5 ARL achieves financial close for upgradation project Attock Refinery Limited (ARL) has achieved financial close to part-finance its refining up-gradation project.

5 5 ARL achieves financial close for upgradation project Attock Refinery Limited (ARL) has achieved financial close to part-finance its refining up-gradation project. A consortium of banks led by Bank AL Habib Limited, Meezan Bank Limited, Faysal Bank Limited and Allied Bank Limited acted as Lead Advisors and Arrangers to raise Rs 22 billion for debt requirement of ARL Up-gradation Project. The project comprises of Preflash unit, Naphtha Isomerization unit, Diesel Hydro Desulphurization (DHDS) unit and expansion of existing Captive Power Plant. The finances have been arranged through a combination of Conventional and Islamic Finance structures. The tenor of finance facilities is 12 years including grace period of 2 years. The Letters of Credit for offshore supplies and services amounting in aggregate of $143 million have also been established. Installation of Preflash unit will increase ARL's refining capacity by 10,400 barrel per day thus increasing the production of vital middle distillates. Isomerization unit will enhance production of motor gasoline by 20,000 metric tons per month while DHDS unit will enable ARL to produce Euro-II compliant low sulphur diesel. Speaking on the occasion, Adil Khattak, Chief Executive Officer, ARL said that it is a historic day for ARL. This project would, prove to be of immense value not only for ARL but also for the country. He appreciated the efforts of both ARL and consortium of bankers for concluding this financial close and hoped that refinery up-gradation project would be completed within the agreed timeframe.
