About Henry Boot Barnfield Limited Henry Boot Barnfield Limited is a joint venture between Henry Boot Developments and Barnfield Construction. Henry Boot Developments is one of the country s most innovative and exciting property developers, with a track record of delivering high-profile retail and commercial schemes across the United Kingdom. It has delivered some of the most well-known developments in the North of England including: The Courthouse, Manchester; Meir Park, Stoke-on-Trent; and the upcoming Kampus development in Manchester Henry Boot Developments takes pride in developing high-quality, sustainable schemes that not only drive economic investment in the communities they serve, but create jobs for people within those communities. Barnfield Construction is based in the North West and employs over 250 people across the region. Valuing expertise and attention to detail Barnfield Construction is responsible for the development of business parks, residential, retail and leisure schemes across the North West such as Evolution in Salford; Estuary Banks in Speke; Crown Business Park in Rochdale; and the Ringtail Retail Park in Burscough.
2 Site Plan A multi-million-pound investment for Huyton Henry Boot Barnfield Limited is bringing forward plans to develop land off Cronton Road, Huyton, with a mixed-use scheme that will provide both valuable employment space, an Aldi food store, and outline permission for a provision of roadside, retail and leisure uses. The proposed development will regenerate a vacant brownfield site, improve shopping choice, create up to 480 jobs and additional construction roles and supply chain opportunities, generating millions of pounds for the local economy. About the proposal Henry Boot Barnfield Limited is proposing to submit a hybrid application that comprises a mix of outline and full planning permission. The proposals include: ü Full permission for a brand-new Aldi food store Outline permission for seven blocks of starter employment units to create much-needed flexible employment space to support local start-up businesses Outline permission for a large-scale commercial unit that will further generate job creation in the region Outline permission for a provision of retail Outline permission for a petrol filling station with an accompanying convenience store Outline permission for a family pub or restaurant round 480 jobs created with additional A opportunities through construction and the supply chain illions of pounds worth of investment M into the local area
3 Aerial view of the site Land off Cronton Road, Huyton Existing site Cronton Drone History of the site The land is located off Cronton Road and is currently vacant with the exception of a depot building that occupies part of the site, which will stay untouched. In June 2011 outline planning permission was received for the site s redevelopment into a mixeduse scheme that included a hotel, restaurants, commercial properties and retail units. However, this permission expired in 2016, which is why we are now submitting a new application. Transforming the area Henry Boot Barnfield Limited s plans will not only redevelop a disused brownfield site, but also create around 480 jobs and inject millions of pounds worth of investment to the local economy. The site will have a range of uses for the community, including shopping at an Aldi food store, dining at a family pub / restaurant, and a local petrol filling station. Henry Boot Barnfield is delighted to announce that Aldi has confirmed it will take up one of the units on the site. This store will greatly improve shopping choice locally and help save local residents both time and travel costs as currently they must drive over two miles to reach their nearest Aldi food store. The proposals also provide essential employment spaces for local start-up businesses to larger, established companies, contributing to the economic growth of the area and generating further job creation. Currently Knowsley Council has a target of creating 2,500 jobs within the next few years, and Henry Boot Barnfield s development could fulfil nearly 20% of this target by creating 480 jobs locally.
4 Existing Aldi development in Aldi, Clitheroe A brand-new Aldi food store for Tarbock and Huyton As part of the proposal, Henry Boot Barnfield will be applying for full planning permission on behalf of Aldi, the award-winning discount food retailer. This new, high-quality food store will improve shopping choice for local residents, create 40 jobs, and will greatly improve shopping choice for those in the community. The store and retail units would have 126 car parking spaces, including six dedicated disabled badge spaces, and nine parent-and-child spaces. As part of Aldi s commitment to promoting sustainable modes of transport wherever possible, appropriate cycle parking would also be provided at the store. More shopping choice A new Aldi food store at this location would improve the local retail offering, and help to reduce travel distances for local residents who currently have to travel over two miles to reach their nearest Aldi store in Gateacre. As well as this, a new Aldi store in the area will help to keep spend local, providing an additional financial boost to the local economy. The new store would sell a variety of high-quality products at deeply discounted prices. Typically, Aldi customers can save 30% to 40% on their shopping when compared with the UK s larger national supermarkets this allows residents to purchase their everyday items at low prices, without having to compromise on quality. Local employment opportunities The Aldi store would create approximately 40 permanent full and part-time job opportunities, including managerial positions. Aldi offers wages above the industry average, and employees will have access to proven opportunities for career progression, highlevels of training, and a guaranteed minimum of 20 to 25 hours work per week, depending on their role. Aldi takes pride in hiring local people to work within its stores. By doing so, its staff will have both the knowledge and understanding of the community it serves and will also be able to respond to any issues in a timely manner. Further employment opportunities would also be created during construction, and in the supply chain. Further retail and leisure facilities The proposals also include outline planning permission for an additional small retail provision as well as a petrol filling station with an accompanying convenience retail element. In addition to this there is also outline permission for a family pub / restaurant that will provide further leisure choice for local families.
5 Creating essential employment space Henry Boot Developments at Foundry Salford Henry Boot Developments at Waterloo Court Barnfield Construction at Blackburn Barnfield Construction at Earby Barnfield Construction at Burnley Henry Boot Barnfield is proposing a hybrid application, which includes outline planning permission for a wide range of employment space, which will create around 480 jobs, as well as additional opportunities through construction and the supply chain. The proposal includes outline permission for seven blocks of starter employment units, which will create much-needed employment space to support local start-up businesses. Outline permission for a large-scale commercial unit will also be included in the proposal, further generating job creation in the local region.
6 Junction Plan Highways and Traffic Access Access to the site for cars, bicycles and pedestrians would be provided from a shared access point on Coppice Lane. The site has good public transport links, with two bus stops, that will be upgraded to include shelters, along Cronton Road providing frequent services within walking distance of the proposed site. A Travel Plan would be introduced at the Aldi store to encourage staff to travel by more sustainable modes of transport than single occupancy car journeys. The wider site will have a framework travel plan which each unit will be expected to uphold. Sustainable Access Plan Parking The customer car park at the Aldi food store will have room for 126 cars, which includes six dedicated spaces for those with disabled badges and nine parent-and-child spaces. As part of Aldi s commitment to promoting sustainable modes of transport wherever possible, appropriate cycle parking would also be provided at the store. For the wider site there will be a provision of 302 spaces including 16 disabled spaces and parent-andchild spaces. Motorbike and cycle parking bays will also be provided. Traffic The existing priority junction will be upgraded to a signal controlled junction with additional lanes being added to Cronton Road to improve traffic movement and capacity along Wilson Road which is recognised to be busy at peak times. As well as this, a Transport Assessment, looking at traffic conditions both with and without the proposed development, is being undertaken by a transport consultant. This will also assess the most recent accident records to analyse if the development will have a detrimental impact of highway safety and, if so, what measures should be taken to ensure this impact is mitigated. The Transport Assessment will be submitted alongside the planning application and be consulted on by local highways officers.
