3 Summary This report and grades represent our assessment of the quality of the areas of performance which were examined during this inspection. Grades for this care service may change after this inspection following other regulatory activity. For example, if we have to take enforcement action to make the service improve, or if we investigate and agree with a complaint someone makes about the service. We gave the service these grades Quality of Care and Support 5 Very Good Quality of Environment 5 Very Good Quality of Staffing 4 Good Quality of Management and Leadership 4 Good What the service does well Although staff were relatively new to the service they had already started to develop positive relationships with the children and parents. Staff were responsive to the individual needs of the children attending the service and provided them with a range of activities and resources. What the service could do better The service should continue to encourage parents to participate in assessing and improving all aspects of the provision provided. What the service has done since the last inspection Since the last inspection the service had reviewed and updated their medication policy and consent form to take account of best practice. Monthly publication reviews take place and involve all early years' staff. Included in this have been the documents Getting it Right for Every Child, National Care Standards and Child at the Centre 2. Conclusion We found that the service was performing well in the areas which we inspected. Staff involved the children in the weekly planning of activities and resources. 5 1 About the service we inspected The care Inspectorate regulates care services in Scotland. Information about care services is available on our website at This service was previously registered with the Care Commission and transferred its registration to the Care Inspectorate on 1 April Requirements and recommendations If we are concerned about some aspect of a service, or think it could do more to improve, we may make a recommendation or requirement. * A recommendation is a statement that sets out actions the care service provider should take to improve or develop the quality of the service but where failure to do so will not directly result in enforcement. Recommendations are based on the National Care Standards, relevant codes of practice and recognised good practice. * A requirement is a statement, which sets out what is required of a care service to comply with the Public Services Reform (Scotland) Act 2010 and Regulations o Orders mad under the Act or a condition of registration. Where there are breaches of the Regulations, Orders or conditions a requirement must be made. Requirements are legally enforceable at the discretion of the Care Inspectorate. This after school care service is located within The Glasgow Academy School in the Milngavie area of East Dunbartonshire. The service is currently registered to care for a maximum of 32 children. Milngavie After School Care is one of several services provided by The Glasgow Academy. The service is registered to accommodate 32 children. The after school care operates from 15:00-18:00hrs during term time only. Through viewing the aims of the service it was noted that they aimed to offer a "welcoming and flexible service to parents and a fun filled environment for children." 7 2 How we inspected this service The level of inspection we carried out In this service we carried out a low intensity inspection. We carry out these inspections when we are satisfied that services are working hard to provide consistently high standards of care. What we did during the inspection We wrote this report following an unannounced inspection. This was carried out by Inspector Jackie Clark. The inspection took place on Thursday 2 May 2013 between 3pm and 6pm. As part of the inspection, we took account of the completed annual return and self assessment forms that we asked the provider to complete and submit to us. We sent fifteen care standard questionnaires to the manager to distribute to parents. Three were completed and returned before the inspection. A further two questionnaires were returned after the inspection. We also asked the service to give out two questionnaires to staff which were completed and returned. During this inspection process, we gathered evidence from various sources, including the following: We spoke with: * eight children * the manager * two staff * one parent We looked at: * participation strategy * minutes of staff meetings * newsletters * parental questionnaires * children's questionnaires * accidents/incident reports * policies and procedures The Glasgow Academy - Milngavie After School Care, page 7 of 23

8 * medication policy * the environment and equipment * staff training Grading the service against quality themes and statements We inspect and grade elements of care that we call 'quality themes'. For example, one of the quality themes we might look at is 'Quality of care and support'. Under each quality theme are 'quality statements' which describe what a service should be doing well for that theme. We grade how the service performs against the quality themes and statements. Details of what we found are in Section 3: The inspection Inspection Focus Areas (IFAs) In any year we may decide on specific aspects of care to focus on during our inspections. These are extra checks we make on top of all the normal ones we make during inspection. We do this to gather information about the quality of these aspects of care on a national basis. Where we have examined an inspection focus area we will clearly identify it under the relevant quality statement. Fire safety issues We do not regulate fire safety. Local fire and rescue services are responsible for checking services. However, where significant fire safety issues become apparent, we will alert the relevant fire and rescue services so they may consider what action to take. 9 What the service has done to meet any recommendations we made at our last inspection There were no recommendations made at last inspection. The annual return Every year all care services must complete an 'annual return' form to make sure the information we hold is up to date. We also use annual returns to decide how we will inspect the service. Annual Return Received: Yes - Electronic Comments on Self Assessment Every year all care services must complete a 'self assessment' form telling us how their service is performing. We check to make sure this assessment is accurate. The Care Inspectorate received a fully completed self assessment document from the provider. We were satisfied with the way the provider completed this and with the relevant information included for each heading that we grade services under. The provider identified what it thought the service did well, some areas for development and any changes it had planned. The provider told us how the people who used the care service had taken part in the self assessment process. Taking the views of people using the care service into account There were eight children present at the time of the inspection. We observed the children enjoying their play. We talked to all eight children who told us that they enjoyed coming to after school care. Children were happy to tell the Inspector what they liked to do best at the service. Comments included: "I like playing with my friends the most." "Arts & crafts is my favourite." "I like to play with the pretend ponies." "I like to go on the laptop." 10 Taking carers' views into account Five parents returned completed care standard questionnaire. We had the opportunity to speak to a further parent during our inspection. Three parents were "very happy" and three were "happy" with the quality of care their child received in the service. 11 3 The inspection We looked at how the service performs against the following quality themes and statements. Here are the details of what we found. Quality Theme 1: Quality of Care and Support Grade awarded for this theme: 5 - Very Good Statement 1 We ensure that service users and carers participate in assessing and improving the quality of the care and support provided by the service. Service strengths At this inspection, we found that the performance of the service was very good for this statement. We found the service involved children and parents and asked for their views, about the quality of care and support, in several ways. These included: * Daily verbal feedback * Parental questionnaires * Pupil council * Website * Children's questionnaires * Open door policy * Newsletters * Suggestion box * Children's consultation Feedback from parental questionnaires was collated and shared with parents including any action to be taken. Through the open door policy the service encouraged parents to discuss any concerns and share ideas and suggestions on how the after school care could be improved. Children took part in daily consultation with staff to decide which resources and activities they wished to play with. The Glasgow Academy - Milngavie After School Care, page 11 of 23

12 Through the questionnaire issued by the service parents had the opportunity to share their views about the service. One parent commented "we are pleased with the care provided" with another stating "always good to know our children are well looked after." Of the five parents who replied to our questionnaire four "strongly agreed" and one "agreed" that they were kept informed about what was happening in the service. Areas for improvement The service should continue to seek ways to involve parents and children in assessing and improving the quality of care and support offered. 13 Statement 3 We ensure that service users' health and wellbeing needs are met. Service strengths At this inspection, we found that the performance of the service was very good for this statement. The service met the health and wellbeing needs of the children very effectively. Booking and enrolment forms provided the service with information on children including emergency contacts, GP details, medical and dietary requirements. "Getting to know you" sessions took place between staff and children to determine their likes, dislikes, interests, friends and family. The service had developed and implemented a wide range of policies and procedures which promoted the health and wellbeing of the children attending the service. These included child protection, health & safety, control of infection and medication. Accidents and incidents were recorded and parents informed. Through observations and discussion with staff they demonstrated that they knew the children and were meeting their individual needs. Children had regular access to the school playground. This provided the opportunity for them to participate in energetic play and enjoy fresh air. Children attending he service were involved in deciding the weekly snack menu. Of the five parents who returned our questionnaire one "strongly agreed" and four "agreed" that the service provided a healthy and well balanced diet which met their child's dietary and cultural needs. Areas for improvement The new member of staff who has not undertaken food hygiene training should do so as soon as possible. Service strengths At this inspection, we found that the performance of the service was very good for this statement. The methods of service user consultation and participation reported in Statement 1:1 remain relevant for this statement. The service used questionnaires for parents to share their views regarding the quality of the environment provided. One parent commented "great variety of activities and resources to keep our child stimulated and motivated." Children also had the opportunity to share their views about the environment through a questionnaire. Children's commented on the things they liked about the after school care. Comments included: "Playing with all the toys" "I like doing arty things" "I enjoy playing the computers" "Playing with my friends." Of the parents who responded to our questionnaire four "strongly agreed" and one "agreed" that there was enough space for the children to play and get involved in a range of activities. Areas for improvement The service should continue to seek ways to involve parents and children in assessing and improving the quality of the environment provided. 15 Statement 2 We make sure that the environment is safe and service users are protected. Service strengths At this inspection, we found that the performance of the service was very good for this statement. Children were cared for in an environment which was safe, secure and clean. A secured entry system was in place with children signing themselves into service and parents signing them out. Children had access to an enclosed outdoor area which allowed them to access fresh air and enjoy energetic play. The five parents who returned our questionnaire four "strongly agreed" and one "agreed" that the service was a safe, secure, hygienic, smoke free, pleasant and stimulating environment. The service had accessed the new document Infection Prevention and Control in Childcare Settings. The service had developed and implemented a range of policies and procedures to ensure children's safety. Regular risk assessments were carried out for both premises and outdoor area. The layout of the accommodation allowed children to play independently and participate in activities with their peers. Children spoken with confirmed to the Inspector that staff asked their views regarding activities and resources. Areas for improvement Staff recently employed in the service should access first aid training to extend their knowledge and skills. 16 Quality Theme 3: Quality of Staffing Grade awarded for this theme: 4 - Good Statement 1 We ensure that service users and carers participate in assessing and improving the quality of staffing in the service. Service strengths At this inspection, we found that the performance of the service was good for this statement. The methods of service user consultation and participation reported in Statement 1:1 remain relevant for this statement. Staff photographs and qualifications are contained in the service handbook for parents to view. The service consulted parents in relation to questions to be used during the interview process. During the interview process prospective staff were required to spend time in the playroom with the children. Children then had the opportunity to share their views with the manager. Of the parents who responded to our questionnaire four "strongly agreed" and one "agreed" that their child appeared happy and confident with the staff. Areas for improvement As both staff now employed within the after school care only took up their posts in March 2013 management thought it was too early to issue a questionnaire relating the quality of staff to parents. The manager stated that this would be issued in due course. 17 Statement 3 We have a professional, trained and motivated workforce which operates to National Care Standards, legislation and best practice. Service strengths At this inspection, we found that the performance of the service was good for this statement. Staff employed within the childcare setting had a range of qualification, skills and experience. This enabled them to meet the individual needs of the children in attendance. Although both staff were relatively new to the service they had already started to develop positive relationships with the children, parents and each other. An induction programme was in place for new staff which included copies of policies and procedures. This was confirmed by staff. Weekly staff meetings provided opportunities to share ideas and reflect on practice. Staff took part in yearly appraisals with one to one supervision six months after to review progress. The Pre-School and After School Care Manager visited the service weekly to share information with staff and discuss any concerns. Areas for improvement Staff are currently in the process of registering with the Scottish Social Services Council. The management should ensure that this is done as quickly as possible. Service strengths At this inspection, we found that the performance of the service was good for this statement. The methods of service user consultation and participation reported in Statement 1:1 remain relevant for this statement. The service had a written participation strategy, which staff and parents were aware of. Before the service submitted their recent self assessment to the Care Inspectorate parents had the opportunity to view this document and provide feedback. A questionnaire had been developed to provide parents with the chance o provide written feedback on the quality of management and leadership. Areas for improvement A questionnaire had been developed which would allow parents to provide written feedback on the quality of management and leadership. This will be issued in the near future. 19 Statement 4 We use quality assurance systems and processes which involve service users, carers, staff and stakeholders to assess the quality of service we provide Service strengths At this inspection, we found that the performance of the service was good for this statement. Management were committed to improving and developing the service provided. There was good evidence that the manager responded effectively to comments made from parents. Of the parents who replied to our questionnaire two "strongly agreed" and three "agreed" that the service had involved them and their child in developing the after school care. The service used Child at the Centre 2 as part of their quality assurance procedure. As staff were new to the service working with this document was at the early stages for them. The service held Investors in People award. Two completed staff questionnaires were returned to the Care Inspectorate before the inspection took place. One person "strongly agreed" and one "agreed" that the service asked their opinions on how it can improve. A Development Plan was in place and took account of evaluations from staff, parents and children. Management structure was clearly defined and communicated to staff and parents. The manager was aware of her responsibility in relation to notifications to both the Scottish Social Service Council and the Care Commission. All records, policies and procedures were maintained appropriately and were available for examination during the inspection visit. Areas for improvement The service should continue to develop their quality assurance systems and ensure that all stakeholders are involved in the process. Enforcements We have taken no enforcement action against this care service since the last inspection. Additional Information Action Plan Failure to submit an appropriate action plan within the required timescale, including any agreed extension, where requirements and recommendations have been made, will result in the Care Inspectorate re-grading a Quality Statement within the Quality of Management and Leadership Theme (or for childminders, Quality of Staffing Theme) as unsatisfactory (1).
