MANAGEMENT COMMITTEE CALL TO ORDER / INTRODUCTIONS Kirsten Struve (Chair, SCVWD) called the meeting to order at 9:40 am. Management Committee (MC) members introduced themselves. II. ADDITIONS OR REVISIONS TO THE AGENDA; ANNOUNCEMENTS There were no revisions to the agenda. The following announcements were made: Elaine Marshall (Sunnyvale) is no longer with the City of Sunnyvale. She is now the Assistant Public Works Director at the City of Milpitas. Jill Bicknell (Program staff) passed around a certificate of appreciation for Elaine for the MC s signature. Jill informed the MC that Ann Joseph (IPM Consultant) received the 2018 Dr. Teng- Chung Wu Pollution Prevention Award on September 12, III. APPROVAL OF MINUTES Motion: Dave Staub (Santa Clara) moved to approve the minutes from the July 19, 2018 MC meeting. Second: Aida Fairman (Los Altos). Vote: Motion passed unanimously. IV. REVIEW OF ACTION ITEMS FROM LAST MEETING Action Items from the July 19, 2018 meeting: None. Action Items from previous meetings: Action item (Convene the GSI Outreach Work Group to develop messages for promoting GSI projects to the general public) is in progress. Action item (Develop a timeline for the development of SCVURPPP GSI products.) is complete. The schedule was completed and distributed at the C3PO AHTG meeting on August 27, Action item (Develop an updated description of WMI-related groups for posting on the WMI website) is in progress. Jill will send it to Kirsten, Trish Mulvey (CLEAN South Bay), and Phil Bobel (Palo Alto) for review. V. TIME OPEN FOR PUBLIC COMMENT ON ANY SUBJECT NOT ON AGENDA No members of the public were present at the meeting. Chris Sommers (Program staff) informed the MC that Trish sent Kirsten and him an about follow-up items from the joint SCVURPPP and County RWRC TAC meeting. VI. WATER BOARD STAFF COMMENTS Water Board (WB) staff was not present at the meeting and no comments were submitted. 2 URBAN RUNOFF PROGRAM 2 September 20, 2018 Committee on September 6 and provided an overview of WB staff expectations for the Green Stormwater Infrastructure (GSI) Plans. VII. PROGRAM BUSINESS A. PROGRAM MANAGER S REPORT 1. BASMAA Update Adam Olivieri (Program staff) reported that the BASMAA MRP Steering Committee will meet with WB staff on October 30, 2018 to begin discussing MRP 3.0. As in past MRP discussions, topics will likely include GSI, Provision C.3, load reduction goals for PCBs and mercury (C.11/C.12), trash load reduction (C.10), and water quality monitoring (C.8). Adam will request that, at this first meeting, the Committee focus on setting up a process and schedule for addressing the various topics over the next two years. Vanessa Marcadejas (County of Santa Clara) recommended discussing timelines for WB to provide feedback on Annual Reports and the results of compliance evaluations. 2. CASQA Update Jill provided the following CASQA updates: There will be no increase in the stormwater permit fees for FY The CASQA Conference will be held from October 15-17, 2018 in Riverside. The CASQA general meeting on September 13 was held via webinar. The topic was water quality credit programs. 3. Grants Update Vishakha Atre (Program staff) informed the MC that EPA is planning to release an RFP for the next round of the San Francisco Bay Water Quality Improvement Fund grants in late September/early October. Approximately, $4 million in grant funds will be available for water quality and wetlands restoration projects. EPA will release the RFP in coordination with the SF Bay Restoration Authority s (SFBRA) RFP cycle. This will allow projects to pursue funding under both grants. Funding from one grant can be used as the match for the other. GSI projects will be eligible for grant funding. B. PROGRAM MANAGEMENT 1. FY Program Annual Report The Draft FY Program Annual Report was sent to the MC for review on August 28, and comments were due on September 14. Chris reported that Program staff received minor comments from the City of San Jose, SCVWD, and the City of Sunnyvale, and will address all of them. Motion: Dave Staub (Santa Clara) moved to approve the FY Program Annual Report, authorize the Program Manager to submit the completed Program Annual Report to the Water Board, and sign the certification on behalf of the MC. Second: Eric Anderson (Mountain View). Vote: Motion passed unanimously. 2. FY BASMAA Regional Supplements Jill reported that three BASMAA Regional Supplements were sent to the MC for review on September 13, 2018: the Regional Supplement for Training and Outreach, the CASQA Pesticide Subcommittee Annual Report, and the Regional New and Redevelopment Supplement. The Regional Supplement for Training and Outreach and the CASQA Pesticide Subcommittee Annual Report will be included the MC_Minutes_ _final

Motion: Dave Staub (Santa Clara) moved to approve the FY BASMAA Regional Supplements, authorize the Program Manager to transmit the Regional Supplements on behalf of the MC via the BASMAA cover letter with certification to the Water Board, and sign the certification on behalf of the MC. Second: Eric Anderson (Mountain View). Vote. Motion passed unanimously 3. FY Co-permittee Annual Reports Vishakha reported that almost all Co-permittees submitted their draft Annual Reports to Program staff for completeness review. The Final Annual Reports (one signed hard copy and one electronic copy) are due to Program staff by September 21, FY Self Audit-Report The FY Self Audit Report (SAR) was sent to the MC on September 10, The SAR was prepared consistent with the SCVURPPP MOA/Bylaws and documents the activities and tasks conducted by the Program Manager from July 2017 through June Program staff received comments on the SAR from the SCVWD and all comments will be addressed. Motion: Melody Tovar (Sunnyvale) moved to accept the FY Self-Audit Report. Second: Eric Anderson (Mountain View). Vote. Motion passed unanimously. C. PROGRAM BUDGET 1. FY Annual Budget Compilation (ABC) Report The FY ABC Report was sent to the MC on September 10, The report contains a compilation of items related to the Program budget items dealt with by the MC and the Budget Ad Hoc Task Group/Executive Committee (BATG/EC) during FY 17-18, per Section of the SCVURPPP Bylaws. All items included in the report have been previously viewed/reviewed by the MC and BATG. Motion: Melody Tovar (Sunnyvale) moved to accept the FY ABC Report. Second: Aida Fairman (Los Altos).Vote. Motion passed unanimously. VIII. MRP IMPLEMENTATION A. NEW DEVELOPMENT AND REDEVELOPMENT 1. Priority Items Identified by Program Staff Jill provided the following updates: Stormwater Resource Plan (SWRP) The Public Draft SWRP was completed and submitted to the Grant Manager on August 6 and posted on the new SWRP webpage. Two public meetings were held, one on August 28 in Sunnyvale and another on September 6 in Campbell. Comments on the Public Draft SWRP were due on September 14. Program staff will work with the consultants to address the comments and complete the Final Draft SWRP by the end of October. Methodologies for predicting future GSI implementation - Program staff completed work on a memorandum describing alternative methodologies for MC_Minutes_ _final

4 URBAN RUNOFF PROGRAM 4 September 20, 2018 predicting future GSI implementation (i.e., future land development) in Santa Clara Valley, recommending a cost-effective, phased approach that works with GSI Plan and RAA compliance schedules. A two-phased approach was recommended. The Phase 1 projections will be sent out for review soon. GSI project tracking database The beta version of the Program s new GSI tracking database will be sent out for review to Co-permittees soon. Program staff anticipate a roughly 4-week review period. B. TRASH CONTROLS 1. Priority Items Identified by Program Staff Chris informed the MC that BASMAA selected EOA and Applied Marine Sciences as the consultant team for compiling regional trash receiving water monitoring data and developing preliminary and final interpretive reports. C. MONITORING AND POLLUTANTS OF CONCERN 1. Priority Items Identified by Program Staff Chris provided the following updates: The second meeting of the SCVURPPP RAA Work Group was held on August 8, The Work Group received a presentation on baseline hydrology modeling, and discussed other tasks associated with the RAA. Two memoranda related to the RAA have been developed for the Program and are currently under review by the RAA Work Group: 1) Baseline Hydrology Modeling Report; and 2) Quantitative Relationship between GSI and PCBs/Hg. The latter will be included in the Program s FY Annual Report, per MRP requirements. Management of PCBs during Building Demolition BASMAA will hold two workshops for municipal staff on the adoption and implementation of the new PCBs management requirements during building demolition program. The first workshop will be held on October 9. Additional information on the workshops will be forwarded to the POC AHTG and MC. The MC discussed additional tasks that may need to be completed, including additional outreach to the development community regarding the new requirements and the development of cost estimates for complying with the new program. Cheri Donnelly (Cupertino) recommended developing a Notice to Developers for Co-permittees to distribute to project applicants to inform them of the upcoming requirements. D. OUTREACH ACTIVITIES 1. Priority Items Identified by Program Staff Vishakha distributed copies of the new Watershed Watch discount card. She informed the MC that the Fall 2018 Green Gardener training has started. Due to low enrollment in the Spanish training, the Program is conducting one bilingual training. E. OTHER PERMIT-RELATED ACTIVITIES None. MC_Minutes_ _final
