Performs administrative duties as assigned by the Superintendent, and/or the Governing Body, for the continuing operation of the treatment and residential care utilizing excellent interpersonal skills, ethics of professional discipline, multidisciplinary treatment concepts, and comprehensive knowledge of human behavior and development. 1. Assists in developing standards of quality for the overall treatment at MDC, by using knowledge of appropriate treatment, assessment of treatment needs, applicable laws, rules, and regulations to facilitate effective delivery of psychological and communicative services. 2. Develops and updates facility and section policies in accordance with current best practices, state and federal law, and ICF-MR/DD guidelines. 3. Integrates professional psychological treatment services with those of other disciplines by providing professional knowledge and guidance to facilitate development of treatment modalities facility wide. 4. Assigns and monitors Licensed Psychologists, ASU Manager, Client Services Directors, and other treatment staff to achieve treatment program objectives and to ensure delivery of quality services. 5. Performs duties as a member of the management team, including meeting regularly to review and discuss issues related to client care and treatment, budgetary and personnel issues, and other topics of relevance to the operation of the facility. 6. Adheres to established Quality Assurance/Improvement Plan so that client needs are constantly addressed. 7. Participates in regular management team meetings to ensure development and documentation within defined time limits of individual treatment plans. Performs duties as Administrator on Call (AOC) on a rotating basis or as assigned by the Superintendent. The AOC is on call and ensures that he/she can be located at all times via home telephone or cellular phone which is in his/her possession during the designated period when he/she is designated AOC. The AOC provides administrative direction after hours and on weekends and holidays, and has the authority for supervision of MDC in the Superintendent s absence. The AOC is responsible for compliance with all MDC policies and procedures and has the authority to make unannounced inspections. 8. Assures that staff coverage on the units meets the needs of clients. B. Provides direct consultation/supervision to two Licensed Psychologists, two Client Services Directors, and the ASU Manager by using program development, diagnostic procedure, knowledge of trends in the treatment of dual diagnosis (mental retardation/mental illness), developmental disabilities, applied behavior analysis, cognitive restructuring, neuropsychiatric disorders, psychological testing, speech/language disorders, and/or approaches to therapeutic treatment of clients. 1. Supervises Psychology, Client Services Directors, and ASU Director by meeting at least weekly to ensure compliance with facility policies and procedures, ICF-MR/DD guidelines, state and federal regulations, compliance with credentialing standards and department standards. Discuss delivery of services, treatment issues, evaluations, and treatment plans.

Conducts regular meetings with Psychology, Client Services Directors, and ASU Director to provide a formal channel of communication between clinical staff and programming staff to identify client needs and program objectives. 3. Supervises staff using sound management techniques in accordance with established federal, state, and facility policies/procedures. 4. Develops position descriptions and performance appraisals. Reviews applications; develops, conducts, and scores interviews; hires to fill vacant positions; approves leave and approves Kronos. Participates in the recruiting, screening, interviewing, and hiring of Licensed Psychologists, Social Workers, Psychology Treatment and Programming Specialists, and Nurse Supervisor by following MDC policies and procedures, Department of Public Health and Human Services policies, and the Montana Operations Manual. 5. Manages employee injury and return to work process as outlined in Disability Management guidelines. 6. Counsels Psychology and treatment staff when expectations and performance standards are not met. 7. Maintains knowledge of and ensures compliance with licensing/credential requirements for treatment staff. C. Supervises and approves the designs, implementation, and evaluation of treatment programs for specific client populations including dually diagnosed, neuropsychiatric disorders, sexual abuse issues, and criminal behaviors. Determines therapeutic nature of the environment and implements appropriate treatment strategies to create a facilitative environment. 1. In conjunction with other facility professional staff, provides in-service training to direct care and supervisory staff regarding genetic and neurological disorders, Collaborative Problem Solving, dual diagnosis, traumatic brain injury, developmental psychopathology, multimodal/ biopsychosocial assessment, and neurobehavioral disorders. 3. Ensures compliance with ICF-MR/DD guidelines, facility policies and procedures, and applicable state and federal laws related to treatment of disorders. 4. Adapts techniques from various therapies (e.g., person-centered, cognitive behavioral) to provide individual and group services. 5. Conducts clinical interviews as assigned with clients, staff, guardians, and others with knowledge of the clients physical, emotional, and/or sexual abuse histories. 6. Conducts individual and group sessions as assigned to assist clients in developing prosocial coping skills, learning problem solving, and relating more easily to others. 7. Provides and reviews documentation of services and ensures adherence to professional standards regarding documentation in order to maintain responsible application of professional knowledge, skills, and abilities. 8. Coordinates review of treatment plans by the interdisciplinary team, Human Rights Committee, and client/guardian and presents program rationale and techniques. 9. Guides, instructs, and supervises treatment staff in treatment/program development, data collection methods, and maintenance of records. 10. Seeks consultation from other team members (e.g., psychiatrist, physician) when providing evaluation to ensure objectivity, increase diagnostic clarity, facilitate the decision-making process, and enhance client and/or community safety. 11. Completes initial and annual psychological assessment/reports as assigned by reviewing historical data, interviewing others, completing psychological assessment, evaluating treatment effects, and by writing a comprehensive report that the treatment team and Residential Facilities Screening Team can use in arriving at placement decisions. 12. Reviews psychological assessments/reports.

Provides consultative and/or training services to community providers via telephone conference and/or personal visit as requested regarding client behaviors, mental illness, and appropriate treatment in order to prevent loss of community placement. E. Maintains professional expertise and ethics. F. Maintains expertise in dual diagnosis, neuropsychiatric and neurobehavioral assessment and treatment, and multimodal assessment and treatment. G. Maintains expertise in psychological practices by attending continuing education programs, conferences/workshops, subscribing to professional literature, and independent study. H. Performs all work tasks in a proper and safe manner following established policies, general safety rules, and safe operating procedures. I. Cooperates with other staff and demonstrates respect for others thereby contributing to a positive and efficient work environment. J. Complies with HIPAA guidelines for Level 3 - information is that which includes very sensitive information about the client, such as diagnoses, Dr. orders, and medical history information. KNOWLEDGE, SKILLS AND ABILITIES DESIRED: Knowledge: Knowledge of the principles, terminology, techniques, and procedures of psychological assessment; diagnostic techniques including objective and projective methods; counseling theory; personality theory and dynamics; treatment planning and evaluation; social work practice, nursing practice, program design and evaluation. Knowledge of psychopathology; interpersonal/intrapersonal psychodynamics; dynamics of sexual offending behavior and appropriate intervention; interviewing techniques required to complete a psychosexual assessment. Knowledge of established psychological testing protocols and procedures; knowledge of positive practices, person-centered planning, and positive social/behavioral competency skill building in individuals with intellectual/developmental disabilities; knowledge of principles and best practice standards in the treatment of persons with developmental disabilities and/or mental illness. Knowledge of professional literature/research related to the treatment of persons with developmental/intellectual disabilities and/or mental illness. Knowledge of research methodology, statistical analysis, and data analysis; knowledge of ethical standards and laws related to treatment of persons with developmental disabilities; principles and methods of psychotherapeutic intervention; knowledge of multiple methods of behavior analysis. Knowledge of human behavior and performance; knowledge of individual differences in ability, personality, and interests; knowledge of learning and motivation. Knowledge of assessment of psychological, cognitive, and intellectual deficits using appropriate psychometric evaluations and the interpretation of such assessment; knowledge of the developmental sequence. Knowledge of principles, methods, and procedures for diagnosis and treatment of mental dysfunctions. Knowledge of techniques and requirements for appropriate documentation of progress. Knowledge of the principles and methods of supervision, personnel management, and facility policies/procedures. Knowledge of speech/language deficits/disorders and appropriate assessments and treatments. Knowledge of nurse practice act and best practices for nursing in a developmental center. Working knowledge of healthcare administration including budgeting, staffing, reporting, personnel administration. Working knowledge of professional disciplines involved in providing client care including medicine, nursing, psychology, social work, substance abuse, rehabilitation therapy, and vocational rehabilitation. Must have working knowledge about all areas of facility operations, particularly as they impact patient care. Areas of facility operations include fiscal, maintenance, dietary, housekeeping and other support services; and the medical clinic, central rehabilitation services, and specific facility treatment programs. Must be knowledgeable and supportive of Montana s public developmental disabilities system including initiatives to enhance the provision of community services and to better coordinate care between Montana Developmental Center and community providers.

Must be skilled in the application of information technology, particular personal computers, and software. Must help guide the application of information technology for use in providing clinical treatment services. Abilities: Formulates and provides clear treatment direction to a wide array of professional disciplines. Independently applies knowledge and skills to the complex assignments of developing and reviewing personal support plans. Defines, gives examples, and implements procedures that have been demonstrated to be effective in teaching new skills, developing socially appropriate behaviors, and maximizing the independence of individuals with developmental disabilities, intellectual disabilities, and/or dual diagnosis. Assesses each client s social/behavioral strengths and needs through formal and informal methods and to write goals and objectives to meet client needs. Summarizes data and prepares figures/graphs to illustrate program effects on target behaviors/symptoms, and analyzes data to determine whether program changes are necessary. Trains/educates professional and non-professional staff in the principles and practices of psychological treatment. Writes clearly and concisely. Completes day-to-day work activities independently. Establishes good working relationships with clients and a variety of professional, support, and front line staff as well as parents/guardians, community personnel, and advocacy agency personnel. Uses a computer and various related software. Identifies complex problems and reviews related information related information to develop options and implement solutions. Applies general rules to specific problems to produce answers that make sense. Manages one's time and the time of others. Must be very well organized; must be able to manage multiple tasks and priorities; must demonstrate effective and decisive leadership; must be able to handle stress and mediate conflict in order to achieve an effective resolution of disputes or complaints. Must be able to read and interpret data and explain clinical data to others. Must be able to read and interpret laws, regulations, standards, and policies and explain meaning and application to others. Must be able to educate and train professional and paraprofessional staff. Must be able to organize, lead, and direct clinical staff in a complex organization. Must have excellent communication skills and present information to individuals, small groups, large groups, and in written form. EDUCATION AND EXPERIENCE: Knowledge, skills, and abilities are acquired through formal education with a PhD in Clinical Psychology, and documented coursework in psychological testing/evaluation, interpretation, and report writing, AND at least three years experience working with persons with developmental and/or intellectual disabilities AND at least three years supervisory experience. Special studies include a sequence in human development and behavior, physiological psychology, psychopharmacology, and applied behavior analysis. This position requires professional maturity which is typically obtained with at least three years of full-time postgraduate experience. IMMIGRATION REFORM AND CONTROL ACT: In accordance with the Immigration Reform and Control Act, the person selected must produce within three (3) days of hire documentation that s/he is authorized to work in the United States. Examples of such documentation include a birth certificate or social security card along with a driver's license or other picture I.D. or a U.S. passport or a green card.
6 SELECTIVE SERVICE ACT: In accordance with the Montana Compliance with Military Selective Service Act, the person selected, if male and born after January 1, 1960, must produce within three days of hire, documentation showing compliance with the federal Military Selective Service Act. Examples of this documentation include a registration card issued by Selective Service, a letter from Selective Service showing a person was not required to register, or information showing by a preponderance of evidence that a person s failure to register with the Selective Service was not done knowingly or willfully. COMPENSATION: This position is classified at a pay band 7 on the state's general pay plan. Permanent, full-time state employees are also provided paid health, dental and life insurance. Other benefits include a credit union, a deferred compensation program, flexible spending accounts, public employees retirement system, fifteen (15) working days annual leave, twelve (12) days sick leave per year, paid holidays, and up to fifteen (15) days military leave with full pay.
